On Friday, April 4, 2014 the Whittier Area Chamber of Commerce will celebrate the remarkable milestone of 100 years of service to the local business community. Members of the community are invited to reconnect, reflect and reminisce at the Centennial Celebration Gala and Installation taking place at beautiful Friendly Hills Country Club from 6 to 11pm. The evening will include dinner, dancing, cocktails, networking and special presentations. Please see page 10 for event details. Celebrating this highpoint gives the Chamber the opportunity to look back and see how much the business community has grown and changed over the years. Reflecting on the history also inspires the leadership of the Chamber to learn from and build upon past accomplishments while continuing to make member services, business promotion and a commitment to help strengthen the local economy the highest priorities. “Hitting 100 years of service is a big deal,” stated Chamber president Bonnie Watje. “There are not many chambers in our region who can boast our same track record. We are strong and have been able to thrive despite the economic ebbs and flows of the last few decades. We have a lot to celebrate and I hope you’ll join us at this ‘once in a lifetime’ special event.”

Four candidates, including two incumbents, who are vying for two open seats on the Whittier City Council will share their visions for Whittier at the 2014 Whittier City Council Candidates’ Forum. The event will be held on Wednesday, March 12th at the Whittier Masonic Lodge located at 7604 Greenleaf Avenue (corner of Mar Vista and Greenleaf Avenue). The doors will be open at 6 p.m. and the Candidates’ Forum will begin promptly at 6:30 p.m. This event is free to the public and is hosted by the Whittier Area Chamber of Commerce.

This year ’s candidates are risk management consultant Nick Donovan, actor Brian Ahern, incumbent and insurance agency owner Bob Henderson, and incumbent and development company president Fernando Dutra. The Candidates’ Forum will give Whittier residents the opportunity to hear city council candidates’ views and opinions on a variety of topics. The information that attendees take from this forum will enable them to make a more informed decision when they vote in the Whittier City Council election on Tuesday, April 8th.

Preselected questions drafted by the Chamber’s Legislative committee will then be asked of each candidate, with each person having a set amount of time to answer. Topics may include economic development plans, the current economy and new businesses to Whittier. In addition, members of the audience will have a chance to submit a question for the candidates. I am President of Allwest Development Co., Inc. We are a General Contracting and Engineering Company providing general contracting, entitlement management, due diligence, cost estimating and project management services to clients all over Southern California.

I have been a member of the Association for Corporate Growth, Forum for Corporate Directors, Professional Liability Underwriters Association, Los Angeles Economic Development Corporation, Past President LA Morning Rotary and past board member of Santa Fe Springs Chamber of Commerce.

I served as a Planning Commissioner and on the Design Review Board prior to being appointed to the City Council in August, 2012. I am running for the City Council position because I believe in the philosophy that the local unit of government closest to the people should be the most responsive. I believe that to be a good councilman requires integrity, good judgment and common sense. Going forward I pledge to exercise my very best judgment in all my decisions, and to do so without favor or prejudice. I believe in protecting and enhancing the environment, providing human development opportunities and providing opportunities for businesses to prosper while creating quality jobs that generate revenues and much-needed services to Whittier residents.

I reside in Friendly Hills, am a past board member of Friendly Hills Country Club, avid golfer, tennis Organizations & Affiliations: player, jazz enthusiast and theater lover. I was born and raised in Whittier and attended Whittier schools (Hoover, Dexter and Whittier High). I attended the University of Chicago and graduated USC. My wife, Judi, and I loved raising our children in Whittier. I joined the family business, Henderson’s Insurance, which had been started in 1921 by my grandfather and grandmother. Today I own and operate the business with our son Ken.

