SoCalGas begins installing advanced meters; new technology will help customers better understand their energy usage

Southern California Gas Co. (SoCalGas) is upgrading its natural gas metering system by installing advanced meters throughout its service territory, including Whittier. The communications device will transmit hourly gas usage data from a customer ’s home or business, and SoCalGas will make the usage information available online for the customer the next business day.

The advanced meter device enables SoCalGas to more efficiently serve its customers and empower them with more information about their gas usage so they can make more informed decisions and better control their energy bills. With the additional information advanced meters provide, customers can better understand and manage gas use and costs, identify sudden usage spikes, obtain information on energy usage online, and have more privacy and security. With an advanced meter, gas usage will be measured just as it is today by a current meter and bills will continue to be based on a monthly read of natural gas usage. However, the utility will no longer need to come by a customer’s property each month to manually read a gas meter. Instead, the advanced meter communication device will turn on for a fraction of a second each day to automatically read and transmit gas usage information and send it directly to SoCalGas’ communication network. No personally-identifiable information will be transmitted, and gas usage information will be encrypted for added security for the customer. Overall, SoCalGas is planning to upgrade approximately six million natural gas meters with the communication device. Installations will take place throughout the

SoCalGas service territory through 2017. Currently, SoCalGas is installing the communication device on meters in Southeast Los Angeles County and is scheduled to begin installing these devices in Whittier this summer. SoCalGas will notify customers a few weeks prior to their advanced meter installation. The installations will take approximately 15 minutes to complete and will be performed by SoCalGas employees during normal business hours. In most cases, customers will not need to be present, and should not have an interruption to their natural gas service. American Taxpayer Relief Act 0f 2012— Businesses

Richard Scrivanich Although Congress averted many of the consequences of a possible tumble over the fiscal cliff with last-minute action, you should be aware of the potential impact on your business of the American Taxpayer Relief Act of 2012. Several popular business tax provisions were set to expire at the end of 2012. For example, small business expensing under Internal Revenue Code Section 179 was increased retroactive to January 1, 2012, and extended through 2013. The dollar limit that can be expensed in 2012 and 2013 is $500,000 and there is a $2 million investment limit. You also can make use of the 15-year recovery period for qualified leasehold improvements, retail improvements and restaurant property until the end of 2013. Many other business tax benefits that had expired or were set to expire were extended through 2013, including:

MAYOR'S MESSAGE Owen Newcomer

As my term as mayor comes to an end this month, I would like to say “Thank you!” Many thanks to the Whittier Chamber of Commerce, their Board of Directors, staff and businesses who volunteer their time to create a better city. I would also like to acknowledge the Whittier Uptown Association and all the organizations that work closely with the Chamber in helping the city to keep a positive business climate. It has been a busy, exciting year to serve as mayor. Following is a recap of some of our successes: • First, the city continues to attract new businesses. Chipotle, Panda Express, The Habit and eCosway all opened at the Whittwood Town Center; a new Yogurtland opened at The Quad; Stuie’s Brooklyn Bagel Bakery and Jewish Deli and JB’s Famous BBQ opened in Uptown; and more recently, Sprouts Farmers Market opened on east Whittier Boulevard. • Second, we marked the completion of Mosaic Gardens, a 21-unit residential complex located at Philadelphia and Pickering. The beautifully designed Mediterraneanstyle building has brought new life to the gateway into Uptown. • Third, we celebrated the grand re-opening of the Whittwood Branch Library. The $5.3 million renovation expanded the library from 9,735 square feet to 15,733 square feet.

