Senator Ron Calderon (D-Montebello) and the City of Whittier, in collaboration with the Whittier Area Chamber of Commerce, will host a Free Small Business Seminar inviting entrepreneurs, business owners and administrators to engage in a few hours of hands on and information sessions on how to maintain and expand their businesses. Senator Ron Calderon “There isn’t enough one can do to help small business weather the effects of a downward economy,” said Senator Calderon. “This is also a great way for small business owners to meet one another and share secrets of success.” Participants will have the opportunity hear Senator Calderon talk about the latest legislation affecting small business. Small business experts will also talk about ways to hire new employees and receive tax credits,

strategies to prevent tax penalties and prepare for a possible audit, as well as ways to secure business loans from financial and government institutions. California Employment Development Department, the Small Business Development Corporation and the California Board of Equalization are among the presenters. In addition to the seminar, participants will have an opportunity to meet one on one with state agency representatives and local chambers of commerce, including the Whittier Area, Santa Fe Springs, Norwalk and Pico Rivera Chambers. The seminar takes place, Friday, April 20th at Parnell Park, 15390 Lambert Rd. in Whittier. Registration begins promptly at 7:30 a.m. The seminar begins at 8 a.m., followed by one on one consultation sessions and expo. Mayor’s prayer breakfast features decorated Navy combat pilot Jim Horsley will be the keynote speaker at the 47th Annual Whittier Mayor’s Prayer Breakfast presented by Mayor Cathy Warner. The breakfast will be held at the Radisson Hotel Whittier, located at 7320 Greenleaf Avenue in Whittier, on Friday, April 6th at 7 a.m. Admission is $25 and tables of 10 are available for $250. Doors open at 6:30 a.m. Jim’s professional career includes 200 missions as a highly decorated Navy combat pilot in Vietnam and over 150 air shows as a demonstration pilot with the world famous Blue Angels.

Upon completion of his military service, he entered commercial real estate development and ran his own company for five years. Jim then spent nine years in major gift fundraising and senior leadership in a world-wide humanitarian organization, and led 12 major donor vision trips to Africa, Latin America and Southeast Asia, including two visits to North Vietnam. He recently joined Pro Athletes Outreach as Chief Operating Officer from his prior duties as the Director, Flight Resources at Alteon Training with responsibilities for the development of training programs for new pilots overseas on behalf of Boeing customers. Jim’s relationship with Christ began three years after his tour with the Blue Angels, and he has spoken to churches, men’s retreats, veterans’ groups, prayer breakfasts and sports and business chapels over the past 20 years. In 1998,

he expanded his ministry by writing “A Different Kind of Courage,” released nationally through Word Publishing. He currently lives in the Seattle area and is a former Rotarian and past member of Jim Horsley the Seafair Board of Directors. He and his wife Sonya have been married 38 years, and have two children and two grandchildren. The event is patterned after the National Prayer Breakfast held annually in Washington, D.C. which is designed to be a time of prayer for our city, state and nation, as well as its leaders, and a time or rededication of individuals to God. MAYOR’S MESSAGE

As we begin a new Chamber year and I write my first message, I feel honored and privileged to serve as the Whittier Chamber of Commerce 99th President, following in the footsteps of many amazing past presidents! I have had the experience of sitting on the board for the past five years with many top Whittier community leaders. I’d like to congratulate Past President Ben Greer on the successful year he had and I look forward to continuing his efforts in building a better business community in Whittier. I also look forward to working closely with our exceptional board of directors who will assist me over this Sue Dean, next year. Notary Signing Network A little bit about me… I have been married to a wonderful man, Steve, for nine years. Between us we have four adult children; three are married, and one is in college. We are also blessed with four beautiful grand children; currently the score is even with two boys and two girls. Three of our children our local, which makes us a strong Whittier family! I am owner/operator of Notary Signing Network here in Whittier. I started this business eight years ago. Notary Signing Network is a nationwide notary signing agency, typically working with escrow and mortgage companies, and sending notaries out for loan closings. When I started out, the first proactive business decision I made was to join the Whittier Chamber, and it has proved to be one of the smartest decisions I’ve made. The Chamber has afforded me the opportunity to build my business through countless networking events, low cost marketing and referrals, and I encourage all local business owners to join the Whittier Chamber and watch their business grow. We have much to look forward to in the upcoming year, and I am excited to move ahead with the many projects and events coming soon to Whittier. To mention a few, we have the City Council election coming up quickly on April 10th. Please be sure to be an active Whittier resident and come out to vote on April 10th for the Whittier City Council. Over the past several years I have had the privilege to work with the City, and I understand even more the importance of having a strong relationship between business owners and local city government. You can find more information on each of the candidates on pages 10 and 11 of this issue of the Business Focus. I am also excited about our new tenants coming soon to the Whittwood Town Center: Chipotle Mexican Restaurant, The Habit Burger Grill and Panda Express. Three great restaurants, which are a celebrated addition to Whittier, and are a good example of the growth we are currently experiencing! Also, don’t forget we have the Mayor’s Prayer Breakfast happening on Friday, April 6th at the Radisson Hotel. This is always a special event and well worth your time. There is so much to celebrate here in our special Whittier community. I look forward to working with our business community, the Chamber board, staff and the City as we continue the trend of growth and moving forward!