Bob was appointed by the Office of the White House to serve on the advisory board of the L.A. district of the U.S. Small Business Administration in 1969-76. He served on the Whittier Park and Recreation Commission from 1973-76 before he ran for Council. Bob served on the Council from 1976-1984 and chose not to run in 1984 to dedicate time to growing his business. It is hard to believe that my year as Whittier Chamber president is coming to an end. I’d like to thank my friends on the board of directors. It takes strong leadership and people willing to make tough decisions when called for to maintain a successful organization. Like-kind exchanges, general rules

Richard Scrivanich In case you were not aware, you might be able to dispose of appreciated property without being taxed on the gain by exchanging it rather than selling it. You can defer tax on your gain through the “like-kind” exchange rules. A like-kind exchange is any exchange (1) of property held for investment or for productive use in your trade or business for (2) like-kind investment property or trade or business property. For these purposes, “like-kind” is very broadly defined. As long as the exchange is real estate (land and/or buildings) for real estate, or personality (non-real estate) for personality, it should qualify. However, exchanges of some types of property (for example, inventory or shares of stock), do not qualify. Since not all property is eligible, you should consult with your tax adviser to make sure that the property

involved in your exchange is indeed eligible for a tax-free like-kind exchange. Assuming the exchange qualifies, here’s how the tax rules work: If it’s a straight asset-for-asset exchange, you will not have to recognize any gain from the exchange. You will take the same “basis” (your cost for tax purposes) in your new property that you had in the old property. Even if you do not have to recognize any gain on the exchange, you still have to report the exchange on Form 8824. Frequently, however, the properties are not equal in value, so some cash or other (non-like-kind) property is tossed into the deal. This cash or other property is known as “boot.” If boot is involved, you will have to recognize your gain, but only up to the amount of boot you receive in the exchange. In these situations, the basis you get in the like-kind property you receive is equal to the basis you had in the property you gave up reduced by the amount of boot you received but increased by the amount of gain recognized. E x a m p l e : Te d e x c h a n g e s l a n d (investment property) with a basis of $100,000 for a building (investment property) valued at $120,000 plus $15,000 in cash. Ted’s gain on the exchange is $35,000: he received $135,000 in value for an asset with a basis of $100,000. However, since it’s a like-kind exchange,

he only has to recognize $15,000 of his gain: the amount of cash (boot) he received. Ted’s basis in his new building will be $100,000: his original basis in the land he gave up ($100,000) plus the $15,000 gain recognized, minus the $15,000 boot received. Note that no matter how much boot is received, you will never recognize more than your actual (“realized”) gain on the exchange. If the property you are exchanging is subject to debt from which you are being relieved, the amount of the debt is treated as boot. The theory is that if someone takes over your debt, it’s equivalent to his giving you cash. Of course, if the property you are receiving is also subject to debt, then you are only treated as receiving boot to the extent of your “net debt relief” (the amount by which the debt you become free of exceeds the debt you pick up). Like-kind exchanges are an excellent tax-deferred way to dispose of investment or trade or business assets. If you have additional questions or would like to discuss the topic further, please call. We were pleased that Whittier was recently named one of the Top 100 Best Places to Live by Livability.com, a website that ranks quality of life and travel amenities of America’s small and midsized cities. The list is the result of a months-long study of U.S. cities and the factors that make them better places to live, work and play. Whittier scored highest in the areas of education, amenities and demographics. We are proud of this recognition and share the award with all our partners in the community such as the school districts, the Chamber of Commerce, the Whittier Uptown Association, Whittier College, and the many individuals who serve on boards, commissions and service groups who work tirelessly to ensure a wonderful community, to name a few. Congratulations to all of us on a welldeserved recognition! The project at the State-owned Fred C. Nelles site continues to move forward and the City is now preparing a Draft Environmental Impact Report (DEIR). Last month, as required by the California Environmental Quality Act, the City held a scoping meeting to obtain feedback on the public's specific concerns related to the potential environmental effects of the project. The DEIR will provide information about potentially significant impacts, identify ways to minimize these impacts, and evaluate feasible alternatives. The information gathered during the comment period, which closed on February 24, will be used to shape and focus future analysis

of environmental impacts. All future environmental documents prepared in conjunction with the project will be available for public review on the City’s website at www.cityofwhittier.org as well as at the Central and Branch Libraries and City Hall. We will be sure to keep you informed on any updates regarding the Nelles project in this Mayor’s Column as well. In other development news, Polly’s Pies continues to make significant progress. We’ll be enjoying their delicious food and pies in no time! We’re also seeing dust fly at the former Chrysler, Jeep, Dodge site where LA Fitness is building a new fitness center. The new Starbucks at the corner of Whittier Boulevard and Colima Road is reportedly doing quite well. Thank you for supporting your fellow chamber members! One of the goals of the City’s Economic Development Program is to retain and enhance the City’s existing business base. The City’s Business Development Manager can assist businesses at risk of downsizing or closing by coordinating a “RED” (Rapid Economic Development) Team. A RED Team includes representatives from our partners such as the Los Angeles Economic Development Corporation, The Gas Company, Southern California Edison and SASSFA WorkSource Center, among others. The RED Team will meet with the business owner or key executives to strategize and avoid the downsizing or closure. A RED Team can also be coordinated for businesses which are:

