October 1 still date to provide Affordable Care Act required notices Although the employer mandate provision has been delayed, October 1, 2013 is still the deadline for notices required by the federal Patient Protection and Affordable Care Act (ACA). Before October 1, employers are required to provide current employees with notices regarding new health insurance marketplace coverage options—in California, that’s Covered California. The notices inform the employee of the existence of the marketplace, a description of services, how to contact the marketplace and other required information.

Also starting October 1, employers must provide the notices to each new hire within 14 days of the employee beginning work. The U.S. Department of Labor (DOL) has created two model notices—one for

employers that do not offer a health plan and another for employers that do offer a health plan to some or all employees. The model notices—OMB No. 12100149—are available at HRCalifornia.com. ongoing basis you should systematically maintain documentation—invoices, bills, cancelled checks, receipts or other proof—for all items to be reported on your tax return. Keep all your records in one place and hold on to your calculations. The government normally has three years within which to conduct an audit, and often the audit won’t begin until a year or more after you file your return. The scope of an audit depends on the complexity of the return being examined. A return reflecting business or real estate income and expenses is likely to take longer to audit than a return reflecting only salary income. You can facilitate matters by having the necessary records arranged in an orderly and systematic fashion for presentation to the IRS agent. The typical IRS agent is experienced and knows his job. Trying to outsmart the agent or sidestepping questions

is likely to create friction and raise suspicions in the agent’s mind. Representation. Even if you prepared your own return, it is often advisable to have a tax professional represent you at an audit. Your representative knows what issues the IRS agent is likely to focus on and can prepare accordingly. More importantly, a tax professional knows that in many instances IRS agents will take a position (for example, to disallow deduction of a certain type of expense) even though courts and other authority have expressed a contrary opinion on the issue. Because the representative knows and can point to the proper authority, the IRS agent may be forced to throw in the towel. Countdown to Shakeout for Organizations Use the following countdown to ensure everyone in your organization takes part in The Great ShakeOut D r i l l , T h u r s d a y, October 17 to be prepared to survive and recover quickly! Register your organization as an official participant in a ShakeOut Drill at ShakeOut.org. • Register the number of people participating organization-wide. • Encourage employees to also participate if at home and register as an individual or as a family; invite friends and neighbors to register as individuals or organizations. Meet with department heads to review plan and obtain their buy-in, if necessary, and determine what level of drill your organization will conduct and who will participate. Consider drilling at a higher level to engage staff to be more effective during a disaster. (Drill manuals are available in the ShakeOut website Resources section). • Level 1 – Simple: Drop, Cover and Hold On • Level 2 – Basic: Life Safety Drill • Level 3 – Intermediate: DecisionMaking Drill • Level 4 – Advanced: Business Operations Simulation Drill Create a drill/exercise plan that includes overview of what your drill will consist of (even if just Drop, Cover and Hold On), what you expect to happen during the drill, and a feedback session after the drill to identify strengths and

weaknesses. • Inform employees/ staff participants of date and time of drill, your expectations for their participation, and the benefits of the drill. Encourage suppliers, vendors, contractors, partnering organizations, and others in your network to participate – as a means of protecting your organization – and share ShakeOut resources with them. (Consider other tasks that can protect your organization, such as having Service Level Agreements in place to ensure that services or products you rely on will be available after disaster). Create employee awareness campaign: • Hang ShakeOut banners and signs throughout your organization to encourage and remind employees, vendors, and customer to participate. • Initiate an email campaign to employees, staff, and customers with information and tips on how to prepare at home and work. • Encourage employees to post a ShakeOut-related safety message on their outgoing email messages. Review and use ShakeOut materials in the Resources section of the website. • Drill manuals; Drill broadcast; banners, posters, flyers; etc. Hold your drill on ShakeOut day (or an alternative date, if necessary) • Hold post-drill discussions to hear what people learned and plan next steps.

