My favorite poem surfaced yet again during the acceptance speech given by Honorable Judge Ketanji Brown Jackson, soon to replace retiring Supreme Court Justice Stephen Breyer. This promise made by Biden fulfills his campaign to appoint a Black woman to the Supreme Court. The judge won't be sworn in until this summer though, when Breyer officially retires.

While presiding over the historic vote, Harris, the nation's first female, first Black and first Asian American vice president, said she wrote her goddaughter a note. "I told her that I felt a deep sense of pride and joy, and what this moment means for our nation and her future," Harris said.

When she does take her seat, the nine-member court will include four women — Jackson and Justices Sonia Sotomayor, Elena Kagan and Amy Coney Barrett — the most ever at one time. It will also be the first time in U.S. history that white men won't be the majority on the Supreme Court. The bench will include five men, four of them white.

A few weeks ago, for Women's History Month, I wrote a column which pays tribute to all African American women and addresses the invaluable role African American women have had over the centuries here in America. Proud to hear our newest soon-tobe justice open up her message with a portion of the poem "Still I Rise" by Maya Angelou was extremely rewarding. That poem has become my mantra. Not only did she open with it, she took that poem a step further and closed with it as well — remember the conclusion of the poem where it says, "Bringing the gifts that my ancestors gave, I am the dream and the hope of the slave. I rise; I rise; I rise."

Such an appropriate poem for Judge Katanji Brown Jackson to open with, after watching how she was treated by some of the GOP.

We have finally voted to confirm an African American woman for the Supreme Court — a history-making moment. We are so very proud of you, Honorable Judge Ketanji Brown Jackson. Let us keep her lifted up in prayer, even after her swearing-in which will be done by our vice president, Kamala Harris, this summer.

Another exciting quote from her speech is when she said, "It has taken 232 years and 115 prior appointments for a Black woman to be selected to serve on the Supreme Court of the United States." "But we've made it. We've made it, all of us," she continued. "In my family, it took just one generation to go from segregation to the Supreme Court,"

Overwhelmed by what this moment meant, wiping away tears, the judge thanked her family, including her parents, brother, husband and two daughters, Leila and Talia, who were in attendance. "This is all pretty exciting for me, but nothing has brought me greater joy than being your mother," Jackson said.

she thanked him as well. She understood the poem written by Langston Hughes, "Mother to Son": "Well, son, I'll tell you: Life for me ain't been no crystal stair. But all the time, I'se been a-climbin' on, and reachin' landin's, and turnin' corners, and sometimes goin' in the dark Where there ain't been no light. So boy, don't you turn back. Jackson, who watched the Senate confirmation vote alongside Biden at the White House, said she was "humbled" and "honored" to be given the opportunity to serve as a justice. "Yesterday we witnessed a truly historic moment," Biden said. "We're going to look back and see this as a moment of real change in American history."

He lauded the "poise and composure" Jackson showed during her confirmation hearings, during which she was interrupted by several Republicans who made what the president described as "vile" and "baseless" attacks on her record.

Judge Ketanji Brown, you were definitely chosen for such a time as this!

ELIMINATING HOUSING BIAS

Maryland lawmakers unanimously approved legislation to create a task force to improve the appraisal process, especially devaluing property owned by minority homeowners.

According to the legislation, nearly two dozen people will be chosen to analyze five key strategies: • Ensure governmental oversight, industry standards and best practices pushes for equity when valuing a home. • Increase training of appraisers to combat valuation bias. • Remove barriers to enter the appraisal profession by minorities. • Develop a meaningful evaluation process. • Reduce or eliminate bias related to automated valuation models and alternative property valuation methods.

Prince George’s leads the state with the highest percentage of homes undervalued.

Del. Marvin Holmes (D-District 23B) of Upper Marlboro, lead sponsor of the task force legislation and a real estate professional for about 35 years, said part of the problem with the appraisal process deals with racism and a simple lack of education among appraisers.

Holmes said the legislation mirrors a proposal from the Biden administration with two main goals.

“It confirms and establishes that there is in fact appraisal bias within the state of Maryland and throughout the entire United States,” he said during an interview in Annapolis. “It makes the state of Maryland look at the processes of appraisals that are taking place.” WI @WJFjabariwill

Another Prince George’s County bill that heads to the governor’s desk for signature seeks to change the name of Route 210, also known as Indian Head Highway in the southern part of the county, to Piscataway Highway in honor of the Piscataway Native American tribe.

The nearly 20-mile highway from Oxon Hill in Prince George’s County at the D.C. border through Charles County has been labeled by law enforcement officials as the most dangerous road in Maryland.

