Gray Digs in for the Long Haul By Barrington M. Salmon WI Staff Writer Almost from the beginning of his tenure as D.C.’s mayor, Vincent C. Gray’s administration has been entangled in a farreaching federal investigation surrounding activities into his 2010 election campaign.
The latest domino to fall is Gray’s longtime friend and associate Jeanne Clarke Harris who last week pled guilty to violating District and federal campaign finance laws, engaging in fraud, giving false statements and obstructing justice. She is the third Gray campaign official to plead guilty in recent months.
Not long after her appearance in court, D.C. Council members Mary Cheh (D-Ward 3), Muriel Bowser (D-Ward 4) and David Catania (I-At Large) issued public statements demanding Gray’s resignation. Gray has been defiant, steadfastly refusing to resign. “I think it’s unfair to say our
administration is corrupt,” Gray told members of the media at his weekly press conference on July 11. “I have distinguished between the campaign and administration. If there’s something about our administration you want to put your finger on, I would invite you to do that but I think that’s a very unfair char-

D.C. Political Roundup By James Wright WI Staff Writer Swain Wants Sound Ethics for D.C. Council Leon Swain, a former chairman of the D.C. Taxicab Commission, has decided to run for one of the at-large positions on the D.C. Council in the November general election. “We need to turn the council over to the citizens,” said Swain, 59. “The council doesn’t speak to the issues facing the residents.” Swain, a Southeast resident, led the commission from 2007-2011. The changing of taxis from zones to meters is considered by some as his major accomplishment while on the commission. D.C. Council member Vincent Orange (D-At Large) is considered a shoo-in for one of the at-large positions because of the city’s strong Democratic base. Swain’s chief opponent is D.C. Council Pro Tempore Michael Brown (I-At Large) for the second at-large position but he could also face independent David Grosso, Republican Mary Brooks Beatty and Statehood Green Party member Ann Wilcox. Swain is the president of the Naylor Gardens Cooperative Housing board of directors and has served as a Ward 8 advisory neighborhood commissioner and on the board of directors of the www.washingtoninformer.com
United Medical Center in Southeast. A former police officer, Swain went undercover for the FBI several years ago to solicit bribes from business owners, taxicab drivers and operators. He received more than $250,000 which resulted in dozens of arrests. D.C. Mayor Vincent Gray removed Swain from the helm of the commission in 2011. Swain considered challenging D.C. Council member Marion Barry (D-Ward 8) in the Tue., April 3 Democratic Party primary but decided against it. Swain said that he wants to be a voice for all citizens. He added that some middle-class residents don’t think that their government works for them. “I want to be able to go out to the people and tell them about the services that are available to them,” he said. “The District has a lot of different programs that would benefit residents but they don’t know about them.” He said that wants to improve the D.C. public school system and be available to residents who need his help. In terms of ethics, Swain said that the members of the D.C. Council aren’t bad, but operate in a compromised atmosphere at the John A. Wilson Building in Northwest. “Honorable people over time get caught up in the system the
way it is,” he said. “It is time to shake up the well there.”

But if he did not know, or have any knowledge that this stuff was going on behind his back, then he should be able to clear himself. The new allegations do affect his standing as mayor though.

It doesn’t look good right now and I’m a little bit disappointed in him because I was a supporter of his. I supported his campaign and was actually out in the streets at the precincts. I never thought that I would say this, but I do miss Adrian Fenty a little bit. It seems as if the Gray campaign and Gray’s underlings have engaged in something that is illegal.

The money is believed to have come from powerful political donor and kingmaker Jeffrey Thompson. Catania said Gray has further sullied the reputation of the city’s political leaders and said he should leave regardless of whether he was aware of what was going on or not. Catania, 44, who has a frosty relationship with Gray, 69, was blunt. “The legitimacy of the election has been called into question. Whether the mayor knew of the shadow campaign or not does not matter,” said Catania shortly after news of Harris’ court appearance broke. “He should not be the beneficiary of that illegality. He should step down immediately for the good of the District.” Cheh, 61, who supported Gray in 2010 against the wishes of a vast majority of her constituents who preferred former Mayor Adrian Fenty, said much the same. Willie Wilson, senior pastor of Union Temple in Southeast since 1973, said he was troubled by what he characterized as “an unfair investigation.” “It’s a rush to judgment,” he said during an interview Monday evening. “It’s divisive because there are people who feel this is unfair. No charge has been leveled against him. In any
campaign, you might find quirks in the campaign where every ‘t’ wasn’t crossed or every ‘i’ dotted. The mayor, Vernon Hawkins and Jeff Thompson have devoted their entire lives to the downtrodden.” “You’d think these men had robbed five banks and killed 10 people. The government can better spend taxpayers’ money in other ways. I hope he [Gray] will stand fast to his position until something is uncovered.” Hawkins played a role in the Gray campaign and there are suggestions from the U.S. Attorney’s Office that he was the person who masterminded the shadow campaign. Rumors are swirling that he might be the next Gray associate caught up in the Fed’s net. As the scandal mushrooms, local political consultant and commentator Chuck Thies said he believes the trio of council members was moved as much by political calculation as outrage over the scandal when they called for Gray’s resignation. “I’m surprised at the council members,” said Thies, who has lived in the Washington metropolitan area for 20 years. “It isn’t justifiable. What I see going on here is Cheh trying to pander to the many people who’re upset with her for supporting Gray. But that won’t work. And Bowser wants to be mayor sooner than later. I’m surprised

