Tax Aspects of Caring for an Elderly Individual
Richard Scrivanich If you find yourself in the position of taking care of an elderly or incapacitated parent or individual, there are a number of tax breaks that you may be able to take advantage of. 1. Dependency exemption. You may be able to claim the cared-for individual as your dependent, thus qualifying for an exemption. To qualify, (a) you must provide more than 50% of the individual’s support costs, (b) he must either live with you or be related, (c) he must not have gross income in excess of the exemption amount, which is $3,950 for 2014 ($3,900 for 2013), (d) he must not himself file a joint return for the year, and (e) he must be a U.S. citizen or a resident of the U.S., Canada, or Mexico.

If the support test ((a), above) can only be met by a group (several children, for example, combining to support a parent), a “multiple support� form can be filed to grant one of the group the exemption, subject to certain conditions. 2. Medical expenses. If the individual qualifies as your dependent, you can include any medical expenses you incur for him along with your own when determining your medical deduction. If he fails to qualify as your dependent only because of the gross income or joint return test ((c) and (d), above), you can still include these medical costs with your own. The costs of qualified long-term care services required by a chronically ill individual and eligible long-term care insurance premiums are included in the definition of deductible medical expenses. There’s an annual cap on the amount of premiums that can be deducted. The cap is based on age, going as high as $4,660 for 2014 ($4,550 for 2013) for an individual over 70. 3. Filing status. If you aren’t married, you may qualify for “head of household� status by virtue of the individual you’re caring for. If the person you’re caring for (a) lives in your household, (b) you cover more than half the household costs, (c) he qualifies as your dependent, and (d) he is a relative, you can claim head of
household filing status. If the person you’re caring for is your parent, he need not live with you, as long as you provide more than half of his household costs and he qualifies as your dependent. A head of household has a higher standard deduction and lower tax rates than a single filer. 4. Dependent care credit. If the cared-for individual qualifies as your dependent, lives with you, and physically or mentally cannot take care of himself, you may qualify for the dependent care credit for costs you incur for his care to enable you and your spouse to go to work. 5. Exclusion for payments under life insurance contracts. Any lifetime payments received under a life insurance contract on the life of a person who is either terminally or chronically ill are excluded from gross income. With summer quickly coming to an end, and many retail sites under construction, the Whittier City Council looks forward to an active fourth quarter this calendar year. As you drive down Whittier Boulevard, you will see a number of development projects quickly moving forward such as Corner Bakery Café at the former Boston Market site, Oakmont Senior Living Facility at the former Harris Buick Pontiac GMC lot, and LA Fitness across the street from Oakmont. Further down the Boulevard, Dunkin’ Donuts at the former Arby’s site has made significant progress over the last month as has Buffalo Wild Wings at the Whittwood Town Center. We look forward to celebrating the openings of these new businesses with Whittier Area Chamber of Commerce ribbon cuttings. The Washington Boulevard Coalition has been recently reconstituted with business, education, and other community leaders working to promote a Whittier connection to the Metro Gold Line light rail system. The Coalition and the City invite your support during the environment review comment period that ends October 21. You may email eastsidephase2@ metro.net or submit comments at public hearings, one of which will be held in Whittier at 6 p.m. on Tuesday, September 30, at the Uptown Whittier Senior Center at 13225 Walnut Street. We appreciate the leadership of resident Dave Lara for spearheading this effort. The City Council is moving forward to implement the City Charter amendment approved by Whittier voters in June 2014 to divide the City into voting districts. The City is retaining an experienced consultant to assist in creating four equal districts in preparation for the next City Council election in 2016. One City Council member will represent each district, with a Mayor to be elected citywide every two years. The Fred C. Nelles site draft environmental impact report (EIR) is
