For me, September is still “back to school’ time. Summer is coming to an end and we are beginning to anticipate the start of the fall season. This is a very special “back to school” year for me. My youngest daughter, Michelle, is starting her first year of teaching English at Cal State Fullerton. She called me last week screaming with excitement, “Dad, they even gave me an office!” It seems like only yesterday I was dropping her off at preschool. While you’re focused on your kids this fall, please remember to Shop Whittier for all of your “back to school” needs. Let’s continue to support our local retailers. Ben Greer, On another subject, I am excited to announce a new business GM Properties coming to Whittier. I recently had the pleasure of helping Darlene and Eric Arevalo lease a building on Whittier Blvd. for their “CrossFit Whittier” workout studio. I hope everyone who, like me, needs some help staying in shape, checks out this new business. CrossFit Whittier is also an example of the helpful, cooperative attitude evident at City Hall. Everyone from the counter planners to the Mayor was helpful in making this deal come together. This is the third deal that I have been involved in this year that needed and received “special attention” from our City staff. As a result, there are three new businesses opening up in Whittier. I want to recognize and thank the helpful pro business attitude displayed by our City Staff! Have you signed up for the Hathaway Golf Classic? Greetings, the Whittier City Council hopes that you had a wonderful summer! There is quite a bit to report this month. First, the Whittier Boulevard Specific Plan (WBSP) was recently updated and modified to address unanticipated changes to the local economy along Whittier Boulevard. However, the original vision of the document remains the same. The Plan, which goes into effect this month on Sept. 8th, is the City’s guideline for development on the Boulevard. The recent changes addressed several administrative and land-use issues, not included in the original plan, including the modification of what was the Auto Sales/Commercial Expansion District between College Avenue and Catalina. This area has now Cathy Warner, Whittier City Mayor been re-organized between the Shopping Cluster District and the new Center District to allow greater development flexibility, including mixed-use projects. The WBSP can be found on the City’s website at www.cityofwhittier. org under the Community Development Department. Since January of this year, we have provided updates on the proposal to eliminate redevelopment as part of a plan to close funding gaps in the State budget. Unfortunately, those proposals became reality in June 2011 when Governor Brown signed legislation to eliminate redevelopment in California (AB X1 26). The Governor also created an Alternative Voluntary Redevelopment Program which will allow cities to “buy back” (AB 1X 27) their redevelopment agency by remitting an annual required payment. Consequently, the California Redevelopment Association (CRA) and the League of California Cities (League) jointly petitioned the California Supreme Court to declare AB 1X 26-27 unconstitutional. The lawsuit contends that the laws violate Proposition 22, which prohibits the State from raiding redevelopment coffers that was passed by California voters in November 2010. In mid-August, per the CRA/League petition, the CA Supreme Court granted a stay on many of the AB 1X 26-27provisions and then stated it will hear oral arguments before year-end and deliver a decision before City’s are required to make the first portion of the “buy back” payments on January 15, 2012. As we await the Court’s decision, the City Council decided to be proactive and make arrangements to participate in the Alternative Voluntary Redevelopment Program and to re-establish the Whittier Redevelopment Agency (WRA). In order to do that, City Council passed an ordinance on July 26, 2011 and committed the City to make the required “buy back” payment of $2.89 million (and ongoing annual payments in the range of $700,000) to the State if it is still required. The latest turn of events in the saga is that the Supreme Court clarified its stay order. The clarification revealed that the Court expects Redevelopment Agencies to begin the winding down process so that they are in compliance with AB 1X 26 if it is found to be constitutional. Consequently, in response on August 23, 2011, the City Council adopted a resolution to comply with the Court’s requirement for the adoption of Enforceable Obligation Payment Schedules. Needless to say, Staff has been meeting with the City’s redevelopment attorneys on a regular basis to decipher the legislation signed into law, the lawsuit filed by the CRA and Continued on page 3

The City of Whittier and the Whittier Chamber will team up again to offer the Business Owners Seminar Series (B.O.S.S.) from September 2011 to June 2012. The first seminar of the series titled “Where’s the Money? Access BUSINESS OWNERS SEMINAR SERIES to Capital” will be held on September 15, 2011 from Brought to you by the 8 to 9:30 a.m. in the Nixon Room of the Whittier Central Whittier Area Chamber of Commerce Library. The seminar will cover a number of important topics and provide valuable information needed when applying for a business loan. Further, seminar attendees will learn about developing a relationship with a bank/lender and will have an opportunity to ask questions and hear helpful tips from two guest speakers, one from a local bank and the other from a local credit union/ SBA lender. Business owners will walk away with an understanding of what business lenders are looking for in a borrower and much more. League and the subsequent CA Supreme Court Order. With so many moving parts, the future of redevelopment and potential projects such as Nelles, Stats and the Local Economic Stimulus in the City is nebulous. The Whittier City Council remains hopeful the Supreme Court will deem the legislation unconstitutional. We will continue to monitor and provide updates to the community as appropriate. The study on Mineral Extraction in the Whittier Hills continues and staff is currently awaiting a response from consultants on public comments to the draft environmental impact report. The State Public Works Board voted to release the Fred C. Nelles site for private development earlier this summer. We are waiting for the State to finalize their due diligence and for Brookfield, the selected developer, to meet conditions established by the State. The Whittier City Council is grateful to the Whittier Chamber of Commerce for allowing us the opportunity to provide these monthly updates to the community.

