The Association would like to extend a warm invitation to community members to enjoy a holiday celebration together at the 61st Annual Uptown Whittier Christmas Parade on Saturday, December 13 from 10 a.m. to 12 noon. Come early, do some shopping, enjoy Whittier’s finest restaurants and get a good spot along the parade route! Attracting nearly 30,000 parade watchers each year, the Uptown Whittier Christmas Parade is a community-wide celebration. This year the parade’s theme is "A Sparkling Uptown Holiday Parade" and will include marching bands, local dignitaries, floats, equestrians, civic groups, dance troupes, drill teams, and even Santa Claus himself. Over 15 local high school and middle school marching bands will compete and will be judged by the Southern California School Band Association in various categories. Also, floats will be judged by WUA past presidents for the Presidents Award, Best Theme Award and Holiday Spirit Award. The band and float trophy ceremony will take place at 12:30 p.m. on the grassy area along Greenleaf Ave. between Philadelphia St. and Bailey St. The Whittier Uptown Association is excited to announce Congresswoman Linda Sanchez as this year's Grand

Both Corey and Bickley are excited to be the announcers for this year’s parade and look forward

to leading the day’s activities. Miss Uptown 2014-2015 Christina Ramirez will be making her debut appearance since winning her title at the Fall Antique Street Faire this past month. City Of Whittier

UPDATE

MAYOR'S MESSAGE Cathy Warner

As we close out 2014, it’s important to reflect on our accomplishments and celebrate the many successes from the past year. We have had many new businesses join the community such as Pizza Studio, Buffalo Wild Wings, Massage Envy, O’Reilly Auto Parts, LA Fitness, Canoe Café and The Cellar. More retailers are slated to open this month before Christmas including Dunkin’ Donuts, Corner Bakery Café and a new drive-thru Starbucks at the northwest corner of Norwalk and Beverly Boulevards. Oakmont Senior Living, located on the site of the former Harris Buick Pontiac GMC dealership, has made significant progress in completing their buildings during the past few months. Model homes are now open and the project should be completed in the spring. Three other residential projects on Whittier Boulevard were approved this past year and we anticipate these future residents will help increase sales at our restaurants and retail stores. The Nelles project continues to move forward as the City held community meetings and study sessions in October and November on the Draft Environmental Impact Report. Public hearings before the Historic Resources Commission, Planning Commission, and City Council will begin next month. Meeting dates and times will be posted on the City website at www.cityofwhittier. org. The Nelles site is being developed by Brookfield Homes into a mixeduse project consisting of homes and approximately 200,000 square feet of commercial development which will likely include retail and office uses. Voting district formation has also begun this year with Whittier voters approving an amendment to the City Charter in June 2014 to divide the City into voting districts. The City Council has retained consultants who have begun to facilitate the process of working with the public to create four equal districts that reflect the diversity‎ and unity of our

community in preparation for the next City Council election in 2016. One City Council member will represent each district, with a Mayor to be elected citywide every two years for a total of five individual Council members. To receive additional information about the districting process, visit the City website www.cityofwhittier.org. For the past few years, you’ve been receiving information regarding a potential Gold Line Eastside Extension. At its November 13, 2014 meeting, the Metro Board voted unanimously to move forward with the two alternatives (SR-60 and Washington Boulevard) and conduct further technical review. The Whittier City Council would like to graciously thank the community for your help in attending the local public meetings, sending letters and e-mails in support of the Washington Blvd. alternative, and attending Metro meetings downtown. The work of our interested residents and business people in the Washington Boulevard Coalition helped change the Metro staff recommendation from only the SR-60 freeway route to including the Washington Boulevard alignment in further studies. Going forward, there is a lot to be done before a final decision but for now, we can celebrate our efforts which clearly do make a difference! Please join the Whittier Uptown Association and members of the City Council at two upcoming holiday events. On Saturday, December 6 from 5 to 9 pm, Uptown is sponsoring the Holiday Sonata, an annual event that will take you back in time with old fashioned hospitality, carolers, and horse drawn carriage rides throughout Uptown. Be sure to take the kids for a visit and photo with Santa Claus. On Saturday, December 13, 61st Annual Christmas Parade begins at 10 a.m. Join members of the Whittier City Council and thousands of your friends and neighbors along Greenleaf Avenue in Uptown as we cheer on equestrian teams, children’s sports and cheerleading teams and marching bands from throughout Los Angeles and Orange Counties. For more information on the Christmas Parade, call the Whittier Uptown Association office at (562) 696-2662 or visit the website at www.whittieruptown.org. Have a wonderful and safe holiday season and please remember to shop Whittier!

