On May 8, 2014 from 4 to 7 p.m., six local chambers of commerce will come together for the 13th Annual CAPC, Inc. Kaleidoscope Mixer hosted once again by the DoubleTree Norwalk. Called Kaleidoscope, this colorful blend of six cities will offer chamber and community members the chance to network with new contacts, not to mention a ballroom full of shopping opportunities, entertainment and food from local restaurants. Chamber members from La Habra, Norwalk, Pico Rivera, Fullerton, Santa Fe Springs and Whittier will all be represented at this year’s mixer. City residents and chamber members are encouraged to show their city pride by wearing clothing that corresponds with the color of their chamber. Each chamber has been assigned a color: La Habra is yellow, Norwalk is red, Pico Rivera is blue, Fullerton is purple, Santa Fe Springs is green and Whittier is orange. 1st annual conference provides resources and tools for local business women

More than 150 business leaders from 6 neighboring cities including Whittier, Lakewood, Montebello, Norwalk, Pico Rivera and Santa Fe Springs will come together to participate in the 1st Annual Women in Business Conference. This event was created with one basic message: the world needs more women leaders. The event will be held Friday, May 16 at Pico Park in Pico Rivera from 9 a.m. to 1 p.m. This multi-chamber event grew out of the desire of Congresswoman Linda Sanchez and Assemblywoman Christina Garcia to offer an event for female business owners to come together to learn from each other. “Women-owned small businesses play a big role in our economy. They make up 28% of all small businesses and generate $1.2 trillion in economic activity every year. The best thing for our economy and communities is to offer these women the resources and tools that will help them continue growing their businesses. I hope the conference empowers them to take the next step in their professional lives” stated Congresswoman Sanchez. At this special conference, guests will have the opportunity to network and learn about various business issues facing women today. The event will feature 4 different breakout sessions with resources and presentations from the US Small Business Administration and Small Business Development Center along with specialists for each of the seminars. Topics will include developing a business plan, human resource issues, the Goldman Sachs 10,000 Small Business Program, business marketing and small business financing. “As the Mayor of the City of Whittier and a proud business owner, I am thrilled to see the women of this region coming together to learn from each other and better themselves through information and access,” stated Cathy Warner. Thank you to everyone who made our Centennial Celebration last month at Friendly Hills Country Club so special. The night was all about honoring the many volunteers who have made this chamber such a success over the past 100 years and we were so excited to have chamber presidents from as far back as 1969 (Hubert Perry) attend the event. I am honored to be part of a legacy of leaders in this community and a member of one of the strongest chambers around. A national survey conducted by The Shapiro Group reveals that being active in your local chamber of commerce is an effective business strategy because two-thirds of consumers believe that such companies use good business practices, are reputable, care about their customers, and are involved in the

community. If a company shows that it is highly involved in its local chamber (e.g., is a chamber board member or volunteer), consumers are 10% more likely to think that its products stack up better against its competition. Small businesses represent the largest segment of most local chamber membership rolls, and the study indicates that chamber membership has consistent and powerful benefits for small business members. If customers know that a small business is a member of its local chamber, the business enjoys: • a 49% increase in its consumer favorability rating • a 73% increase in consumer awareness • a 68% increase in its local reputation • an 80% increase in the likelihood that consumers will patronize the business in the future. Lastly, chamber membership builds your reputation! Businesses that are members of a local chamber of commerce are automatically considered by consumers to be trustworthy, customer-oriented and involved in their communities.