CalChamber Update Citizens Commission Adopts New Maps On August 15, the Citizens Redistricting Commission adopted and presented to the secretary of state new political maps for congressional, Senate, Assembly and Board of Equalization districts. The adoption of the maps ends the commission’s work until 2021 and culminates the long-held belief of the California Chamber of Commerce that fair redistricting is the key to meaningful political reform. CalChamber co-chaired the campaign in support of Proposition 11 and Proposition 20, which allowed the citizens of California—rather than the legislators—to draw legislative and congressional districts, thereby eliminating the inherent conflict of interest in the current system. CalChamber Comment “Although there is room for improvement, Proposition 11 created a result better than if the legislators had drawn their own lines,” said CalChamber President and CEO Allan Zaremberg. “Now we look forward to working with stakeholders and commissioners to improve this process for the future. The lessons we have learned will clearly help future commissions do better, such as nesting two Assembly districts into one Senate district and releasing more than one version of statewide draft maps for public comment.” The 2012 elections will be the first to use the redrawn districts that will be in place through 2020. The new maps coupled with the top two open primary system, which starts in June 2012, will create more competitive general elections to help elect more pro-jobs legislators. Referendum Challenge The day after the maps were adopted, a coalition supported by the California Republican Party and Senate Republican Caucus filed referendum papers to give voters an opportunity to approve/disapprove the Senate district maps. The major Latino advocacy groups— the Mexican American Legal Defense and Education Fund (MALDEF) and National Association of Latino Elected and Appointed Officials (NALEO)—also are looking at challenges to the maps. In a press release, the California Supreme Court said a challenge to any or all of the maps must be filed within 45 days of their being certified (by September 29). Given the limited time the court will have to review any petition challenging the map or maps, the court said the challenge and any response must be uploaded first in an electronic format to a specially dedicated judicial branch web page, followed by a hard copy within 24 hours. A litigant may be excused from the electronic submission requirement by demonstrating that compliance would pose a substantial hardship, the court said, “for example, by filing a declaration under penalty of perjury that the litigant has no access to a computer or Internet services, etc.” For more information on the CalChamber position on other important issues, visit the website at www.calchamber.com. FINANCIAL UPDATE Should You Prep Your Portfolio for Inflation?
