Rio Hondo College celebrates 50 years of service to the community in 2013 with special events for both the College community as well as the general public. These include the release of a first-ever photo-essay book highlighting College history and a 50th Anniversary Celebration on April 19 at the Industry Hills Expo Center. Since Rio Hondo first opened its doors in 1963, more than one million students have come to the hillside campus, as well as its satellite education centers, to pursue their educational goals. While the state’s budget crisis continues to challenge

It’s time to “pass the baton” on my term as president of the Whittier Chamber. I can’t believe it’s been a year already! But it’s been an exciting, event-full and productive year! It was obvious to me coming into this year that the accomplishments of the Whittier Chamber are in the greatest part due to the exceptional staff and executive directors, which has become even more apparent to me after serving beside them over the last year. Therefore, I would like to thank all of the staff members for their hard work, dedication and positive attitudes that helped to make this year such a success! I would like to thank our exceptional board members as well who have put in many hours of planning and support at meetings, ribbon cuttings and other community events, always providing their strong leadership, guidance and enthusiasm… you truly are a huge part of what makes a successful Chamber. We, at the Chamber, have so much to be proud of and thankful for this year. There have been so many outstanding events, including the monthly Wake Up Whittier networking breakfasts, our Tasty Tuesday luncheons, the Business Expo, Hathaway Golf Tournament, Silver Shield, the new Shop Local Showcase and many others. These events serve as an opportunity for members and residents to come together and support our local economy. What make these events so special are the participants and sponsors who continue to keep this Chamber growing each year by suiting up and showing up, making a commitment to not only their business, but the Whittier business community as a whole. The most important part of this Chamber is our dedicated and loyal members! The stability and vitality we’ve experienced over the last year is thanks to the countless business owners who join and renew each year. This year, we have grown to over 600 members, and it’s been exciting to watch as those numbers keep increasing. I am sure this trend will continue into next year as my friend Bonnie Watje of ACRO Printing, Inc. takes over the helm as our next president for the 2013-2014 year. As we move forward, we are set to plan a number of new and exciting things as we gear up for our 100th year! Join us this month for Wake Up Whittier at Rio Hondo College, who is celebrating 50 years serving the community this year, on Wednesday, March 20 and Tasty Tuesday will be at Seta dine:lounge on Tuesday, March 26. $ TAX TIPS American Taxpayer Relief Act of 2012— Individuals
Richard Scrivanich Although Congress averted many of the consequences of a possible tumble over the fiscal cliff with last-minute action, you will want to be aware of the impact of the bill that was passed — known as the American Taxpayer Relief Act of 2012 — signed into law January 2, 2013. Below is an overview of the key provisions of this new law affecting individuals. • A Tax Increase on the Highest Incomes in 2013. Although most taxpayers avoided a tax increase, rates did rise for top earners. Taxpayers (including those who receive income through partnerships and S corporations) who earn more than $400,000 ($450,000 for married taxpayers filing jointly) have a marginal tax rate of 39.6%. All other existing rates remain the same. • Higher Capital Gains Rates for Top Earners. The same individuals who are subject to the new 39.6% top rate on income now face a 20% rate on capital gains and dividends, up from 15%. Taxpayers in the 10% and 15% income brackets have a zero capital

gains rate and those in the middle will continue to pay 15%. Higher Personal Exemptions Phase-out Levels. The phase-out levels for personal exemptions and itemized deduction have been raised to $300,000 for married couples and surviving spouses and $250,000 for individuals. Permanent AMT Inflation Indexing. The alternative minimum tax originally was intended to prevent high-income individuals from avoiding taxes. In the absence of a patch for last year, more than 60 million middle-income taxpayers might have been subject to the AMT on their 2012 income. After years of last-minute AMT “patches,” the new law permanently indexes the AMT to inflation starting in tax year 2012. Restoration of the Full Rate for Social Security and Medicare Taxes. The law did not extend the 2% cut for the employees’ portion of the Social Security payroll tax, which means it will go back to the full rate of 6.2% on income up to $113,700 in 2013. Clarity on Estate and Gift Taxes. After years of uncertainty in this area, the new law holds the estate and gifttax exclusion at $5 million, indexed for inflation ($5.12 million in 2012). The top tax rate jumped to 40% from 35% as of January 1, 2013, but without this change, it would have soared to 55% with a $1 million exclusion amount. The act made permanent the estate tax portability election, which allows a surviving spouse to use a deceased