“Community Voices: Hiring Individuals with Disabilities” WHITTIER AREA COMMUNITY WORKS TOGETHER TO IMPROVE EMPLOYMENT FOR PEOPLE WITH DISABILITIES In 2012, the national labor force participation rate (LFPR) for working age adults with disabilities was 32.1%, compared to 77.7% for adults without disabilities. This rate has not changed since 1988, despite the passage of the Americans with Disabilities Act in 1990. In California, the rate has gotten worse. In 2005, the LFPR of working age adults with disabilities in CA was 37.4%; as of 2012 it was 20.8%. California currently ranks last in the nation in the LFPR of people with disabilities. Whittier Union High School District Career Connection and the California Employment Consortium for Youth are teaming up with the Whittier area community to improve employment for people with disabilities through a community conversation, “Community Voices: Hiring Individuals with Disabilities,” on December 9, 2014. A community conversation is a creative, effective and fun way to gather people together to explore innovative solutions to issues that matter most in the community. During this conversation over light food and good company, the Whittier area community will think collectively about how to better bring together the strengths, resources and opportunities in the community to ensure that all individuals with disabilities can access meaningful employment opportunities and contribute their talents to the workplace. Please join “Community Voices: Hiring Individuals with Disabilities” for snacks, beverages and conversation at: Whittier Community Center • 7630 Washington Ave., Whittier, CA 90605 Tuesday, December 9, 2014 • 10:00 a.m. – 12 noon The event is free however registration prior to the event is required. You can register by going online to http://communityvoiceshiringindividua.splashthat.com/ or by calling (562) 698-8121 x1284.

“Be Active” theme for 2015 Whittier Street art banner program “Be Active” is the theme for the 2015 Community Street Art Banner Program, a public art program sponsored by the Whittier Cultural Arts Foundation, the City of Whittier and an Arts Education Partnership Program grant from Los Angeles County Supervisor Don Knabe. Now in its 12 th year, the Banner Program brings art out of the gallery and into the community with the banners hung along City streets for all to enjoy. Local artists, both professional and amateur, of all ages, school students and organizations are invited to submit designs for the Banner Program that relate to the theme of “Be Active.” Whittier provides a variety of ways to be active that may be depicted on banners: walking the Greenway Trail, swimming at a local pool, participating in a City fitness class, swinging a bat on the softball fields and other activities. To qualify to submit a banner design, artist must live, work on go to school within the City of Whittier. The deadline to submit banner designs is 5 p.m. Friday, January 16, 2015. Submissions may be mailed or delivered in person to Erin Hamilton, Community Services Coordinator, at Parnell Park, 15390 Lambert Road, Whittier, CA 90604. Submissions must measure 5 inches by 14 inches and be vertically oriented. Bright colors and designing the artwork to the “Be Active” theme are suggested. Artists need to take into account that the final banners hung on the streets will be viewed from distances of 8 to 30 feet or more. Inappropriate or obscene language or images are prohibited. A maximum of two designs may be submitted.