Scores Celebrate Mary McLeod Bethune’s 137th Birthday

Dr. Diane Dixon-Proctor recalled traveling with her family on a crowded bus as it rolled down Interstate 95 en route to the nation’s capital from Harlem, N.Y. As each mile marker passed, Dixon-Proctor’s heart beat faster in anticipation of their arrival. Dixon-Proctor and her family joined the 250,000 other civil rights activists who converged on Washington, D.C. for the historic 1963 March on Washington. But there was one particular guest who the teenager could not wait to see. “Mary McLeod Bethune had such an impact on AfricanAmerican women,” said DixonProctor, 65. “I grew up in an era when she was still out running and moving and making a difference. Being able to share today brings back some warm memories. I think about my grandmother, who was a member of the National Council of Negro Women in New York, and she always told me to strive to do my best and never let anyone tell me that I could not do something because I am a woman.” Dixon-Proctor, who is now the pastor at Lincoln Park United Methodist Church in Northeast, along with a host of other guests, participated in festivities to celebrate the 137th birthday of educator and civil rights activist Mary McLeod Bethune on Thursday, July 12 at Lincoln Park, directly across the street from Lincoln Park United Methodist Church. Nearly 100 people attended the spirited birthday celebration, which was held at the park’s north end. Rows of folding chairs lined the lawn underneath a massive white tent that event staff assembled in anticipation of evening showers. Two dozen National Park Service staffers, dressed in official green and gray uniforms directed guest to the seating area. Dr. Barbara L. Shaw, former national chair of the National Council of Negro Women, presided over the ceremony and offered opening remarks. Members of the Joint Armed Forces Color Guard posted the colors and Navy Band vocalist Adam Tyler eloquently crooned the national anthem.

Dr. John H. Bracey, professor of African-American Studies at the University of Massachusetts at Amherst, delivered the ceremony’s keynote address. Bracey regaled the crowd with stories of Bethune’s sense of humor, which was met with laughter and applause. But his tone quickly turned serious as he spoke of Bethune’s passion and devotion to the National Association of Colored Women, the National Council of Negro Women and the civil rights movement. Bracey also implored this generation to embody and emulate the spirit and passion of Bethune and other pioneers who made it their life’s mission to ensure a better tomorrow for those who come after them. Kathy English Holt, founder of iThings 2 Collard Greens, a summer program in Northwest that aims to contribute to the full development of young girls from adolescence through womanhood, took advantage of the ceremony and used Bethune’s accomplishments as an example for some of the youngsters in the program. Eight girls, ages 5-6, dressed in white iThings 2 Collard Greens T-shirts, dutifully stood by English Holt’s side throughout the ceremony and listened attentively every time she spoke as they soaked in the interactive history lesson. “We brought the young girls who are in Mary McLeod Bethune’s group to honor Mrs. Bethune on her 137th birthday and to teach our young ones about the great African-American women of the 20th century and about their contributions,” said English Holt, 55, of Northwest. “We want our girls to know that they also have the same power, gifts and talents, and that they are living in a time where they need to begin to make a huge

