Build Business Connections While Supporting Chamber Services at Annual Golf Tournament & Networking Mixer The Whittier Chamber’s annual Hathaway Golf Classic will once again revisit the rolling greens of Friendly Hills Country Club for its 37th year. Golf tournaments bring people together like no other sporting event can and the Whittier Chamber’s Hathaway Golf Classic is no exception. Whether you golf, volunteer, or join us at the 19th Hole Mixer, you don’t want to miss this year’s event taking place Monday, September 14th, 2015. “Well over 150 business owners and community members will participate in the Chamber’s Hathaway Golf Classic,” stated Mike Seril of Michael Seril Fitness Studio, Hathaway Golf co-chair. “The tournament’s recurring theme is networking. Our goal is that guests leave feeling like they had the opportunity to meet new people and create new leads while enjoying a great day on the course,” added co-chair Yuki Sato, Owner of Kenkou Acupuncture & Wellness. Golfers will play a team scramble format and everyone is invited to participate, regardless of whether you are new to golf or are the next Rory McIlroy. At press time, there are only a few spots left for golfers. The cost is $225 per person ($285 with a tournament package) and includes green fees, cart, tournament gifts, lunch, a full-service

after hours mixer and awards banquet, and several new and exciting on-course games with multiple opportunities to win great prizes. For the non-golfers out there, all are invited to the 19th Hole Mixer, sponsored by The Quad, for only $40 per person. The mixer begins at 4 p.m. and will feature cocktails, business networking, a delicious Friendly Hills buffet dinner, and a seat at the tournament awards banquet. More importantly, attending the 19th Hole Mixer grants access to networking with over 150 golfers, City officials, and

corporate representatives who will be in attendance at this once-a-year event. One of the most popular and exciting aspects of the Hathaway Golf Classic each year is the $2,000 Golf Ball Drop. the taxpayer actually recovers less than the reduction in a later year, he or she can take an additional deduction in the year the recovery amount is ascertained. And a taxpayer is required to include in income any amount recovered greater than the amount anticipated at the time of taking the deduction. The amount of the deduction. According to IRS, the amount of the theft loss is determined by adding to the amount of the initial investment any additional investments and any amounts the taxpayer reported as income and reinvested, minus any amounts withdrawn over the years and any reimbursements or likely recovery. There is an alternative way to calculate the loss under an elective provision, which we’ll discuss in next month’s Tax Tips article when we wrap up our discussion of the IRS rules concerning the deductibility of losses you may sustained from Ponzi and similar fraudulent schemes. Did you know that the IRS has special relief for victims of Ponzi schemes (and for investors in other similar fraudulent schemes)? Because Ponzi schemes generally continue for years, many investors are faced not only with the loss of their original investments, but also with having paid taxes on “phantom income” based on fraudulent statements sent by the fraudster to investors over a number of years. The first question the IRS answers— generally positively for investors—is exactly how the loss from the investment will be treated for tax purposes. If the loss was considered a capital loss, which is often the case when a taxpayer loses

money on an investment in stocks or securities, individual taxpayers would be limited to offsetting the loss against their capital gains, plus an additional $3,000 allowed as a deduction against ordinary income. Although the excess loss can be carried forward indefinitely, it would do little for losses of the magnitude incurred by the typical Madoff investor. So it was good news for investors when IRS announced that investors can take an ordinary loss deduction and the deduction isn’t subject to the 2% of adjusted gross income (AGI) limit on miscellaneous itemized deductions, the income-based limitation on itemized deductions, or the 10% of AGI limitation on the deduction for casualty losses. When the deduction is taken. Taxpayers can deduct the loss in the year the theft was discovered. This deduction can be taken if the loss isn’t covered by a claim for reimbursement or other recovery that has a reasonable chance of occurring. If there’s a reasonable chance of recovery, the taxpayer must either reduce the deduction by that amount or, alternatively, make a special election under a 2009 revenue procedure, which is discussed farther below. If, after reducing the deduction,

