July is over and it was a full month of exciting events throughout our city. The first Walk and Roll event took place throughout Uptown Whittier on July 16th and it was an exciting time for our community and also those in surrounding communities. From the Dog Park on Philadelphia to Mar Vista and Greenleaf, so many families and individuals rode their bikes, jogged or walked their dogs and visited so many businesses and restaurants. It was fun to see everyone posting on social media of their experiences. Our Shop Local Community Expo event was a huge success! Our theme this year was Your Ticket to the Best Businesses in Town and we sure had them out in force. A few of our new businesses participating were Core Evolution, Picasso, Orchard Supply Hardware, Leads Club, California Sports Nutrition and LuLaRoe Clothing. The tax treatment depends on how many days it’s rented and your level of personal use. Personal use includes vacation use by your relatives (even if you charge them market rate rent) and use by nonrelatives if a market rate rent is not charged. If you rent the property out for less than 15 days during the year, it’s not treated as“rental property” at all. In the right circumstances, this can produce significant tax benefits. Any rent you receive isn’t included in your income for tax purposes (no matter how substantial the amount). On the other hand, you can only deduct property taxes and mortgage interest—no other operating costs and no depreciation. (Mortgage

interest is deductible on your principal residence and one other home, subject to certain limits.) If you rent the property out for more than 14 days, you must include the rent you receive in income. However you can deduct part of your operating expenses and depreciation, subject to the following rules. First, you must allocate your expenses between the personal use days and the rental days. For example, if the house is rented for 90 days and used personally for 30 days, then 75% of the use is rental (90 days out of 120 total days of use). You would allocate 75% of your maintenance, utilities, insurance, etc., costs to rental. You would allocate 75% of your depreciation allowance, interest, and taxes for the property to rental as well. The personal use portion of taxes is separately deductible. The personal use portion of interest on a second home is also deductible where (as is the case here) the personal use exceeds
the greater of 14 days or 10% of the rental days. However, depreciation on the personal use portion isn’t allowed. If the rental income exceeds these allocable deductions, then you report the rent and deductions to determine the amount of rental income to add to your other income. If the expenses exceed the income you may be able to claim a rental loss. This depends on how many days you use the house for personal purposes. Here’s the test: if you use it personally for more than the greater of (a) 14 days, or (b) 10% of the rental days, you are using it “too much,” and you cannot claim your loss. In this case, you can still use your deductions to wipe out the rental income, but you cannot go beyond the income to create a loss. Any deductions you cannot use are carried forward and may be usable in future years. If you are limited to using deductions only up to