difference.” Volunteers from the Mary McLeod Bethune Council House in Northwest – the first headquarters of the National Council of Negro Women, founded by Bethune in 1935 – gathered underneath a white tent in front of a table that featured sale items such as coffee cups and books by Booker T. Washington, W.E.B. Du Bois and Frederick Douglass. “It’s a great opportunity for the National Park Service to be able to come out into the community and to teach people about Mary McLeod Bethune,” said volunteer Tanisha Wright, 34, of Northeast. “I met five people today who didn’t know who she was or about the legacy that she left. If they hadn’t seen this today, they wouldn’t have known that there was also a house here in the city that would give them information about her. It’s an awesome opportunity.” As the two-hour event came to a close, a procession of National Park Service staffers and National Council of Negro women board members carried three wreaths with radiant red, white and blue carnations to the front of the park’s massive bronze Mary McLeod Bethune statue. Guests followed, faced the statue and belted out Let Me Call You Sweetheart and We Are Climbing Jacob’s Ladder. Gray, District Officials Crack Down on Ward 8 Shops Mayor Demands Merchants Stop Sales of Drug Paraphernalia By Elton Hayes WI Staff Writer Two days after several D.C. City Council members demanded that he resign amid allegations that his aides ran a shadow campaign and improperly used campaign funds, D.C. Mayor Vincent C. Gray addressed a group of incensed residents in front of a business in Southeast. The embattled mayor spoke to a group of 60 District and law enforcement officials, community leaders and Ward 8 residents, who gathered in front of the Bunn Building on Martin Luther King Avenue and challenged them to take action against various stores in the community that sell drug paraphernalia and loose cigarettes. “Last year, at a Congress Heights Community Association meeting, I indicated that I would write a letter to Ward 8 businesses, asking them to stop selling drug paraphernalia and that I would personally distribute it to businesses,” said Gray, 69. “Well, that day has come … and the idea, frankly, is to reduce the prevalence of these items.” According to statistics compiled by the Metropolitan Police
Department, Ward 8 outpaced the rest of the wards in 2010 and 2011 in crime, much of which can be attributed to the use of illegal narcotics. As academic case studies continue to show the direct link between substance abuse and crime, District officials demand that the continued sale of drug paraphernalia by certain Ward 8 stores stop immediately. “Look at the children. Look at the people. Look at all of the robberies and killings we have,” said Mary Cuthbert, a Ward 8 advisory neighborhood commissioner. “…All of the illegal stuff is going to have to come out. After18 years of meticulous planning and preparation, Pannell said he’s relieved to see this dream become a reality. The ACC began its anti-drug paraphernalia campaign in 1994. “It’s so encouraging,” Pannell, 61, said as he walked along the Congress Heights business corridor. “And to see the mayor being willing to take his personal time to go into the stores. I say that here in this community, if we can effectively stop stores from selling these things, this movement will spread throughout the city.” A crowd of supporters and neighborhood residents followed Gray and District officials on Friday, July 13 as the group made its way to the Hong Kong Delite Carryout. Within minutes, the employee began to remove boxes of rolling papers, cigars and other drug paraphernalia from shelves. “People understand why we are here,” Gray said as he walked to his next stop. “They know that we are developing an even more aggressive approach to having this drug paraphernalia out of our stores and in these communities.” The magnitude of the problem became evident when the group entered the Dollar Plus Food Store. More than 50 boxes of flavored cigars, which some customers use to smoke marijuana, lined the counter behind the cash register. Stops at other businesses uncovered loose cigarettes and hookah pipes, used to smoke tobacco or marijuana. “For the sake of a few pennies, they are selling the souls of our children to the devil,” Akhter said. “Once they start smoking, they start using drugs and get involved in criminal activity, and then they end up in the justice [system] and in jail. And the community pays for all of those things in addition to what happens to the individuals themselves.” “It’s much simpler for us to be able to prevent people from smoking and from doing drugs than it is to reach them when they are already in the middle of it.” Gray’s efforts were met with little resistance as merchants allowed the mayor and agency heads to dispose of the drug paraphernalia and loose cigarettes. District officials hope that the follow-up visits planned for Monday, July 16 will ensure that merchants are doing more than just offering lip service. “We’re indicating to them that this is a warning today if they have drug paraphernalia, and the next time, there will be a $2,000 fine,” Gray said. “They’ve indicated that they would conform. CBCF’s Board of Directors named Dr. Scott to her position in February 2007. She had served as interim president and CEO since July 2006, and joined the Foundation in 2005 as vice president for research and programs. Dr. Scott is responsible for CBCF’s public policy, research, educational and fund raising initiatives, most notably, the Annual Legislative Conference (ALC), a much-anticipated, four-day event held each September in Washington. In addition, Dr. Scott has overseen the successful launch of several CBCF projects that have broadened and elevated the influence of African Americans in the political, legislative and public policy arenas, as well as their overall condition and well being. Prior to joining CBCF, Dr. Scott served as deputy commissioner for training for the New York City Police Department and executive director of the National Organization of Black Law Enforcement Executives (NOBLE). She has also held senior and supervisory roles in the police departments of Detroit and the District of Columbia and the U.S. Department of Homeland Security. She has taught political science, urban studies and criminal justice at Howard, Rutgers, Central Florida and North Carolina Central Universities. “Long before her role as president and CEO of the Congressional Black Caucus Foundation Dr. Scott was a trailblazer for women everywhere. Millions Needed to Make HIV/AIDS Housing a Reality By Gale Horton Gay WI Staff Writer Pastor Anthony Moore has a very clear vision of what his community needs – a place for single mothers with HIV/AIDS to live and with support grow to be self sufficient. Now he just needs money – and quite a bit of it. Moore, who heads Carolina Missionary Baptist Church in Fort Washington, is on an all-out campaign to raise $6.5 million to build My Sister’s Keeper, a 40-unit apartment complex where mothers and their school-age children will be provided with educational opportunities as well as counseling, peer support, health care, job and life skills training. Each unit is expected
to accommodate one mother and her three or four children and families would be housed and supported for as long as 24 months. The project is in partnership with the nonprofit Harambee Community Development Corporation of Fort Washington. Moore, 50, who has been pastor at Carolina Missionary Baptist Church for 25 years, said he doesn’t have to go far to see the need for such a facility. It’s right there in the community surrounding his church, he said. He rattles off the statistics: Prince George’s County ranks second in Maryland for HIV/AIDS cases. African Americans are disproportionately affected by the epidemic – 87.4 percent of those living with HIV/AIDS are black. Females
have become a larger proportion of the cases. Moore said his church is compelled to respond to the “great need” that exists and by focusing on single mothers with children, multiple generations can be helped. “It’s an opportunity to affect the present along with the future,” said Moore. “It’s not just about housing, it’s about us ministering to them comprehensively and holistically.” Through the facility, children are expected to receive tutoring and homework assistance from trained volunteers. They also are expected to attend weekly support groups and be taught that “they are not alone and that being a child who is affected by HIV/AIDS does not diminish who they are or limit their