Applications for the banner design submissions are available on-line at www.cityofwhittier.org under Cultural Arts. Judging of the banner designs will be done by the Whittier Cultural Arts Foundation Banner Committee. For judging purposes, applicants are asked not to sign the front of their designs. Artists whose designs are selected will receive a vertical banner measuring 30 by 104 inches or 24 by 60 inches. The banner will be painted on one side only with acrylic paint, and painting supplies must be provided by the artist. The completed banners become the property of the City of Whittier, but artists will have a chance to buy back the banners at the end of the display. The completed banners will be displayed along streets throughout Whittier from May through July 2015. A reception recognizing all artists who submitted designs will be held on Tuesday, May 12, 2015 at City Hall, 13230 Penn Street. The deadline for submitting applications is 5 p.m. Friday, December 19. “The Social Services Commission encourages innovative programming that could include agencies submitting joint applications for projects to better the quality of life in Whittier and provide necessary services to our residents,” said Fran Shields, Director of Parks, Recreation and Community Services. Holiday Season Crime Prevention Tips The holiday shopping season is fast approaching and is a peak time for crimes such as home and vehicle burglaries, and thefts. Residents need to be alert, aware, and prepared in order to reduce the risk of becoming a crime victim at home, on the road, and while shopping. Criminals know that homes become mini-goldmines as families begin to store holiday gifts. The items most desired by burglars and thieves are also those most desired by intended gift recipients. Small electronics such as phones, tablets, laptops, digital music players, game consoles and various jewelry items will be stored in most homes in December. Residents can better protect their homes by locking doors and windows at all times, and by not displaying gifts and other valuables where they can be seen from a window or a doorway. Store small electronics and jewelry items in a safe or in a place that is not conspicuous. When not at home, always activate your alarm and turn on a radio or television so the house looks occupied. If you go out of town for the holiday, use an automatic timer for your lights and ask a neighbor or trusted friend to watch your house, pick up the mail and newspapers and park their car in your driveway from time to time. After the gifts are opened, try not to advertise your new electronics and/or other new valuables by putting empty product boxes out on the curb for the garbage collectors. Break the boxes

down and fold/cut them so they could fit in a closed trash container. While shopping, stay alert to your surroundings and the people around you. Make sure you have your checkbook, wallet, identification card and credit cards secured after every transaction. Sometimes people get so excited about a purchase, they forget to collect these items from the register counter. If you notice any item missing, contact your bank or credit card company immediately to stop any account activity, and then contact the police department. Coordinate shopping trips with a friend if you plan to be out late. Never park your car in an unlit area, no matter how convenient it is. Criminals know that cars parked in shopping centers are likely to contain valuables. Lock your car doors and windows even if you are only gone for a few minutes and NEVER leave shopping bags, purses, backpacks, or any items of value visible through your car windows. Criminals usually walk from car to car in parking lots, looking for any visible valuables. When they see something they want, they will break the window (they use tools to make that quick and quiet) and take the valuables. Lock item in the trunk, or keep the items with you as you go from store to store. Follow the above tips and help us reduce crime in our community. Have a safe and joyful holiday season – from the men and women of the Whittier Police Department.

Update: Crime and Proposition 47 In November, California voters approved Proposition 47 which resulted in the reduction of various crimes from felony to misdemeanor status. The provisions of the proposition went into effect the next day. In addition to carrying lesser legal penalties, Proposition 47 has changed the manner in which police officers process suspects that are arrested for these crimes. While persons arrested for felonies are usually physically arrested and taken to jail, persons arrested for misdemeanors usually receive a ticket and are released in the field. As a result of Proposition 47, police officers are now issuing a citation and releasing suspects in the field for the following crimes which were reduced to misdemeanors: • Simple possession of cocaine, heroin, methamphetamines, GHB (date rape drug), ecstasy, concentrated cannabis and other listed drugs • Forgery of checks with loss less than $950 • Any theft of property with value of less than $950 (including guns, vehicles, and theft from the person)

• Receiving or concealing stolen property with value less than $950 • Writing non-sufficient-funds checks totaling less than $950 • Shoplifting property with value less than $950 Proposition 47 also sets provisions for persons previously convicted for the above crimes when they were felonies, to petition the court for a re-sentencing under the new misdemeanor charge. This is likely to result in thousands of convicted felons being released from jail and prisons and thousands of probationers ending their probation status. Proposition 47 will not apply to persons convicted of murder and other very serious offenses, and some sexual registrants. The changes enacted by the passage of Proposition 47 have an impact on both law enforcement and the public. Police officers now have less opportunities and authority to arrest and remove a criminal from a neighborhood or a business. As a result, law abiding citizens including crime victims, are likely to see many criminals walk away from a crime scene with only a ticket.