• Finally, Whittier was named “Most Business-Friendly City” by the Los Angeles Economic Development Corporation. It was wonderful to finally win after being a finalist for four consecutive years! Once again, thank you for a wonderful year serving as your mayor. Progress at the Fred C. Nelles site continues with our selection of an environmental consulting firm. In addition, a contract project planner has been hired to serve as an extension of city staff. A project planner was necessary due to the nature and intensity of the project and will assist in managing the Nelles project. We anticipate submittal of the application to begin the development process by the site developer, Brookfield Homes, in the near future. All this is great news for the community as it has been eight years since the site closed. In other development news, you may have heard that LA Fitness submitted plans for a new store at the former Chrysler Jeep Dodge site on Whittier Boulevard just east of The Quad shopping center. We’re finalizing the review process and anticipate a public hearing before the Planning Commission in the coming months. It will surely be exciting to see new construction on the Boulevard! The Whittier Relay for Life is scheduled this month on Saturday, April 20 beginning at 9 a.m. The annual 24-hour event is held to raise cancer awareness and to raise money for the American Cancer Society to help find a cure. The Relay is a wonderful community event with entertainment and activities scheduled throughout the day for the entire family. Whittier street art banners displayed throughout city, sponsors thanked The Whittier Cultural Arts Foundation and the City of Whittier sincerely thank the local organizations, businesses, families and individuals who sponsored banners in the 2013 Street Art Banner Program. Because of their generosity, the 2013 program, the 10th anniversary of this unique public art program, was able to hang the largest number of banners ever – 83 banners are on display along Whittier Boulevard, Mar Vista Street and Penn Street in front of City Hall through Memorial Day. Banner sponsorships are $150 each, and the logo or name of each group or individual is on the back of the banner they sponsor. Several groups sponsored more than one banner: Jack’s Whittier Restaurant and Whittier Host Lions

Activate Whittier awarded grant; expanding efforts to ensure healthy living is accessible to all in Whittier community The Racial and Ethnic Approaches to Community Heath (REACH) program will allow Activate Whittier to deepen its efforts to make health equity a reality in the Whittier community YMCA of the USA (Y-USA), the national resource office for the nation’s 2700 YMCAs, has selected the Activate Whittier collaborative to participate in its Racial and Ethnic Approaches to Community Health (REACH) initiative. The goal of REACH is to improve health and eliminate disparities related to chronic diseases in African American/ Black and Hispanic/Latino communities. Activate Whittier, a collaborative with a membership that includes the City of Whittier, YMCA of Greater Whittier, PIH Health, Kaiser Permanente, Los Angeles County Department of Public Health, Boys & Girls Club of Whittier, Whittier City School District, East Whittier School District, Whittier Union High School District and Whittier College, promotes a healthy and active lifestyle in hopes of improving the health of the community it serves. First established in 2008, Activate Whittier has become more well-known in the Whittier community due to its recent

successful effort to ban smoking in Whittier public parks, Activate Whittier brought the matter to the attention of the Parks, Recreation and Community Services Commission, seeking the Commission’s recommendation to City Council to eliminate smoking in City parks. In October, 2012, the Centers for Disease Control and Prevention’s (CDC) REACH initiative awarded Y-USA a cooperative agreement of up to $4 million per year for up to five years to improve our nation’s health and well-being, with a specific focus on addressing gaps between racial and ethnic groups across the country. Y-USA is re-awarding this grant, selecting up to 16 new communities per year to participate in the REACH initiative in their communities. The

Ys receiving funding are serving communities that reflect populations of under 500,000 and have an established relationship with a geographic area that is at least 50 percent African American/Black or Hispanic/Latino or a combination of both racial/ethnic groups. Being selected for the REACH program will allow Activate Whittier to address barriers to healthy living in its community. “As a leading nonprofit committed to healthy living, the Y believes that everyone in the Whittier community deserves to live life to its fullest regardless of where they live or the color of their skin,” said Lori Tiffany, Executive Director of the Uptown Whittier YMCA and Activate Whittier Chairperson. “The Racial and Ethnic Approaches to Community Health