As my second term as Mayor comes to an end this month, I would like to say “thank you!” Many thanks to the Whittier Area Chamber of Commerce, their board of directors, staff and businesses who volunteer their time to partner with the City to create a better, more business friendly City. It has been a pleasure to work with you all during this past year. I would also like to acknowledge the Whittier Uptown Association for working closely with the Chamber in helping the City keep a positive business climate. Together we can always achieve more! It has been a busy, exciting year to serve as Mayor. While the Cathy Warner, elimination of redevelopment will certainly change the way we Whittier City Mayor focus our economic development efforts, we remain committed to the business community. As business owners, you should be aware that the Council and staff are already looking at alternative funding sources and potential economic development programs. Additionally, staff is closely following proposed legislation to restore a permanent funding source for job creation, infill development, transit-oriented development and affordable housing. Despite the elimination of redevelopment, many accomplishments have occurred during the past year. Following is a recap of some of our recent successes: •

First, Whittier continues to attract new businesses. Chipotle, Panda Express and The Habit Burger Grill will all be open in the coming months at the Whittwood Town Center. We also saw new businesses, both restaurants and retail, open in Uptown, such as Bailey Street California Kitchen, Barilla Italian Restaurant, two new dessert restaurants including Sugar Expressions and Sweet Dreams Dessert Lounge, and Forté Music. On Whittier Boulevard, a lease was fully executed at the former Stats site for a new Sprouts Market. Whether a large entity or small entrepreneur, we are proud that Whittier remains a viable place for business!

Second, the Council approved Mosaic Gardens, a 21-unit residential complex located at Philadelphia and Pickering, which will enhance and improve the gateway to Uptown, especially since the site has sat vacant for over 22 years. Mosaic Gardens is well underway and will be completed by the end of the year.

Third, the approval of a $5.3 million renovation at the Whittwood Branch will expand the library from 9,735 square feet to 15,733 square feet. Construction is underway and it is expected to open by December 2012.

Finally, we celebrated the unveiling of the Whittier Community Foundation’s Whittier Police Memorial that now adorns the City Hall campus.

Law not always clear on employee actions involving social media

Free business seminar to help retailers increase their bottom line

We think one of our employees is posting negative remarks about the company on his Facebook page. Is this information considered private? One of the fastest-developing areas of employment law is the use of the social media. Employers face a series of challenges when navigating the various social media websites. When an employee admits to wrongdoing on a nonprivate service, he/she has put that information out for anyone to view, and it can be actionable. Expressing Opinions Murkier areas stem from postings of opinions or complaints about the workplace however. “I hate my boss,” is not an actionable statement; and comments about working conditions can be considered protected and/or concerted activities protected by the National Labor Relations Act (NLRA). Indeed, the National Labor Relations Board (NLRB) has evaluated an employer’s rule prohibiting making disparaging comments about the company through any media, including online blogs, other electronic media or through the media. The NLRB found that this policy was unlawful on the basis that it would “reasonably be construed to restrict Section 7 activity, such as statements that the Employer is, for example, not treating employees fairly or paying them sufficiently.” The NLRB has made it clear that it is monitoring employers’ policies in this area. Company Equipment Additional problems arise when employers monitor emails and Internet activity, even on company-provided equipment. Before, if the employer had a clear policy advising employees that their company computers would be monitored, the law held that employees had little or no expectation of privacy. More and more, however, courts are increasingly reluctant to support the employer’s position of unrestrained monitoring of electronic information sent/posted even when using the employer’s computer system. In addition, it is imperative that employers are clear and precise on any monitoring, and that they inform their employees of the potential lack of privacy. Password-Protected Sites If an employee restricts access to social networking posts such as Facebook or MySpace by requiring use of a private password, the situation changes. If an employer accesses this information without the employee’s permission, that employer could face a claim of violation of privacy, even if the employee is using the company computer. Employers have even accessed employees’ password-protected websites by posing as another individual. Accessing the information without permission could violate the Stored Communications Act (SCA). In one case, an employee gave her password to a supervisor and when the supervisor viewed postings on MySpace where other employees had made negative comments about the company, those employees were then terminated. That court held that the employee giving the password was coerced and there was a verdict against the employer for violating the SCA. As social networking continues to grow at rapid speeds, it is increasingly important for employers to consult with legal counsel to keep informed about current developments in the law and to develop the best policies and practices.