Tax Tips continued from page 2 the amount of rental income, you must use the deductions allocated to the rental portion in the following order: (1) interest and taxes, (2) operating costs, (3) depreciation. If you “pass” the personal use test (i.e., you don’t use the property personally more than the greater of the figures listed above), you must still allocate your expenses between the personal and rental portions. In this case, however, if your rental deductions exceed rental income, you can claim the loss. (The loss is “passive,” however, and may be limited under the passive loss rules.) Example: You rent a vacation home for 60 days and use it personally for 20 days. You are paid rent of $8,000. Expenses are $6,000 in interest and taxes, $3,600 operating costs, and $4,800 depreciation, for a total of $14,400. Personal use is 25% (20 out of 80 total use days). So 75% of expenses are allocated to rental ($14,400 × 75% = $10,800). There is thus a rental loss of $2,800 ($8,000 income, $10,800 expenses). However, personal use (20 days) exceeds the greater of (1) 14 days and (2) 10% of rental days (6). The loss is thus disallowed. You can deduct only $8,000 of expenses (up to the rental income). You must first deduct the rental portion (75%) of the interest and taxes ($4,500 (75% of $6,000)), then 75% of the operating costs ($2,700 (75% of $3,600), which totals $7,200 ($4,500 plus $2,700). You can then deduct only an additional $800 of depreciation. Congratulations to the Whittier Chamber of Commerce on another successful Shop Local Community Expo last month at Parnell Park. The free community event featured displays and giveaways from local businesses, as well as food from Whittier area restaurants and fun activities for kids. The City was proud to partner with the Chamber again this year and assist with hosting the event in conjunction with Concerts in the Park making it the perfect family night venue. The Shop Local event continues to grow in popularity and attract more folks each year, but most importantly, it serves as a reminder to the entire community to keep shopping locally. Keeping tax dollars in Whittier is vital – a little goes a long way! Congratulations are also in order for the City’s Parks, Recreation and Community Services Department on not only a fantastic return of the annual Fourth of July fireworks show, but also an awesome Walk & Roll event last month. Countless local residents and visitors came out with bikes, boards and blades for a day of fun in the sun and enjoyed countless highlights throughout Uptown and along our Greenway Trail. Thank you to Metro and their Open Streets program for helping fund this great health and wellness initiative in our city. There’s still plenty to do around town during this last month of summer. The Whittier Police Department invites the community to join them again for National Night Out on Thursday, August 3, at Parnell Park. National Night Out is an annual event that brings citizens, law enforcement agencies, civic groups, businesses, neighborhood organizations and local officials together from over 15,000 communities in all 50 states, U.S. territories, Canadian cities and military bases worldwide. The event is designed to raise crime and drug prevention awareness, generate support for and participation in local anti-crime programs, strengthen neighborhood spirit and send a message to criminals letting them know that neighborhoods are organized and fighting back. Our community suffered a great loss back in February when Officer Keith Boyer was killed and Officer Patrick Hazell was wounded in the line of duty. I
encourage you all to join me in showing that we are WHITTIER STRONG as we continue to support the brave men and women of our police department. National Night Out is also a great opportunity to connect with our officers and get involved with a local neighborhood watch program, one of the oldest and most effective ways to deter crime and make communities safer. With violent and property related crime statistics on the rise, it has become even more apparent that we must remain engaged and vigilant where we live. Recruit your neighbors, get to know each other, organize regular meetings, stay connected on Nextdoor. com and, most importantly, always report suspicious or criminal activity to the police. Also this month, mark your calendar for the two final performances of our Concerts in the Park series. Back to School Safety Summer is coming to an end soon and our kids are getting excited and prepared to go back to school; from kindergarteners to college students, as well as parents and school staff. Back to school time continues to be an exciting time for criminals who like to take advantage of unsuspecting victims as streets fill up with students carrying valuables, and school parking lots fill up with vehicles. The following list contains various tips and reminders on making your kid(s) school year a safe one: • Be sure your child knows his or her home phone number (including area code) address, your work number, the number of another trusted adult, and how to use 911 for emergencies. • Plan a walking route to school or the bus stop. Choose the most direct way with the fewest street crossings. Test the route with your child. Tell him or her to stay away from parks, vacant lots, fields, and other places where there aren’t many people around. • Teach children - whether walking, biking, or riding the bus to school - to obey all traffic signals, signs, traffic officers. Remind them to be extra careful in rainy weather. • Make sure they walk to and from school with others - a friend, neighbor, brother, sister. • When car pooling, drop off and pick up children as close to school as possible. Don’t leave until they have entered the school yard or building. Parents please follow all school valet drop off and pick up plans. • Teach your child never to talk to strangers or accept rides or gifts from strangers. Remember, a stranger is anyone you or your children doesn’t know well or
Captain Michael Davis doesn’t trust. • If your child is home alone for a few hours after school: - Set up rules for locking doors and windows, answering the door or telephone. - Talk about what activities your child can and cannot do while home alone. - Make sure he or she checks in with you or a neighbor immediately after school. - Agree on rules for inviting friends over and for going to a friend’s house when no adult is home. • Take time to listen carefully to children’s fears and feelings about people or places that scare them or make them feel uneasy. Tell them t o t r u s t t h e i r i n s t i n c t s . Ta k e complaints about bullies and other concerns seriously. • Teach your kids to stay alert when they walk to and from school. This means refraining from listening to music in both ears and always watching for suspicious persons or vehicles. • If you choose to send your kids to school with valuables such as Ipods, Ipads, laptops, smartphones, or expensive jewelry, ask them to keep the items hidden in a backpack as they travel to and from school. They should also keep a close eye on their property throughout the day. • If you park your vehicle at school, make sure the alarm is on, all doors are locked, and all valuables are removed from plain view.

