On March 31, 1913 a group of 70 local businessmen decided to form what was then called the Whittier Commercial Club whose object was to obtain the organized efforts of the merchants, business and professional men for the promotion of business

interests and mutual protection of its members. Businesses wishing to belong to the club paid an annual fee of $5. Membership was also extended to civic members who agreed to support the business interests of Whittier and were willing to pay $2 per year. At the same time the Whittier Commercial Club was meeting to support local business issues, a Board of Trade was also formed to promote Whittier business efforts. Determining it best to pool their resources and work together, the two groups joined together and formed the Whittier Chamber of Commerce on October 8, 1914. The first Chamber committees included transportation and public utilities, citrus industries and exhibitions, walnut industries, reception and entertainment, membership, legal, streets and good roads, trade extension, m e r c h a n t s department, labor, advertising and civic improvement. There is a very powerful estate planning tool that may enable you to reduce your liability for income and estate taxes and diversify your assets in a tax-advantaged manner. It’s called a charitable remainder trust (CRT). Here’s how it works. A CRT is an irrevocable trust that makes annual or more frequent payments to you, typically until you die. What remains in the trust then

passes to a qualified charity of your choice. A number of advantages may flow from the CRT. First, you will obtain a current income tax charitable contribution deduction for the value of the charity’s interest in the trust. The deduction is permitted when the trust is created even though the charity has to wait to receive anything. Second, the CRT is a vehicle that can enhance your investment return. Because the CRT pays no income taxes, the CRT can generally sell an appreciated asset without recognizing any gain. This enables the trustee to reinvest the full amount of the proceeds and thus generate larger payments to you for your life. The trust will be eligible for the estate tax charitable deduction if it passes to one or more qualified charities at your death. If you wish to replace the value of the contributed property for heirs

who might otherwise have received it, you could use some of your cash savings from the charitable income tax deduction to purchase a life insurance policy on your life for the benefit of your heirs. Often, through the leveraging effect of life insurance, it is possible to pass on assets of greater value than those contributed to the CRT. In this way, your heirs are not deprived of property they had expected to inherit. A CRT is a very complex arrangement, but it is also an invaluable planning tool in the right circumstances. IRS Announces 2014 Standard Mileage Rates for Business, Medical and Moving The Internal Revenue Service recently issued the 2014 optional standard mileage rates used to calculate the deductible costs of operating an automobile for business, charitable, medical or moving purposes. Beginning on January 1, 2014, the standard mileage rates for the use of a car (also vans, pickups or panel trucks) will be: • • •

56 cents per mile for business miles driven. 23.5 cents per mile driven for medical or moving purposes. 14 cents per mile driven in service of charitable organizations.

The business, medical and moving expense rates decrease one-half cent from the 2013 rates. The charitable rate is based on statute. The standard mileage rate for business is based on an annual study of the fixed and variable costs of operating an automobile. The rate for medical and moving purposes is based on the variable costs.

Taxpayers always have the option of calculating the actual costs of using their vehicle rather than using the standard mileage rates. Under California Labor Code Section 2802, employers must fully reimburse employees for all expenses actually and necessarily incurred. Many employers typically choose to use the IRS mileage reimbursement rate, but its use is optional. The Division of Labor Standards Enforcement has stated that using the IRS mileage rate will generally satisfy an employer’s obligation to reimburse for business-related vehicle expenses, absent evidence to the contrary. If an employee can show, however, that the chosen mileage reimbursement rate, even the IRS rate, does not cover all actual expenses the employee has incurred, the employer must pay the difference. In addition to gasoline, business vehicle expenses include wear and tear (depreciation), repairs, oil, insurance and other costs.

Activate Whittier celebrates five years of building a healthy, active Whittier

On November 20, 2013, Activate Whittier celebrated five years of building a healthy, active Whittier. The luncheon, located at Whittier College Villalobos Hall, brought community partners, board members and residents together to celebrate the accomplishments that have taken place. “Solving our obesity problem is not something a single person or organization can do alone. The hard work of our partner organizations and engaged residents are the reason for Activate Whittier’s success,” said Lori Tiffany, Vice-President and Executive Director, Uptown Whittier YMCA and Chair of Activate Whittier.

Some of the accomplishments from the last five years include: • 22 smoke-free parks in Whittier as a result of advocacy efforts; • 58 residents trained as community advocates through our “Change Starts With Me” leadership training; • $500,000 in grant funding awarded to support the work of Activate Whittier; • $15,000 raised through a the “Insanity Mud Run” at Longfellow Elementary School; • 9 local schools with salad bars as a healthy lunch option for students and staff; • 16 community assessments conducted with local organizations on policy/ environmental change; • 15 community partners, including three local school districts; and • 10 community organizations represented on the Board of Directors.