TAX TIPS Computing tax on gain on sale of depreciable realty by an individual Generally, the gain from the sale by a noncorporate taxpayer of real estate that is a capital asset (or is used in a business) and is held more than 12 months isn't taxed at a rate higher than 15%. But a more complex set of rules comes into play when the asset sold is depreciable real estate. This is so because, in that case, a maximum rate of 25% will apply to what's called unrecaptured section 1250 gain and a maximum rate of 15% will apply to the balance of the gain. “Unrecaptured section 1250 gain” refers to the Richard Scrivanich, portion of gain that is eligible for capital gain treatment even though it is Harvey & Parmelee attributable to previously allowable depreciation. A further complication is LLP that the portion of the gain that is unrecaptured section 1250 gain depends, as shown below, on when the property was placed in service. Property placed in service after 1986. For real estate placed in service after 1986, all depreciation deductions allowable before the sale of the real estate give rise to unrecaptured section 1250 gain. Thus, if you sell, at a gain of $200,000, a building on which $90,000 of depreciation deductions were allowable to you through the time of sale, $90,000 of the gain is unrecaptured section 1250 gain that will be taxed at a rate of 25%. The remaining $110,000 of the gain will be taxed at a rate of 15%. Property placed in service before 1987 and after 1980. For real estate placed in service before 1987, but after 1980 (pre-1987 realty), the treatment of gain on sale depends on whether the real estate is residential or nonresidential. Residential real estate. The applicable rules are the same as for a sale of post-1986 property, but because, under the pre-'87 depreciation rules, the property will be fully depreciated by the time of sale, all sales proceeds not in excess of the original cost are taxed at a rate of 25%, and only any appreciation is taxed at a rate of 15%. Nonresidential real estate. If you depreciated nonresidential pre-1987 realty using just straight-line depreciation, the tax results will be the same as for residential real estate. But if, as was possible, you, at any time, used a declining balance method to depreciate the realty, the gain on sale will be taxed as follows: • gain, to the extent of the depreciation allowable to the time of sale, will be recaptured as ordinary income, and, thus, taxed at ordinary income rates; that means that because, under the pre-'87 depreciation rules, the property will be fully depreciated by the time of sale, all sales proceeds not in excess of the original cost will be taxed at ordinary income rates. • any appreciation is taxed at a rate of 15%. Pre-1981 property. The following rules apply if you sell real estate placed in service before 1981: • the excess of depreciation claimed over straight-line depreciation is recaptured as ordinary income, and, thus, taxed at ordinary income rates (but the amount of excess depreciation subject to recapture may be less for certain residential real estate or for real estate acquired before 1970). • gain, to the extent of the balance of depreciation allowable, is unrecaptured section 1250 gain, taxed at a rate of 25%. • the balance of the gain, if any, would be taxed at a rate of 15%.

NEW BOARD MEMBERS Suzanne Ausdal Suzanne Ausdal is the branch manager of Union Bank. She has been with Union Bank for 32 years and has worked in Whittier for eight years. “The residents of Whittier have a special place in my heart. I love talking and helping the citizens of Whittier,” stated Susie. Susie is a big fan of the Whittier Chamber and was name the 2010-2011 Ambassador of the Year. “My fellow ambassadors are a special group of individuals who care about the businesses in Whittier just as much as I do. Our main function is to work hand in hand with the Chamber to help grow business, to network and help the City of Whittier to prosper.” Susie was honored and thrilled when she learned she was being considered for the Whittier Chamber Board. “Whittier is my home and what better way to serve my community than to be involved with the businesses and residents of Whittier,” added Susie.