Whittier has been named one of the Top 100 Best Places to Live by Livability.com, a website that ranks quality of life and travel amenities of America’s small and midsized cities. The list is the result of a months-long study of U.S. cities and the factors that make them better places to live, work and play. Livability. com partnered with the Martin Prosperity Institute, the world’s leading think tank on the role of location, place, and city regions in global economic prosperity, to produce the list. “This is the first time we have focused on measures for specific cities instead of metropolitan regions,” said Kevin Stolarick, PhD, Research Director at the Martin Prosperity Institute. “While getting consistent, reliable data at the cities level had its challenges, the results were worth the effort.” Livability recruited Ipsos Public Affairs, a leading market research firm, to conduct a survey to find out what quality of life amenities residents value most. The Dutra family emigrated here many years ago in search of the American dream. I learned English at the age of 11 and I watched my mom and dad work hard to get our family to this land of opportunity. I grew up in Europe, several African countries and the Boston area before coming to California. I am an avid reader, I enjoy playing basketball every week with a great group of people and I love to surf down in Huntington Beach. I also enjoy spending time with my wife Mary and our kids.

Those factors were narrowed down to eight categories – economics, housing, amenities, infrastructure, demographics, social and civic capital, education and healthcare – that were used to score and rank cities. Researchers narrowed their field to small to midsized cities with populations between 20,000 and 350,000 before collecting data for each city from a wide range of sources, including the U.S. Census Bureau, Walkscore and GreatSchools.com. Whittier scored high in the areas of education and amenities as well as demographics. “Great cities are more than just a checklist of bars, coffee shops and museums. Our goal was to collect the best data available, from the best sources and the best partners to gauge the true measures of livability. Access was important, but so were utilization and affordability,” said Livability.com editor Matt Carmichael. “By using data from the public sector, the private sector and nonprofits focused on these issues, we have compiled an Index that celebrates America’s great cities and towns.”

Sample ballot booklets to be mailed

Sample Ballot booklets for the April 8th Whittier General Municipal Election will be mailed beginning February 27th to all registered voters, according to the City of Whittier City Clerk’s office. The election information booklet is being mailed to all registered voters contained in a list provided by the Los Angeles County Registrar-Recorder. Four candidates are seeking election to two city council positions. “It is important that voters keep the sample ballot booklet in a handy place where they can easily find it when they prepare for Election Day. Each voter is mailed an individual booklet,” said Kathryn Marshall, Whittier City Clerk-Treasurer. The booklet is printed in both English and Spanish. A booklet translated into Chinese is also available. The sample ballot booklet contains a facsimile of the election ballot, important instructions, voluntary candidate statements, and an application form for those who wish to vote by mail. The location and address of the assigned polling place is also printed on the back page of the booklet. Each booklet also includes a special calendar of key election dates. Voters who register just before the deadline day may not receive their booklet until just before Election Day. Additional sample ballot booklets are available in the City Clerk’s office at Whittier City Hall. The sample ballot booklet and other election information is available on the Whittier City website at www.cityofwhittier.org or by contacting the City Clerk’s Office at (562) 567-9854 between the hours of 8 a.m. and 5 p.m. weekdays. “Healthy Pick” labeling program kicks off in local corner store Come early April, Activate Whittier and community residents will be unveiling the “Healthy Pick” logo in Whittier Farms corner store, located in 12221 Whittier Blvd. On February 27, 2013, the California Center for Public Health Advocacy (CCPHA) conducted a healthy picks overview with engaged residents which sparked the idea for the Healthy Picks Labeling Program. In July 2013, engaged residents took action and assessed the current environment of 6 corner stores in Whittier utilizing photo, voice and written surveys. After CCPHA reported back with the results of the survey, Whittier Farms store owner, Leo Anguiano, stepped up and invited Activate Whittier to implement the Healthy Picks Labeling program in his store. A Healthy Picks logo contest was conducted from June through September 2013 with a total of 35 submissions by youth and the new logo was chosen in September. The “Healthy Pick” logo will be featured in grocery aisles to identify healthy products in order to promote healthy selections in the daily lives of Whittier residents and visitors. In an effort to make the healthy choice the easy choice, Activate Whittier invites all store owners to join us and feature the “Healthy Pick” label in their stores, and together we can build a healthy and active Whittier.