funding helps ensure our programs and initiatives are helping those individuals who face the greatest barriers to healthy living.” “Where you live should not affect your health,” said Neil Nicoll, President and CEO, YMCA of the USA. “Yet, too many communities lack the resources for individuals to access opportunities for physical activity and healthy foods and improve their health and well-being. The Y’s longstanding partnership with CDC has allowed us to strengthen communities through programs and initiatives that create environments where all people have the opportunity to make a healthy choice. These funds enable us to continue this work and expand it to communities that need it most. The fight against cancer continues in Whittier on April 20 Whittier Relay For Life is looking for people who have been affected by cancer to join the fight at this year’s 24-hour event on Saturday, April 20 to Sunday, April 21 from 9 a.m. to 9 a.m. at California High School. Former and current cancer patients, caretakers, those who have lost loved ones to cancer, families, businesses, city organizations and the general public are invited to take part in this life changing event which has been going on for over 13 years now. Whittier Chamber member and cancer survivor, Kyle Koestner, will be the speaker at this year’s opening ceremony. Kyle’s determination to beat cancer led him to a healthier way of life and inspired him to open what has now become one of Whittier’s most popular restaurants, Fenix 5-4. Relay for Life is a free event that brings the community of Whittier together through great food, entertainment and fun-filled activities for the whole family. All of the funds raised will go toward the American Cancer Society’s mission of finding a cure for this loathsome disease. Relay For Life unifies us in celebration of the lives of those who have faced cancer, remember loved ones lost and fight back against the disease. Over 70 local high school students from the El Rancho Unified School District and the Whittier Union High School District will be honored at the 20th annual Evening of Excellence sponsored by Tri-Cities Regional Occupational Program (TCROP) to be held at the historic Clarke Estate in Santa Fe Springs on May 16 at 5 p.m. Students to be honored will receive a Certificate of Congratulations from TCROP and local legislators, as well as a small scholarship provided by the TCROP Foundation. Businesses are asked to contribute to the TCROP Foundation or place an

ad in the program book which will help fund the student scholarships. PIH Health will again be offering a $1,000 scholarship to an ROP student who will be pursuing a career in the medical field. The Whittier Police Officers Association, City of Santa Fe Springs and the Central Basin Water District have also committed their support for this year’s event. Students will be selected by their TCROP instructors to be recognized for outstanding accomplishments in their course work during this past school year. Also each student selected will have the opportunity to participate in an

essay contest addressing the subject “How ROP Has Influenced My Goals & Aspirations.” An essay winner from each high school served by Tri-Cities ROP will be awarded an additional scholarship provided by the Olympic Chapter of the California Association of Regional Occupational Centers & Programs (CAROCP). The Tri-Cities ROP Foundation, led by President and Norwalk City Councilman Mike Mendez, extends thanks to those organizations that have made donations in support of the student scholarships. Prior to the start of the program, the

audience will once again be entertained by the California High School Gold Jazz Band under the direction of Doug Nordquist. The printed program for the event will be provided by the Printing Careers class at Pioneer High School led by instructor Henry Sandoval. Students in his class will create the program covers as well as produce the printed program. Invest in Whittier’s future Annual Scholarship Fund seeks donors The Whittier Chamber’s Education Committee is now seeking donations from the Whittier business community for its Annual Educational Scholarship Fund, named in memory of Randy Basurto. Over the past 15 years, the Randy Basurto Scholarship Fund has donated over $40,000 in scholarships and hopes to continue the tradition. Each year the Whittier Chamber recognizes deserving high school seniors from the Whittier Union High School District for their academic achievements and service to the community with a $500 scholarship. Each scholarship goes towards books, room and board or tuition for their first year of college. The Educational Scholarship Fund is named after Chamber board member and volunteer Randy Keith Basurto who died in 1998 of a heart attack at the age of 46.