Melanie Bickley Whittier Brokers is a family business, and for three generations has helped families call Whittier home through real estate sales and property management. Whittier Brokers has been a member of the Whittier Chamber since 1961. Melanie became the operating broker for Whittier Brokers in 1996, but has been active in the Whittier real estate community for over two decades.

In 1990, Melanie served as president of the Whittier Chamber. “The Whittier Chamber is our most important business relationship; as it allows various community interests to cooperate in making and keeping Whittier viable as a desirable place to live, work and shop,” says Melanie. Melanie currently serves as a board member and past president of Soroptimist International of Whittier. She is married to Maurice, and they happily live, work and shop in Whittier. Some of Melanie’s favorite things include the ocean, great food and old friends.

Miguel Granados For the past five years Miguel has worked in Operations for Rose Hills Memorial Park and Mortuary and is currently the Director of Mortuary Operations. He has been with Rose Hills for 13 years and originally started in the Finance and Accounting Department. Miguel has been a resident of Chino for over 15 years where he lives with his wife and 10 year old son. Miguel will be finishing his MBA in Marketing and Strategic Leadership from the University of La Verne in May of 2012. In his spare time, Miguel enjoys working with his hands and has remodeled homes from demolition to completion. He also enjoys camping and traveling. Miguel devotes most of his spare time to helping with little league and serving as a coach. “I am extremely happy to be nominated to the Whittier Area Chamber of Commerce Board of Directors and I look forward to the opportunity to serve the Whittier business community” added Miguel.

Gary Lee Martinez Gary Lee Martinez is the owner of The Tr a v e l i n g Tr a v e l e r which is celebrating their 20th year in the travel industry. Gary’s agency, located in the Whittier Commerce Building, specializes in leisure travel which includes vacation packages, cruises, group travel, escorted tours and honeymoons. Gary’s true passion is travel and he has been fortunate to travel to many exotic destinations. Gary says he gets great satisfaction from sending his clients (who are now his friends) on many of their dream vacations! Gil Rodriguez Gil has worked as a Realtor in the Whittier area at Coldwell Banker Alliance Realty for over five years. He is excited and happy to be a part of the Whittier community, both as a resident and a business owner. He has seen his business grow and is thankful to have joined the Whittier Area Chamber of Commerce where he currently serves as an Ambassador.

Monique Rodriguez Monique is the Public Relations Manager for Presbyterian Intercommunity Hospital (PIH) and Bright Health Physicians where she oversees public and community relations. She works with the media, plans community events, handles government relations, writes and edits enterprise publications, advertisements and more! In addition to her full-time job, Monique is currently attending California State University Long Beach and is in the Masters of Public Administration Program. Monique is very active in Whittier and the surrounding communities. She attends many of functions held by local chambers of commerce and other not-for-profits. She is a member of the Regional Chamber Alliance (RCA) committee and a current Board member with the Pico Rivera Chamber of Commerce. La Donna Munier, Friendly Hills Bank • AMBASSADOR OF THE YEAR Members of the Whittier Chamber Ambassador Committee often serve as an extension of the Chamber staff. They attend numerous events throughout the month and help to make Whittier Chamber members feel welcome and valued. Each year, the committee chooses one member who has exceeded expectations as an Ambassador. This year La Donna Munier from Friendly Hills Bank was chosen by her peers and recognized at the Chamber’s 98th Installation event as the 2011 Ambassador of the Year. La Donna has been on the Ambassador Committee off and on for years but has recently become active again. During the past year she has rarely missed a ribbon cutting, is the first to volunteer to help at events and provides a wonderful first impression as a greeter at Wake Up Whittier. La Donna is a wonderful Chamber advocate and we are proud to honor her with the 2011-2012 Ambassador of the Year award.

Shannon Gimbel, Shannon G’s Flowers • CHAIR OF THE YEAR Shannon Gimbel from Shannon G’s Flowers was chosen as the Chair of the Year by the Executive Committee for her role as Chair of the Hathaway Golf Committee. “Shannon is someone who really stepped up in 2011 and made a great commitment to this committee. Under her leadership and creativity with sponsorships and raffle ticket sales, Hathaway added more money to the Chamber’s bottom line than in recent years and was a well-run tournament that our members really enjoyed,” explained Past President Ben Greer. In addition to chairing the Hathaway Golf Committee, Shannon served as the VP of Community Affairs on the Executive Committee and was a generous in-kind donor for the Silver Shield Awards Banquet. Although it is unprecedented for the Chamber to give two awards to the same person, La Donna was chosen via ballot by both the Ambassador and Executive committees to receive both honors and the leadership of the Chamber overwhelmingly supported the vote. As one of the original founders of the Silver Shield event, La Donna’s passion shines through every year. This year she was instrumental in securing new sponsors and helping to ensure that the event ran smoothly.