Although many economists project overall U.S. inflation to remain modest in the near future, most see an uptick down the road. Economists and market watchers have been warning investors about the prospect of increased inflation since the housing bubble burst in 2007. The dreaded "I" word has been cropping up more frequently lately, largely due to escalating commodity prices, which have pushed up consumer prices, both in the United States and abroad. At the beginning Douglas M. Rowan, of 2011, the inflation rate stood at a paltry 1.6%. By May, it had more CFP, CMFC than doubled to 3.6%. And this could be just the start of a longer-term inflationary cycle.1 Should the economy noticeably improve and our federal deficits continue to soar, many experts feel prices in the United States will inevitably pick up their pace even further. Staying Ahead For investors, staying ahead of inflation means, choosing investments or creating a strategic model that helps to provide returns to outpace it. Here's a look at how a climbing inflation rate might impact various investment types and asset classes. • Domestic Stocks -- Although past performance is no guarantee of future returns, historically, stocks have provided the best potential for long-term returns that exceed inflation. An analysis of holding periods between 1926 and December 31, 2010, found that the annualized return for a portfolio composed exclusively of stocks in Standard & Poor's Composite Index of 500 Stocks was 9.93% -- well above the average inflation rate of 3.01% for the same period. However, over shorter time periods the results are not as appealing. For the 10 years ended December 31, 2010, the S&P 500 returned an average of only 1.41%, compared to an average inflation rate of 2.33%.3 Continued on page 18

Tax tips You and Your Company Can Avoid the Disguised Dividend Tax Trap If you are the owner or part owner of a C corporation, you might think that your compensation plan is relatively straightforward. You pay yourself a salary to cover your living expenses during the year. At year end, if your company has made money, you pay yourself a bonus. Your company deducts the salary and bonus so it winds up with little or no net income and pays little or no corporate tax. Richard Scrivanich, In such a scenario, you might be in for a shock. The IRS could say Harvey & Parmelee that your compensation is unreasonable. Par of your compensation may be LLP recast as a dividend, subject to both corporate and personal income taxes. Example: Grace Moran owns 100% of ABC, a C corporation. She pays herself a salary of $10,000 a month, or $120,000 a year. In 2011, Grace pays herself a $300,000 bonus. ABC reports no taxable income for 2011, and Grace pays personal income tax on her total income of $420,000. The IRS examines ABC’s corporate return and decides that Grace’s $120,000 salary is reasonable compensation for her efforts. The other $300,000 is classified as a dividend, bringing ABC’s corporate income up to $300,000 for the year. Counting state and federal taxes, ABC owes about $100,000 in corporate income tax. Grace, meanwhile, also has to pay personal income tax on both the $300,000 dividend and her $120,000 salary. Sidestepping the snare With careful planning, your C corporation can avoid this tax trap. Possible strategies include • creating a formal compensation plan. Your corporate minutes can explain the plan and report its adoption. More Whittier Union High School District Students Completing Courses Needed for College More Whittier Union High School District students are not only completing the classes necessary for college admission, but are also taking more Advanced Placement courses that can qualify students for college credit, recent data show. There has been a dramatic increase in the percentage of Whittier Union students completing all courses required for entrance into the California State and University of California systems and most four-year universities. In 2006, 27.7% of Whittier Union students were completing these courses, known as the A through G requirements. This year, 48.8% of the District’s students completed the college-preparatory classes. In addition, the percentage of students taking college-level coursework through Advanced Placement (AP) classes has soared from 16% in 2002 to 29% in 2011. Not only are an increasing number of students taking these classes, but also many more are passing the AP exams. A high score on an AP exam qualifies students for college credit. “We believe that a college education provides our young people with the preparation necessary to build successful and fulfilling professional lives,” said Sandra Thorstenson, Superintendent of the Whittier Union High School District. “Therefore, we do everything we can to encourage all students to complete the A through G requirements, so that they have the option to attend college, and to challenge themselves by taking the most rigorous AP classes.” “We’re thrilled to see that close to half of our students are completing the courses necessary for college admission and that close to 30% are taking college-level AP courses,” Thorstenson said. “We hope to see these numbers continue to climb in the years to come.” In order to get into a four-year university, high school students need to complete specific courses designed to prepare them for college-level learning as a requirement for admission. During the past five years, the Whittier Union High School District has made it a top priority to provide all of its students with the information, guidance and support necessary to complete these college-preparatory classes and to create a college-going culture on each of its campuses. Students are also encouraged to take AP classes. All students receive information, guidance and counseling in the 9th through 12th grades from teachers, counselors and administrators on the A through G requirements and how best to fulfill them in planning for college. In an effort to help those students who need extra support in getting to college, Whittier Union also offers programs designed to aid them in achieving their academic goals. Pioneer, Santa Fe and Whittier high schools each offer Advancement Via Individual Determination (AVID) a college-readiness system designed to increase the number of underrepresented students who enroll in four-year colleges. La Serna, California, Pioneer and Whittier high schools offer Puente, a program that provides an academically rigorous 9th and 10th grade college preparatory English class, taught by the same Puente-trained teacher; four years of academic counseling for students; and mentoring/community leadership activities.
And in an effort to challenge students with an even more rigorous curriculum that will prepare them well for the demands of college-level coursework, each of Whittier Union’s five comprehensive high schools provide students with a wide variety of AP classes in subjects that include Math, Science, Social Science, Literature, History, Languages and more. “Our teachers, counselors and administrators are all focused on providing our students with a high-quality, rigorous academic curriculum and the support they need to succeed in these classes in order to offer them the best preparation for college and careers,” Thorstenson said.