Basurto worked for HealthFirst Medical Group as Medical Operations Manager and had been employed there for 7 years. Chamber members and friends of Randy are encouraged to donate money to the cause. “The Randy Basurto Scholarship Fund was established 15 years ago, when active chamber member Randy Basurto passed away suddenly. He was a dynamic volunteer, chairing the business expo twice and serving on numerous other committees. Randy loved working with young people, so this scholarship is awarded annually to remember the love Randy had for the youth of our community,” stated Jeanie McHatton, Education Committee chair. Revised Form I-9 On March 8, 2013, the U.S. Citizenship and Immigration Services (USCIS) published a revised Form I-9 for use in verifying employment eligibility. All employers must complete a Form I-9 for each employee. Employers can continue to use previously accepted versions until May 7, 2013. The Department of Homeland Security published a Notice in the Federal Register informing employers of the new Form I-9. Effective Dates According to the USCIS, effective March 8, 2013: • Employers should begin using the newly revised Form I-9 (Rev. 03/08/13N) for all new hires and reverifications. • Employers may continue to use previously accepted revisions until May 7, 2013: º The previously accepted revisions that can be used through May 7 are Rev. 02/02/09N and Rev. 08/07/09Y • After May 7, 2013, employers must use only the new version of Form I-9 (Rev. 03/08/13N). Employers can be penalized for not using the new form after May 7. According to the USCIS, employers should not complete a new Form I-9 for current employees if a properly completed Form I-9 is already on file. Employers should use the new Form I-9 for new hires and when reverification applies. Unnecessarily requiring an employee to verify employment eligibility may violate anti-discrimination laws. HRCalifornia has been updated with the new form.

Revisions

Employer Handbook

The USCIS stated that the revisions to the form include: • Adding data fields; • Reformatting to reduce errors; • Revising the layout and expanding the form from one to two pages (not including instructions); and • Clearer, expanded user-friendly instructions for both employees and employers. Employers will now have six pages of instructions before getting to the two pages that need to be filled out – previously the form contained only a little over two pages of instructions. The new instructions are meant to provide a step-by-step guide for employers. The instructions provide definitions to the four types of citizenship or immigration status. These definitions will be helpful in explaining to workers how to complete their portion of the form. The new instructions also provide guidance on unexpired versus expired documents and on accepting receipts.

The USCIS has updated the Handbook for Employers: Guidance for Completing Form I-9 (M-274) to correspond to the new form. According to the USCIS, helpful new images have been added to illustrate how employees and employers can complete sections one through three of the new form.

Best Practices

• Familiarize yourself with the new form and the instructions. • Begin using the new form for all new hires and reverifications. • Stop using any old versions by May 7 and use only the new Form I-9 after this date. • Retain Form I-9 records for as long as the individual works for you. Once the individual’s employment terminates, you must retain the form for at least three years from the date of hire or one year from the date of termination, whichever is longer. Resources • CalChamber members can read more on recruiting and hiring, the I-9 form and verifying eligibility in HRCalifornia’s HR Library, which has been updated to reflect the recent changes. • The revised Handbook for Employers: Guidance for Completing Form I-9 (M-274) is available for download at www.uscis.gov and from this HR Library page (see Employer Resources for Completing Form I-9).

Spanish Version A Spanish version of Form I-9 (Rev.03/08/13N) is also available, and HRCalifornia is updated with the new form. The Spanish version is for use in Puerto Rico only. Spanish-speaking employers and employees in the 50 states, Washington, D.C., and other U.S. territories may use the Spanish version for reference, but must complete the English version of the form.

La Donna Munier has been the V.P. Relationship Manager at Friendly Hills Bank for the past 5 years. Prior to that she was with Southern California Bank/US Bank for 31 years. She has been active in the community for years, serving as a member of the Whittier Kiwanis from 1986- 1992 where she received Kiwanis of the year award. She also served on the Rio Hondo Chapter of the American Red Cross board from 1994-2010 as well as on the Uptown Association board, in the Whittier Rotary Club, as a Board member for ICC and as a Soroptimist where she received the Women of Distinction Award in 1996. Currently she is a member of the La Mirada Kiwanis, on the SKILLS Foundation board and on the YMCA- Community Campaign. This is La Donna’s second time as a Whittier Chamber Board member – she previously served from 1990-1996 and has remained active in the Chamber all these years as a participant on numerous committees. In 2012 La Donna was given the Whittier Chamber’s Ambassador of the year/Volunteer of the year Award. “I’m grateful for the many events to attend and the personal friendships I have gained through the years. All of these have helped me with success with my career in banking. I look forward to going back on the board to help with the continuing growth of the chamber and my personal growth as well,” La Donna says. La Donna resides in the city of Brea, but Whittier is the city she loves.