Del. Jay Walker (D-District 26) of Fort Washington sponsored the legislation with discussions to name the highway after the late Thurgood Marshall and former President Barack Obama. But a decision would be made to honor the Piscataway tribe from Southern Maryland.

“We heard from the community to take the name of Indian Head Highway and turn it into a positive,” he said a few minutes after confetti and balloons dropped from the balcony to the House floor. “We almost had 11,000 petitions. I’m glad we got it done.”

When we were unable to garner sufficient support for a name change, Louisiana Senator Mary Landrieu offered an alternative — an apology from the U.S. Senate for failing to acknowledge and apologize for the nation's legacy of lynching. The House of Representatives had done so. Several U.S. presidents had done so. It was unconscionable that an apology had never been offered by the U.S. Senate. After numerous meetings and intensive lobbying, the Senate finally offered its apologies. The refusals by the few senators who objected to the apology spoke volumes about their characters and those who supported them.

Now, at long last, we've gone past a mere "We're sorry!" We have legal punitive enhancements in place to discourage the commission of crimes based upon hate and animus. We have finally put some teeth into our "bite out of crime."

Realistically, a point of common logic informs us that legal deterrence only has limited success. Racial hatred, which is the fuel for the most egregious of violent offenses will continue to motivate acts of ill will. Fortunately, we now have a tool to put racial hatred in its proper place.

her. Sen. Cory Booker, the lone Black member on the committee, stepped in and stepped up to offer words of love and encouragement. This was the moment the collective was allowed to exhale. Not because Black women can't hold our own, and certainly not because we can't push through without it. We've been doing that forever. But in that moment, Senator Booker gave Judge Jackson a minute to breathe, regroup and gather. He said the one thing I think all of us were thinking: "It's hard to look at you and not see my mom … not see my cousin …" That's precisely why rows of Black women showed up. To have our family's back.

As a Black woman who has often been socially and professionally the only Black person in the room, I know what it is like to have to bend in the name of compromise and neutrality, to smile and nod respectfully while still trying to get your point across, to stay in your lane. I get it and it's not always easy.

The first Black woman on the high court was going to have to be exceptional, highly qualified, perfectly prepared. She was going to have to bear the burden of hundreds of years of discrimination and disrespect, of dreams deferred. But she would also be lifted up by generations of Black women who knew we belonged in every room, and on the highest court in the land.

Section 5 of the Voting Rights Act prohibited states and counties with a history of voter suppression from making changes to voting laws until "favorable determination" had been obtained, either through administrative review by the attorney general, or after a lawsuit before the United States District Court for the District of Columbia. By overwhelming bipartisan majorities, Congress reauthorized the preclearance provision four times — in 1970, 1975, 1982 and 2006, each time signed by a Republican president. "Republicans don't want to be branded as hostile to minorities," groused anti-civil rights activist Edward Blum, an architect of the Shelby case.

Thus, anti-civil rights activists abandoned hope of congressional action to weaken the Voting Rights Act and turned to the courts. The earthquake that was Shelby was preceded by foreshocks like 2006's Purcell v. Gonzales, which allowed Arizona to circumvent Section 5 because the Court of Appeals decision to block Arizona's restrictive voter ID law came too close to an upcoming election. Crawford v. Marion County Election Board in 2008, which allowed Indiana to enact a strict voter I.D. law, reversed the Court's longstanding opposition to voting laws that serve no purpose other than to restrict the franchise.

A decade and a half after the last reauthorization of the Voting Rights Act, Senate Republicans — some of whom voted for that reauthorization — no longer are concerned about being "branded as hostile to minorities." Republicans united to filibuster voting rights legislation five times in the current session alone, despite the fact that seven in ten Americans support the John Lewis Voting Rights Advancement Act and three in five support the Freedom to Vote Act.

In professor Lisa Fairfax's introduction, she stated that as a young student on Harvard's campus, during "those first moments when you wonder if you belong," Judge Jackson was "the friend that made sure we all did." Judge Jackson will be an exceptional jurist, and she will ensure justice and fairness for all Americans. But for Black women, she gave us something more, something we've always known but the world needed to see: We belong. As we await Jackson's swearing-in after Justice Stephen Breyer retires sometime this summer, let us heed the advice Judge Jackson has given to the younger generation of Black women: "Persevere." Conducted by Benenson Strategy Group, the survey reveals Black Americans' attitudes toward voting and democracy, as well as social and racial justice, police violence, economic opportunity and other issues.