ability to achieve greatness and be successful in life,” according to information from the church. Dedra Spears-Johnson, executive director and co-founder of Heart to Hand Inc., a Prince George’s County nonprofit organization that provides HIV/AIDS testing and links people to community resources, agrees that there is a dearth of affordable housing options. “There’s a serious need for housing for women living with HIV and who have children and even men as well,” said Spears-Johnson, who said she is familiar with the My Sister’s Keeper project and is excited by it. She added that through medication people with HIV/AIDS are living longer and are now having to contend with age-related illnesses. “It’s tremendously hard to keep people in housing because of how expensive it is living in Prince George’s County,” said SpearsJohnson, adding that housing subsidies for those with HIV/AIDS are extremely limited. “It’s never been enough,” she said. Moore criticizes the church in general for initially not responding appropriately to the AIDS crisis. He said he’s seen minimal progress from the church on the issue over the years, and he disagrees “whole heartedly” with the view that HIV/ AIDS is a curse from God. “The church can’t afford to be silent,” said Moore, adding that his congregation has been negatively impacted by the epidemic. Carolina Missionary Baptist Church got involved in HIV/AIDS work four years ago, holding quarterly HIV/AIDS testing during
worship services. He said he and his wife Cynthia Moore were the first to have the test. Results from the testing done at the church, which is still ongoing, can be known in 20 minutes. “I want folks to understand [the importance of] getting tested and knowing their status,” said Moore. In the four years since Carolina Church began its HIV/AIDS testing, several hundred congregants have had the test to determine their status and each time someone has found out that they have the virus, he said. In addition to the individuals who conduct the testing, personnel are on hand during the testing sessions to counsel anyone who tests positive. That type of support structure is important so that individuals are not left alone to deal with their feelings and what they should do next. The church partners with the Prince George’s County Health Department, Heart to Heart, People Living With AIDS and Family Medical Services Center. Moore also has been involved in developing an HIV/AIDS education program for other churches through the Congress of National Black Churches. Bessie Hayes, the church’s chief operating officer, said some funds have been raised for the housing facility but it’s a “far cry” from what they need. The church has been working on this project for the past three years and has raised $150,000 from the Maryland legislature, $50,000 from

He also points out that the congregation has embraced the project and agreed to make available part of its 18-acre campus to house the facility. Moore explained that while Carolina Missionary Baptist Church has a family life center on its property, it has yet to build a church because its philosophy is to build lives first, missionaries second and facilities third. A church will come in time, he said, but for now the facility for single mothers and their children is more important. An all-out blitz is being made to apply for local, state and federal grants to fund the project. Moore, who hopes to break ground for the facility in the next 12 months, said he has no doubts that the money will be raised. “We walk by faith,” he said. “I am on an assignment from God. We are on course. I am not at all disturbed by the goal. Six and onehalf million dollars is a lot of money – not for God.”wi