expected to be available by the end of the month. The community will have an opportunity to review and comment specifically on the potential environmental impacts before the final EIR is completed. Public hearings will be held by the Historic Resources Commission, Planning Commission, and City Council this coming fall to provide the community an opportunity to comment on the project as a whole. Brookfield Homes has submitted plans for a mixed-use development to include up to 750 homes and approximately 200,000 square feet of commercial development. Last month, the Planning Commission and the City Council approved a new housing development project at the former Toyota used auto lot on the south side of Whittier Boulevard between Gunn and Mills. This 50-unit Craftsman style apartment complex will offer spacious one and two bedroom units with private patios or balconies. The complex will offer amenities such as built-in barbeques, a decorative water fountain and a fire pit area for residents to enjoy. Families with pets will be happy to know that a dog run is included in the design of the project. T h e C i t y ’s d o g p a r k p r o j e c t continues to move forward and a contractor should be selected this month. This off leash dog park will be a great addition to the community with an area for large dogs and a separate small dog area. Please remember that dog owners can always bring their pets on leash to enjoy both the Greenway Trail and the hiking trails at Hellman Park. The Whittier Community Foundation’s annual Paws 4 a Cause Canine-K Walk/ Run and Fashion Show is scheduled for 9 am to noon on Saturday, September 27 at the Palm Park Greenway trailhead. You are encouraged to register your pets and join the fun as all proceeds will go toward the development of the new dog park. Also on September 27 will be the last of our free Moonlight Movie Nights, with a double feature at Parnell Park. Cloudy with a Chance of Meatballs will begin at dusk followed by ET on Saturday, September 27. Bring the family out to enjoy these two beloved classics on the 28-foot inflatable movie screen! Eastside Transit Corridor Phase 2 Public Hearing 2014 Meeting Locations The Los Angeles County Metropolitan Transportation Authority (Metro) is happy to announce the release of the Draft Environmental Impact Statement/ Environmental Impact Report (EIS/EIR). The document is now available for public review and comment. A 60-day public review and comment period is now in effect through 5 p.m. on October 21. The environmental document is available for review at
multiple locations along the proposed alignments. Public hearings in the cities of Montebello, Pico Rivera, South El Monte and Whittier, preceded by 30 minute open houses prior to each hearing, have been scheduled and advertised. Thinking like a criminal You work hard. You run a successful operation. You put your heart into your business to provide services and products to the public and a living for you and your employees. Yet in a matter of minutes, years of hard work and dedication can be sabotaged by a criminal act of theft, burglary, or workplace violence. No one knows your business practices and physical settings better than you and your employees, which makes you the security expert for your company. Part of smart policing involves an understanding of the criminal mind. From the fi rst day of the academy and through formal university criminal justice degree programs, officers are taught to examine past criminal behavior in order to better prepare for future criminal acts. Officers and detectives spend hundreds of hours throughout their career training to respond to criminal threats. The most effective way to make officers understand criminal behavior is to place them in the position of the criminal during role playing exercises. From hiding in a building as other officers search, to running from a mock shooting location while other officers canvas the area, officers learn a great deal from their decision making, observations, and instinctive actions while playing the “bad guy.” This simple technique can be used by you and your organization to better defend and defeat criminal activity intended to target your business or its employees. How easy is it to break into your business and how long will it take a burglar to reach critical items? How easy is it to defeat your alarm system? How easy is it for an armed robber to gain free access into your business during business hours? Where are
the safe hiding places in your building in case of a violent workplace event? How secure is your computer network and what information can be pried out of a stolen computer from your office? How much can a burglar or a robber planning an operation see about your day to day actions? Does your business present an easy target to a burglar during dark hours? Does your staff follow security procedures that are put in place for perimeter and internal operational security? Answers to many of the above questions can be found through simple role playing and internal “detective work” by you and your staff. Take a few hours every month to challenge your physical and internal operation by playing the role of a criminal. Walk around your business at night to see what a criminal would see while everyone is away. Test your alarm system from different entry points. See how long it would take you to access critical items once inside the location. Walk through your parking lot and see how many employees leave items in plain view inside their vehicles. Contact your own business and try to obtain critical, personal, or banking information over the phone or via email. The role playing “criminal” behavior possibilities are endless. Unfortunately, real criminal have hours upon hours to devise criminal plans. A small contribution of your time to role play such acts will teach you and your organization how to better protect what you have worked so hard to build. From adding lighting, changing alarm coverage, and better securing your critical assets, to re-training personnel about information release, making your operation tougher against crime will benefit you, your customers, shareholders, and the community.

