City Manager to reveal the “new normal” after the Great Recession at State of the City Address City of Whittier staff and leaders will reflect on City accomplishments from the past year, discuss current economic concerns and review plans for the future, including steps to ensure the health and stability of Whittier, at the annual State of the City Address presented by the Whittier Area Chamber of Commerce’s Economic Development Committee. This month’s message begins with recognition of the great partnership we have with the Whittier Area Chamber of Commerce. We are proud of our great working relationship because together we can continue to preserve our historic community and create opportunities for growth. Recently, the Chamber assisted the city by producing a new “Shop Whittier” banner which will be hung intermittently throughout the year at Whittier Boulevard and Mills Avenue. The banner serves as a reminder of the importance of shopping locally. The City would also like to thank the Whittier Chamber for coordinating the annual State of the City event at 8 a.m. on June 6th at Whittier Area Community Church. The Whittwood Town Center has recently welcomed two new businesses to the center —Massage Envy and KidSmiles Children’s Dentistry. The Whittier City Council thanks them for choosing to locate to Whittier. Last month, city staff was busy at ICSC, the International Council of Shopping Centers Global Real Estate Convention (RECon) in Las Vegas with hopes of attracting more new businesses to Whittier. The conference proved to be successful for the City, as we learned that there are several retailers and restaurants actively looking for sites in Whittier. We will be busy in the coming weeks following up with the contacts made at ICSC.
If you have driven down east Whittier Boulevard, you’ve probably noticed that The Gables townhomes development is nearly complete. The last two buildings in the entire project are under construction and should be finished before the end of July. Speaking of Whittier Boulevard, the Planning Commission held a public hearing on a new LA Fitness gym to be located at the former Chrysler, Jeep, Dodge site. Also, a new Starbucks with a drive-through is now in plan check and construction is expected to begin shortly. If your vacation plans take you out of the country this summer, you can apply for or renew your passport at the Whittier Public Library. The Central Library is an official passport acceptance facility of the U.S. State Department. Receive expert assistance and free informational brochures in a comfortable private office. New Farmer’s Market added Tuesday nights in Uptown through October 2013 The 1st Annual Uptown Whittier Tuesday Certified Farmer’s Market is now open as of last month. The Whittier Uptown Association and the Chamber held an official ribbon cutting and grand opening ceremony to celebrate with fellow residents and local business owners. By offering a second Farmer ’s Market, Uptown visitors will now have the opportunity to purchase these certified products twice a week. Both the Tuesday and Friday Markets are certified insuring the highest quality of fruits and vegetables. The new Tuesday event will be located on Bailey Street between Greenleaf Ave and Comstock Ave. and will run from 3 to 7 p.m. every Tuesday
through October. The Uptown Whittier Tuesday Certified Farmer’s Market will hold 26 separate vendors including certified growers, food artisans and Uptown restaurant booths with food provided by JB’s BBQ, Steve’s BBQ and Candylicious. Shoppers can spend time in Uptown browsing over 80 specialty shops and boutiques, as well as experience Uptown Whittier’s many restaurants and eateries. Whittier Nights at the Hollywood Bowl scheduled Two concerts will be featured in the 2013 Whittier Nights at the Hollywood Bowl season, an annual event sponsored by the City of Whittier Community Services Department and the Cultural Arts Commission. The first concert, Saturday, August 31, will be John Williams with a Fireworks Finale. Williams is known for his many evocative movie theme songs, including “Harry Potter,” “Raiders of the Lost Ark” and “Star Wars.” He will also be joined by Julie Andrews for a tribute to director Blake Edwards and composter Henry Mancini, who created such classics as “Breakfast at Tiffany’s,” “The Pink Panther” and “Victor/Victoria.” The second concert, Saturday, September 14, will be Earth, Wind and Fire, also with a fireworks finale. This legendary group has been the masters of funk, soul and rhythm and blues for over four decades. The concert will feature many of their classic hits, such as “Shining Star,” “Fantasy” and “After the Love Has Gone.”