International AIDS Conference Set to Kick off By Barrington M. Salmon WI Staff Writer As the District of Columbia prepares to host the XIX International AIDS Conference, one of the key players told a media audience last week that she eagerly anticipates the death of the pandemic. ‘“Turning the tide together’ is the overarching theme marking the beginning of the end of the AIDS epidemic,” said Dr. Diane V. Havlir, an HIV/AIDS specialist and practicing physician with San Francisco General Hospital and Trauma Unit. Havlir – one of the authors and architects of the first World Health Organization’s Global HIV treatment guidelines and U.S. conference co-chair – said this is a defining moment for all who have
worked tirelessly to eradicate the pandemic. The biennial conference comes at a time when there have been tremendous strides made in strategies, treatment and ultimately a cure, she added. “There is new data and treatment of great health benefit by starting the treatment early,” she said during the July 11 press conference at the Kaiser Foundation in Northwest. “The question is, how do we combine the tools and break them out?” It is the first time the District of Columbia is hosting the conference and it comes after President Barack Obama lifted the travel ban that prohibited those with HIV/AIDS from entering the United States. Havlir and other speakers said they are delighted that the conference is here and said they saw great signifi-

The conference will highlight the blend of policy, resources and leadership that is being used to fight the disease and conferees will laud its successes such

as the fact that no baby has been born HIV-positive in the city in three years. Just prior to the press conference, the International AIDS Society and the University of California, San Francisco, issued a declaration calling for global support for an end to the AIDS epidemic. Organizers have been encouraging concerned citizens, scientists, politicians and celebrities to sign the nine-point Washington, D.C. Declaration. Among the points are calls for: an increase in targeted new investments; evidence-based
HIV prevention, treatment and care in accord with the human rights of those at greatest risk and in greatest need; an end to stigma, discrimination, legal sanctions, and human rights abuses against those living with and at risk of HIV; and mobilization and meaningful involvement of affected communities. Havlir said implementation of treatment and other strategies, along with some very positive medical advances in HIV treatment and biomedical prevention recently means that the momentum has shifted in favor of decisively stamping out the disease. She said new data and dialogue on PrEp will likely be an integral part of any treatment regime. PrEP is short for PreExposure Prophylaxis, and according to the Centers for Disease Control and Prevention [CDC], may be part of comprehensive HIV prevention services for those who are high-risk HIV-negative individuals. If they take antiretrovirals everyday, it will lower their chances of becoming infected if they’re exposed to HIV.
So far, PrEP has been very effective for men who have sex with men [MSM] and heterosexual men and women. She suggested broader wraparound services for those living with HIV/AIDS, increased screenings for diseases such as diabetes and hypertension and even greater focus on curbing the growth of the pandemic among populations such as African-American men who sleep with men, drug users, pregnant women and male and female sex workers. “There are novel ways to treat HIV,” Havlir explained. “There are new drugs and technologies, new TB drugs, all of which is extraordinarily exciting.” Chris Beyrer, a professor of epidemiology at Johns Hopkins University in Baltimore, concurred. “Now we have tremendous new tool kits, a better understanding and new technologies,” he said. “Implementation is very important. He credited the U.S. President’s Emergency Plan for AIDS Relief [PEPFAR] and similar programs with facilitating the widespread treatment of those living with HIV and treatment prevention. “Now we have all the pieces to say that we have an AIDS-free generation,” he said. “We’re facing a tough global economic climate, a decline in donor interest and a decline in media interest. A real concern is that we will not go the last mile.”
International Conference Chair Dr. Elias Katabira agreed. “In a scenario unthinkable a few years ago, we now have the knowledge to end AIDS in our lifetimes,” he said. “Yet at this moment of extraordinary scientific progress and potential, the global response to AIDS faces crippling financial challenges that threaten past success and future progress.” Beyrer spoke of the need for a “reinvigorated response” and explained that some of the keys to that are expanding access to retrovirals, conducting more research, filling the need for more vaccines and a cure, and better drugs with fewer side effects. “None of this will happen without mobilization, community engagement and protest,” he said. “There has to be an enriched response.” Both Havlir and Beyrer said that the rising rates of infection of MSMs or gay or bisexual men is alarming and underscores the severity of the problem for MSMs in the United States, especially in minority communities. Beyrer suggested a global response of prevention, treatment and cure. He described homophobia as a political and social construct, and said there is still much work to be done. “It’s a very real challenge,” he said. “We’re not going to turn the tide if any of these populations are excluded.”wi