Club Parnell offers special dance evenings Club Parnell, a community dance program, will be held on Fridays at Parnell Park, 15300 Lambert Road. Rudy and Maria Hernandez, the dance professionals from the annual “Dancing with the Whittier Stars” event, will give lessons on a different style of dancing during the series. Whittier dedicates Walnut Station on Greenway Trail The Walnut Station, paying tribute to Whittier’s early agricultural industry of walnuts, oranges and avocados, was dedicated last month. Approximately 25 City leaders attended the event, including Assemblyman Ian Calderon; Mayor Cathy Warner; Council Members Owen Newcomer and Joe Vinatieri; and Sedrick Mitchell, Deputy Director of the California Parks and Recreation, spoke regarding the importance of the Walnut Station and what it represents. Council Member Newcomer explained the importance of bioswale drainage. “The bioswale helps water flow into the ground, instead of running off and flooding adjacent areas. Also, since the water is absorbed into the ground – dirt is an excellent filter – pollutants are cleaned out of the rain water before in enters the water supply or goes out to the ocean.” In addition, he noted that the bioswale, which resembles a creek bed, made of natural materials, “is functional as well as beautiful.” Council Member Vinatieri said the various stations along the Greenway Trail are an excellent way for those using the Trail to learn about different facets of Whittier’s history. He added that “one of the best things about the Trail” was the installation of sensors along the facility, which monitor the amount of water in the soil, so the landscaping is not watered until the sensors note that watering is needed. “This is a great way to conserve water, and helps make the Greenway Trail one of the best things in Whittier,” he said. Assemblyman Calderon praised Whittier for the Walnut Station and bioswale, especially as California is dealing with emergency drought conditions. “It is very impressive what the City, with everyone working together, has been able to achieve. I am very proud to have had a part in it.” He said the Walnut Station was constructed using $499,800 Proposition 84 grant funds, a program that supports nature education in the state.
Assemblyman Calderon noted that the 140 people use the Trail every hour, totaling usage of 234,000 people per year who enjoy the Trail and its amenities. “The Greenway Trail is a gem of Southeast Los Angeles County,” he said. He presented the City of Whittier with a Certificate of Recognition for the Walnut Station. Warner noted that the Walnut Station is an excellent example of collaborate effort among the various government, organizations and interested citizens of Whittier to improve the Greenway Trail and the City. She then introduced Mitchell, who gave a summary of how the City was able to obtain the funding for the Walnut Station. Proposition 84, the nature education grant program, received requests totaling $3 billion for various projects throughout the state. “We were only able to fund 1 out of every 11 requests received,” he said. “This is a tribute to Whittier’s excellent design and effort.” “I love ribbon cuttings and groundbreakings,” Mitchell commented. “It shows that Californians value and care for the outdoors, and represents the heartbeat of the state.” In the area of nature, preservation and conservation, Mitchell noted that “California is a demonstration to the rest of the nation – they look to us for guidance and inspiration.” Warner said that the Walnut Station, in addition to highlighting water conservation, gives information on the importance of Whittier’s trees, both in agriculture and beauty. She pointed out the nearby Paradox Hybrid Walnut Tree, a cross between an English Walnut and a Black Walnut, which was planted in 1907 and is a reminder of Whittier’s once-thriving nut industry. She said she looks to even more use of the Trail, especially in the vicinity of the Walnut Station. “With the development of the Nelles site, there may be up to 650 homes and some retail. And with the PIH Health campus continuing to grow, the Trail will be a place where families can come and where employees in the area can take a walk during their lunch break.”

