Holiday spirit abounds with community events The Whittier Uptown Association invites you to enjoy two traditional Christmas events this December. Make a special date to spend time with family and friends, joining the community in these wonderful showcases of talent and seasonal spirit. Stay awhile to take a leisurely stroll along the tree-lined streets and visit some unique local shops and award-winning restaurants. The 24th Annual Holiday Sonata held on Saturday, December 3rd from 4pm to 9pm is Uptown Whittier’s kick-off to the Christmas season with a hint of old-fashioned fun. Bring the entire family to enjoy an enchanting holiday evening with beautifully decorated horse-drawn carriages, a vintage double-decker trolley ride, live musical performances by Whittier school choirs, plus exciting dance performances. A schedule of entertainment will be available online and during the event. Don’t miss Santa’s Village and your chance for a photo of the kids with Old St. Nick himself. A professional photographer will be onsite to capture the memories. While you’re waiting, enjoy some delicious kettle corn or other snacks. As you walk throughout the district, look for participating businesses who will welcome you with a festive openhouse experience, offering treats, hot drinks, and special sales for the evening. Following just one week after the Sonata, the Whittier Uptown Association is proud to present The 63rd Annual Uptown Whittier Christmas Parade, one of the biggest annual events in Whittier. The 2016 parade will be held on Saturday, December 10th from 10am to 12 noon with the theme “An Old Time in Uptown.” The parade route along Greenleaf will be lined with thousands of spectators both young and old who will enjoy school marching bands, elaborate floats, equestrian riders, dignitaries, vintage cars, cheer teams, dancers and performing groups. Santa will close the parade, riding in on a vintage fire truck to greet the crowd. The parade procession lasts two hours with a band and float award ceremony taking place immediately afterward at the Greenleaf Grassy Lot on Greenleaf between Philadelphia and Bailey. Every year a respected member of our community is selected to act as the Grand Marshal; this year we are proud to welcome well-known philanthropist Ginny Ball to act in that capacity. Our Celebrity Grand Marshal will be, David Ono, co-anchor for ABC7
Eyewitness News. Board Members of the Whittier Uptown Association will make an appearance on a vintage trolley. Other dignitaries include Mayor Joe Vinatieri, council members, and congressmen. Joe Corey and Rudy Hernandez will return as parade announcers. Both have owned businesses in the Uptown district and are also both Whittier Chamber past presidents. Filming of the Christmas Parade will take place at the corner of Philadelphia and Greenleaf for broadcast
on local Channel 3 TV throughout the month of December. Come early for the best seats and stay afterward to have lunch and do some holiday shopping in the Historic Uptown business district. As I have done in previous messages, I am going to talk about the holidays we celebrate this month. If you’re like me, you take pleasure in giving gifts at Christmas. To think intently about the perfect gift, to track it down (by shopping locally, of course!) and then to watch the look on the receiver’s face—this is what matters most to me. For me, gift giving is an ideal way to show someone that I truly care; it’s something special, something wonderful. But as business leaders we can do even more: we can help those we’ve never even met by giving the perfect gift… Perhaps it’s naïve to make assumptions, but one that I am willing
to make is that if you’re reading this, you are likely better off than many in our community. And so I ask, will you take time this December to give back to those in need in our community? Will you give to the needy? Will you help the homeless? Will to see if your neighbor has everything he or she needs? The Whittier Area Chamber of Commerce includes many wonderful non-profit charity members and I know, for a fact, that they need your support. In previous messages I have asked you to shop locally two or three days this season. Now I am asking you to give back for the sake of giving itself. Give money to those in need. Give your time to support a worthy organization. Give love to those around you. If you do not regularly attend church, you are in luck! Whittier has over 80 churches that would love to welcome you on Christmas Day! As Christmas passes we also enter the
season of the NEW. A New Year to start again. Perhaps, to you, this means a new fiscal year for your business or the start to a new resolution. Whatever the NEW is that lies ahead, there is no denying that we are in a time of great change and uncertainty, and my suggestion is to focus on YOU. Focus on your health, your mind, on your whole life. Consider setting aside time before the end of the year to really think about it; hit the ground running when the New Year rings through. I have long enjoyed the wisdom of, “If you don’t know where you’re going, you can never get there.” And so, where are you going?