Tom has been the Community Relations Director for Merrill Gardens at Chateau Whittier since August 2009. His focus is to expand the community’s presence and relationships in Whittier and surrounding communities. “My personal ability to interact with the residents of Merrill Gardens and members of the community make my job an enjoyable one. I love the fact that I can personally make a difference in someone’s life,” says Tom. Prior to joining Merrill Gardens, Tom worked in the sports industry as the Director of Growth and Development for the American Youth Soccer Organization (AYSO) and as the Senior Manager of the Soccer Program with Chivas USA. Tom has been active with the Whittier Chamber of Commerce since he started working at Merrill Gardens and finds the Chamber to be very supportive of their members’ efforts to growth in their particular business. “It is for this reason that I would like to be considered for a position on the Whittier Chamber of Commerce Board of Directors. I feel that my professional and personal experience will allow me to help in the growth of the Whittier and surrounding communities,” says Tom.

Born and raised locally, Dr. Ezaki graduated Whittier College with degrees in Music and Business before attending USC School of Dentistry. Upon graduation in 1980, he opened his (previous) office in Walnut before relocating and taking over Dr. Ernest Dovidio’s Whittier office two years ago. In 2009, Dr. Ezaki was awarded the California Assembly District 60 Small Business of the Year (Whittier is one of the 16 cities represented). Last year, he was selected to be on the California Small Business Advisory Council. His interest has been in community service projects, non-profits, churches, colleges, schools, dogs and coaching college-bound basketball players on national level AAU inner-city teams. Dr. Ezaki and his wife Jan have resided in Whittier for the past 35 years with sons Brandon and Evan.

Chris Hardeman is President/CEO of DialMED Home Care. He began working for DialMED Home Care in 1996 and took over operations of the company in 2007. DialMED Home Care provides in home care services to more than 500 elderly Whittier residents each year. DialMED Home Care employs an average workforce of 350 people. “I love that our company provides help to those in need, but also employment to those in need of work,” Chris has said. Chris and DialMED Home Care have been active in the Whittier Chamber since 1996. Chris is involved in the community and currently serves on the boards of the YMCA of Greater Whittier and the Whittier Community Foundation. He lives in Whittier with his wife and son and looks forward to making Whittier a great place to live, work and shop!