spouse’s unused exemption amount. • Education Tax Benefits Extended. Many deductions for education expenses were set to expire at the end of last year, but they will remain in place under the new law. For example, the law extends the deduction for qualified education expenses through 2013 and retroactively for the 2012 tax year. • Conversions to Roth Retirement Plans. The new law allows participants in an employer-sponsored 401(k) to transfer any amount to a Roth 401(k) — the funds will be taxed upon conversion. • Tax Relief for Mortgage Loan Modifications. Taxpayers struggling to pay their mortgages, or whose home values have fallen below their purchase price, were given another year of tax relief on any qualifying “indebtedness income” they may receive as a result of a loan modification or short sale on their principal residence. Also, taxpayers who have net investment income beginning in 2013 will face a 3.8% surtax on categories of certain unearned income, potentially increasing the total tax rate to 43.4%. This tax was already slated to go into effect as a result of health care reform. The Silver Shield Awards Banquet is here, scheduled for Friday, March 1 at the Nixon Presidential Library in Yorba Linda. This is the 15th annual awards ceremony and appreciation dinner where the community comes together to celebrate the brave men and women of the Whittier Police Department. If you do not have a chance to attend or sponsor a Police Officer to attend this year, please consider doing so next year as it is a wonderful recognition of our Police Department’s great work. Thank you to the Whittier Area Chamber of Commerce and the business community for your continued support of this event. Progress at the Fred C. Nelles site is finally being made! This is great news for the community as it has been eight years since the site closed. The city has interviewed environmental consulting firms and will be making a selection soon. Then, the development review process will begin. The state and Brookfield Homes, the site developer, amended their purchase and sale contract last summer and it’s great to see the developer moving forward on this project which will be such a positive addition to Whittier. With spring just around the corner, please get out and enjoy one of our many beautiful parks or go out for a bike ride on the Greenway Trail. Easter will also be here shortly and that means the city’s annual Eggxtravaganza will be here too! The Eggxtravaganza, scheduled for March 23 at Parnell Park, is one of the more popular city events among children as it features candy egg hunts throughout the day! Egg
hunts are broken down by age group so the younger children can hunt for the candy without having to compete with older kids – and everyone will get their fair share of the goodies. The fun-filled day will include crafts, face painting and entertainment, as well as special activities like the rock climbing wall, trackless train rides and inflatable attractions. The Eggxtravaganza also features a “Family Faire” event with many local children’s agencies providing information on their services. Children may participate in all the activities with the purchase of a $5 individual wristband or buy four and get one free. For more information, call Parnell Park at (562) 567-9450. You may have noticed some new stores around the city. The Whittwood Town Center has welcomed eCosway, a health and beauty store that also sells gadgets for the home. In Uptown Whittier, a new furniture store has opened at the Bank of America building located at the southeast corner of Philadelphia Street and Greenleaf Avenue. Sprouts Farmers Market is set to open this month at Whittier Boulevard and Santa Gertrudes, near the Whittwood Town Center. I hope you join me in giving all the new businesses a warm welcome by visiting soon. Finally, congratulations to PIH Health on the completion of the newly expanded medical tower. The new 250,000 square foot Plaza Tower includes five floors, 112 beds, 64 private medical beds, 48 critical care beds, labs and a state of the art surgery department. We are proud to have PIH Health in our city as it is a resource that protects the health and safety of the community while providing jobs to our residents. PIH Health is the city’s largest employer with more than 2,500 employees. The hospital now has a total of 548 beds, making it one of the largest hospitals in the area. Congratulations again!