Selecting a Structure for Your Small Business
Richard Scrivanich If you decide to go into business, you must choose how to structure the business. Operating as a sole proprietorship is the easiest approach: you don’t have to fill out any startup forms, and you’ll have little ongoing paperwork to handle. However, sole proprietors are personally liable for claims against the business. Furthermore, raising capital for a sole proprietorship can be difficult; thus, most business owners who envision a growing company choose another form of business entity.
are part owner of a C corporation. Business owners may have many reasons for incorporating, including limited liability. That is, shareholders generally are not personally liable for the company’s debt. If the company is sued or files for bankruptcy, the owners’ personal assets are not at risk. There are drawbacks to operating a company as a C corporation, however. You must comply with requirements for filings, corporate minutes, and so forth. Perhaps most important, C corporations are subject to the corporate income tax. Your C corporation may be taxed on its net income for the year. In addition, if the company passes out some of those profits to you, you’ll owe tax on that dividend income. Therefore, some dollars will be subject to double taxation. On the other hand, if your C corporation has a loss, you’ll receive no direct tax benefit.
C corporations This structure is also known as a “regular” corporation because it has S corporation been the norm. If you hold shares of a With an incorporated business, you publicly traded company, you probably also may be able to elect S corporation
status. In order to make this election, your company must meet certain requirements. It must have no more than 100 shareholders, for example, and none of those shareholders can be other corporations or nonresident aliens, and only certain types of trusts can own S corporation stock. In addition, an S corporation cannot have more than one class of stock. If your company qualifies for S corporation status, you will enjoy the same limited liability granted to C corporation shareholders. In addition, S corporations can deliver tax benefits. Losses are passed through to individual shareholders (and can be deducted to the extent of their bases in the corporation), and the company owes no corporate income tax on any profits. Example 1: Bill Benson and Sarah Sanders form a corporation and elect S corporation status. They each own 50% of the shares. In the first year of operation, the company loses $30,000. Janice Hahn elected as LA County Supervisor for the Fourth District Janice Hahn, a former Congresswoman representing the 44th District, has been elected to serve as the Los Angeles County Supervisor for the Fourth District which covers Whittier. This is the same seat on which her father, former Supervisor Kenneth Hahn, served for 40 years. “My father always stressed to me the importance of being a champion for the people,” Janice Hahn has said. In a move that will likely ease the transition into her new position, Hahn has selected Nick Ippolito, former Supervisor Don Knabe’s assistant chief of staff, as her chief of staff. “He knows the ins and outs of county government and has been deeply involved in many of the issues that will be my priorities when I take office,” Hahn said in a recent press release. Hahn, along with newly elected Kathryn Barger, will join existing Supervisors Sheila Kuehl, Mark Ridley-Thomas and Hilda Solis on the nonpartisan five-member board. The Los Angeles County Board of
Supervisors controls a budget of $28 billion a year and oversees the nation’s largest child-welfare and juvenile-justice systems in the country. The fourth district includes 2.2 million people living in 27 cities. It covers a U-shaped swath of the county that extends along the coast from Marina del Rey to Long Beach and then up through Lakewood, Norwalk, Whittier, Hacienda Heights to Diamond Bar and adjoining cities and unincorporated areas. “I like to be nonpartisan; I like to bring people together,” she said. “I’m known for getting the environmentalists at the table, the business people at the table and the community activists at the table. A better project comes out of it on the other side. I like that kind of work and think it’s a better fit for me. In the county, you have huge problems but also fi ve people who can solve people’s problems.” Hahn will be sworn into her new position on December 5.