$ TAX TIPS Qualified Personal Residence Trusts

Richard Scrivanich A special kind of irrevocable trust can be used to transfer your residence to your children at a significantly reduced gift tax cost and with no estate tax, yet allow you to continue to live in the residence for as long as you wish. This special type of trust is known as a qualified personal residence trust (QPRT). (QPRTs are sometimes also referred to as “residence GRITs” or “house GRITs”.) Here’s how it works. During your lifetime, you transfer your residence to the trustee, who (if state law permits) can be yourself. The trustee must allow you to continue to use the residence rent-free for a fixed number of years specified in the trust instrument (the “fixed

term”), which should be a term you are likely to survive. During the fixed term, you will continue to pay mortgage expenses, real estate taxes, insurance, and expenses for maintenance and repairs, and will continue to deduct mortgage interest and real estate taxes on your individual income tax return. When the fixed term ends, the residence is distributed to your children, or remains in further trust for them. Even after the fixed term ends, you can continue to use the residence in one of two ways. First, rather than immediately distributing the residence to your children, the residence can be retained in trust for your spouse’s lifetime, thus assuring that the residence is available to you. Second, you can enter into a lease with your children which will allow you to live in the residence for as long as you wish. (If you do so, however, you must pay fair market value rent to your children after the fixed term ends in order to keep the residence from being subject to estate tax on your death.) Although your transfer of the residence to the trust is a taxable gift, you are allowed to subtract, from the fair market value of the residence, the value of your right to

live rent-free in the residence for the fixed term. Thus, the amount of the taxable gift will usually be substantially less than the fair market value of the residence. If the amount of the gift is less than your available exclusion from the gift tax ($5,340,000 in 2014, reduced by amounts allowed for gifts in previous years), no gift tax will be due as a result of your gift to the trust. If you survive the fixed term of the QPRT, the value of the residence will not be included in your estate for estate tax purposes. Even if you don’t survive the fixed term, the estate tax consequences will be no worse than they would have been if you hadn’t created the trust in the first place. A QPRT is an effective way to remove a residence’s value from your estate at a greatly reduced gift tax cost. The City Council recently conducted the annual reorganization and thanked Bob Henderson for serving so capably as our Mayor for the past year. The Council looks forward to the continued collaboration with the Whittier Chamber as we continue to celebrate their 100th anniversary! With the recent earthquake in our neighboring city of La Habra on March 28, 2014, we are reminded of the 1987 Whittier quake and our vulnerability to natural disasters. You will see a focus on Emergency Preparedness this year. Disasters and emergencies can occur at any moment; however, by being prepared we can better ensure we survive and recover quickly from a disaster. We are fortunate to have a local chapter of the American Red Cross here in Whittier. You are encouraged to visit them online or in person at their beautiful building in Uptown. The Greater Long Beach/Rio Hondo Chapter of the American Red Cross offers a plethora of resources and information ranging from emergency response and disaster preparedness to health and safety classes such a CPR and First Aid. The City Council appreciates the diligent work of the Whittier Chamber Board of Directors, staff and all the active members who have given countless hours of leadership and guidance to make Whittier a great place for business since 1914. Over the next year, the City Council will continue to look for opportunities to increase the City’s sales tax revenue by working to attract new business to our community. We will also continue to support our existing businesses by sharing information on programs and services and by providing educational programs to help them be successful. When our businesses are successful, the City thrives—as the success and overall health of our business community is directly linked to the quality of life experienced by our residents. Projects which we can expect to progress this coming year include: • Completion of the L.A. Fitness at the former Chrysler, Jeep & Dodge dealership • Oakmont Senior Living at the former Harris Buick, Pontiac & GMC • A drive-thru Starbucks at the northwest corner of Beverly Boulevard and Norwalk Boulevard • Fred C. Nelles site, which will include residential units as well as retail and open space In the next few years, we will also see the City invest millions of dollars on infrastructure in Uptown and along Whittier Boulevard as a total of $25,954,451 in redevelopment bond funds are available. These bonds offer an opportunity to implement some of the improvements slated for our historic Uptown business district. The redevelopment bond funds also provide the impetus to assist with infrastructure improvements for the Fred C. Nelles development project. I am honored to have been selected by my colleagues this year as Mayor and look forward to working together with you as we support the Chamber’s centennial year.