Whittier hosts spring Eggxtravaganza and Family Faire Local youngsters may enjoy fun, food and activities – and, of course, visits with the Easter Bunny – at the annual Eggxtravaganza and Family Faire sponsored by the Parks, Recreation and Community Services Department. The event will be held from 11 a.m. to 2 p.m. Saturday, March 23 at Parnell Park, 15390 Lambert Road. In the event of rain, the event will be rescheduled to Saturday, March 30. Building a healthy, active Whittier Business tips: staying healthy in the workplace c/o Activate Whittier Worksites are a great place to promote healthy eating and physical activity. 70 percent of working-age Californians are currently employed and most of them remain sedentary during their workday. In order to reduce the risks of chronic disease, you need at least 30 minutes of moderate-intensity physical activity every day. Also, adults need to eat 3 1/2 to 6 1/2 cups of colorful fruits and vegetables every day. The California Dietary practice survey showed that 60 percent of all Californians agreed that fruits and vegetables were hard to get at work. If employees are not able to get the right nutrition or the opportunity to be physically active at the office, then that would mean they have to make up that time at home. Due to busy lifestyles, it is highly unlikely that they will get the recommended amount of healthy foods or physical activity. This problem can also be expensive for California’s employers who see their insurance costs and workers’ compensation premiums rise as productivity declines. This epidemic is preventable! Improving nutrition by eating fruits and vegetables and increasing physical activity can help prevent many serious health problems like heart disease, certain types of cancer, type 2 diabetes and obesity. Making these healthy changes can boost your energy and will have you looking and feeling great, which will allow you to get more work done. Where do you start? It is important to have a supportive work environment that encourages healthy lifestyle choices. A great place to start is by improving the access to healthy foods and physical activity at the workplace. Small changes can make a big difference! 1. Serve healthy food during meetings. Develop guidelines about fresh fruits and vegetables at catered meetings or when ordering group meals. Serve water, 100% juice or unsweetened tea and coffee instead of sugar sweetened beverages. 2. Make it a walking meeting. You can burn about 75 calories in a 30-minute walking meeting, while getting fresh air and a steady flow of ideas in an outdoor setting. 3. Take the stairs instead of the elevator. You can burn 10 calories per minute climbing up stairs! What is Activate Whittier? Chamber bids fond farewell to retiring board members Many thanks go out to three distinguished leaders who will be stepping down from our Board of Directors at the end of our 98th year on March 31. As a group they served a combined total of 14 years on our Board in one capacity or another. t was a privilege to work with each of them and we will certainly miss their dedication, enthusiasm, humor and leadership. All of our retiring board members have helped form our Chamber into what it has become today and we are grateful for all of their time and effort. As a Board member, they are expected to serve up to three, 2-year terms and also participate on several different committees. Jeff Ball, Friendly Hills Bank Jeff joined the Whittier Chamber Board in 2007 and has been a vital part of the growth and leadership of the organization. For the past several years Jeff has served on the Executive Committee as the VP of Finance where he spent countless hours overseeing the budget and working closely with staff to streamline reports and ensure that the Chamber remained fiscally sound. Jeff has also spent the last 2 years as the legislative committee chair bringing forth business-related legislation to share with our members. In addition, Jeff served one year as chair of the Business Expo. As the president of a locally-owned bank, Jeff really understands the value of being part of the community, allowing his staff time to network, and using the benefits of the Chamber to the fullest. Sector funds target specific industries and economic niches to seek aboveaverage returns.1 With the opportunity for greater returns comes greater risk, as these funds typically are prone to fluctuate in value more than diversified, multi-sector funds.2 Sector funds may invest solely in specific industries, such as utilities, technology, financial services, health care, and manufacturing. They may also invest in commodities, such as oil and gold. Additionally, there are sector funds that invest in specific international markets, such as Germany and China. Many investors look to sector funds to gain exposure to industries that may appear to offer exceptional potential. Top-down investors and market timers look first for industries that often perform well in certain economic cycles and then seek to predict which industry will be next in the “rotation.” Because of their higher potential volatility, it may be prudent to limit investments in individual sectors to no more than 10% of an overall equity portfolio. Some investors choose a contrarian strategy, seeking value in sectors that have been passed over by the rest of the market. Another strategy is the tilted index. Passive investors will invest in a market index seeking to avoid