These cool evenings remind us that the holidays are just around the corner. If you are a retailer, what are you doing to prepare for the holiday shopping season? If you are a restaurant, how will you lure companies to host or cater their holiday parties? And, if you are a manufacturer, are you closing during the slow period in December? Ask yourself these important questions and remember that it is always wise to set goals and plan accordingly. Speaking of planning, have you looked at the city’s new online program called Tools for Business Success? There’s an entire section entitled “Business Planning and Assistance.” Take a moment to peruse the site; you might be surprised at what’s available. You can access the program through the city web site at www.whittier. toolsforbusiness.info. Also, don’t forget about the various marketing opportunities available through the Whittier Chamber. Visit the Chamber’s website at www. whittierchamber.com to learn about the Door to Door program, advertising in the Business Focus and more. You may have recently received a letter from our Public Works Department encouraging commercial recycling; this was due to a new state law. California Assembly Bill 341 (Chesbro, 2011) requires businesses that generate four cubic yards or more of waste per week, including multifamily residential dwellings with five or more units, to recycle. The purpose of the law is to reduce greenhouse gas emissions by diverting commercial solid waste from landfills and expand opportunities for recycling in California. The new state law requires cities to implement a mandatory commercial recycling program, including education and outreach to provide information to businesses on how to recycle. The law does not specify what materials or how much your business should recycle, but typical household and office recyclables might be a good place to begin. For example, office paper, junk

mail, newspapers, magazines and catalogs, cardboard, glass and plastic bottles or containers, plastic bags, film and cans might all qualify. Businesses can use one or any combination of these options to comply and divert solid waste from disposal: • Self-haul to a recycling center. • Subscribe to a recycling service with the hauler authorized by the city. • Sell your recyclable material with a market value to a recycling service and document the transaction with a bill of sale or receipt. You are encouraged to begin recycling as the law also requires cities to monitor businesses and identify those that are not meeting the requirement to recycle. Additional information on this new commercial recycling law can be found on the CalRecycle website at www.calrecycle.ca.gov/climate/recycling or by calling the Public Works Customer Service line at (562) 567-9530. Brookfield Homes continues to move forward at the Fred C. Nelles site. The city and the developer met last month to discuss the environmental impact report (EIR) and schedule. Also, a Specific Plan for the site was recently resubmitted. While we are still years away from seeing the site fully developed, we’re definitely moving in the right direction! Finally, there are several family events planned this month. First, the Skills Foundation will host the Dia de los Muertos (Day of the Dead) Art and Music Festival on Sunday, October 13 from 10 a.m. to 5 p.m. in Uptown Whittier. There will be food trucks, dance and musical performers and plenty of art vendors. On Saturday, October 26, join the Whittier Community Foundation and the Whittier Host Lions Club at the fourth annual “Spooktacular 5K Run and Walk”. The 5K runs through Uptown and features cash prizes and costume contests. Additionally, there will be a “Creepy Crawly Half-Mile Dash” for children 12 and under. All registered runners/walkers will receive a free t-shirt and goodie bag. Early registration is only $30 for adults and $15 for children before October 23. Also on the 26th, the Whittier Uptown Association will host the annual Halloween Capers event at the city grassy lot, 6724 Greenleaf Avenue, from 3 to 5 p.m. with costume contests, a photo booth, and trick-ortreating throughout Uptown.

Whittier’s biggest losers shed the pounds The City of Whittier weighs 721.4 pounds lighter today. City employees participating in the “Whittier’s Biggest Losers” contest shed the weight and began developing a healthier way of life, by eating properly and exercising. “The ‘Whittier’s Biggest Losers’ contest was a fun and challenging way for employees to become more fit and healthy,” said Jeff Collier, Whittier City Manager. “Those who participated not only helped themselves, the program had a ripple effect, as their families and even some of their friends learned the benefits of and began following a healthier lifestyle. “At a recent Chamber of Commerce ‘Wake Up Whittier’ event hosted by the City, Activate Whittier, a consortium of various health and social services groups in Whittier issued the challenge to employers to come up with programs to improve their employees’ health and wellness,” Collier said. “Out of that challenge, ‘Whittier’s Biggest Losers was born.” To participate in the 12-week program, 73 employees paid an initial buy-in of $10, and agreed to do a weekly weighin at various City facilities. Contestants were charged a $1 penalty if they missed a weigh-in or if they gained weight over the week – an incentive to be good and work to get fit and trim. A happier incentive was gift certificates given to the “biggest” loser of the week after the weigh-ins.