Russ Bassett Corporation has been located in Whittier since 1960. Knowing their lease would be up in two years, in early 2013, the business began to explore their options including a possible move to the Inland Empire. Upon learning of this, Whittier City Council directed staff to intervene and assist by assembling a Rapid Economic Development “RED” Team together to help retain the business in Whittier. The RED Team was comprised of various economic development partners and utility companies including the Los Angeles County Economic Development Corporation, Southern California Edison, The Gas Company, Community Development Commission of the County of Los Angeles, SASSFA/WorkSource Center and City of Whittier economic development staff including the City Manager and Council member Joe Vinatieri. Resources from the various partners, as well as state and federal programs, were compiled for Russ Bassett “For the past 54 years, the team

The City was named the Most Business-Friendly City in Los Angeles County in November 2012 by the Los Angeles County Economic Development Corporation.

Police open house - “Bike to work day” Whittier Community pit stop at Health Faire May 17 This year’s Police Open House and Community Health Faire will be held from 10 a.m. to 1 p.m. Saturday, May 17 at the Whittier Police Station and City Hall, located on Penn Street between Painter and Washington Avenues. The event is co-sponsored by the Whittier Police Department, Social Services Commission and Parks, Recreation and Community Services Department and PIH Health. The Social Services Commission and Parks, Recreation and Community Services Department partner with the Police Department in sponsoring this annual event to emphasize the importance of both health and safety for local children and their families. Returning this year will be the everpopular “Kiddie-K Fun Run” for children 1 to 12 years old. Young runners may register beginning at 9 a.m. the day of the event, and the Run will begin at 10 a.m. In addition, a wide variety of activities will feature free information on fitness and nutrition, Police Department demonstrations, Police Station tours, City vehicle demonstrations, medical screenings, food vendors and more. A free “Bicycle Pit Stop” will be held for bicycling commuters on California Bike to Work Day, Thursday, May 15 at the Greenway Trail Palm Park Trailhead, 5703 Palm Avenue. The Pit Stop will be held from 7 to 9:30 a.m. and will include free refreshments, prizes, giveaways, information booths and bicycle displays. Two city bicycle shops, G’s Cyclery and Whittier Cyclery, will have displays on the newest bicycles and bike accessories. To be eligible for the prize drawing, commuters need to come to the Pit Stop with their bicycles or bike helmets. California Bike to Work Day is held annually to recognize those who ride their bikes to work regularly and to encourage others to give it a try. The City of Whittier participates in Bike to Work Day and encourages residents to use a pollution-free way to commute. Both Metro and the California Bicycle Coalition are offering incentives to celebrate the day. Bicyclists may pledge online at www.metro.net or www.californiabikecommute.com to be entered into a drawing for other prizes. E-mail scams: Too Good to Be True Criminals inundate the public with mail and email scams that are aimed at collecting personal information or financial gains from unsuspecting victims. These scams often come in a variety of formats and usually look official, from bank letters and lottery notices to life insurance documents, charity fundraisers and IRS notices. The Whittier Police Department still receives a number of reported victims each and every month. These crime victims report identity theft, grand theft, and credit card fraud as a result of responding to the scams. Here are several of the most common scams to help you avoid becoming a victim. Phishing emails/phony web pages This is the most widespread internet and email scam today. “Phishing” is where digital thieves lure you into divulging your password info through convincing emails and web pages. These phishing emails and web pages resemble legitimate credit authorities like Citibank, eBay, PayPal or even the IRS. They frighten or entice you into visiting a phony web page and entering your ID and password. Commonly, the guise is an urgent need to “confirm your identity.” They will even offer you a story of how your account has been hacked to lure you into entering your confidential information. The email message will require you to click on a link. But instead of leading you to the real login secure site, the link will secretly redirect you to a fake website. You then innocently enter your ID and password. This information is intercepted by the scammers, who later access your account and fleece you for several hundred dollars. The newest scams involve the IRS. The emails appear to be from the IRS Taxpayer Advocate Service and include a bogus case number and the following message: “Your reported 2013 income is flagged for review due to a document processing error. Your case has been forwarded to the Taxpayer Advocate Service for resolution assistance. To avoid delays processing your 2013 filing contact the Taxpayer Advocate Service for resolution assistance.” The recipient is directed to click on links that supposedly provide information about the “advocate” assigned to their case or that let them “review reported income.” The links lead to web pages that solicit personal information. Taxpayers who get these messages should not respond to the email or click on the links. Instead, they should forward the scam emails to the IRS at phishing@irs. gov. For more information, visit the IRS’s