Through a widely inclusive process, the District identified wellness services as a priority under its Local Control and Accountability Plan (LCAP), a blueprint that outlines how the District will target services for its greatest student needs. “So far this school year, 215 students have been referred for mental health services, showcasing the need for social-emotional support programs on our campuses,” said Director of Student Support Services Amy Larson. “This is a very new and ambitious program that is providing us the tools to better assist our students with prevention, early intervention and support when they need it.” The program is modeled after Santa Fe’s Serenity Program, which was established in 2006 and includes individual and group counseling, case management, classroom presentations and parent education sessions, as well as partnerships with local universities such as Whittier College, USC and Azusa Pacific University, among others. Under the leadership of counselor and licensed clinical social worker Angela Castellanos, the Serenity Program was recognized with the prestigious Golden Bell Award for increasing student attendance rates and test scores and decreasing discipline cases. Castellanos is now leading Whittier Union’s efforts to expand similar mental health services across District schools as the new

Student Well-Being Liaison. “We want our students not only to have the ability to succeed academically, but also have the tools and resources that permit them to flourish in their behavioral, psychological and emotional lives,” Castellanos said. “Through the success we have seen with the model program at Santa Fe High, I am confident that we will experience the same results District-wide.” Joining Castellanos in moving the program forward is Larson, a license clinical social worker with a background in mental health, and District Mental Health and Community Services Liaison Jack Ketchem, a licensed marriage and family therapist with a credential in counseling. As part of the program, Whittier Union has instituted wellness centers at its five comprehensive high schools, and counseling services are offered to students in the District’s alternative education programs at Frontier and Sierra Vista high schools. La Serna and Pioneer high schools are currently working with their art departments to create murals for their centers and are in the process of creating a student wellbeing club called “LETS,” short for “Let’s Erase The Stigma.” In an effort to strengthen the program, the District has partnered with several local community agencies, including Los Angeles Centers for Alcohol and Drug Abuse, which provides drug and alcohol counseling services at all schools; Pacific Clinics, which provides behavioral services at Santa Fe and Pioneer high schools; and The Whole Child, which operates an integrated school health center, dubbed “The Gallery,” on the Whittier High School campus. Administrators, counselors and staff at each school site have undergone extensive training in suicide and threat assessment, led by school psychologist Stephanie Murray, an integral member of the District’s Crisis Response Team and suicide prevention education. Teachers also received training on how to refer students to services available through the program. Crisis response training is scheduled in the spring. In collaboration with each school’s counseling staff, interns are coordinating

California and Santa Fe high school parents received similar training last year. Additionally, Whittier Union has partnered with APU for grant proposal writing and received a $10,000 grant from Kaiser Permanente to administer the WhyTry program, which has enabled teachers and staff from the District’s intervention programs to undergo training on how to motivate at-risk

students to achieve in school. “We are strongly encouraged by the impact this much-needed program has already made on our students, whose emotional and mental well-being and health is foundational to their success in school,” said Whittier Union High School District Superintendent Sandra Thorstenson. “This is another example of our genuine concern for our students’ well-being and our ability to use LCAP funding to develop new and innovative programs to benefit our students who are most in need.”

AROUND TOWN Healthy smiles equal healthy children The Rotary Club of Whittier coordinated a total of four days of oral health and nutrition assistance at West Whittier Elementary and Lydia Jackson Elementary during the last week in October, providing free dental screenings, fluoride treatment, oral health and nutrition education, and referrals for care to approximately 800 elementary age children. The Rotary Club of Whittier, chartered by Rotary International on October 17, 1922, is committed to eradicating polio world-wide, providing humanitarian service locally, encouraging high ethical standards, and helping to build goodwill and peace in the world. Dental disease is the most chronic childhood disease. It is four times more common than asthma. Children living with untreated dental disease are suffering from chronic toothaches and painful abscesses. They cannot eat, drink, or sleep normally. They also have trouble focusing in school and miss more days of school as a result of

dental pain. Untreated dental disease can also lead to systemic problems when infections in the mouth spread to other parts of the body. Dental disease can be the culprit behind ear and throat infections and is also a documented risk for cardiovascular disease and other conditions. According to the 2006 “Mommy it Hurts to Chew” California Smile Survey, 50% of kindergarteners already have dental decay by the time they are in third grade, and over 70% of children have a history of tooth decay. Minorities and children of lower socioeconomic strata are also shown to have a high prevalence of dental caries. In addition, studies continue to show that the incidence of dental disease in children is directly correlated with poverty, such as the most recent 2014 Children Now, California Report Card, where California ranks a “D+” in oral health. There are a substantial number of low income children in Whittier with extensive dental disease, cavities,