In addition, weekly e-mails and statistics were sent to participants to keep them motivated and help them stay the course with fun health and fitness facts. Collier noted that for a minimal cost to employers, such a program can improve employees’ health, develop camaraderie – and also benefit the employer as well. “Healthy employees are more productive, use less sick leave and less insurance, all of which benefits employers, especially in these difficult economic times,” he said. The proud top three biggest losers from the City of Whittier are: Barrett Finch, with a 24.53% weight loss; Kathy Swan, with a 21.49%; and Robert Gonzalez with 20.23%. These winners received cash prizes, which made them happy as well as healthy. The City is also offering an additional incentive to the Losers to keep off the pounds. At a special weigh-in on January 8, 2014, those who have maintained their weight loss will be entered into a drawing for a special raffle prize. Also at that time, a second “Whittier’s Biggest Losers” program will begin for a new group of employees ready to make the commitment to better health and fitness. “With such a program, employers can show their desire for their employees’ overall health – and reap the benefits of having a healthy workforce,” Collier said.

October 26. The event will be held at 7:30 a.m., beginning at the Whittier Community Center, 7630 Washington Avenue. The event is co-sponsored by the Whittier Community Foundation and the Whittier Host Lions Club. “Fit for Life” 5K is a committee of the Whittier Community Foundation, a non-profit organization committed to providing support for programs that benefit the Whittier community, and this year’s proceeds will provide amenities for

In addition to the 5-K, which is a USATF certified course, there will be a pancake breakfast, which will begin at 8 a.m., and a Costume Contest throughout the morning’s activities. Pre-registration before October 23 is $30 and $15 for the Children’s HalfMile Dash. Late registration is $35 for the 5K and $20 for Half-Mile Dash. When policing first began as a formal profession, there were no cars, no radios and no computers. Since communities were much smaller than today’s cities, police officers walked the streets or rode bicycles interacting closely with residents and shopkeepers. With the invention of the car and the police radio, officers gained great response times and covered larger areas, but lost that daily personal contact with the community. The invention of the telephone created a significant increase in calls for service, taking more time away from police officers to interact with the public. The disconnect between the police and the community was a catalyst for the huge influx of gangs and violence in cities during the late 70’s and 80’s. The community did not know or trust the police and police were overwhelmed with the growing crime problem. In the late 80’s, a renewed push for community-police partnerships began to show results in combating crime and disorder. The concept of community policing was spreading quickly, carrying the message that neither the police, nor the community alone, could make a city safe, but rather that a cooperative effort between the two is the solution. Community Policing is a philosophy and practice that creates shared responsibility for public safety among police, residents, the business community, schools, city departments and other organizations. It is based on the premise that it takes more than just the police to keep a community safe. The community must take an active role in crime prevention and vigilance, working cooperatively with police and others to identify and solve

Community Policing increases understanding, trust, and partnership between police and community members as well as strengthens and empowers community based efforts, as residents and businesses take an active role in policing their areas along with officers. Even before the recent economic downturn, police departments have faced the challenges of shrinking budgets and limited resources. Empowering residents and business owners to help in keeping the city of Whittier safe has been and will

continue to be a key mission of the Whittier Police Department. Residents and business owners are a wealth of information about suspicious and criminal activity in their areas, and also hold great power, influence and resources to assist police in addressing such problems. In order to enhance the ability of the Whittier Police Department