Rudy and Maria joined the Whittier Chamber in 1998 and have been very involved these last few years. Invest in Whittier’s future today: Contributions sought for Chamber’s educational scholarship fund The Whittier Chamber’s Education Committee is now seeking donations from the Whittier business community for its Educational Scholarship Fund, named in memory of Randy Basurto. Each year the Whittier Chamber recognizes deserving high school seniors from the Whittier Union High School District for their academic achievements and service to the community with a $500 scholarship. Each scholarship goes towards books, room and board or tuition for their first year of college. Last year the Chamber was able to award five outstanding students and hopes to increase that number this year. “The students who apply for this scholarship continue to amaze me with what they have accomplished during their four years of high school. It is our duty to help them succeed in such difficult financial times. These students are the future of our community,” stated Jeanie McHatton, Education Committee chair. The Educational Scholarship Fund is named after board member and volunteer Randy Keith Basurto who died in 1998 of a heart attack at the age of 46. Basurto worked for HealthFirst Medical Group as Medical Operations Manager and had been employed there for seven years. Chamber members and friends of Randy are encouraged to donate money to the cause. “The purpose of this scholarship is to both remember Randy with a program that he was passionate about and to support the youth of Whittier as they continue with their education,” stated McHatton. In an outpouring of appreciation, more than 200 community members recently gathered at the Friendly Hills Country Club for a reception to honor WUHSD Superintendent Sandra Thorstenson and La Serna High School teacher Ken LaVigne for their service and dedication to students and the communities they serve. Paid for through donations, the event was held to recognize the recent honors received by Thorstenson and LaVigne. Thorstenson was selected by the Association of California School Administrators as their State Superintendent of the Year and recently was named by Assemblymember Tony Mendoza as Whittier’s Woman of the Year. LaVigne was chosen one of five California Teachers of the Year for 2012. A table at the reception was filled with resolutions from the state legislature, Los Angeles County Board of Supervisors and the cities of Whittier, Norwalk and Santa Fe Springs in acknowledgement of Thorstenson’s and LaVigne’s work. The WUHSD Board of Trustees, teachers, administrators, staff, students and parents attended the event together with local elected officials, local district superintendents and community leaders. Speakers included Whittier Mayor Cathy Warner, Norwalk Mayor Mike Mendez and Santa Fe Springs Councilmember Juanita Trujillo, who each thanked Thorstenson and LaVigne for working to provide the best education possible to all of their students, and in doing so, improving the health and vitality of the communities that Whittier Union serves. “When we go out into the community, we are so proud to talk about our schools and the excellent education they provide,” said Warner. “Thank you, Sandy and Ken, for helping to make our community a great place to live.” "I am honored by your recognition here tonight, but I must emphasize that it’s our teamwork – our collective efforts across Whittier Union – that should be acknowledged," Thorstenson told the audience. “Our entire community, and our extended school family, have proven what can happen when we work symbiotically and are committed to do whatever it takes to ensure our District’s moral purpose: to improve our students’ well-being and ability to achieve.” La Serna High School Principal Drew Passalacqua spoke about Ken LaVigne, who is lead teacher for Organized Academic Support in School (OASIS), an intervention program for sophomores, juniors and seniors. Passalacqua highlighted LaVigne’s love for his students and determination to do anything necessary to help them succeed. “Trying to describe Mr. LaVigne is like trying to explain the genius of Leonardo DaVinci or trying to describe the love John Wooden had for his players,” Passalacqua said. “At La Serna we call Mr. LaVigne our King Crabber. Bell Gardens High students explore a future in healthcare at Beverly Hospital This past February, Beverly Hospital Nursing and Education Department welcomed eighteen Bell Gardens High School students along with instructor Shawn Berry, a Licensed Vocational Nurse (LVN), to attend a hospital orientation. The objective, to embark upon a 10-week Regional Occupational Program (ROP) for students interested in the healthcare field. Upon completion of the program on April 27th, they will have received basic training in medical terminology, pharmacology, anatomy and physiology, infection control and hospital/patient care. For some, the program will serve as entry level training to becoming a CNA and for many, to become registered nurses and more. The ROP program at Beverly Hospital gives students an opportunity to experience hands on basic patient care within the student’s scope of practice. Since orientation, the Bell Gardens students have dedicated themselves to the program, reporting two days a week between 7 and 8 a.m., prior to attending classes at their high school. They train on clinical rotation and work alongside CNA preceptors in various units of the hospital: Outpatient Surgery, Telemetry, Medical/ Surgical, Obstetrics and Emergency Care. The excitement on the faces of the teens as they learn to care for patients is reminiscent of seasoned nurses - when first introduced to healthcare. According to Shawn Berry, LVN, the students love the experience as it gives them a nice overview of the entire medical profession. Over the past eight years, Beverly Hospital and Bell Gardens High School has been in partnership together exposing students to the healthcare field. Through the Regional Occupational Program, the students interact with staff learning about colleges and training required for different levels of the medical field. They are also able to differentiate between a number of medical titles and requirements to attain credentials. The healthcare industry is competitive and one of the fastest growing fields. Early recruitment is paramount. Educating the community about the different careers available is important for getting a great start. “This program serves as encouragement to the younger generations about the opportunities out there. It gives hope to children regarding all the options available to accomplish their dreams,” said Director Dismus Irungu, Beverly Hospital Education Department. “The students are the look of the future in the medical field. Beverly Hospital has opened the door of opportunity through education with Bell Garden High ROP Students. Began as Deputy to State Board of Equalization Chairman Ernie Dronenburg and commenced law practice at Bewley, Lassleben & Miller, LLP in 1983. Why Joe is running for City Council: It has been my privilege to have served the people of Whittier as a member of the Whittier City Council for the past six years. I am excited to continue working to make Whittier an even better place to Live, Work and Shop. My goals continue to be Public Safety, Quality Economic Development and Whittier Values. We have seen significant progress toward our goals. I am especially pleased that: Crime is down, our police department is fully staffed, and we have a new police station that was completed without any new taxes and under budget; • The Nelles project is moving forward but we must establish a trust/restricted fund to preserve and protect the potential oil revenues now and for future generations; • We must continue to fight to bring the Gold Line to Whittier and extend the award winning Greenway Trail; • The economy has affected everyone, including Whittier. Why Owen is running for City Council: I know that recent years have been economically challenging for cities statewide. But I am proud of Whittier’s response and of my role in maintaining fiscal discipline and protecting public safety. In recent years, we have opened a new police station and done so without increased taxes or bonds. More importantly, crime rates continue to be low in Whittier, and our police force is fully staffed. We have completed the Greenway Trail, bringing neighborhoods together through recreation and exercise. Our next goal must be to extend the trail to our city line on the east and to the river bike trail on the west. I’m also proud that Whittier has continued to provide quality city services and balanced budgets. And, I am especially proud that Whittier has been honored three years in a row as one of the five most business-friendly cities of our size by the Los Angeles County Economic Development Corporation. Now, as Whittier moves forward, continuity and vigilance will be required to sustain our quality of life and expand economic opportunity. I served for 11 years as an elected member of the Whittier City School Board of Education, and have been a member of the Whittier City Council since 2000. I served as Mayor from 2004-2005 and 2007-2008. Other interesting facts about Owen: When I find spare time, I enjoy playing tennis, hiking, bicycling and finding distant cousins to enlarge my genealogy file. I continue to be grateful for the opportunity to be your representative on the Whittier City Council and for the opportunity to work alongside the Chamber of Commerce and the Uptown Association to help make Whittier a better place to live, to raise a family and to run a business.