around the region GRAY continued from Page 8 at Catania, though, because he’s usually more thoughtful.” “The mayor has not been convicted of a crime, is not a ‘person of interest’ or a suspect.” What seems to have been lost in the rush to judgment, Thies said, is that there is no smoking gun which links Gray directly to any of the campaign shenanigans. “When you’re embroiled in or associated with criminal activity, until you’re found guilty, the presumption is innocence. I haven’t heard people saying Vince Gray should resign. There are no rallies and there are no people carrying pitchforks demanding that he resign. They’re just not there.” “People are fatigued by a series of scandals. I don’t see a public outcry. They are disappointed.” Disappointment is the overwhelming emotion Ward 6 Advisory Neighborhood Commissioner [ANC] Francis Campbell said he feels about the scandal that has engulfed Gray. Campbell, 61, said he had hoped that Gray, who won the mayor’s office in November 2010, would bring experience, savvy and “a whole new attitude” to the job. But now he said, given all that has happened, those hopes have not materialized. “I have to admit that I’m extremely disappointed. I like Gray and had high hopes of him and I expected better,” he said during an interview Monday afternoon. “With him and Kwame Brown, I thought that was the best combination of the viewpoints and consideration of seniors but still dealing with the needs of younger residents and gentrifiers.” “It’s disheartening. I thought the ‘Bowtie Bandit’ was bad and there was the arrogance of Fenty who further emphasized the ‘good old boy network’ and an attitude that he could do and say anything and it didn’t matter what people thought.”
Campbell said he hopes prosecutors won’t “come up with trumped up charges” that are minor in nature. “But if he did something wrong, they should send his happy [butt] to jail where they do roadside pickup of poop on the side of the road,” he said of Gray. Campbell, a retired respiratory therapist and an ANC for the past 10 years, said, he is cautiously pessimistic about Gray’s prospects and he questioned how a seasoned politician could have gotten into this mess. That answer, some observers say, falls to arrogance or hubris and there are others who say Gray’s dilemma is the unavoidable consequence of stocking his administration with recycled, tired, old politicians and civil servants from the pre-Gray era. Craig Holman is a government affairs lobbyist for Public Citizen, a national, nonprofit consumer-rights advocacy organization based in Northwest, which represents consumer interests in Congress, the executive branch and elsewhere. He laments the damage to the District’s image. “In my opinion, this can’t get much worse …This entire scandal reflects poorly on the city itself,” he said. “The extent and level of corruption is breathtaking. The amount of money and that budget for a local race in a local election will have a corrupting influence whether [the mayor knew or not]. It will have a very detrimental effect.” “People are saying this confirms the sense of corruption. One potentially positive impact is that the council will see that ethics is a problem and move toward sweeping legislation. It is usually on the heels of scandal that these types of changes are made.” If city officials are serious about ethics reform, said Holman, 55, they can begin by banning contributions from private contractors and finding a political counterbalance to the powerful one party system in the District. wi