2016 was quite the year for Whittier! We’ve seen a surge in development over the last twelve months with the addition of at least two new shopping centers, a long list of new businesses, as well as a number of residential townhomes and luxury apartments throughout town. After suffering the loss of many of our auto dealerships, we are proud to see that the former Bord Ford and Cadillac lot is on its way to becoming the Friendly Hills Marketplace complete with big names including Orchards Supply Hardware, Home Goods, Ulta and more. The former Friendly Hills Bowl site is officially up and running serving customers at a brand new BevMo! and Aldi market and boy are they busy already! Lastly, the former Saturn dealership will soon be anchored by a major restaurant chain, combined with Starbucks and Jersey Mike’s. We’re looking forward to even more business coming to town, including Pieology and Chick-fil-A, in the New Year. There’s a lot happening in Uptown as well with doors open for business at La Monarca Bakery, The Commoner, Off the
Hook Fish Grill and Ravello, and there’s been much excitement building over family owned Super Mex coming to the former Amber Blu site in 2017. The City will continue to work with property owners in Uptown on the proposed Community Benefit District, as well as the streetscape design process and construction of a new multi-deck parking structure. ‘Tis the season for shopping! Last month the City Council presented a proclamation to the Whittier Area Chamber of Commerce announcing our participation as an official Small Business Saturday partner. Thank you to all of you who supported the campaign during the Thanksgiving weekend by purchasing gifts from fellow local business owners – a little bit goes a long way. We are also proud to support the Chamber’s annual Shop Home for the Holidays program which runs now through December 21, 2016. Turn in your receipts (valued at $20 or more) from any chamber member businesses to the Chamber office for your chance to win gift cards each week and the grand prize of $1,000. This is a neat way to support each other and boost local sales tax dollars during the busiest shopping season of the year. As a reminder, shopping in the City of Whittier has many benefits. Example 2: In the following year, their S corporation reports a $200,000 profit. Bill and Sarah each report $100,000 of profits on their personal income tax return, but their company does not have to pay any corporate income tax. Thus, Bill and Sarah avoid the double taxation that C corporations and their owners may have to pay. Limited liability company These entities, commonly known as limited liability companies (LLCs), have gained popularity recently among small business owners. In some ways, LLCs offer S corporation advantages without the disadvantages. Like S corporations, LLCs offer limited liability to the business owners, know as members. LLCs also avoid corporate income tax while allowing members to deduct their share of any losses incurred by the business (to the extent of their bases, in the LLC). What’s more, you don’t have to meet the S corporation requirements to form an LLC. You can organize your LLC to have more than one class of membership, for instance. Captain Michael Davis As the holiday shopping season is quickly approaching and is a peak time for crimes such as home and vehicle burglaries, and thefts. Residents need to be alert, aware, and prepared in order to reduce the risk of becoming a crime victim at home, on the road, and while shopping. Criminals know that homes become mini-goldmines as families begin to store holiday gifts. The items most desired by burglars and thieves are also those most desired by intended gift recipients. Small electronics such as phones, tablets, laptops, digital music players, game consoles and various jewelry items will be stored in most homes in December. Residents can better protect their homes by locking doors and windows at all times, and by not displaying gifts and other valuables where they can be seen from a window or a doorway. Store small electronics and jewelry items in a safe or in a place that is not conspicuous. When not at home, always activate your alarm and turn on a radio or television so the house looks occupied. If you go out of town for the holiday, use an automatic timer for your lights and ask a neighbor or trusted friend to watch your house, pick up the mail and newspapers and park their car in your driveway from time to time. After the gifts are opened, try not to advertise your new electronics and/or other new valuables by putting empty product boxes out on the curb for the
Holiday Season Crime Prevention Tips garbage collectors. Break the boxes down and fold/cut them so they could fit in a closed trash container. While shopping, stay alert to your surroundings and the people around you. Make sure you have your checkbook, wallet, identification card and credit cards secured after every transaction. Sometimes people get so excited about a purchase, they forget to collect these items from the register counter. If you notice any item missing, contact your bank or credit card company immediately to stop any account activity, and then contact the police department. Coordinate shopping trips with a friend if you plan to be out late. Never park your car in an unlit area, no matter how convenient it is. Criminals know that cars parked in shopping centers are likely to contain valuables. Lock your car doors and windows even if you are only gone for a few minutes and NEVER leave shopping bags, purses, backpacks, or any items of value visible through your car windows. Criminals usually walk from car to car in parking lots, looking for any visible valuables. When they see something they want, they will break the window (they use tools to make that quick and quiet) and take the valuables. Lock item in the trunk, or keep the items with you as you go from store to store. Follow the above tips and help us reduce crime in our community. Also, remember:
Residents encouraged to stay healthy with new fitness equipment at Michigan Park Officials from the City of Whittier and the Whittier Community Foundation recently cut the ribbon on new fitness equipment at Michigan Park. The fitness equipment consists of a twoarm press, a leg and shoulder press, a sit-up bench and two pull-up bars. The equipment can be found in 4 separate areas around the perimeter of the park which is about a half a mile long. “The fitness equipment on the Greenway Trail gets used daily and this equipment will get a lot of use, too,” predicted Councilman Fernando Dutra. Michigan Park is a ten-acre park that was built in 1957 and renovated in 1964 with additional amenities. The park is used on a daily basis by 40-50 kids who participate in the city’s WYN Club in the summertime. In addition, the Park is used by local sports organizations for baseball practice, soccer practice and more. Michigan Park is also a popular spot for birthday parties in the
large picnic area. In 2014, the Whittier Community Foundation donated a huge dinosaur play apparatus that has been a big hit with the local kids. The Whittier Community Foundation, an organization that raises funds for Whittier projects through community events such as Dancing with the Whittier Stars, the Spooktacular 5K Walk/Run, the American Made Car Show and Whittier’s New Year’s Eve party, donated $31,500 to purchase and install the equipment. “The Foundation tag line “Give where you Live” has proven that Whittier residents continue to benefit from the efforts of our Board of Directors,” Foundation President Bonnie Watje commented. To date, the Whittier Community Foundation has donated over $500,000 for community projects. Other organizations supporting the Michigan Park fitness equipment project and the City’s efforts to keep Whittier residents healthy were Activate Whittier and PIH Health.