Whittier Transit Division moves to senior center In a move to provide better and more seamless customer service for Whittier residents who use Dial-A-Ride or who purchase fixed-route bus passes, the Whittier Transit Division will be relocated from the Whittier Historic Depot to the Uptown Senior Center, 13225 Walnut Street, effective March 3. “Since the majority of customer service handled through the Transit Office at the Depot is the sale of Dial-A-Ride cards and information, with our largest customer base being senior citizens, consolidating the service with the Senior Center is a good move,” said Fran Shields, Director of Parks, Recreation and Community Services. “In addition to purchasing DialA-Ride cards, they will also be able to find out more about the many and varied senior programs we offer.” Dial-A-Ride service is also available to those younger than 60 years if they have a disability that prevents them from driving. In addition, the EZ and TAP card sales

for fixed-route bus systems for those of all ages will also be handled through the Senior Center. The hours in which transportation products will be available for purchase will remain the same, 8 a.m. to 5 p.m. Monday through Friday, excluding holidays. Dial-A-Ride cards will also remain available for sale at Parnell Park, 15390 Lambert Road. Although the Whittier Historic Depot will be closed to the public, the Whittier Dial-A-Ride service will still be dispatched and housed at the site. The telephone number to book rides with Dial-A-Ride will remain the same, (562) 698-3013. In addition, the Depot Meeting Room will still be available for public rentals. LAEDC report presents a case for cautious optimism for California economy Article and photo by Matthew Grant Anson This article and more available via the California Economic Summit website at www.caeconomy.org California was particularly hard hit by the Great Recession, as it lost more than 1.3 million of its jobs between December 2007 and January 2010. Our state was wracked with deficit, doubledigit unemployment and no hope for relief from either on the horizon. In short, California was more the Bronze State than the Golden State. Those days, however, are over. At least according to the Los Angeles Economic Development Corporation’s (LAEDC) 2014-2015 Economic Forecast and Industry Outlook report. “California is back on track to reclaim its status as the Golden State,” the report says. “Although the recovery continues to be very slow, the unemployment rate is falling, more people are finding jobs, the housing market is improving and for the first time in years, budget surpluses are in sight.” Still, the state is very much a tale of two Californias where economic recovery varies widely from county to county and region to region. The LAEDC notes that the recovery is in full swing in nearly every part of the state, which is set to contribute to an overall job growth rate of 1.8 percent in 2014 for California, increasing to 2.1 percent by 2015. But while virtually every region is recovering, some are recovering much faster than others. Orange County continues to be the apple (not to mix fruit metaphors) of California’s economic eye, leading Southern California with the lowest unemployment rate for 2013. San Diego and Los Angeles County weren’t far behind, joining the Bay Area and Silicon Valley as regions doing the heavy lifting for a state recovering faster than the nation as a whole. It’s the Inland Empire where the recovery continues to scuffle, albeit at a slightly accelerated pace. Riverside County and San Bernardino County were

badly hit by the Great Recession as it simultaneously gutted the manufacturing and construction sectors. Because of this, while the unemployment rate in the region did decline two percentage points last year, it still couldn’t get below the double-digit threshold (the IE currently clocked in at 10.2 percent at the end of last year). But there is good news for the IE. While the LAEDC notes that the region has lagged compared to its neighbors in recovering, “momentum in the Inland Empire economy should pick up this year and next, with job gains exceeding two percent per year in 2014 and 2015,” says the report. “Nearly all private sector industries will add jobs, and even government employment should turn the corner in 2014 with slight gains this year and next.” All of this goes to support the California Economic Summit’s regionally driven models for a robust economic recovery. The Summit Plan to Advance Prosperity in 2014 is based largely on the importance of collaborating to advance the triple bottom line, something that has to happen at a regional level. By increasing state support for regional sector partnerships, we stand to prepare our workforce for high-demand fields. Additionally, expanding industry-led regional manufacturing partnerships by supporting manufacturing clusters is critical to for a state with regions whose shot at recovery is closely tied to the manufacturing sector. The LAEDC report turns an optimistic eye toward the future, but it does so with the caveat that California make good on its projected budget surplus and take advantage of this time when it finally has some distance between itself and the darkest days of the Great Recession. By focusing on regional plans, the state can position itself to lock down its Golden State designation once and for all.