Ticket prices are $33, $40 or $47, depending upon seat selection, and will include concert tickets, bus transportation and parking. The deadline to purchase tickets for John Williams is Tuesday, July 2 and the deadline for Earth, Wind and Fire is Wednesday, July 24. Concert buses will leave from Parnell Park, 15390 Lambert Road, promptly at 6 p.m. and return at approximately 12 midnight. Concertgoers may bring their own picnic fare, and food is also available for purchase at the Bowl. A Whittier tradition for many years, the Whittier Nights at the Hollywood Bowl program has become a popular summer event where groups and organizations, families and individuals fill the buses without having to worry about freeway traffic or parking. For those who love the Bowl in the summer, but hate the traffic, Whittier Nights at the Hollywood Bowl is the answer. Whittier observes July 4 with patriotic ceremony Whittier will commemorate Independence Day, Thursday, July 4, with a Flag-Raising Ceremony and Freedom Walk at the Palm Park Greenway Trailhead, 5703 Palm Avenue. This free event will begin with a flag-raising at 8 a.m., featuring patriotic entertainment by the Whittier High School Pep Band. Light refreshments will be served. Rent Palm Park pool for gallons of summer fun Enjoy 300,000 gallons of watery fun by renting the City of Whittier Palm Park pool for summer parties. The Palm Park pool is available for rental Saturdays and Sundays, July 6 through August 31, from 3:15 to 5:15 p.m., or from 3:15 to 6:15 p.m. The maximum capacity for pool rentals is 200 persons. Rental rates vary based on hours rented, number of people and activities. Rental includes the use of the pool, bleacher area, locker rooms and lifeguards. Richard Almanza Richard will be graduating from Whittier High School where he participates in various school activities such as the Senators program and Academic Mentors group. $ TAX TIPS Computer Software Costs
Richard Scrivanich Do you buy or lease computer software for use in your business? Do you develop computer software for use in your business, or for sale or lease to others? Then you should be aware of the complex rules that apply to determine the tax treatment of the expenses of buying, leasing or developing computer software. Purchased software. Generally, the way to account for the cost of purchased software is to amortize (ratably deduct) the cost over the three-year period beginning with the month in which you placed the software in service. However, software that (1) is readily available for purchase by the public, (2) is subject to a nonexclusive license and (3) hasn’t been substantially modified (non-customized software), and (4) is placed in service in tax years beginning before 2014 qualifies as “section 179 property,” and is thus eligible for the Code Sec. 179 elective expensing deduction that is generally available only for machinery and equipment. For tax years that begin in 2012 or 2013, the deduction is limited to $500,000. The limit is reduced by the cost of other section 179 property for which the election is made. Also, the election is phased out for taxpayers placing more than $2,000,000 of section 179 property
into service during tax years beginning in 2012 or 2013. Non-customized software that is acquired and placed in service before Jan. 1, 2014 is also eligible for a 50%-of-cost depreciation deduction in the year that the software was placed in service (bonus depreciation). The bonus depreciation for an item of software is reduced to take into account any portion of the item’s cost for which a Code Sec. 179 election is made, and regular depreciation deductions are reduced to take into account both the bonus depreciation and any Code Sec. 179 election. There are two other exceptions to the three-year amortization rule. One exception requires that, if you buy the software as part of a hardware purchase in which the price of the software isn’t separately stated, you must treat the cost of the software as part of the cost of the hardware. Thus, you must depreciate the software under the same method and over the same period of years that you depreciate the hardware. The other exception requires that if you buy the software as part of your purchase of all or a substantial part of a business, the software must be amortized over 15 years (unless the software is non-customized software). Leased software. You must deduct the amounts you pay to rent leased software in the tax year in which paid, if you are a cash-method taxpayer, or the tax year for which the rentals are accrued, if you are an accrualmethod taxpayer. Generally, however, deductions aren’t permitted before the years to which the rentals are allocable. Also, if a lease involves total rentals of more than $250,000, special rules may apply. Whittier City School District to participate in Jump Start Program; learning opportunities available for youth during summer months On June 20, 2013, Whittier City School District’s acclaimed Jump Start Summer Program will join communities across the country in the seventh annual celebration of National Summer Learning Day and are inviting you to participate in Whittier’s celebration at 9 a.m. on Thursday, June 20 at Dexter Middle School, 11532 Floral Drive, Whittier, 90601. National Summer Learning Day is a nationwide event to highlight the critical importance of high-quality summer learning opportunities in the lives of young people and their families. In Whittier, and throughout the nation, summer learning programs play a critical role in sending young people back to school ready to learn, supporting working families and keeping children safe and healthy. Summertime learning is also vital to preventing “summer learning loss.” The June 20 program will include special guest speakers and healthy refreshments, as well as information tables featuring local summer program activities and community services. Whittier gallery to host student art show in June The Whittier Art Association has provided a grant for a student show to run through the month of June. All the elementary and middle schools in the district have entered work ranging from drawings to sculptures, with paintings in all mediums from pastel to acrylic and in-between. There is wonderful talent budding on the horizon and this is a chance to see it all. The show will run from May 29 through June 23. Due to the high level of interest this venture has generated, there will be a special reception on Wednesdays, June 5 from 4 to 7 p.m. The gallery is located