WHAT’S COOL IN YOUR SCHOOL Whittier Union Teacher of the Year inspires thousands over 38-year career Pioneer High School English teacher Michael Moore has taught thousands of students over his 38-year career, 27 of which have been at the school, deepening their understanding of literature and inspiring his fellow educators to think outside the box to effectively reach the teens in their care. During what may be his last year at the school as he contemplates retirement, Moore received Whittier Union’s highest honor bestowed to teachers who are dedicated to their craft and the students who benefit from it – he was named the 2016-17 Teacher of the Year. Moore knew he wanted to pursue a career in teaching in second grade, when he excitedly taught his 6-yearold neighbor punctuation marks he had learned earlier that day as the pair sat on a curb. “I was excited for her, and my love for teaching started literally in the gutter,” Moore said. Having day-to-day contact with students, many of whom come back over the years and thank Moore for his service, and seeing their faces light up with enthusiasm upon discovering new ideas only bolsters his passion for the profession.
“They want to work hard and be challenged and they’re up for it,” Moore said. “Seeing that illumination in their mind and light of understanding is fantastic.” Moore was recognized for his exemplary dedication and positive accomplishments during the Los Angeles County Teachers of the Year Awards Banquet in September. “Teachers like Michael Moore are exactly who our students look up to and who they remember as impacting their lives long after they’ve graduated high school,” said Whittier Union High School District Superintendent Martin Plourde. “They have a passion for teaching and do it every day to ensure our students are empowered, educated and ready for the next step of their lives. I want to thank Michael and every single teacher in Whittier Union for doing what they do – inspiring our students to do better.”
East Whittier City School District receives community support, passes bond measures East Whittier’s strong community of voters approved school bond Measures R and Z, designed to strengthen the educational opportunities for East Whittier City School District’s students. Both measures passed with more than 72 percent voter support. The $94 million generated from the measures will provide necessary repairs and modernization to the District’s 10 elementary and three middle schools – further enhancing learning environments, safety and security across all campuses. Next up for the District is prioritizing the schedule of projects to be funded with the new bonds. This will be accomplished as the District finishes paying off a 1997 bond, thereby ensuring the District can tackle
new projects in a timely fashion without placing additional burdens on the community. Also on the to-do list: Selecting individuals for the District’s new citizens bond oversight committee to review and report to the community on bond spending. “We remain committed to providing the best educational experience that can be provided for our students with our newly available resources,” East Whittier City School District Superintendent Mary Branca said. “This is an exciting time for our District and we are thankful for all of the support which has allowed us to embark on this journey.” Combined, the two bonds will cost $40 per $100,000 in assessed property value annually.

How Will Legalized Marijuana Affect the Workplace? In the recent election, California joined several other states in legalizing recreational use of marijuana by adults. Proposition 64, also known as the Adult Use of Marijuana Act, legalized the recreational use of marijuana for adults 21 years old and over. The provisions related to the legalization of marijuana and workplace protections took effect November 9 — the day after the election. This has left many employers wondering what this means to them. Can employers still enforce “zero tolerance” drug use policies? Do they have to allow employees to use marijuana in the workplace or during work hours if they have a medical prescription? Legalizing marijuana for recreational use is a significant change to current law. However, despite the passage of Proposition 64, several things will not change. For example, smoking or ingesting marijuana in public will remain unlawful, as well as smoking or ingesting marijuana in places where smoking tobacco is already prohibited. Similarly, driving under the influence of marijuana will remain illegal. But what about smoking marijuana at work? When it comes to the workplace, California employers can take a deep breath of fresh air, because Proposition 64 maintains the status quo for employers seeking to maintain a drug- and alcohol-free workplace. In other words, employer policies related to drug possession, use and
impairment as well as testing are not compromised with the legalization of marijuana use under Proposition 64. Proposition 64 explicitly states that it is intended to “allow public and private employers to enact and enforce workplace policies pertaining to marijuana.” The initiative also provides that it will not be construed or interpreted to amend, repeal, affect, restrict or pre-empt: “The rights and obligations of public and private employers to maintain a drug and alcohol free workplace or require an employer to permit or accommodate the use, consumption, possession, transfer, display, transportation, sale or growth of marijuana in the workplace, or affect the ability of employers to have policies prohibiting the use of marijuana by employees and prospective employees, or prevent employers from complying with state or federal law (Section 11362.45 (f)).” Therefore, even with the passage of Proposition 64, employers may continue to prohibit use, possession and impairment at work and may continue to test for use when appropriate. Proposition 64 is not intended to interfere with these workplace policies or practices. Employers should use this time to review existing policies and remind employees not only about the company’s drug-free workplace policy and practices but also to specify that marijuana is also prohibited.