The A through G requirements are:
• English: Four years of college preparatory English composition and literature (take one each year) • Math: Three years (four years are recommended), including Algebra I, Geometry, Algebra II, or higher mathematics (take one each year) • History and Social Science: Two years, including 1 year of U.S. history (or 1 semester of U.S. history and 1 semester of civics or American government) and 1 year of social science • Laboratory Science: Two years with a lab class • Language (other than English): Two years of the same language (American Sign Language is applicable) • Visual and Performing Arts: One year of dance, drama or theater, music, or visual arts • College Preparatory Elective: One year of any college preparatory subject Source: The California State University website

member spotlight Improve Your Home, Improve Your Life With Saving Grace Renovations Saving Grace Renovations’ Monica Peters believes that a person’s home should be their sanctuary. Whether it is choosing a new paint color or changing a light bulb, furniture placement or a complete bathroom remodel, Saving Grace Renovations treats every job as a “big job.” Monica is a licensed contractor and interior consultant with a degree in art and design. With the idea of one day becoming the art director for a prominent ad agency, she moved out to California to pursue her passion. She landed her first job at a nearby agency and began designing a major campaign for a prominent grocery store chain. Basic Guidelines for Employers on Interview Do’s & Don’ts By Rebecca Rodarte-Byrne, HR Direct Response
There are some things that employers cannot ask about on job applications or during interviews. Laws against illegal discrimination might bar questions such as the ones below. Note, however, that federal discrimination laws usually apply only to employers that have 15 or more employees. But your state or city might have similar laws that apply to smaller employers. • • • • • • • •
Your race Your national origin Your religion Your disability Your age Your sex Your sexual orientation Your prior criminal activity
Race Your application form cannot ask any questions about an applicant’s race, including the color of the applicant’s skin, eyes, or hair. You also cannot ask the applicant to include a photo of him/herself with the application, because this would indicate the applicant’s race. National origin You cannot ask an applicant about his or her heritage or national origin. That includes questions about what country the applicant came from or “place of birth.” You also can’t ask whether English is the applicant’s first language. You can’t ask if the applicant has a “green card.” But every employer of 15 or more employees is required by federal immigration laws to make sure that the applicant can show that he or she can work in the United States – even if the employer has no reason to suspect that the applicant is not a citizen. To do so, the applicant is required to complete an “I-9 form. A copy of that form is available through the Immigration and Naturalization Service. Religion You may not ask about a job applicant’s religion, if the applicant has religious beliefs or what those beliefs are, or what religious days the applicant observes, because those questions are prohibited by laws against religious discrimination. You may, however, tell an applicant what days the applicant will be required to work. In certain circumstances, you might be required to accommodate an employee whose religion forbids working on certain days.
Disability You cannot ask on the application form if an applicant has a disability – though you are permitted to ask whether the applicant can perform the “essential functions” of the job with or without a reasonable accommodation. If a job applicant’s disability is obvious in an interview, you may not ask you how bad the disability is – unless the question is directly related to the applicant’s ability to perform the job. For example, if a hearing-impaired applicant applies for a job where he or she would seldom have to be able to hear well to do the job, you cannot ask you how bad the applicant’s hearing loss is. Age When hiring employees, you cannot ask you how old a job applicant is, or any other questions that would indicate how the applicant is, because those questions are prohibited by laws against age discrimination. For example, when hiring employees, you probably can’t ask the applicant’s high school graduation date or how old he or she was when President Reagan was elected. But the applicant’s age doesn’t stay a secret from you forever. After you’ve hired the worker, you can ask for the employee’s birth date if you need that information to know, for example, eligibility for retirement benefits. Sex Generally, you cannot ask about a job applicant’s sex on an application form, because that is prohibited by laws against sex discrimination when hiring employees. Also, you can’t ask an applicant if she is pregnant. Sexual Orientation There is no federal law that forbids an employer from asking about an applicant’s sexual orientation. However, some states and cities have laws that prohibit discrimination based on sexual orientation. Prior criminal activity Some states have laws restricting questions about prior criminal activities. Generally, you may ask if an applicant has been convicted of a crime. However, state or local law might prevent you from asking if an applicant has been arrested. If you have questions about hiring employees, consult with a business lawyer in your area. AROUND TOWN Whittier High Volleyball Sees Renewed Attitude