Blacks and Real Estate Are you middle-class? One way to know this for sure is through homeownership. Unfortunately, for many Blacks, the American Dream of homeownership is quickly fading. Among racial demographic groups, European Americans have the highest homeownership rate, while African Americans have the lowest. After peaking at 50 percent in 2006, the African-American homeownership rate has fallen to 44.8 percent. By comparison, the homeownership rate for Whites is 74.1 percent, and the national rate currently stands at 66.4 percent. Right now, the outlook for Black homeownership isn’t good. Over the long run, it’s downright scary. The Center for Responsible Lending calculates that about 11 percent of AfricanAmerican homeowners are in some stage of foreclosure, and that by the end of 2012, 1.1 million Black families will lose their homes. It’s the same old story when it comes to class, race and wealth. The median wealth of White households is 20 times that of Black households. And Pew Research analysis indicates that when the housing market bubble burst in 2006 and the recession followed in late 2007 to mid-2009, it took a far greater toll on the wealth of minorities than Whites. From 2005 to 2009, inflation-adjusted median wealth fell by 53 percent among Black households, compared with just 16 percent among Whites. As a result of these declines, the typical Black household had just $5,677 in wealth [assets minus debts] in 2009 and the typical White household had $113,149. Sadly, the alarmingly low number of Black homeowners is likely to dip further. You may want to pull your Congressional representatives’ coat regarding your concerns about legislation called, the Qualified Residential Mortgage Rule or QRM, that can make it tougher to get loans by requiring all prospective homeowners to put at least 20 percent down when purchasing a property. The new requirement could make homeownership as we know it a thing of the past. The higher down payments could exclude 75 percent of African Americans from obtaining a fairly priced mortgage. Trade groups that oppose QRM say it would take 14 years for the typical American family to save enough money to amass a 20 percent down payment. the collapse of the housing market lingers, African Americans are being disproportionately impacted by bank lending practices, including stricter credit score requirements, a severe decline in loans made to Blacks, and predatory lending that has made it difficult for Black homeowners with costly subprime loans to swap out of those mortgages and exchange them for more affordable home loans. The sky hasn’t fallen yet, but a recent Pew Research Center analysis found that after years of prosperity, homeownership rates among Black Americans have plummeted to their lowest levels in 16 years. Unemployment has reached levels not seen since the 1980s. And, current and prospective African-American homeowners are being hurt by high levels of unemployment. The jobless rate for Blacks now tops 16 percent nationwide. It’s obviously tough to buy or refinance a home – much less save it from foreclosure – if you don’t have a steady paycheck. Two African American titans in real estate have survived the recent real estate downturns in grand style. The grandson of a hotel doorman, Don Peebles is worth $350 million and runs one of the country’s largest minority-owned real estate development companies. Peebles Corporation’s portfolio includes hotels, apartments and office space in Miami Beach and Washington, D.C. In 1979 Peebles became a real estate agent in the District of Columbia. Today he owns 13 acres of prime Las Vegas land. Quintin E. Primo III is a minister’s son that grew up in Chicago. He earned his MBA at Harvard in 1979 and took a job in Citicorp’s real estate lending division. Primo founded Capri Capital in 1992 and achieved initial success extending mezzanine loans to small borrowers that larger firms neglected to serve. Today, Primo is worth $300 million and Capri’s portfolio is loaded with apartment complexes. The firm’s assets under management are $4.3 billion. In this age of free financial education, also referred to as financial literacy, there is one topic that often seems to be omitted – things to consider when adding someone to your personal bank account(s). When adding someone to your bank account, you should be aware that a joint account means both you and the co-owner will have 100 percent rights to the account and its funds, regardless of who is making deposits to the account. As a person grows older, the idea of adding a spouse, a family member or trusted friend to their bank account(s) becomes more attractive. However, while there are very good reasons for shared ownership of a bank account, there are also potential pitfalls that should be considered. Prior to adding someone to your account, you should ask yourself, “Is the person I wish to add responsible and trustworthy?” If you are approached by someone asking to be added to your bank account, here are some additional questions to be answered and concerns to consider: 1. Is the individual being added to your account in order to have access to a debit or ATM card? 2. Do they just need to get their checks cashed? 3. Is this individual unable to open an account due to an unsatisfactory banking history? Which may mean they have (or had) an unsettled or negative balance with another bank. 4. If the individual decides to go on a shopping spree, or to pay their debts with your money, there is nothing you can do to recoup the loss and there are no repercussions to the coowner you have named. 5. Additionally, if the person begins to bounce checks, causing continuous overdrafts to your well established checking account, you may lose the long standing (good) history you have earned with your bank. For this reason, you could suddenly be faced with the inconvenience of your deposits being placed on hold (the bank’s process for ensuring that funds are available) the full number of days allowable by law, preventing you from accessing your funds. 6. Another thing to keep in mind is when two or more individuals are writing checks and using debit cards from funds in a joint account, the financial bookkeeping can be in disarray. If you find yourself in this situation, it is not always as simple as removing the person’s name from the account. You may need to close the account entirely. Some banks will allow a name to be removed and others will not. It is always best to ask this question prior to adding a joint owner to your account. Bear in mind that there are alternatives for protecting your interest while still achieving your goal and establishing a back-up plan for your financial needs. A “power of attorney” gives an individual the power to act on your behalf in the event you are not able to do so. However, please remember a power of attorney will become null and void upon your death. As such, you may want to consider setting up a “payable on death” account. This will allow you to name a specific individual as beneficiary to the account balance upon your death. In order to fully understand the possible ramifications of a joint bank account, it is a good idea to discuss your intentions with your banker and/or an attorney prior to making that big decision. A. Toni Young, AIDS Warrior By Barrington M. Salmon WI Staff Writer While any number of AIDS advocates point to the stigma associated with the disease as one of the primary challenges of fighting and ultimately eliminating the pandemic, Toni Young discounts this. Young, executive director of the Community Education Group in Southeast, has come to the position she holds after years as one of the soldiers on the frontlines fighting the AIDS epidemic in the District of Columbia. “I’m probably an outlier in this regard,” she said. “I don’t believe that stigma – negative core beliefs about HIV or the people who have it – is the issue. I think that people believe it’s someone else’s disease, someone else’s problem.” “They think they don’t need to be aware or cognizant because it’s someone else. That’s what we see, not the derogatory state about the individual or people. The thought is ‘I don’t need to fight that fight because it’s not coming over here in my world.’” But such assumptions are misguided and the consequence of that thinking helps fuel the spread of the disease, said Young, a fourth-generation Washingtonian. “In order for us to end [this disease] we have to get away from “isms.” Married or not, if you’re sexually active, you’re at risk. It’s not a question of how you do it, it’s if you do it. My job is to ensure that you know your status and use condoms. If you want to do it off the chandeliers, fine, go ahead.” “People get bogged down in how people do it and whom they do it with. We have to work on the resource end and talk to people who’re sexually active. If you’re sexually active, I need to talk to you.” Young said her staff has face-to-face contacts with about 30,000 clients and 10,000 of those take HIV/AIDS tests each year. She credits a coalition of academic, local government and local community partners for coming together
to battle “a pandemic of epic proportions.” As she discusses the HIV/ AIDS landscape, the challenges she and her agency face in transforming that landscape, Young is effusive, ebullient and feisty. She speaks staccato-style with words pouring out like a fusillade of bullets, with pointed words and phrases peppered with the occasional expletive highlighting the depth of her conviction. Young comes across as pragmatic but philosophical, thoughtful and blunt. Where others see doom and gloom or describe the circumstances surrounding the pandemic in the starkest, most dire terms, Young sees opportunity. “In the winter, people get depressed, drink more and engage in more destructive behaviors,” she said. “… it’s not about these troubling economic times. The analogy for this is that people see it as deep, dark winter. Guess what? I’m built for this. We’re built for survival and struggle. This has happened before and it might happen again. There’s opportunity out there. Our staff has to sit down, strategize and make sure that we can do better.” “This is what we do – bring it. We’re going to create something out of nothing in the winters with whatever resources are available.” At the end of the day, there remains a great deal left to be done. And the easiest and best way to defeat this disease, she said, is through knowledge and information, said Young. “There is a lack of awareness of where HIV is in the District,” Young said. “And the surveillance reports say that a high number of African-American women in D.C. have HIV/AIDS. True enough there’s a problem but the other piece not being looked at is male partners. The assumption is that MSM [men having sex with men] had sex with all these women but we have a population of [heterosexual] men living with AIDS.” “We have to scale up outreach, testing and educational