St. Paul High School opens doors to new Science Center St. Paul High School held a ribbon cutting ceremony last month for its new state-of-the-art Science Center that included a blessing of the buildings before a crowd of more than 600 students, faculty and supporters. The Science Center, which features modern classrooms and the latest equipment to conduct experiments, was made possible by a generous gift from John and Dorothy Shea, Manuel and Angie Soto and the Weingart Foundation. “These new science labs are now the light to all,” St. Paul principal Kate Aceves said. “We will let our light shine before others. These new science rooms will not only impact the 600 standing
here today, but will impact the thousands upon thousands that will attend here over the next few decades.” The Science Center also features interactive screens and projectors in each classroom, along with Wi-Fi capability in the entire building. “We are able to provide a more comprehensive and rigorous curriculum to our students,” Aceves said. It is the first phase of a campus overhaul of the St. Paul school. Phase 2 is a new synthetic-turf football field and tartan field scheduled to be completed by August. Whittier Chamber members John Sudick & Sandra Hahn support film production in Uptown Local community dentist Dr. John Sudick and his friend Sandra Hahn, owner of Crepes and Grapes Café in Uptown Whittier, have teamed up to help a local film production of “Dad.” The story, written by USC film student Jack Martin about a 16 year old who discovers something about himself while coping with the sudden loss of his father, is currently being produced and filmed by other USC Cinema undergrads including local La Serna High School graduate Arjan Sudick ’12. Filming began last month at the home of Dr. John Sudick and his wife Dr. Komal Grover Sudick. Filming also is taking place at Sudick’s Uptown Whittier office and on location at Crepes & Grapes Café just down the street. Dr. Sudick has observed the hard working and well organized film crew, and is looking forward to the finished product. “I am amazed that a group of freshman students are as professional as the television movie sets that I have been on,” said Sudick. “The day after they completed their freshman year at the USC School of Cinematic Arts, a group of about 10 cast and crew members moved into our home.” Jack Martin, the writer and director of the film, has raised funds via Kickstarter which has allowed for the rental of high-end cameras, lighting and other film equipment. Except for makeup and audio, team members are all volunteers. “I am very proud to see my son Arjan associated with such a professional group of young film makers,” says Sudick. “I was especially pleased to see Sandra Hahn support the film by offering the generous use of her restaurant as a main film location and serving up a delicious meal for the crew. It was fun to see people walking in Uptown curious to see what was happening and gathering to watch the crew at work.” The film will be available for viewing later this summer on YouTube once post production work is complete. LEARN launches ice cream shop to aid area youth In its commitment to provide quality after school services for grades K through 12 within the communities of Whittier, Pico Rivera, El Monte and La Puente, LEARN (Learning Enrichment & Academic Resources Network) has launched Emmy Doo’s, a new social enterprise that will help sustain youth programs for area students. “Emmy Doo’s is the first cookie and ice cream shop of its kind where business and education coalesce to affirm education equity for children in the Los Angeles area,” said Robert Arellanes, LEARN CEO. “All proceeds from Emmy Doo’s will keep school doors open and kids safe in LEARN’s ASPIRE, PREP and KidsPlay programs.” These programs provide a wide range of free services including homework assistance, academic and extra-curricular enrichment and recreation for underserved students. Local junior and senior high school students will serve as Emmy Doo employees through a 12-week internship program where they will gain not only valuable work experience and business management skills, but learn personal financial management

as well. Students will also attend various workshops and take field trips focusing on career awareness and small business entrepreneurship. The store is run by three social enterprise coordinators, one who owns her own candy confectionary business, who are trained on how to mentor the students. The ice cream and cookie dough are purchased pre-made but the cookies are baked in-house. “Not only will customers be able to satisfy their sweet tooth from a large selection of ice cream and fresh baked cookies, but they will also be doing their part in investing in future generations,” said Arellanes. “We hope the public will support our youth by supporting Emmy Doo’s, where you can Eat Good and ‘Doo’ Good!” Emmy Doo’s, located at 13102 Philadelphia Street in Whittier, celebrated its grand opening in March by giving away free ice cream sandwiches during the first hour of its opening.