The second annual Walnut Tree Festival will be held from 9 a.m. to 4 p.m. Saturday, October 4. The free event celebrating the arts will be held at Roadside Rest Park, 12352 Whittier Boulevard, where Whittier’s venerable Hybrid Walnut Tree still stands as a living reminder of the nut industry of Whittier’s early days. Free parking will be available at Legget & Platt, Inc., across the street from the park. The Festival is co-sponsored by the City of Whittier and the Whittier Cultural Arts Foundation in cooperation with King Richard’s Antique Center. In addition to enjoying and shopping for art, vintage items and antiques, the day’s events will include a walnut cookie baking contest and live music. Record student applications forces waitlist for the fall 2014 - 2015 school year One year after becoming a co-ed High School, St. Pius X – St. Matthias Academy has reached record numbers in the amount of applications, admitted and registered students for the upcoming 2014-2015 school year. A record 200 applications were received and 191 students have been accepted for the upcoming school year. A total of 307 students are registered (9th grade to 12th grade), and as a result, St. Pius X – St. Matthias Academy has opened a waitlist for admission for the
first time in school history. 13 Incoming freshman (9th graders), were honored with the Onwards Scholars Program scholarship, a scholarship offered only at St. Pius X – St. Matthias Academy that pays 75% of a student’s tuition for a period of four years. Enrollment numbers are not the only thing increasing at St. Pius X – St. Matthias Academy for this upcoming school year. 5 new teachers were hired this year to teach Spanish, Chemistry, Geometry, and Theology classes.

The 17-acre campus located in Downey, California was previously home to the co-ed Pius X High School from 1953-95, and was h the site of the all-girls school St. Matthias High School until July 1, 2013. In September of 2013, the school re-opened with a new name, St. Pius X – St. Matthias Academy. Latino Heritage Celebration Poncho Sanchez Headlines Rio Event Rio Hondo College hosts its second annual Latino Heritage Celebration, a free community celebration of Latino arts and culture of the Rio Hondo region. The Celebration, a co-production of Arts & Cultural Programs and Student Life & Leadership, takes place on Saturday, September 20, from 1 to 5 p.m. at Rio Hondo College, 3600 Workman Mill Road in Whittier. In addition to games and inflatables, food trucks and arts activities, there will be numerous college and community-based groups. The celebration features performances by dance troupe Raices Peruanas, salsa band Son Cinco and a live broadcast by Mega 96.3 FM. Headlining the event will be Grammy Award-winning percussionist Poncho Sanchez & his Latin Jazz Band. “The role that Latinos play in the arts, entertainment and culture of this region is huge,” says Jasmine López, Director of Student Life and Leadership. “We
have all kinds of music, food, art and entertainment—all coming out of the cultures of Latin America. We want to embrace and celebrate the Latino culture in all its aspects.” For more than three decades as both a leader and a sideman, conguero Poncho Sanchez has stirred up a fiery stew of straight-ahead jazz, gritty soul music, and infectious melodies and rhythms from a variety of Latin American and South American sources. Poncho Sanchez brings his Latin Jazz Band to the intimate stage of the Wray Theatre for what is sure to be the music event of the season. AROUND TOWN Experience the Whittier Art Crawl Fest on Sunday, September 28 The Whittier ART Crawl Fest will take place Sunday, September 28 from 11 a.m. to 6 p.m. down Greenleaf Ave. and surrounding streets, at various participating businesses in Uptown Whittier. The festival, which is free and open to the public, is a place where the artisan and foodie communities can come together to share, meet, buy, eat and drink in the experience of the creative world. The event goal is to strengthen the arts in the city of Whittier and neighboring communities. The focus is on supporting and enriching the art culture by creating opportunities for artists showcase their work. The Art Crawl festival sets itself apart by providing a new scope for emerging artists who live and work in the community and neighboring cities. The Whittier Art Crawl Festival is a one-day art fair to experience innovative visual artists, gifted musicians, dance performers, and culinary creators living in Whittier and in the surrounding areas. The fair will bring a variety of artistic enlightenment to our community by showcasing art in public places through performing street artisans, pop-up galleries, and the culinary arts brickand-mortar. Each participating Uptown eatery will transform their space into a