the inefficiencies of picking individual stocks. By adding shares of sector funds that outperform the market, you may outperform the index overall. Evaluating Sector Funds Whatever strategy you use in choosing a sector fund, be careful not to chase past returns. A high-flying sector may be at its peak. The table below shows the top three performing sectors from the S&P 500 for the past five years.3 As you can see, it’s rare for one sector to lead the pack year after year. 2008 Consumer Staples Health Care Utilities

You should also be aware that even if the name of the fund is the same, not all sector funds are alike. Stock/cash allocations, sector segment weights, top holdings, portfolio size, past performance, yield, and portfolio turnover are among the criteria used to compare funds that invest in the same sector. • Stock/cash allocations refer to the percentage of a fund’s assets that is actually invested in the chosen sector. In addition to cash, funds may invest in bonds, or even stocks from other sectors. Although these investments may increase performance or decrease risk, you should be aware of the portfolio’s composition. • Many sectors can be divided into subsectors and industries, and sector weight refers to the percentage of assets invested in each. • Portfolio turnover measures trading aggressiveness and often exceeds 100% in a single year. • Although past performance is no guarantee of future results, the longer the return period the better. Whittier Union High School District Board of Trustees honors three students The Whittier Union High School District Board of Trustees recently honored students from Whittier, Frontier and Pioneer high schools for their special achievements. Every year, the Board recognizes students from each high school for their exceptional achievements. The students are selected by the principal and administrators from each school and receive special proclamations from the Board for their efforts.

Whittier High School senior Tanya Cortez was recognized for her work as an academic mentor. Inspired by Whittier High School’s Senator/Link Crew program when she was a freshman, she volunteered in her sophomore year to be on the “A” team, which is the group of 10th grade students who set up for all of the Senator Activities. Cortez has been a Senator for two years, serving as the Historian this year. When Cortez heard about the specialized tutor training opportunity to become an Academic Mentor to fellow students at the end of her sophomore year, she applied for that program as well. Cortez has always been a high achieving student; she has a 4.1 GPA, taking 17 AP and Honors courses. Cortez also has had perfect attendance for the last three years and is focused on maintaining that record
through her senior year. Cortez has applied for early admission to NYU, where she would like to pursue a major in Aerospace or Civil Engineering. Cortez also serves as the President of “Men in Red,” a Community Service Club at Whittier High School that volunteers at the Posada Retirement Home and at an Animal Shelter called Beagles & Buddies. The group organizes beach clean-up days, and “Jean Drives,” collecting gently used jeans for those less fortunate. Members also regularly serve food to homeless families at the Salvation Army. Cortez was one of Whittier High’s outstanding juniors to attend the Rotary Youth Leadership training conference last year. And if that isn’t enough, she has played on the girl’s water polo and swim teams all four years. The Board also has honored Frontier High School student Edward Barajas. Barajas enrolled as a senior at Frontier High School in July 2012 with only 150 credits, but has been able to overcome his deficits to succeed in school and plans on graduating now and going on to study to become a firefighter. Now living with extended family members, he has been able to achieve all A and B grades at Frontier. His attendance stands at 100%. During the last grading period, Barajas earned 23 ½ credits which is 156% of Frontier’s

expected rate. He has done this through a combination of efforts inside the classroom and extensive participation in the afternoon academic lab program and the Learn PREP recreation program. Barajas also embraced the opportunity to participate in Frontier’s Associated Student Body and quickly displayed leadership skills both in identifying and recruiting other student leaders and by being a driving force behind student-led activities. Pioneer High School senior Aubree Gomez was recognized by the Board for being a Scholar Athlete. With a 4.27 GPA, Gomez has taken the most rigorous course of study Pioneer has to offer, taking mostly Honors and AP classes. Gomez is a California Scholarship Federation lifetime member and also is a member of the Pioneer High School Academic Decathlon team. She was named Pioneer’s Student of the Year in both her freshmen and sophomore years. In addition to her academic achievements, Gomez has also played on the school’s soccer team all four years and volleyball team for three years in addition to playing club soccer. Gomez has also been a dedicated member of Pioneer ’s Leo Club, participating in beach, Heal the Bay and Wrightwood clean-ups, as well as the annual Christmas Basket Giveaway. She also volunteers at her church, delivering food to the homeless on Skid Row. Gomez has applied to several University of California and California State University campuses and plans to pursue her studies in mathematics.