Being named Chamber Business of the Year is a very special recognition. In past years the Chamber has recognized Quaker City Bank, PIH, Rose Hills Memorial Park and Mortuary, and ACRO Printing for their contributions to Whittier. Last year the honor went to RMH Dance & Productions in recognition of Rudy and Maria Hernandez for all they do for our community. This year’s honoree is the Credit Union of Southern California, a company that has grown by leaps and bounds, has expanded to other cities, but still continues to support its founding place. Their original name, Whittier Area Federal Credit Union, reflected their roots in Whittier and today they still have Whittier residents serving on their board of directors so that they stay connected to the community. CUSoCal is a strong supporter of Whittier-related organizations and, so far in 2013, they have committed over $5750 to these groups that help to build better lives for those in the city of Whittier. This company recently refocused their visibility and partnership in Whittier and with the Chamber and they have since seen their investment in the community pay them back in terms of increased accounts and clients. Longtime Whittier resident Jerry Morgan met his wife Alison while attending classes on the Whittier College campus and then began purchasing fixer-upper homes in the 1970’s with the intention of putting them on the market. Five Myths About Performance Reviews By Larry Buhl, Monster Contributing Writer Myth No. 1: Performance reviews are a waste of time. Reality: The review can provide a wealth of helpful information -- if you ask for it. Tip: Even if you’ve been doing a great job, come prepared with suggestions for specific benchmarks for improvement, and ask your supervisor how he might help you achieve them. However, if you want to be doing some other tasks, or move to develop your career, have that conversation with your manager in a separate meeting. Myth No. 2: The review will have big (and bad) surprises. Reality: If you’ve been getting periodic reviews -- even informal ones -- you shouldn’t be surprised during the annual review. You may have been getting mini-reviews throughout the year whether you realized it or not. Many of these appraisals may have been informal, such as passing comments in emails or at the water cooler. Tip: Be active in soliciting feedback throughout the year. If you haven’t been getting the appraisals you need, request more frequent evaluations from your supervisor. Myth No. 3: The annual review will determine your raise. Reality: Even if your raise is based on performance, it’s probably set in stone long before the review. Some companies have budget parameters, and some managers -- say, in government organizations -- don’t set your pay rate at all. Tip: Have the conversation about salary at least two months before your performance review. “Make your case for any raise based on the market value for that job and the value you provide to the company,” says Janet Britcher, president of Transformation Management LLC, a Boston-based firm specializing in executive coaching, management development and team building. Myth No. 4: You should refute all negative feedback about you. Reality: Experts say you don’t need to dispute criticism, unless it’s based on inaccurate information. Tip: Listen without defensiveness and don’t make excuses or argue. Britcher suggests a win-win approach to criticism. “You can restate it saying, ‘What I hear you saying is…’ Then, once you’ve clarified the problem and corrected any inaccuracies, talk with your supervisor about developing specific solutions for addressing the problem or improving your performance.” Myth No. 5: Your coworkers’ opinions of you don’t matter. Reality: Coworkers can give your supervisor a clearer picture of your performance, but you may have to solicit their opinions on your own. In the Cornerstone/Harris report, 53 percent of those surveyed said their manager was the only one to assess their performance, and only 21 percent said their reviews included peer feedback. If your manager doesn’t ask for feedback from your coworkers, you should gather that input on your own. Tip: To apprise your manager of how others regard you, take detailed notes on everything your coworkers say about you, and present that information, along with emails and other documentation, at the review, Orndorff says. “It’s possible that your boss didn’t hear all of the good things about you,” she says.

AROUND TOWN Fine art and award-winning pieces to be featured at the Whittier Art Gallery during the month of April There is no theme for this show, just fine art for all to enjoy! The gallery members were well represented at the invitational Hillcrest Art Festival, garnering no fewer than 12 winning ribbons and cash prizes. The April show is open to all local artists, and one critic claimed that the Whittier area is home to some of the finest artists in the country. Ernest Martin, judging the pieces this month, was only seven years old when he had his first one person art exhibit! Along the way, he was a member of the NY School of Abstract Expressionists, exhibited at the Guggenheim Museum, and Picasso, himself, sponsored him in an exhibition at the Beaux Artes Museum in France. His picks are sure to be both exciting and unexpected. The show will run through Sunday, April 28 and the reception will be held on Saturday, April 6 from 3 to 5 p.m. It is free and open to the public. A Life Drawing Group also meets at the gallery on the first Friday of each month; this month on April 5. The fee is $20 and the session runs from 7 to 10 p.m. featuring extraordinary models, both male and female. These sessions are open to all artists in the area. Rio Hondo Symphony hosts free concert in May Conductor Kimo Furumoto will conclude the Rio Hondo Symphony’s 80th season with the free “A Symphonic Spectacular” concert at 3 p.m. on May 5, 2013 in the Vic Lopez Auditorium at Whittier High School. The featured concert soloist will be Jonathan Sywulka, 24-year-old Whittier resident who won the annual Young Artists Competition in the brass category last January. The orchestra was founded in 1932 at Whittier College and was originally called the Whittier College Community Orchestra.