UPDATE MAYOR'S MESSAGE Fernando Dutra

August was an exciting month in Whittier. The City Council had the privilege of opening our new dog park on Philadelphia at the Whittier Greenway Trail and we saw a lot of happy dogs—and their humans. Small dogs and large dogs have separate fenced areas to run and play off leash with park amenities like water fountains, shade structures, and benches. You can find convenient parking for the dog park and the Greenway Trail off Philadelphia Street. Stop by and visit the Whittier Dog Park soon! Also in August, the Uptown Association hosted the fantastic annual Uptown Whittier Car Show that attracted thousands of visitors to Whittier. And Vallarta Market held its ribbon cutting at the Quad, demonstrating once again the economic strength we have here in Whittier. Ralphs moved out last November and we have a great new

supermarket in its place within a year. As great community partners, Vallarta held a job fair to hire local residents for 200 jobs. Blaze Pizza also signed a lease to be at the Quad in the old Baja Fresh site. The City is working with Southern California Edison on three undergrounding projects to remove unsightly overhead power lines—one on Colima from Whittier Boulevard to Lambert Road, one on Broadway from Whittier to Painter Avenue, and one on Pickering Avenue and La Cuarta north of the Five Points intersection. The work is paid from a special Edison account funded by our community’s utility payments for the express purpose of eliminating the visual blight of aerial lines. We will be working closely in the near future with Uptown property owners and businesses on the establishment of a new Assessment District to help implement the Uptown Specific Plan. This will be a great partnership and the City has plans to do our part by programming millions of dollars toward infrastructure improvements to help build out the Plan and support the business community. School is back in session so please be careful driving and be especially cautious during the morning and afternoon periods when our kids are walking to school.

Captain Michael Davis Inside the Whittier Police Dispatch Center The Whittier Police Department Dispatch Center operates 24 hours a day, year-round, and receives all police and fire related emergency and non-emergency calls for service from residents, businesses and the travelling public in Whittier and Santa Fe Springs. In 2014, the dispatch center received close to 46,999 calls for service from the public. Dispatchers assigned to the Whittier Police Department Dispatch Center serve many important functions. Dispatch personnel answer calls from the public, retrieve pertinent information from the call, and assign the appropriate police and fire resources to respond. Dispatch personnel also serve as a lifeline for patrol officers, by keeping regular communication with them throughout their shift. When an officer needs immediate assistance, he or

she relies on a dispatcher to hear the call for help and summon assistance. Dispatchers are trained to handle a variety of emergency situations over the phone, from guiding a frightened mother and her kids into a safe place when a burglar is in the house, to talking a suicidal person out of taking their own life, all while making sure police officers are on the way to assist. Dispatchers must be great at multi-tasking in order to manage multiple incoming calls, enter information into the computer system, and communicate initial and updated information to police officers in the field. When calls for service come in to the dispatch center, they are “triaged” for their priority based on the nature of the call. Police resources are assigned to handle calls for service based on their priority. An accident with injuries or a domestic violence incident will be handled before a loud party call. This is the reason why at times, police response may be delayed to nonemergency calls. The Whittier Police Department continues to support the “see something – say something” approach to reducing crime in the communities of Whittier and Santa Fe Springs. If you observe suspicious persons or vehicles in your area, please call and report it to the Whittier Police Department at (562) 567-9240. Fear is a powerful emotion and market losses can be fear inducing. But history shows that emotion is a poor compass for charting your investment course. Recently weâ&#x20AC;&#x2122;ve seen markets collide with a whole bunch of unsettling headlines. â&#x20AC;˘ China devalues the yuan â&#x20AC;˘ Greece tiptoed across the default line. â&#x20AC;˘ Stocks in China, which peaked in June, were badly battered in July. â&#x20AC;˘ The Fed continues to telegraph that it wants to start raising interest rates sooner rather than later. â&#x20AC;˘ Corporate profits are running into headwinds from the stronger dollar because overseas sales must be translated back into the more expensive dollar. â&#x20AC;˘ And recently, weâ&#x20AC;&#x2122;ve watched the dollar flex its muscle again. â&#x20AC;˘ Plus, commodity prices have resumed their downward slide. Thank the stronger greenback and nagging anxieties about Chinese growth, since China had been a voracious buyer of raw materials during the last decade. â&#x20AC;˘ And the U.S. economy just canâ&#x20AC;&#x2122;t seem to reach escape velocity and breakout of its pattern of slow growth. But letâ&#x20AC;&#x2122;s take a longer-term view than simply the past several months. Some valuable perspective â&#x20AC;?The financial world is a mess, both in the United States and abroad. Its problems, moreover, have been leaking into the general economy, and the leaks are now turning into a gusher.â&#x20AC;? That quote came from Warren Buffett in a New York Times op-ed piece written in October 2008. While stocks wouldnâ&#x20AC;&#x2122;t bottom for five more months, Buffet was quite clear. â&#x20AC;&#x153;Over the long term, the stock market news will be good. In the 20th century, the United States endured two world wars and other traumatic and expensive military conflicts, the Depression, a dozen or so recessions and financial panics, oil shocks, a flu epidemic, and the resignation of a disgraced president. Yet the Dow rose from 66 to 11,497.â&#x20AC;? It then went on to surpass 14,000 in 2007 and 18,000 late last year (St. Louis Federal Reserve). I subscribe to his sentiment when he says he doesnâ&#x20AC;&#x2122;t â&#x20AC;&#x153;[have] the faintest idea as to whether stocks will be higher or lower a month â&#x20AC;&#x201D; or a year â&#x20AC;&#x201D; from now.â&#x20AC;? His longer-term approach is one that I