Whittier High School recently acquired their new coach Elliott Walker. Coach Walker comes with many years of experience working with youth. Among his many attributes, he has successfully coached athletes at the elementary, middle and high school levels. Joining Coach Walker is his former player and now associate coach Ray Rodriguez. The two are working together along with former athletes who are committed to helping develop volleyball on the Eastside and look forward to this year’s season with the girls program. When asked, “Now, that you are at the helm of a new program, what is your outlook on the season?” Coach Walker deferred the question to members of the 2011 squad. Christianne Pantoja, senior setter replies, “I am looking forward to competing with a new team, learning new levels of volleyball, and being able to show our true talent. Compared to previous seasons, we have learned game winning strategies and can now put them together on the court.” Melissa Ramirez, senior outside hitter says, “I had fun my previous years as a Whittier athlete, but something about this season is special. I look forward to the intense workouts, each one filled with game like situations and tactics to help us understand the game. We have been challenged to work on improving our skills and volleyball IQ that I look forward to being a competitive team this year!” Unanimously echoing about the crowd is the consensus that there is a strong feeling of team unity. As for the season, Coaches Walker and Rodriguez say, “We are confident that the teams will do well. We look forward to competing against our opponents but more so, ourselves. To help us work on our game and volleyball IQ, we have scheduled some challenging tournaments to help push us to a higher skill and game level.” Deferred back to the girls, Emily Sanchez, senior opposite says, “I am actually looking forward to knowing the feeling of winning! A Special Event is turning 20 years old this month and you are invited to join the celebration! Club Offered Fun, Active Summer for Whittier Youth
The Boys & Girls Club of Whittier worked diligently over the summer to provide more than 350 kids each day, ages 7-18 years, with exciting and creative activities to participate in. Among this summer’s field trips were to a Dodger game, a beach trip, Knott’s Berry Farm adventure, trip to Raging Waters, a visit to Splash, fun at Nickel Nickel Arcade and to the theatre. Through a partnership with the Los Angeles Regional Food Bank and Kid’s Café, club members were provided with a free nutritious lunch and afternoon snack every day during the eight-week summer session. Additional summer highlights included: The first ever co-ed softball league. Through a grant from RBI (Reviving Baseball in Inner Cities), the Boys & Girls Club of Whittier had more than 42 Club members practice and play competitively against each other on three teams. Weekly trips to the Whittier Public Library to participate in their summer program. Hula, hip hop and salsa dance classes. For teen members, there was daily circuit training, a “recyclable” art show and dinner at least twice a week. Registration is now open for the BGCW 2011-2012 After-School Program. Membership is $25 per year for all kids ages 6 – 18 years (no child is ever turned away; scholarships are available). BGCW will run programs this year at Dexter and Edwards Middle School, their main Clubhouse on Greenleaf Avenue, as well as at their Teen Center. AROUND TOWN Civil Rights Author to be Featured at Women’s Luncheon
The Greater Whittier Branch of the American Association of University Women (AAUW) has scheduled a luncheon meeting at 12 noon on Saturday, September 10 at the Radisson Hotel Whittier, 7320 Greenleaf Ave. The program will feature Eva Rutland, author of "When We Were Colored: A Mother's Story," in conversation with her granddaughter Eva Fields. Eva's first book provides a contemporary prospective of the Civil Rights Movement told through the eyes of a middle-class black mother. Mrs. Rutland began writing her stories in the 1950's and 1960's when her children were growing up and compiled them into a book that was originally published in 1964. Despite the discrimination that she and her family faced, the 94-year old author keeps the book upbeat and funny. Although she went blind in her fifties, she continues to write and has published more than 20 novels. In 2000 she wrote "No Crystal Stair," which is a fictionalized account of her life from the 1940's to modern day. She is currently working on a personal memoir about the life of a grandmother. Both books will be available for sale and signing at the luncheon. Assistance League Hosts 3rd Annual Whittier Trail-A-Thon in October
Assistance League is urging Whittier residents to save the date for Saturday, October 15, 2011 for the third annual Trail-A-Thon. Registration will take place at 7 a.m. and the walk will follow at 8 a.m. Participants are invited to walk, stroll, jog or run from Palm Park to Mills Ave. The round trip is 8 miles, but participants need not cover any particular distance. Registration is $25 for adults and $15 for students and dogs. Everyone who registers before September 17, 2011 will receive a t-shirt and a medal. Children under 8 are free, but must pay a $15 fee if they would like a T-shirt or medal. Late entrants are not promised those special tokens. Special prizes this year include one for children 6 years and younger who walk one mile, and one for children 7-14 years who walk two miles. Groups of five adults or five students will get $5 off each registration. Assistance League, whose motto is “Caring and Commitment in Action,” has numerous philanthropies including Operation School Bell, Dental Care, Continuing Education Scholarships, Bookmobile and more. AROUND TOWN Symphony Announces Upcoming Admission Free Concerts