John K. Sudick, DDS receives Hacienda La Puente Adult School 2014 Heroes Award Local Whittier dentist Dr. John Sudick was recently recognized at the Hacienda La Puente Adult School (HLPAS) back in November during a luncheon honoring volunteers for the adult education program. He has been volunteering for the HLPAS Dental Assisting Program for over 10 years in various capacities including teaching, consulting on the Board for the accredited dental assisting school, placement for dental assisting externships, and providing dental services for the San Gabriel Foundation for Dental Health at the school’s clinic. The walls were adorned with super heroes from various DC Comics including Superman and Captain America. The chair-backs at each table had various super hero capes attached and large life size cut outs were at the side front of the room for photos. It was an over the top luncheon to honor twelve volunteers from the various Career and Technical Education Programs at HLPAS, including Sudick. The gourmet food prepared by the HLPAS Culinary

Arts students for the luncheon included smoked beef brisket, shrimp, mashed potatoes, rice pilaf, various salads, fruits, and wonderful desserts. Dr. Sudick enjoyed the fresh fruit tart while seated with his sponsor, Heather Pasicznyk, RDA, BVE, MS, the Dental Assisting Program Director. and infections that are rampant not in just one tooth but several. In some cases, more than half of all their baby teeth are affected. For example, 10.2% of children have never been to the dentist and 15.7% of children did not visit a dentist in the past year due to the inability to afford it and/or had no insurance. Children living in poverty face obstacles in accessing dental care, especially pediatric and multispecialty dental treatment. The Rotary Club of Whittier, in partnership with Children’s Dental

This has been made possible through the generosity of Rotary District 5320, Honorable Supervisor Don Knabe, and Corporate Sponsors PIH Health, Pacific Western Bank, and Republic Services. Our community will offer gourmet dining, concierge services, a plush movie theater and multiple recreation rooms for an array of daily entertainment activities, and of course a comprehensive catalog of quality care options. We urge residents to come see how we are reinventing retirement.”

Oakmont of Whittier will also specialize in memory care and cater to individuals with Alzheimer’s and other forms of dementia, including early memory loss. In addition to the assisted living services, the communities will offer special therapy programs that strengthen and engage dementia patients. AROUND TOWN The Whole Child

prepares for

expansion and renovation The Whole Child is proud to announce a capital improvement project to support the construction of new office space, renovation, and upgrades of its 25,477 square-foot main office building originally constructed in 1976 located on Colima Boulevard in Whittier. The renovations will offer The Whole Child ample space for an expanded and enhanced environment for therapists to provide mental health and housing services, as well as other linkages to ensure our families develop the skills and resources needed to lead emotionally healthy lives. Renovation and upgrades will create a bright and comfortable environment for the children and their families to enjoy when visiting The Whole Child. Because many clients come to The Whole Child after experiencing a traumatic event, a child-friendly and healing environment will help them focus on the therapeutic interventions provided for their recovery. The Rose Hills Foundation, BCM Foundation, and The Albert and Bettie Sacchi Foundation have contributed very generously towards this capital project. For years, these foundations have lent their continued support of

the professional mental health services provided by The Whole Child to those most vulnerable. Further, the foundations fully understand that one’s physical environment affects the outlook, behavior, and development of the children we serve. The impact of the ambitious capital improvement project of The Whole Child’s offices and therapeutic space will be felt in many ways by the children and families they serve. The agency currently welcomes close to 8,000 children and their families annually. It is expected that their capital improvement project will allow The Whole Child to provide even more of its much needed services to the children that need it the most. Over the next four to six months, the expansion and renovation of the main office building will not only include internal and external improvements but will also contribute to making the 39 year old building much more energy efficient. The Whole Child looks forward to seeing you for the grand opening in early Spring 2015, as they unveil their newly expanded and renovated main office building. They will continue in the tradition of transforming the lives of children and their families when they are most in need of emotional well-being and/or housing services.