am comfortable with. While the U.S. stock market, as represented by the S&P 500 Index, has risen a stunning 205.66% as of March 31, 2015, since its low on March 9, 2009, some investors are still reluctant to participate after the near market collapse that accompanied the 20072008 financial crisis.1 Fleeing the market certainly may have felt like the right thing to do at the height of the financial crisis. But history shows that making investment decisions based on emotion has never proven successful. For instance, greed may have led an investor to own too many technology stocks when the bubble burst on that industry in 2000. Alternatively, fear may have caused investors to cash out of stocks following the crash of 1987 and miss some or all of the subsequent rebound. Fast forward to 2015, and the reality is that investors who missed the extraordinary rally that has occurred since March 2009 may have helped to put their long-term accumulation goals at risk. This is especially true for investors with shorter time horizons, such as those approaching retirement. Maintain Balance to Manage Risk One key determinant to investment success over the long term is having a disciplined approach to balancing short-term risk (stock price volatility) with long-term risk (loss of purchasing power). Finding a â&#x20AC;&#x153;middle groundâ&#x20AC;? in your investment philosophy -- and portfolio makeup -- may go far toward helping investors manage overall risk and realize their investment goals. For instance, history supports the case of stocks, as they have tended to outperform other asset classes as well as inflation over long periods of time.3 But investors who are too focused on the long term may over-allocate their portfolios to stocks -- and over-expose themselves to short-term volatility risk. Alternatively, investors who are extremely averse to short-term risk may do the opposite and face heightened long-term risk. It is important to remember that periods of falling prices are a natural part of investing in the stock market. But by maintaining a long-term focus and following a balanced approach to managing investment risk, you may better position yourself to meet your financial goals. Looking ahead The Federal Reserve continues to telegraph it wants to start raising interest rates this year. Historically, however, the start of a rate hike cycle by the Fed does not signal the end of the bull market. The first rate hike in the 1990s expansion stifled shares during the first year, but the bull market was just getting warmed up. Following the 2001 recession, the Fed implemented its first rate increase in 2004, three years prior to the marketâ&#x20AC;&#x2122;s peak.

Iâ&#x20AC;&#x2122;m still watching China, since it may create some instability going forward. While U.S. companies and the U.S. economy are not dependent on sales to the Asian giant, a recent quote from bond king Bill Gross sums it up well. China is â&#x20AC;&#x153;a riddle wrapped in a mystery, inside an enigma. It is the mystery meat of economic sandwiches - you never know whatâ&#x20AC;&#x2122;s in there. CAPC, Inc. is a non-profit organization that serves and empowers developmentally disabled adults to live full, productive lives by accessing their home communities. The dedicated employees of CAPC work to assist those they serve to move from group homes into independent living situations, and to find jobs so they can maintain selfsufficiency. The adults CAPC works with go from being segregated and labeled, to included and appreciated. As much as they are working to change their own lives by setting and pursuing goals, they certainly change the lives of the people they encounter. AROUND TOWN Whittier Art Gallery Presents “Who Let the Dogs In” Move over Westminster, the most important dog show of 2015 is this September at the Whittier Art Gallery! The Whittier Art Association and Gallery will present Who Let the Dogs In, September 2nd to October 3rd. Until now, America’s favorite pet has been woefully under represented in art, giving pride of place to cats and horses, but not anymore. This is an all media exhibit featuring all things canine. There will be sculptures, paintings, and photos of America’s favorite animal including things that are important to dogs like mailmen and fire hydrants, to name just two. Artists were encouraged to be a bit tongue in cheek, so along with some magnificent canine portraits you might find works based on phrases like dog tired or dog days, similar to the ones experienced this summer. The first of two receptions will take