LUPE SAHUGUN-GARCIA Number of years in Whittier: I have lived and worked in Whittier for 34 years. We are blessed with five children all of whom have been born and raised in Whittier and attended our local schools. Current occupation: My husband and I own and run an adult residential facility for the developmentally disabled here in Whittier, which has been operating for the past 21 years, and are licensed by the State of California. Why Lupe is running for City Council: Whittier is very dear to my family. It has a uniqueness and charm to it. We have enjoyed living here thus far, however, this does not mean there isn’t room for improvement. Whittier has the potential to be much more than it is currently. Progress and growth are possible but in order to achieve Whittier’s sustainability, strides must be taken economically, socially and environmentally. Public safety and Whittier’s economic growth are two of my highest priorities. I want to help market our city to businesses, making it more business friendly and appealing. In order for there to be progress and growth there needs to be change. Being a small business owner licensed by the State of California has given me the experience needed. I am very familiar with the State of California rules, regulations and codes, as well as such documents and their interpretation. Educational background: I graduated from Pioneer High School here in Whittier. I received my Registered Dental Assisting training from the Southern California School of Medical and Dental Careers in Anaheim, and then went on to the University of Southern California and received certification as an RDA with Specialized training in the Orthodontic field in which I currently work part time as well, aside from running our adult residential facility. How long have you been in business, have you always been in the Whittier area, are you family owned and operated, etc.? Harrison Electric was started by my dad in a rental house behind my grandmother's in 1960. My parents moved to west Whittier in 1962, where my dad, Luke Sr., operated the business from his home until he passed away in 1976. My mother, Wanda Harrison, and I were partners in the business until she retired in 1989. We incorporated as Whittier Power Systems, Inc. in 1993. The business was moved to our present location in 1999, located at 11830 Camilla St.