Report Phishing web page. The Taxpayer Advocate Service is a legitimate IRS organization that helps taxpayers resolve federal tax issues that have not been resolved through the normal IRS channels. The IRS, including TAS, does not initiate contact with taxpayers by email, texting or any social media. Tip: the beginning of the link address should have https://. Phishing fakes will just have http:// (no “s”). If still in doubt, make a phone call to the financial institution or governmental agency (IRS) to verify if the email is legitimate. In the meantime, if an email seems suspicious to you, do not trust it. Being skeptical could save you hundreds of lost dollars. Emails from a wealthy foreign family These are a desperate cry for help in getting a very large sum of money out of the country. A common variation is a woman in Africa who claimed that her husband had died, and that she wanted to leave millions of dollars of his estate to a good church. In every variation, the scammer is promising obscenely large payments for small unskilled tasks. This scam, like most scams, is too good to be true. Advanced fees paid for a guaranteed loan or credit card If you are thinking about applying for a “pre-approved” loan or a credit card that charges an up-front fee, ask yourself, “Why would a bank do that?” These scams are obvious to people who take time to scrutinize the offer. Remember, reputable credit card companies do charge an annual fee but it is applied to the balance of the card, never at the signup. As for these incredible, pre-approved loans for half-a-million dollar homes, use your common sense. These people do not know you or your credit situation, yet they are willing to offer massive credit limits. Sadly, a percentage of all the recipients of their “amazing” offer will take the bait and pay the up-front fee. Lottery scams Most of us dream of hitting it big, quitting our jobs and retiring while still young enough to enjoy the finer things in life. Chances are you will receive at least one intriguing email from someone saying that you won a huge amount of money. This scam will usually come in the form of a conventional email message. But before you can collect your winnings, you must pay the processing fee of several thousands of dollars. STOP! The moment the bad guys cash your money order, you lose. Do not fall for this lottery scam.

Whittier Community Foundation honored by California Parks and Recreation Society The Whittier Community Services Foundation has been awarded a Community Service Award by the California Parks and Recreation Society (CPRS) District 13. This annual award is presented to organizations that provide outstanding services and programs to the community and its residents. The Foundation received the award at the CPRS Annual Awards and Installation Banquet on Wednesday, March 26. “The Whittier Community Foundation is both honored and humbled by this award, which acknowledges our mission of supporting community services activities for the education and enjoyment of the Whittier community and develop funding for new community services programs,” said Carol Crosby, Foundation Board President. Crosby said that since the Foundation was founded in 2005, it has raised more than $350,000 to accomplish its mission and works closely with the Whittier Parks, Recreation and Community Services Department in developing projects and programs. Through the Foundation’s fundraising efforts from corporate, business and individual sponsors, it has been able to sponsor and complete a number of projects for the community of Whittier. “One of the most moving projects funded by the Foundation is the Whittier Police Memorial, located in front of the new Whittier Police Station,” Crosby said. May is National Pet Month in the United States, which means it’s time to double all the loving affection you’re giving each other. Originating in England, National Pet Month has existed for more than two decades. Although National Pet Month is celebrated during the month of April in England, both countries promote the same key goals during their celebration. The month of compawssion informs us to support the benefits of pet