to identify, address and resolve community problems in a cooperative manner with residents and business owners, a dedicated Lieutenant, Sergeant and a team of officers are assigned to each of the city’s four patrol beats. In addition to responding to calls for service, each area team works with residents and businesses to find long-term solutions for problems that can not be resolved by a regular police visit. These community policing teams employ the assistance of other city departments, outside organizations and the resources of residents and businesses to develop successful solutions. While some police organizations maintain only a small team of community policing officers, the Whittier Police Department is proud to have every officer work in the capacity of a community policing officer. Our officers receive extensive training in community policing and problem solving, and have demonstrated the ability to work closely with the community to resolve ongoing problems. You are encouraged to contact your area team with any ongoing issue that is causing, or has the potential of causing, criminal activity in the city. WHAT’S COOL IN YOUR SCHOOL Barbara Abell named WUHSD Teacher of the Year Santa Fe High School English teacher Barbara Abell’s mantra is: “It’s what is best for the kids.” Her student-centered focus, which she has maintained during her 23-year teaching career at the school, recently garnered her the title of WUHSD Teacher of the Year for 2013-14. “In her 23 years at Santa Fe, Barbara has supported thousands of students and has earned the respect of both students and colleagues,” said Whittier Union High School District Superintendent Sandra Thorstenson. “In addition to all of her professional qualities, Barbara is a remarkable person of character and integrity,” Thorstenson said. “We are very proud of her and we are honored to have Barbara Abell represent the Whittier Union High School District as our Teacher of the Year.” Abell says her students are a constant inspiration and have kept her teaching all of these years. Currently, she teaches Advanced Placement English and College Preparatory English for juniors and freshmen. “The kids are so refreshing and you can see the sparkle in their eyes,” Abell said. “You look at them and you see the future and it’s such an awesome

responsibility to contribute to them so they can go out and contribute to the world.” Abell’s students say they feel Abell deserves the Teacher of the Year Award. They said they admire her for her cheerful personality, her caring approach to teaching and her ability to motivate them to strive for academic success. “She really helps us to do well and often gives us her time outside of class to give us extra help,” said Claudia Hernandez, 17, a senior who took Abell’s Advanced Placement English class last year. ”She’s very approachable and I always felt that I could come and talk to her.” Hernandez also said Abell greatly assisted her in improving her writing skills. “At first it was hard to see all of those red marks on my papers, but she helped me to grow and by the end of the year my writing skills had really improved,” Hernandez said. Colleagues describe Abell as a wonderful teacher-leader who has served in many roles on the Santa Fe campus, including English Department Co-Chairperson, WASC Coordinator, Assistant Principal of Curriculum and Instruction, as well as numerous committee assignments. After her service as an Assistant Principal, she chose to follow her heart and return to teaching. She has been a humble leader in and out of the classroom throughout her career, colleagues say. “Barbara has always been a fierce advocate for teachers,” said Beth

Stevens, an English teacher at Santa Fe High. “She focuses every decision on what is best for the students and teachers. She is a phenomenal department chair, advocating for ‘her’ teachers at every opportunity.” “We are extremely proud to have Barbara Abell represent her department, school, and District as the WUHSD Teacher of the Year,” said Kevin Jamero, Principal of Santa Fe High School. “She has been a tremendous asset to our school for many years and is very deserving of this recognition.” In addition, Barbara serves as a teacher-of-teachers in the Whittier College Teacher Credentialing program, where she shares her instructional expertise with new teachers, some of whom have been hired within the Whittier Union High School District. During Abell’s tenure as the English Department Chairperson and Co-Chair, she has been instrumental in establishing a collegial and collaborative culture within her department, which has resulted in tremendous academic growth for students, Thorstenson said. Abell says she feels honored by the Teacher of the Year recognition. “I feel so lucky that I have worked for such an amazing school district my whole career and at a tremendously

wonderful school,” Abell said. “We work as a team, so to be selected from among such a wonderful group of professionals is a big honor because there are so many deserving teachers in this District.” Abell says that while she loves teaching, she plans to retire in June 2015. Her husband and daughter also are Whittier Union teachers. “I don’t want to leave the job, but I think it’s time to pass the torch and continue on to the next phase of my life,” she said. WUHSD students’ test scores raise API Whittier Union High School District’s students’ state test scores continued to rise in 2012-13, bringing the district’s overall California State Academic Performance Index (API) up to 790, according to results from the California State Department of Education (CDE). This may be the last year that API is reported in this way as new standardized tests are being created to correlate with the Common Core State Standards that go into effect in 2014-15. “As a district, we are proud of our students’ sustained growth in academic achievement since the API system was initiated in 2000,” said Sandra Thorstenson, Whittier Union High School District Superintendent. “Whittier Union’s overall API has increased 172 points over the last nine years, which is more growth points than any other district in Los Angeles County