SoCalGas calls for energy conservation as winter cold puts heavy demand on natural gas supply Recent record cold weather across the United States has placed a strain on natural gas supplies. SoCalGas is asking customers to take simple precautionary steps to conserve natural gas to help ensure supplies are sufficient to meet demand created by this severe winter. “We know a typical home’s natural gas use for heating increases, sometimes up to three times more during colder months. Santa Fe High School achieves Golden Bell Award for on-campus mental health services Santa Fe High School recently received a Golden Bell Award from the California School Boards Association for its on-campus social-emotional support services to students. Established in 2006, Santa Fe High’s Serenity Program provides direct mental health services on campus to support students experiencing emotional and social barriers that are affecting their academic achievement. These mental health services include but are not limited to individual and group counseling. “For nearly six years now, the Serenity Center at Santa Fe High has been filling an indispensible need for our students and their families,” said Santa Fe High School Principal Kevin Jamero. “Together with the school’s teaching and administrative personnel, this innovative program has assisted more than 1,200 students, giving them the ability to succeed not only in academics but also in their behavioral, psychological and emotional lives.” These social-emotional support services have contributed to an increase in attendance rates, a decrease in the need for discipline, an increase in API scores, and a reduction in D and F rates, which have led to more students completing college entrance requirements, Jamero said. The Serenity Program is led by Angela Castellanos, a counselor and licensed clinical social worker (LCSW), who oversees all mental health services provided at the school. Castellanos directs a team of social work interns who come to Santa Fe as the result of partnerships formed with local universities. Santa Fe currently has eight interns from universities such as the University of Southern California, California State University, Fullerton, California State University, Long Beach, Azusa Pacific University and Whittier College who provide more than 5,000 combined hours of free services to students each year. These master and bachelor-level social work interns are utilized to provide

individual and group counseling, case management, classroom presentations, parent education sessions and other mental health services Using research and evidence-based strategies and techniques, this unique counseling center is able to offer a wide scope of clinical services directly to students on campus. Additional programs include the development of a Family Resource Fair, Family Resource Center (physical and web-based resources), Parent Bridges (parent education and support) and Teacher Education, as well as consultations and partnerships with local agencies to provide additional resources to students and their families when needed. The Serenity Center has been well received by the students, parents, faculty and administration at Santa Fe High, as well as its surrounding community and local agencies, Jamero said “Referring our students to outside counseling agencies in the community for ongoing therapy often left our counseling team without the security of knowing that our students were receiving the services that they required,” he said. “Being able to provide those services on campus allows us to assist our students with early intervention, prevention and assistance when they need it.” In October of 2011, the program was highlighted at the monthly WUHSD Board of Trustees meeting and was well received by all members. An additional recognition was conferred by the U.S. House of Representatives in 2010. There are plans to provide on-campus mental health services at all of the District’s high schools. Whittier High School recently began providing oncampus mental health services through a partnership with The Whole Child, one of oldest private non-profit mental health contractors in Los Angeles County. “Santa Fe High School is very proud to offer its students a rigorous and relevant education while also providing its students with both the academic and social-emotional support needed for success,” Jamero said. The CSBA Golden Bell Awards program, now in its 34th year, promotes excellence in education and school board governance by recognizing outstanding programs and governance practices of school boards in school districts and county offices of education throughout California. Golden Bell Awards reflect the depth and breadth of education programs and governance decisions supporting these programs that are necessary to address students’ changing needs.

What is the most rewarding part of your job? Getting phone calls from customers who have been using our service and hearing about how it has helped them.

Families overcome addictions together with help of weekly educational program When a loved one with a crippling addiction takes the brave step of entering a rehabilitation program, families are often hopeful and wary of a complete recovery. Frequently, the rehabilitation process follows the trauma of “hitting bottom,” an experience sometimes painfully shared by family and loved ones. The rehabilitation program may not even be the first one attempted. By recognizing that recovery is most successful when both the addict and family participate in building new ways of being together, Mark Scott and Dr. Sheila Khaleghian are presenting “The Family and Addiction Recovery.” Mark Scott, CADCII, Director of HOW House, a recovery home for men in Whittier, and Community Services Coordinator for Los Angeles Centers for Alcohol and Drug Abuse, developed the program based on insights gained from 30 years of working with addiction

recovery. Dr. Sheila Khaleghian, Director of Clinical and Program Services at the Intercommunity Counseling Center (ICC), while focused professionally on families and couples, has also worked extensively with addictions and substance abuse. The Family and Addiction Recovery will be a seven-week family education program. Beginning in mid-February 2014, the weekly sessions will be led by Scott and Khaleghian at the Intercommunity Counseling Center located at 7702 Washington Avenue in Whittier. There will be additional professionals in the field of substance abuse participating in the program sessions. The program is offered at no charge to families. Whittier Art Association and Gallery presents “COLLABORATION: Artists Who Explore Together” This is the Whittier Art Association and Gallery’s 75th Year Anniversary. It would only be fitting that their first show of this timely celebration be Collaboration: Artists Who Explore Together. This exhibit will be featuring fiber art, which harkens back to a time when all such art was collaborative. From shearing the sheep, to spinning the wool, to quilting parties, all of these activities were enjoyed within the company of one another. The show itself, however, is completely 21st century and all guests will be treated to some very innovative work. Spearheaded by award winning Jeanette Kelly, there are ten celebrated fiber artists featured who have used their group experiences for inspiration. The inspiration for the final pieces will be displayed along with the resulting art work. The show opens on Wednesday, January 8th and goes through Sunday, February 2nd. The reception will take place on Saturday, January 11th from 2:30 to 5 p.m. There is no charge and the public is very much invited.

Artists from the show will be scheduled throughout the month to talk about the work and answer questions.