pop-up gallery or will feature an artist or performer and offer great food for a tasting-crawl pairing. Each participating business, retail shop, and boutique will transform their space into a pop-up gallery featuring an artist, musician, or an artist’s window display. There will be free art and music performances on four stages and three pop-up stages featuring jazz & alternative music, cultural & modern dance, children’s performances, written word, open mic and theatre. The Whittier Art Crawl Festival will be located on Greenleaf Ave. between Wardman St. & Hadley St., and on Philadelphia St. between Bright Ave., and Comstock Ave. The Art Crawl Festival is designed to promote and support the local arts and community through art-inspired entertainment, education, exhibits, and sales. The festival showcases all forms of creative expression, such as visual arts, culinary, dance, music, written word, and theatre in the setting of an Uptownwide celebration. East Whittier Lions Club installs newest officers An installation ceremony was held in July for incoming officers of the East Whittier Lions Club. Ted Dean was elected as the club president for 2014-2015. Dean has been an active member of the East Whittier Lions Club for the past 5 years. According to Ted Dean, club president, “I am looking forward to leading various projects and continuing the East Whittier Lion Club’s commitment to serving the community.” Dean will be supported by the club’s vice president Fran Coeur and Sharon Sindelar who was elected to serve as the new club secretary. Since the club’s chartering in 1941, its members have worked on a variety of projects in the local community, such as providing vision and hearing screening equipment for the East Whittier School District, providing holiday baskets to families in need, and the annual Children’s Christmas party for special education students in the local elementary schools. The Christmas party has been a signature project for over 40 years. Proceeds from past fundraising events have gone to provide eye exams and eyeglasses to students in East Whittier School District.
Upcoming fundraising projects will be White Cane Days in October, a semiannual Rummage Sale in November and the 3rd Annual Comedy Night in February. The East Whittier Lions Club has 24 members and meets Fridays at 7 a.m. at Mimi’s Café. The “Live Your Dream” Award assists women who provide the primary source of financial support for their families by giving them the resources they need to improve their education, skills, and employment prospects. Many recipients have overcome enormous obstacles including poverty, domestic violence, and/or drug and alcohol abuse. The award may be used to offset any costs associated with efforts to attain higher education such as books, childcare, tuition, and transportation. AROUND TOWN The Whittier Art Association and Gallery celebrates 75th anniversary The Whittier Art Association will be celebrating the month of September with two unusual and exciting show legends which will run from August 27 through September 13. The Whittier Art Gallery is hosting a collection of work from some of the Whittier area’s most renowned artists bringing to this exhibit some of their favorite works, many of them borrowed from the prestigious collections in which they are included. Their work is being shown as a part of the continuing celebration of the Association’s 75th anniversary. These are the artists who painted the murals you see as you drive down our local streets. The city sculptures you so enjoy are the works of their hands. Leroy Schmaltz’s tikis are all over the country, and the late ceramist Mabel Enkoji’s exquisite work will also be present. A free reception will be held on Saturday, September 6 from 2 to
5 p.m. The Whittier Art Association welcomes and encourages you to come meet some of these famous and honored artists. Nancy Enkoji and Peggy Nishio, two daughters of the above noted Mabel Enkoji, and their friend Robin Brooks, who is a well known sculptor, have put together an exciting exhibition from September 17 to September 27. The exhibition features everything from painted sculpture to extraordinary paper works. These three are award winning artists and they have selected a few others to join them in this exhibit. New artists invited to Screening Day for annual Hillcrest Festival of Fine Arts Artists who have not previously participated in the annual Hillcrest Festival of Fine Arts are invited to a Screening Day on Saturday, October 4 from 9 to 11:30 a.m. at Hillcrest Congregational Church in La Habra Heights. All