and more than any other district in the state with more than 8,000 students,” Thorstenson said. “All five of Whittier Union’s comprehensive high schools are in the 90th to 98th percentiles for API growth in the state.” Thorstenson and Whittier Union school officials attribute students’ continued growth in academic achievement to the District’s comprehensive instructional program, called “Whatever it Takes.” Initiated more than 10 years ago, the program involves Professional Learning Communities, where teachers work together to develop common assessments in order to improve instruction through the frequent sharing of best teaching practices. Each school also uses a Pyramid of Interventions to provide systematic support for students who are not achieving appropriately. Alternative bell schedules allow for tutorial time during the school day. Whittier Union also continues to narrow the achievement gap. There is now only an 8 percent gap between the district’s

highest- and lowest-achieving students, down from 29 percent 10 years ago. Whittier Union’s Latino students and English Learners posted strong gains, with Latinos reaching 783, which is significantly higher than the state average of 709, and English Learners adding 25 points to reach 737 – much higher than the state average of 662. African American students realized gains with an increase of 34 points to reach 813, well above the state average of 667. “Equity in education is one of our core beliefs and we continue to make it a top priority by providing all of our students with targeted support to assist them in mastering the standards,” Thorstenson said. Other measurable targets paint a more complete picture of Whittier Union’s gains in academic achievement, Thorstenson noted. Nearly 100 percent of all Whittier Union seniors met the California High School State Exit Exam (CAHSEE) requirement with 99.83 percent passing the English Language portion of the exam and 99.94 passing the math section of the test.

More than 93 percent of seniors from the district’s five comprehensive high schools are graduating. In addition, 53.8 percent of seniors are completing all courses required for entrance into fouryear universities and the vast majority of seniors enroll in post-secondary education. “Our students’ progress is directly related to the efforts of our exemplary Board of Trustees, teachers and staff who do ‘Whatever It Takes’ to improve every facet of our students’ education,” Thorstenson said. “Our collaborative culture fuels our work to ensure that all of our students receive the educational preparation necessary for them to thrive personally and professionally.” The Whittier Union High School District provides all students with an engaging, quality standards-based instructional program delivered by a well-trained staff resulting in improved student achievement. Utilizing chamber membership as a business strategy Joining a chamber is a good thing to do, but what exactly does an active chamber membership say about your company? Does it tell consumers that your business is reputable, that it cares about its customers, that it is involved in the community or that it uses good business practices? Advocates of chambers of commerce have long believed that when a company is active in its local chamber, it is doing the right thing not only for the community, but for its own success as well. While there is plenty of evidence to show the impact of chambers of commerce on their communities, it is much harder to find data that quantify the impact of belonging to a chamber. The American Chamber of Commerce Executives with support from Small Business Network, Inc., commissioned a study designed to do just that: determine the real value to companies in terms of consumer outcomes of joining and being active in their local chamber of commerce. Do consumers really support businesses because they are chamber members? The answer is YES! The national survey of 2,000 adults revealed that being active in a local chamber of commerce is an effective business strategy; two-thirds of consumers believe that such companies use good business practices, are reputable, care about their customers and are involved in the community.

66% of consumers think that being active in the local chamber of commerce is an effective business strategy overall. When consumers know that a restaurant franchise is a member of the chamber of commerce, they are 68% more likely to eat at the franchise in the next few months. When consumers know that an insurance company is a member of the chamber of commerce, they are 36% more likely to consider buying insurance from it. When consumers know that a small business is a member of the chamber of commerce, they are 49% more likely to think favorably of it and 80% more likely to purchase goods or services from the company in the future.