Pet Safety: Dangers that Lurk in Your Home From the desk of Dr. Suzy Voorheis, Veterinarian, Washington Boulevard Animal Hospital Some of you may be familiar with the term “baby proofing� your home. But have you ever heard of “pet proofing?� Same concept really, it’s all about providing a safe environment for those that cannot protect themselves. Here are a few of the common cases we see most often at Washington Boulevard Animal Hospital. Yard & Household Plants All parts of the common Sago Palm in our front yards are poisonous, but especially the seeds or “nuts� which contain the largest amount of the toxin. The ingestion of just one or two seeds can cause serious effects including vomiting, diarrhea, depression, seizures and acute hepatitis culminating in liver failure. Lilies are highly toxic to cats and ingestion of small amounts of the plant can cause kidney failure and ultimately death. Other scary plants include tulips, azaleas, and poinsettias. Medications Pain killers, cold medicines, anti-cancer drugs, anti-depressants, and diet pills are all examples of human medications that can be potentially lethal to pets. Keep all medications in a closed cabinet, preferably with a child/pet safe lock on the door. There are two common medications that deserve special mention. The first is Acetaminophen, better known as Tylenol. This drug is found in over 200 different over the counter and prescription medications which will cause sickness in dogs, especially small ones, and can be fatal to cats. The second special mention drug is Ibuprofen. Ibuprofen belongs to a class of drugs called non steroidal anti-inflammatory drugs (NSAIDS) which are life-threatening to dogs and cats. Remember that “dogs and cats are not small people.� Never use your medications on them without consulting a veterinarian first! Insecticides and Insect Control Products Permethrin, which is a synthetic product used as flea and tick control, is only okay for dogs. If the flea product that you are about to put on your cat says DOGS, please don’t use it! Rat and mouse bait products can also be a problem. In most cases, dogs are presented to us days after ingestion of the rat bait. Often the owners were aware that the dog ate the product, but because no signs developed right away, they thought they were “in the clear.� Then the dogs begin to bleed out. If your dog eats any kind of poison, especially rat or mouse bait, bring the dog and the bait (or its box) to the hospital right away. Treatment for rat bait toxicity depends on how quickly the animal can be treated. Household/Garage Products Ethylene Glycol is the greenish-yellow fluid that you put in your car’s radiator, otherwise known as Anti-freeze. This sweet tasting fluid will kill your cat or dog! It is absorbed from the gastrointestinal tract and rapidly transformed in the liver by alcohol dehydrogenase to glycoaldehyde, glyoxalic acid and oxalic acid. This leads to severe metabolic acidosis and renal (kidney) damage. Foods We certainly do our dogs and cats no favors by feeding high fat table scraps. Things like bacon, fat from your steak, chicken or turkey skin and butter are not good for your animals and can cause pancreatitis. They are not small people and cannot handle the level of fat in the diet that people can. Other dangerous food items include macadamia nuts, chocolate and grapes or

companionship, such as the positive effects it can have on a person’s stress level, and the overall constructive contributions animals bring to society. This is also the perfect month to promote pet adoption from shelters, and responsible ownership techniques, like maintaining regular visits to your vet. Finally, National Pet Month asks that we increase our appreciation for the variety of professional services available to pets. National Fitness Month: Tips on How to Lose Weight in Six Weeks Creating goals for yourself in increments of six weeks at a time is a great way to stay motivated and achieve sustainable progress. Once the six weeks is over, take a few days off, pick a new goal and restart another six-week period. 1. EXERCISE – It’s easy to say but not easy to do for many people. 20-30 minutes three to four times a week is all you need to rev up your metabolism and get your body burning more calories. Morning frappacinos and lattes should also be skimmed down. Each of these drinks contains added calories that you don’t need, especially if you’re aiming to lose a few pounds. 4. COUNT YOUR CALORIES - Let’s get real: if you’re consuming too many calories per day and not working out at all... YOU WILL GAIN WEIGHT! Instead, get into the habit of counting your calories and stay at or below a recommended general calorie count per day for your body weight and size (150 lb women = 1500 calories per day). If you want to lose weight, you cannot exceed this number. There are mobile apps available to help with the counting and it gets easier once you’re used to the portion sizes to consume. Allow yourself one “cheat” day per week to indulge a little!