artwork is welcome including watercolor and pastel paintings, mixed media, sculpture, wood, glass, hand-woven items, photography, ceramics, pottery, and jewelry. Items for the Arts & Crafts Boutique will also be reviewed. Artists are asked to bring three representative pieces of their work to the screening. No prior registration is necessary to attend the screening. The annual festival, now in its 55th year, is a three-day event held every February. The dates for 2015 will be February 20, 21 and 22. Bonnie Price accepts symphony presidency for 77th season Bonnie Price, an enthusiastic teacher from Whittier, was re-elected and installed as President of the Rio Hondo Symphony Association at their annual Installation Luncheon held in July at the Clarke Estate in Santa Fe Springs. Price, who has taught in local schools since 1983, received her B.A. from UC. Santa Barbara. Later she earned her Master’s degree in education from Whittier College, where she taught Instructional Technology for 11 years. For four years she served as a mentor teacher in technology in the Whittier City School District. During her many years in public education, Price won numerous awards. Currently she teaches 5th grade at Wallen L. Andrews in North Whittier. In 2004 at Hoover School, she and 80 students from the Garden Club established a 2,000-squarefoot native plant garden. Price said she is aware of the importance of classical music in the lives of children and became interested in the orchestra when her 5th graders participated in the Symphony Association’s Music Enrichment Program, which now reaches 15,000 youngsters. “Although we are facing an economic challenge, we are keeping a close look on our budget,” she said. “Community support is vitally important for the orchestra. We are hoping that more music lovers will join the Symphony Association, and at higher levels. Each level of membership offers special benefits,” she explained. WAPADH’S Art Source creates collaborative piece for Frida Kahlo gallery Each year, Casita Del Pueblo, an art gallery in Whittier which supports local artists, holds their Frida Kahlo exhibit to celebrate the birth month of Kahlo and the extraordinary life that she lived. This year WAPADH’S Art Source participated in the exhibit and created their own collaborative piece called “Frida and Her Muse” which was inspired by Kahlo’s work. Yolanda Garcia, art consultant and owner of Casita Del Pueblo, had previously made a connection with WAPADH through Jonathan Reyes, a resident artist and community advocate at WAPADH. “We had collaborated about WAPADH participating in the Santa Fe Springs Art Festival and it was such a success. There was beautiful representation of the collective and
collaborative pieces that the consumers did together. We thought it would be wonderful to incorporate them to all our group shows” said Garcia. “We were really excited that we are able to continue that relationship with WAPADH.” This year the event was held on Saturday, July 19 and was called “Frida in Her Own Words: A Tribute Art Exhibit to the Life and Work of Frida Kahlo.” Garcia invited artists to take a quote from Kahlo’s journal and create a piece inspired by that quote. WAPADH chose the quote “Pinto Flores Asi No Muerer” which means “I paint flowers so they do not die.” With the support of the staff, WAPADH consumers picked, cut, color coordinated, glued, and placed fake flowers onto the piece, surrounding the
monkey face painting of Kahlo. Through Art Source, WAPADH continues to push through limitations and encourage creativity and artistic expression with consumers. “What we really need to put in light and understand is to really embrace each person’s limitations and not allow those limitations to make us who we are” said WAPADH staff member Nicolette Rhodes. Leading up to the exhibit, Art Source attendees learned about Kahlo’s life through books, educational videos, and individual projects in class. They learned in detail about the type of artist she was, her self-portraits and what inspired her creativity. “I think this really taught the consumers and staff not only about her life but about the things she had to
overcome with her disability. She was still able to create art. I think this inspired staff and consumers to over achieve,” said WAPADH staff person Daisy De La Torre. According to Garcia, WAPADH’S piece has been very popular in the gallery and the community has been gravitating to it. “That’s why we opened Casita Del Pueblo, so we can be a hub for the community to come, celebrate and rejoice in the arts, and to continue making art accessible to the community.” For more information on WAPADH programs and services contact (562) 946-0467.