Beverly Hospital hosted its Summer Community Blood Drive for the American Red Cross in late July. Members of the community, employees and hospital visitors pitched in to donate blood to the Red Cross and the organization’s emergency request for blood. Among those who donated to the cause were Beverly Hospital Foundation President, Kathy Schlotz, and Chairman of the Beverly Hospital Board of Directors, Carlos M. Haro, Ph.D. Thanks to the community of faithful donors, the American Red Cross was able to collect a sizable amount of units at this event to be used to benefit patients at Beverly Hospital. Beverly Hospital has been recognized in the recent past by the American Red Cross for an incredible 94% increase in blood donors over the past year. This accomplishment could only be made possible through the generosity of the hospital employees and a supporting community who continuously commit to donating blood. Whittier Art Association and Gallery hosts Taiwanese Neo Art League show The Whittier Gallery, proudly welcomes for the second time (the first show was in 2009), the prestigious Neo-Art League from October 2 through November 3. The League, sponsored by the Taiwan United Fund, numbers among its members internationally known artists Nami Yang, Huai-Shion Tsai, Gary Hong, Echo Lew and many more. AROUND TOWN Senate approves Direct Support Professional The Whittier Guild of Children’s Hospital Los Recognition Week resolution; honors frontline Angeles celebrates “65 Years of Giving workers who support people with disabilities to Children” Led by U.S. Senators Ben Cardin (DMD) and Susan Collins (R-ME), the U.S. Senate unanimously approved a resolution designating the week beginning September 8 as “National Direct Support Professional Recognition Week.” This year’s resolution marks the sixth consecutive year of recognition by the U.S. Senate for this essential workforce. Disability services providers across the country will mark the week by hosting celebrations to honor their Direct Support Professionals. Senate Resolution 208 recognizes Direct Support Professionals (DSPs) for their commitment to supporting individuals and promoting community-inclusion for individuals with disabilities of all ages. The resolution was also co-sponsored by Senators Elizabeth Warren (D-MA), Chuck Grassley (R-IA), Sherrod Brown (D-OH), Jay Rockefeller (D-WV) and Chris Murphy (D-CT). “Families across America depend on the hard work of Direct Support Professionals who provide an invaluable service to millions living with disabilities, seniors and people with chronic conditions. I am proud to honor these men and women who do so much to improve their

clients’ quality of life and keep community bonds strong,” said Senator Cardin. CAPC, based in Whittier since 1984, will be celebrating Direct Support Professional (DSP) Week with its’ 140 staff throughout October. CAPC is a nonprofit organization dedicated to serving adults with developmental disabilities, ages 18 and over, in greater Los Angeles and Orange County. CAPC provides support by the philosophy that all people with disabilities are individuals with the ability to lead self-directed, productive, fulfilling lives while becoming contributing and respected members of their home communities. CAPC’s innovative individualized supported living and customized employment services support over 180 individuals a year. Through individualized instruction, academic support, augmented communication and life skills training individuals with disabilities are working, moving into their first homes, volunteering and interning, pursuing careers and continuing their post high school education in community colleges and 2-4 year institutions. Bailey House dedicates tree and plaque to community member Dorothea Boyd in memorium Docents at the historical Bailey House in Whittier recently planted a tree and held a small presentation of a special plaque in memorium of Dorothea Boyd, a well-known community member and Bailey House advocate who passed away last year. The ladies dedicated the plaque and tree to their friend in the presence of Dorothea’s two children during a Bailey House meeting last month. From Maddi’s Closet sponsors 9th Annual “Mad Dash” Walk to raise funds for childhood cancer From Maddi’s Closet will be hosting their 9th Annual “Mad Dash” Walk for the Benefit of Children diagnosed with cancer at the upper track at La Serna High School in Whittier on October 5, 2013. From Maddi’s Closet is a volunteer, community-based nonprofit charity organization committed to helping those confronted with the devastating diagnosis of childhood cancer. The funds raised From Maddi’s Closet support innovative pediatric cancer research, patient and family financial assistance, monthly hospital events, awareness and advocacy regarding childhood cancer. The “Mad Dash” initially began in 2004 as friends and family gathered in celebration of the life of four-year old Madison (Maddi) Holmes who passed after eleven months of chemotherapy

The walk is untimed and non-competitive, with all youth under 18 who complete their personal challenge receiving a special event medal. Team fund-raising competition is encouraged. The “Mad Dash” event begins at 8:15 a.m. with on-site registration, a pancake breakfast sponsored by The Kiwanis Clubs of La Mirada and Whittier, and warm-up festivities. This year there will be wellness booths sponsored by various community organizations and businesses.