Federal grants available for wellness programs
U.S. requires poster change for employers of 50 or more Employers with 50 or more employees are required to display an updated federal family leave poster beginning on March 8, 2013. The final rule outlining the requirement was rececntly issued by the U.S. Department of Labor (DOL) to implement federal laws expanding Family and Medical Leave Act (FMLA) protections. The FMLA applies to employers with 50 or more employees. The FMLA changes were legislated by the National Defense Authorization Act for Fiscal Year 2010 and the Airline Flight Crew Technical Corrections Act (signed in 2009).
Family Leave Notice Change The final regulation requires a change to the federal FMLA notice/ poster entitled “Employee Rights and Responsibilities Under the Family and Medical Leave Act,” prepared by DOL. This is “Notice C” on the California Chamber of Commerce California and Federal Employment Notices Poster. All covered employers (50+ employees) must display the poster summarizing the major provisions of the FMLA and telling employees how to file a complaint. The poster must be displayed in a conspicuous place where employees and applicants for employment can see it. A poster must be displayed at all locations even if there are no eligible employees. The FMLA includes a special leave entitlement that permits eligible employees to take up to 26 weeks of leave
to care for a covered servicemember during a single 12-month period.
Definition Clarified The revised federal FMLA poster clarifies that in addition to those currently serving, a “covered servicemember” also includes veterans discharged in the last five years. Among the mandatory revisions on the federal poster is a note that the FMLA definitions of “serious injury or illness” for current servicemembers and veterans “are distinct from the FMLA definition of ‘serious health condition.” A second mandatory note states that special hours of service eligibility requirements apply to airline flight crew employees. Although the new poster has a revision date of February 2013, the DOL specifically noted that employers may either start using the new poster immediately or may use the old FMLA poster through March 7, 2013. Changed requirements taking effect on March 8, according to the DOL, include “military caregiver leave for a veteran, qualifying exigency leave for parental care, and the special leave calculation method for flight crew employees.”

As California moves toward implementation of the Affordable Care Act, wellness programs which promote healthy choices to prevent illness are in the spotlight of the latest edition of CalChamber News. Under the law, federal grants may be available to some small businesses to offset the cost of established wellness programs, and insurance companies must provide wellness services, such as counseling and health screenings, at no extra cost to the employee. Companies such as Safeway have made the investment and launched a workplace wellness program long ago, encouraging workers to take personal responsibility for their health. Larree M. Renda, executive vice president for Safeway and 2010 chair of the California Chamber of Commerce Board of Directors, reports that the company’s wellness program has been extremely successful for employees and the company’s bottom line. “When we survey our employees, we know they are more engaged as a result of the wellness programs that we’ve offered here,” says Renda. “We also know they’re happier in their jobs and become more productive employees.”
Health Cost Savings The results are remarkable. By encouraging health screenings, immunizations and programs to manage weight and quit smoking, Safeway and its workforce have saved substantially on health care costs through reduced absenteeism, reduced claims and fewer doctors’ visits. “And while the rest of the world has had on average an 8 percent, 8-and-ahalf percent health care cost increase on an annual basis, our costs are nearly flat,” Renda says. One example of the success of Safeway’s wellness program is Eric Ward, a facilities manager with the company. Ward has taken full advantage of Safeway’s wellness program. By consciously choosing fresh fruit or vegetables to snack on, keeping
a regular running schedule and making consistent use of Safeway’s state-of-the-art fitness center at company headquarters, he’s lost more than 60 pounds. “I have a lot more energy, I have a lot more,” says Ward. “I can lead my people as opposed to managing them. I listen to them more; I’m more attentive as opposed to just being tired.” Based on a Texas case study, wellness programs can yield savings of $2.43 for every dollar spent, according to the Centers for Disease Control. On a larger scale, it’s the kind of math that adds up for any business, regardless of size. “I think wellness is not just a smart business practice for the people who benefit, but also for the employers themselves,” says Dr. Sanjay Varshney, dean of the School of Business at California State University, Sacramento. Renda sums up the benefits best, saying, “Any business that doesn’t invest in its employees and wellness programs is really missing a huge opportunity.”