What are a few new and existing services you offer that business owners and residents should know about? We provide traditional electrical services for residential, commercial and industrial customers, as well as new construction, rewiring, tenant improvement wiring, commercial and residential service upgrades and troubleshooting. We also install standby generators for homes and businesses. We have our own high-reach manlifts to service and install parking lot lighting and inside lighting, especially over chairs and pews in churches and auditoriums. Since 2001, we have been involved in the solar industry and have been installing solar power (not hot water) systems, and working with the state and utilities to secure rebates for the systems for our customers. Local singing group hosts 43rd annual scholarship concert New Century Singers Whittier are hosing the 43rd annual scholarship concert of the California Women's Chorus. The 200 voice chorus will be directed by Russ Litchfield, Secretary of the Music Department at Whittier College and the Director of Music at First Friends Church in Whittier. The concert will feature performances by the scholarship winners: Brian Vu, baritone, Meagan Martin, mezzo soprano and Anush Avetisyan, soprano. All three are from UCLA and are each being awarded with $2,000. The concert will be on April 29th, 2012 at 2 p.m., at the Downey Civic Theatre, 8435 Firestone Blvd. in Downey. "Art Without Limits" this month at local gallery The Whittier Art Association invites all artists to enter its April Show, which will be judged by the celebrated watercolorist Willellyn McFarland. There is no theme, so it’s a chance for artists to explore their creativity without limits. The take-in days for artwork will be Saturday, March 31st and Sunday April 1st from 12 noon to 5 p.m. The show will run from April 4th through the 29th. All media is welcome. AROUND TOWN Tri-Cities ROP welcomes new executive director The Governing Board of Tri-Cities Regional Occupational Program is pleased to announce the appointment of David Bennett as the new Executive Director. Having extensive experience in Senior Management roles in the private sector will provide an added element to the leadership David brings as Executive Director. Bennett holds a bachelor’s degree in Business Administration from California State University at Fullerton and has completed coursework at the University of California’s Chief Business Official’s Program. The realignment of the position of Superintendent to Executive Director comes as a result of Tri-Cities ROP’s need for organizational down-sizing and cost saving efficiencies due to the State budget and its economic effect on funding for education. Included in the reorganization was the combining of the Superintendent’s and Director of Business Services’ responsibilities into the newly created position of Executive Director. “In light of the economic climate facing school districts in the State, we feel that this reorganization is consistent with the direction our partner districts, and districts across the State are taking,” commented Executive Director Bennett. Tri-Cities ROP Governing Board President, Loring Davies, who also serves as the Assistant Superintendent of Educational Services for the Whittier Union High School District, said, “Tri-Cities ROP is most grateful for the service provided by former Superintendent Norm Kirschenbaum and we wish him well. Volunteer group seeks new members Assistance League is seeking new members to help with its many philanthropic programs that make the Whittier area a better place in which to live. Members make life-long friendships while using their special talents and skills in helping others. According to Sandy Vinatieri, Membership Chair, Assistance League’s many philanthropies include Operation School Bell, Dental Care & Dental Education, Continuing Education Scholarships, Operation Summer Reading and others. “We have so much fun working hard together while doing so much good for the community,” said Vinatieri. Assistance League raises money through its ongoing Bargain Bin Thrift Shop and Timeless Treasures Gift Shop. Major fundraisers include Christmas Carousel, Trail-A-Thon, Carousel of Trees and a direct mail campaign. Friends of Pio Pico vow to save Pio Pico State Historic Park from closure with rescue campaign Pio Pico State Historic is one of 70 California state parks slated for closure on or before July 1st, 2012. These closures were mandated after a $33M cut to the state park budget, resulting in the closure of 25% of the state’s 278 state parks. California’s State Historic Parks are the hardest hit, and nearly half of them appear on the closure list. After months of exploring other options for keeping the Pio Pico State Historic Park open with the local city governments