place on Saturday, September 5th from 3 to 6 p.m. This reception will include an awards presentation. The second reception will take place on October 3rd from 3 to 6 p.m. and the winners of the raffles and silent auction will be announced, which will be ongoing throughout the show. The public is invited to attend both receptions and, just for fun, guests are welcome to bring their favorite dog photo to hang on the newly created Dog Wall for the length of the show. The Whittier Art Association is a non profit organization and memberships and donations to the Gallery are tax deductible. Activate Your School with Walk to School Day in October Within the span of one generation, the percentage of children walking and bicycling has dropped drastically from 50% in 1969 to just 13% in 2009. Children today are simply not getting enough physical activity, contributing to growing rates of obesity and obesityrelated health problems, such as diabetes. In an effort to turn the tide on childhood obesity, Whittier Schools and Activate Whittier will join schools from around the world to celebrate International Walk to School Day on October 7th, 2015. Students will be walking to school Wednesday morning along with parents, teachers, and community leaders, including the Whittier Police Department and volunteers from the YMCA of Greater Whittier and Kaiser Permanente. The event will begin at 8 a.m. with kids, parents, and community leaders walking from their homes or designated corners assuring the safety of participants of this fun-filled event. Walkers will arrive at the school on time and celebrate the walk with pep rallies and giveaways for all participants. Walk to School Day events raise awareness of the need to create safer routes for walking and bicycling and emphasize the importance of

issues such as increasing physical activity among children, pedestrian safety, traffic congestion and concern for the environment. Whittier Community Theatre to Open 94th Season with Little Shop of Horrors Whittier Community Theatre is opening their 94th season on Friday, September 11th with the cult classic musical, Little Shop of Horrors, based on the film by Roger Corman. Book and lyrics written by Howard Ashman and music by Alan Menkin, the Off-Broadway smash hit drew the attention of Disney, and the duo went on to give The Little Mermaid her voice, and a Beast his soul. Whittier Hearing Center Celebrates 60 Years by Giving Back to Community Causes Whittier Hearing Center’s Project Gratitude is sadly coming to an end. At the beginning of the year, Whittier Hearing Center owners Dr. Gilbert and Dr. Ortega committed to donating $10,000 to community causes in honor of their 60th anniversary. However the community need was so great that Dr. Gilbert and Dr. Ortega were compelled to go above and beyond their goal donating nearly $30,000.00 this year! As everyone is aware by now Governor Jerry Brown issued an Executive Order on April 1, 2015 mandating additional water use restrictions in the state of California. In an effort to better inform and assist Whittier residents on proper usage, Assemblymember Ian Calderon, the City of Whittier, and the Whittier Chamber recently held a water conservation forum and resource fair during the month of August. Information was compiled and distributed during the community event indicating what a 20% reduction in Laurie Perschbacher, MAP Property water use would look like and some helpful tips on how to Management achieve less water usage in your own homes. • • • • • • • • •

Yoga Poses for the Workplace Many of our professions restrict us from regular movement throughout the day, which can cause bothersome tension throughout the body and unwanted stress. If you are confined to a desk all day, try these yoga poses in between checking emails and working on reports to improve not only your work day but your overall health. 1. Seated Backbend: While seated with a straight spine, take a deep breath and reach your arms all the way up to the ceiling. As you exhale, let your gaze slowly draw behind you as you gently bend back through your upper back and chest. Hold this for a few seconds and then release your arms, back, chest, and gaze. Repeat this three to five times. 2. Seated Twist: Sitting in your chair with your spine tall and straight, take a nice big breath in and then on the exhale, twist to one side from the bottom of your spine and grab a hold of your armrest. Breathe here for a few seconds, then switch to the other side. 3. Desk Shoulder Opener: Scoot your chair out and stand a few feet from your desk so just your hands can touch. Drop your head between your arms to achieve a good shoulder stretch. 4. Wrist Release: Weeks and years of typing can take a toll on your wrists and forearms so taking a moment to release your wrists throughout the day can help keep them in tip top shape. Take a moment with each hand to bend your wrists in each direction. With one hand press your fingertips toward the

top of your arm, then switch. Then bend each wrist in the opposite direction by pressing your fingertips toward the inside of your wrist. And then to fully release any other tension, put both arms out like a cactus and give your wrists a good rapid shake side to side, then up and down. 5. Neck Release: This stretch soothes pain at the back of your neck, as you interlace your fingers on top of your head and fold forwards. As you hug your biceps downward and exhale for five to ten breaths, you will experience almost immediate relief. Incorporating yoga into your life can help ease stress while making you feel better. Start with these poses and then consider integrating a weekly yoga class to further improve your overall health. I won the 30 second Plug Pass at Wake Up Whittier and it was just enough time for me to discuss our mission of improving the lives of women and girls in our community through programs leading to social and economic empowerment, and our belief in the sincerity of friendship and joy of achievement. The Chamber has given us the chance to grow as an organization through thoughtful marketing, advertising, and face-to-face networking events which will hopefully allow us to serve the women of Whittier for another 68 years.