Save the date for Shelter’s Right Hand 5K Fitness Walk
On May 1, 2013 from 4 to 7 p.m., five local Chambers of Commerce will join together for the 11th annual Kaleidoscope Fundraiser. Called “Kaleidoscope,” this colorful blend of five cities will offer Chamber and community members five times the networking opportunities, not to mention a ballroom full of shopping items and tasty samplings from local restaurants and caterers. Represented at the mixer will be Chamber members from the cities of La Habra, Norwalk, Pico Rivera, Santa Fe Springs and Whittier. Each Chamber has been assigned a color: La Habra is yellow, Norwalk is red, Pico Rivera is blue, Santa Fe Springs is green and Whittier is orange. City residents, business people and Chamber members are encouraged to show their city pride by wearing clothing or accessories that correspond with the color of their Chamber. AROUND TOWN Rio Hondo Symphony celebrates 80th birthday The Rio Hondo Symphony will celebrate its 80th year of free concerts during a special 80th Birthday Dinner Gala at 6 p.m. on Saturday, March 16 in the A.J. Villalobos Hall on the Whittier College campus. The celebration will include a gourmet dinner catered by Bon Appetit, special live music, a live auction and more. The theme will be the 1920’s and the event will be a semi-formal affair, with 20’s-inspired clothing optional. Among the many live auction items will be a $3,000 mini vacation trip for two to Montana with lodging in a historic home. Other auction opportunities will include short trips, gourmet dining experiences and more.
In addition to a celebration of the orchestra’s 80th milestone, the event will be the Symphony Association’s major fundraiser for the 2012-2013 seasons of four free concerts. The Whole Child to sponsor community symposium on critical topic of school shooters A premier children’s mental health agency since 1957, The Whole Child will host a symposium on the critical topic of school violence on March 28 at the Shannon Center, located on the campus of Whittier College (6760 Painter Ave.) from 9 a.m. to 12 noon. The event, co-hosted by Congresswoman Linda Sanchez and Rose Hills Memorial Park & Mortuary, will be free to the community, with CEU’s (continuing education units for LCSW’s and MFT’s) available for a nominal fee of $25. Subject matter expert, Dr. Tony Beliz, Head of Emergency Services Bureau, Los Angeles County Department of Mental Health, will present on “School Shooters and How to Evaluate Risk.” Attendees will include professionals in the areas of mental health, education, probation, law enforcement, Department of Child and Family Services, faith-based institutions, therapists, psychologists and community members. At the national level, school violence has become a critical topic. Since 1996 there have been 78 instances of school
shootings, with over 373 students killed. The first step in preventing school violence is to understand the extent and nature of the problem. New film production company seeks board members CEO & Producer/Writer, Lloyd Kaneko, recently announced that he is expanding his business from a one-man, homebased novel/screenwriting operation into a full film production company based in the Whittier area. With a 5-year expansion plan in development, Mr. Kaneko is presently working towards incorporating Paper People Productions by the end of the second quarter of 2013. Mr. Kaneko first plans to formulate a board of directors which will formally guide the business and provide direction, longevity and stability to the organization. Board members are being recruited based on a broad spectrum of community members, representatives and leaders particularly interested in the art of film making (e.g., movies), not only entertainment in general, but movies that are also socially-responsible, enlightening and empowering. “Many production companies film here in Whittier for location projects. Whittier offers a good backdrop and location for filming. Excellent opportunities exist
here. Besides, Whittier is my home – it’s where I reside,” says Lloyd. Part of Mr. Kaneko’s 5-year expansion plan is to build a full independent film production studio (campus) including a state-of-the art sound stage, recording studio, screening theatre and postproduction facility here in the Whittier/ Santa Fe Springs area, but will initially begin with a smaller office and warehouse facility in the area. Plans are to also host a future annual international film festival here in Whittier. Mr. Kaneko is seeking both board members and qualified investors.