and LA County as partners, the Friends of Pio Pico (the park’s nonprofit cooperating association) is vowing to keep the park open by raising $80,000 to cover the shortfall that would otherwise close the park’s gates. “The local cities and county have always been great supporters of the park,” says Carolyn Schoff, President of the Friends of Pio Pico. “But to be honest, no government agency (city, county or otherwise) currently has the funds or available resources to keep the park open. We are currently working closely with the City of Whittier and they are helping us in whatever ways they can. During their May budget review, they will consider what resources may be available to support the park. We are also waiting to hear back from Supervisor Don Knabe as to whether he will be able to assist with funding as well.” At a recent emergency strategic planning session, Schoff and the entire Board of Directors were resolved to save the park and hammered out a plan to raise the $80,000. The campaign, dubbed “Rescue Pio Pico,” seeks to combine special events at and outside the park, designed to raise public awareness and bring the community together to raise the funds over the next three months. In addition to seeking donors, benefactors and corporations to help raise the funds, the campaign includes an Easter Egg Hunt on April 7th and Pio Pico’s Birthday Celebration on May 4th. It will conclude with Fiesta de Pio Pico: Celebration or Wake? on June 16th, either celebrating the success of efforts to save the park or a wake to mourn the loss of a great historic treasure. Other plans include getting the entire community involved with the “Pesos for Pio Pico” recycling fundraising drive (every other Saturday at the park beginning on March 31st) and with the “Pedal for Pio Pico” bike-a-thon. Pio Pico State Historic Park is one of California’s oldest State Historic Parks, and is the site of the 1850s adobe mansion of Pio de Jesus Pico IV, last Governor of Mexican California. The park serves the local community and school children who come to experience the unique opportunity this park provides to "walk through California history." The Friends of Pio Pico is the nonprofit cooperating association for the park. The nonprofit was founded in 1999 in order to raise over $3M to renovate the historic adobe and park after the 1987 and 1994 earthquakes nearly destroyed them. The group has also supported the cultural and educational programs at the park since its reopening in 2003. Once again, it is stepping up to the plate to raise funds to keep the park open! “The Sea,” the Rio Hondo Symphony’s last admission-free concert of its 79th season, will be presented at 3 p.m. on May 6th, 2012 in the Vic Lopez Auditorium at Whittier High School. Performing as soloists will be the two winners of the Symphony Association’s Young Artists Competition held last January. Sashell Beck, 25, soprano from South Pasadena, was the winner in the voice category. The winner among the string players was Sean Fischer, 22 year-old cellist from Long Beach. Both have received numerous awards and have studied at the Coleman Conservatory of Music at CSU Long Beach. Conductor Kimo Furumoto will begin the concert with Richard Rodger’s Selections from Victory at Sea. During the concert’s tribute to the sea, the audience will hear impressions of wind on the waves, boisterous sailors and mighty vessels. Each season the community orchestra performs four free concerts for the enjoyment of everyone in the community. Driving safety tips for every season As weather and road conditions change with the seasons, following proper driving safety tips will help keep you safe as you enjoy the cool crisp air, Spring rain showers or the beautiful colors of the leaves. However, when those leaves accumulate on the roadway and become wet, they can get extremely slippery, making the driving conditions similar to driving on ice. If the temperature drops below freezing, the wet leaves will freeze and turn into even more danger on the roadway. Besides reducing the car's traction, causing skidding and the possibility of losing control of the vehicle, leaves often cover the painted road markings, making it difficult to know the locations of the lanes. Here are some great tips on how to avoid danger and other weather related accidents on the road: - Slow down if you are driving on a road covered with leaves especially when driving around turns - Allow yourself plenty of room to stop in an emergency - keep a greater distance between you and the car in front of you - Leaves make it difficult to see potholes and bumps in the road - A pile of leaves raked to the side of the road is an inviting place to a child. Children enjoy jumping into the leaf piles or burrowing down into them and hiding. Never drive through a leaf pile.