In the fifth grade my social studies teacher asked my class to do a project on an important historical issue. I chose women’s rights because I was tired of doing reports on U.S Presidents where everyone dressed up in a suit and tie. My project’s visual aid consisted of four “Barbies in History” and my family’s Lazy Susan. I made sure to include a Barbie of the future; she was my President Barbie. Barbie has come a long way since my 5th grade project. Mattel recently introduced the “I Can Be” career line of Barbies which includes a President, a teacher, a veterinarian and a Chief Inspiration Officer, complete with a smartphone and a tablet as accessories. She’s my kind of gal! March is recognized as Women’s History Month. This is a time to celebrate the Natalie Saenz many contributions of the women who have shaped history through their sacrifice and Staff Writer will for social change. Over many years, women have fought hard to be educated, empowered and treated equal to their male counterparts. National Women’s History Month’s roots go back to 1857, when women from New York City factories protested over working conditions. In 1981 Congress established National Women’s History Week, and Congress expanded the week to a full month in 1987. Each year since, Congress has passed a resolution in honor of Women’s History Month. Whittier has a few “Rosie the Riveters” of our own breaking ground in a variety of fields within our community every day. They own businesses, practice medicine, protect the law and are activists. They are educators like 2012 California Superintendent of the year Sandra Thorstenson and local college presidents Dr. Sharon Herzberger (Whittier College) and Teresa Dreyfuss (Rio Hondo College). They run large organizations like Amy Fitzgerald of the PIH Health Foundation, Charlene Dimas-Peinado of The Whole Child, Carolyn Reggio of CAPC, Inc. and Samantha Ridout of The Boys and Girls Club. They’re community leaders like Whittier City Councilwoman Cathy Warner and longtime philanthropists Ruth B. Shannon and Virginia Ball. They protect and serve like Corporal Jessi Pollnow and Services Manager Elizabeth Hightower of the Whittier Police Department. Every day women in Whittier are making a difference! Whittier’s chapter of Soroptimist International is a group of female business leaders who raise money to help young women in the community. Soroptimist International of Whittier’s mission statement is “to improve the lives of women and girls through programs leading to social and economicc empowerment.” Each year their largest fundraiser, the Wednesday Night Live Laugh Out Loud event, raises money for scholarships that assist young women to achieve their goals of a college education. This year’s event raised almost $30,000! Soroptimist also runs a number of programs to support females of all ages. From their Women’s Opportunity Awards to their Teen Girls’ Success Conference for at risk young women, these programs give females in our community a greater chance to succeed. Another powerful Whittier woman is Margaret “Maggie” Bernal, a La Serna High School graduate and local Whittier judge. She recalls in law school that 50% of the students were women. However, after law school, that did not translate to large numbers of women in law firms or on the bench. Whittier Art Association & Gallery welcomes spring with WAA Photographic Society Show The 10th annual show of Whittier Art Gallery’s Photographic Society will be showing beginning March 5th through the 16 th . The group includes such nationally renowned photographers as Oscar Castillo, whose photos are in the Smithsonian Institute, and Geo. Rodriquez, whose recent show si se puede at the La Plaza de Cultures y Artes covered his time photographing Cezar Chavez, Dolores Huerta and the struggling United Farm Workers. SUMMER OF SHARING Soroptimist International of Whittier is a volunteer organization for women dedicated to improving the lives of women and girls through programs leading to social and economic empowerment, and increased awareness of those issues that commonly affect women and girls in our communities. Founded in 1947, the Whittier club is part of Soroptimist International of the Americas where 1,300 clubs in 19 countries and territories contribute time and financial