5. REDUCE YOUR STRESS LEVEL - When you’re overly stressed, you have more cortisol (stress hormone) in your body. AROUND TOWN Whittier summer day camp registration begins Registration will begin Monday, May 5 for the City of Whittier Summer 2014 Day Camp, a program for young people 5 to 12 years of age, at Parnell Park, 15390 Lambert Road. The Day Camp will be held from 7 a.m. to 6 p.m., beginning Monday through Friday, June 9 at two locations: Palm Park, 5703 Palm Avenue, for 9 weeks; and Murphy Ranch School, 16021 Janine Drive, for 8 weeks. Registration for the Day Camp program is $90 per week per child, and is on a firstcome, first-served basis, as space is limited. Registration may be for as many weeks as desired, and payment in full is required at the time of registration. In addition, a one-time $9 t-shirt fee will also be charged at the time of registration. The Summer 2014 Day Camp program will feature weekly field trips, arts and crafts, sports, cooperative games, exciting enrichment activities and daily snacks, all geared to support and promote a healthy and active lifestyle during the school summer vacation. City to celebrate Memorial Day holiday with patriotic ceremony Whittier will commemorate Memorial Day at 9 a.m. on Monday, May 26 with a patriotic ceremony at the Peace Memorial on the City Hall lawn, 13230 Penn Street. The Memorial Day event will pay tribute to Whittier citizens who have fallen in all wars, and will also honor those who are currently serving our country. Residents are invited to join Whittier City Council members and representatives from the armed forces to honor and remember local residents who made the ultimate sacrifice in military action. Street art banner designs on display at city hall The entries for the 2014 Street Art Banner Program will be on display at the Whittier City Hall lobby, 13230 Penn Street, from Monday, May 5 through Friday, May 30. The free display is open to the public during the regular City Hall hours of 8 a.m. to 5 p.m. Monday through Friday. On display will be the 588 entry designs for the very popular annual Street Art Banner program. Of the entries, 100 will be selected to be made into full-size banners to be displayed along City streets in May, June and July. A reception for all the artists submitted entries will be held from 5:30 to 6:30 p.m. Tuesday, May 13. The public is invited to this free reception to meet the artists and view the entries. Aikido-Ai to hold 32nd Annual 2014 Memorial Weekend Mountain Retreat This Memorial Weekend, Aikido-Ai, a martial arts studio in Uptown Whittier, will hold its 32nd annual retreat at the Mt. Baldy Zen Center against the backdrop of mountain peaks, pine forest and fresh air. Offered to both beginners and trained students, top-notch instructors from Whittier, Monterey, and the San Francisco Bay area will hold classes in Aikido, Tai Chi, Qigong and martial arts weapons. “Always keep your mind as bright and clear as the vast sky, the great ocean, and the highest peak, empty of all thoughts. Annual Dancing with the Whittier Stars to add second show Due to popular demand, a second performance of the Whittier Community Foundation’s Dancing with the Whittier Stars will be held at 4 p.m. Wednesday, May 21 at the Whittier Center Theatre, 7630 Washington Avenue. Tickets are on sale at the Parks, Recreation and Community Services Department office at the Whittier City Hall, 14230 Penn Street. Ticket price is $40. “Tickets for the original 7 p.m. show sold out almost immediately, and there was a high demand for more, so it was decided to offer a second show,” said Carol Crosby, President of the Whittier Community Foundation Board. The event also features a reception and dinner, which will be held at 6 p.m. between

the two shows. Dancing with the Whittier Stars is sponsored by the Whittier Community Foundation. The Whittier Community Foundation is a local non-profit organization whose mission is to support activities and programs for the education, enrichment and enjoyment of the Whittier Community. The Foundation raises funds year-round to that end. Two prizes will be awarded at “Dancing with the Whittier Stars” – a “People’s Choice” award and an award for the contest who raises the highest amount of funds. The music and dance recitals will include everything from a jazz band and a quartet to steel drums.