The 79-year-old Rio Hondo Symphony is announcing its 2011-2012 season of four admission-free concerts to be performed for the enjoyment of local area residents. All concerts will be at 3 p.m. Sundays in the Vic Lopez Auditorium at Whittier High School. The first concert, “Heroes,” is set for September 25, 2011. Conductor and Music Director Kimo Furumoto will begin the afternoon with Rossini’s William Tell Overture. The orchestra will also play Beethoven’s Symphony No. 3 (Erica) and Liszt’s Piano Concerto No. 1 featuring Alison Edwards, a formidable pianist in high demand. Lodge Celebrates Centennial with Special Fall Event Schedule
Ever since the Whittier Elks Lodge #1258 was first chartered one hundred years ago on November 11, 1911, they have worked side by side with the City of Whittier. With the fraternal orders motto, “Charity, Justice, Brotherly and Fidelity”, the Lodge has served the city well. They have sponsored the Cavalier’s Band, food baskets for the needy during the holiday season, scholarships for local students, volunteer programs at Brentwood Veterans Hospital, various events at the Whittier Public Library and dinner dances for handicapped youth each year, just to name a few. YMCA of Greater Whittier Receives Grant to Convene Leaders for Community Change Initiative
The YMCA of Greater Whittier has received a grant from the YMCA of the USA (Y-USA) to participate in Action Communities for Health, Innovation and EnVironmental changE (ACHIEVE), a program to help “make the healthy choice the easy choice” for Whittier residents. Action Communities for Health, Innovation, and EnVironmental changE (ACHIEVE) is part of the YMCA’s Healthier Communities Initiatives which focus on making policy and environmental changes that support healthy lifestyles. These changes are built on the concept that local communities can work together to make healthy lifestyle choices available to all members of the community. Through grants awarded by the Centers for Disease Control and Prevention (CDC), Whittier is one of 10 communities nationwide receiving the grant, which will be used to expand the current work of Activate Whittier to create “A Healthy, Active Whittier.” Activate Whittier, established in 2008, is local group of community leaders working together to provide programs, activities and information to help Whittier residents improve their health and fitness. The YMCA Healthier Communities Initiatives assist families to put nutritious food on the table by bringing farmers markets with fresh fruits and vegetables to neighborhoods where healthy food options are scarce; make streets safe for pedestrians and cyclists through “complete streets” plans; give parents the peace of mind to let their children walk to school by creating safer routes; and keep a generation of children healthier by working with schools to increase physical education and physical activity during the school day. Launched in 2008 to prevent chronic diseases and related risk factors, ACHIEVE is designed to unite YMCAs, local and state health departments, parks and recreation departments and other community-based organizations in the fight against chronic disease. ACHIEVE is supported by the Centers for Disease Control and Prevention (CDC), and is in partnership with the National Association of Chronic Disease Directors (NACDD), the National Association of County and City Health Officials (NACCHO), the National Recreation and Park Association (NRPA), Society for Public Health Education and Y-USA. • International Stocks -- Diversifying into foreign markets may help provide downside protection when the U.S. economy sputters.4 During the same 10-year span that ended December 31, 2010, the MSCI EAFE, which is comprised of established economies such as Germany and Japan, outpaced U.S. inflation with an average return of 3.94%. The MSCI Emerging Markets index, which tracks developing world economies such as Brazil and China, was even more stellar, returning an average of 16.23%.5 • Bonds -- Historically, investors have turned to shorter-term corporate and high-yield bonds for protection in rising-rate environments.6 There are two types of bonds that receive a lot of investor interest when inflation starts to rise: Treasury Inflation-Protected Securities (TIPS) and I Savings Bonds. Both TIPS and I bonds are types of fixed-interest rate bonds whose value can rise as inflation rates rise. • CDs and Other Cash Instruments -- The Federal Reserve is still keeping a tight lid on interest rates, forcing investors who hope to keep pace with inflation by investing in cash instruments facing a harsh reality. The rates on a 1-year CD are averaging under 1%, while a 5-year CD is yielding just over 2%, according to Bankrate.com. Money market and other bank savings accounts are also averaging well under 1%. Although many economists project overall U.S. inflation to remain modest in the near future, most see an uptick down the road. For investors, a well-rounded, strategically designed portfolio may be your best weapon. The key is to consider your time frame, your anticipated income needs, and how much volatility you are willing to accept, and then construct a portfolio with a mix of investments you are comfortable with.