Henri Fidel Pellissier, longtime Whittier resident and community leader, died on July 4, 2017 at the University Retirement Community in Davis. He was 89 years old. Born February 25, 1928 to Leon and Gladys Pellissier, Henri spent his childhood on the Pellissier family ranch in Chino, moving to Whittier to attend Whittier High School. With plans to work in the family business, Pellissier Dairy Farms, he attended college at the UC Berkeley and Davis campuses studying dairy science and economics, graduating with a BS in Agriculture in 1951. Having joined ROTC while in college, he served in the Korean War as a 1st Lieutenant in the Army. After returning from war in 1952, Henri and his young family settled back in Whittier where he worked for Pellissier Dairy Farms. After the Farm sold in 1970, he spent 15 years overseeing the Pellissier properties including the California Country Club in the City of Industry. Community service was very important to Henri and he dedicated his time to many organizations including St. Mary’s Parents Club, Rotary Club of Whittier and the Whittier Chamber of Commerce. Henri is survived by his wife of 66 years, Dianne, his 7 children, 15 grandchildren and 4 great-grandchildren.

Positioning Yourself Now for Future Success Whittier Young Professionals Group and Whittier Young Entrepreneurs team up for new workshop The Whittier Chamber’s Young Professionals Group and the Whittier Young Entrepreneurs are partnering together to present a new workshop on Friday August 4th, 2017 at 6pm at the Whittier Brewing Company. The shared objective of the group is to unite business owners, professionals, and community leaders so they can learn from and teach each other all while giving back to our immediate community. As leaders it becomes our responsibility to take care of the community we are building our businesses and careers in. While we are all on different journeys in our career paths, we all experience similar trials and tribulations. If we can share our experiences and help each other solve problems, our entire community will benefit. This workshop will have a 2 part focus: 1) growing your business from employee-owned business to manager/ investor- owned business 2) building your presence in your community career; positioning yourself where you need to be NOW to get to where you WANT TO BE in the future. The entry fee for this event is a “welcome kit” valued at $25 minimum per person for Whittier nonprofit Concept 7 Foster and Adoption Agency. Thome, a lifetime member of the Association of Foot and Mouth Artists, is the recipient of countless awards and an internationally acclaimed artist. Shelter’s Right Hand raises $145,000 for the Women’s and Children’s Crisis Shelter At the annual meeting in July, Shelter’s Right Hand, the auxiliary to the Women’s and Children’s Crisis Shelter, was excited to announce they were able to donate $145,000 to the Shelter in the 2016-17 fiscal year. It was through its 5K Walk proceeds, “Sacks on the Boulevard” Thrift Shop

Casino Night Fundraiser to be held at the Clarke Estate on August 11 The Whole Child is hosting a Casino Night Fundraiser from 6 to 10 p.m. on August 11, 2017. It will feature a variety of casino games, taste of local restaurants, beer, wine, champagne and raffle prizes such as a night stay and dinner at the Peninsula Beverly Hills Hotel, gift baskets, gift cards and much more. The event will be held at the Clarke Estate, North Lawn 10211 Pioneer Blvd, Santa Fe Springs. General Admission is $85 and includes a drink ticket, food and casino cash. Rio Hondo Symphony Association celebrates 85th season and announces new president
The Rio Hondo Symphony Association will begin their 85th season on September 24 with their first concert The Bachelors, a musical tribute to the composers who stayed bachelors throughout their careers like Beethoven, Vivaldi, Brahms, Tchaikovsky and Liszt with a special dedication to Grace Nakamura. The second concert Wonder Women, which will be a tribute to the great women composers Fanny Mendelssohn-Hensel, Williametta Spencer and Amy Beach with a fabulous recognition of the wonder women of today, will take place on October 22. The third concert, A Monster Mozart, will take place on February 18, 2018. The 85th season will conclude on April 29, 2018 with an Ode to Joy. They also announced their new selection for the president seat of the 2017-18 season of the Rio Hondo
Symphony as Fred Zermeno. Fred is a current planning commissioner with the city of Pico Rivera, a local resident and has been a Symphony board member for the past four years. Fred has produced many musical productions throughout the region including the Tribute to the Beatles Festival. “It is a privilege and an honor to be named as president of the 85th season for the Rio Hondo Symphony by my colleagues. This is an organization that I have been following for many years. We will continue to bring you the best free classical music the region has to offer with our brilliant conductor, Kimo Furumoto.,” said Fred Zermeno.