The Annual Miniature Show taking place at Whittier Art Gallery this month The Annual Miniature Show with the Show within a Show will run from November 30 through December 24. This is the Whittier Gallery’s very popular, exhibition of exquisite miniature artwork. Nothing in the show is larger than 10 feet and the pieces within the special Show within a Show will feature art that is smaller than 4 inches. Miniatures hold an honored place in the history of art and have long fascinated art lovers. The show is fun to see and always amazing. Guests will have the opportunity to view paintings, drawings, sculpture, jewelry and ceramics. This show attracts the area’s finest artists. Judges for the two shows are the internationally known, Wendy Wu and local art icon, Pat Everett. A silent auction with no to very low starting bids on selected art is also planned. This is a wonderful opportunity to get quality gifts for the holidays at attractive prices. The reception will be held on Saturday, December 3 from 3 to 6 p.m. There is no admission charge and the public is very much invited! East Whittier Lions Club celebrates 75 years of service
East Whittier Lions Club celebrated its 75th anniversary on November 5, 2016 at the home of Lion, Art Revueltas and his wife Barbara. The celebration was attended by approximately 35 Lions and spouses as well as representatives from the Cabinet of District 4L2. The Club was honored by a visit from Whittier Mayor, Joe Vinatieri who presented the Club with a Proclamation from the City of Whittier for their long service in the community. Since the Club’s chartering in 1941, its members have worked on a variety of projects in the local community. The Club provides eye screening and eye glasses for those in the East Whittier City School District. Some of the other annual projects include Outstanding Freshman Awards and a student speaker contest. In October the Club conducts
its annual White Cane Week to raise money for the sight program in the local East Whittier Schools. The Club is getting ready to host its 47th annual Children’s Christmas Party on December 9 at the East Whittier Woman’s Improvement Club. The event is a gala for the special education students in the East Whittier City elementary schools. According to Cecilia Carr, East Whittier Lions Club President, “We are proud of our Club’s 75 years of service to the community. The Lion Club members thank everyone who contributes to this important work. You are truly helping Lions make a difference in our community.” The East Whittier Lions Club has 28 members and meets on Friday at 7 a.m. at Rey’s Little Kitchen, 12320 Penn St. Whittier. Lions Clubs are a group of men and women who identify needs within the community and work together to fulfill those needs. Beverly Hospital opens Amputation Prevention Center To address the most serious complications for diabetes, Beverly Hospital has announced the opening of the new Amputation Prevention Center® facility. Led by highly-specialized affiliated physicians and surgeons, the center offers inpatient and outpatient treatment, comprehensive wound care, hyperbaric oxygen chambers and state-of-the-art technologies and equipment needed to heal wounds and prevent amputation. Beverly Hospital is one of only two hospitals offering specialized services in Southern California to help prevent limb loss in those patients who may be at risk of an amputation due to the complications from diabetes and other limb threatening conditions such as peripheral arterial disease (PAD) or critical limb ischemia (CLI). “In the communities we serve, diabetes is a serious health issue that affects many,” said Charles Ananian, DPM, a podiatrist and director of the Amputation Prevention Program. “The Amputation Prevention Center® facility will change the way we treat limb-threatening conditions such as diabetic foot ulcers, setting a new standard of care in the community. This program will offer patients an alternative to amputation while ensuring that our hospital continues to set the benchmark for patient-centered care,” he added. The opening of the amputation center is part of Beverly Hospital’s transformational expansion plan that will increase its capacity to provide care for Montebello residents and surrounding communities.