health east of the river,” she said. Results of a recent study conducted by the Centers for Disease Control and Prevention show that three percent of the city’s residents have the disease, a total that moves the disease into the category of a pandemic. And according to the District’s 2011 ‘HIV/ AIDS, Hepatitis, STD and TB Epidemiology Report,’ – released in June – since 2008, the number of people with new infections doubled with black women representing the segment of the population most affected. Heterosexual women living in Wards 7 and 8 make up about 90 percent of newly diagnosed cases. MSM remains the leading way in which the disease is transmitted. Intravenous drug use and heterosexual transmission are not far behind, according to the report. The good news is that there was a dip in the overall number of new AIDS cases in the District from four years ago and there have been noted improvements with infected individuals receiving care more promptly. The data indicates

They’re saying ‘it’s not me.’ They’re believing the same narrative that ‘I’m not either one so it’s not me.’” A sensible, strategic use of all available resources is key, she explained. “We need to increases the resources to bring, maintain and ensure that medicines are available to people free or at a low cost,” Young said. “Is it possible? It’s certainly feasible. We have the science to end it, we have the methods to end it. We know how to end it, but will we pay to end it?” “We have to test individuals, get them into care, maintain them and reduce the viral loads. With less infections, there is less of a likelihood of infecting anyone else.” Young, 48, acknowledges the enormity of the task of combating HIV and AIDS in communities east of the Anacostia River and the numbers and statistical data bear that out. “We have a lot of work to do
that 76 percent of infected people received care within three months of diagnosis in 2010. In the aftermath of the Supreme Court’s 5-to-4 ruling in support of the Affordable Care Act, this is a great time to be involved in health care, Young said. “This is one of the most unique and opportune times to be in health care,” she said. Young said she was pleased the District of Columbia is hosting the upcoming AIDS conference, and this will provide the opportunity for the city to showcase the progress that has been made in combating the disease. About 25,000 delegates and more than 2,000 media representatives from around the world are expected at the 19th International AIDS Conference at the Walter E. Washington Convention Center on July 22-27. “It is symbolic and a sign of President Obama’s commitment,” she said. “If it wasn’t for him lifting the ban, the conference would not be here.”wi

Pro-Library Forces Coalesce Against Cuts By Barrington M. Salmon WI Staff Writer Bella Dihn-Zarr came to the United States from Vietnam as a four year old unable to speak, read or write English. The person who helped her master the language, she recalled, was a public school librarian. She has never forgotten the seminal nature of that interaction, she said. So when she, her husband Robert and other parents found out that District of Columbia Public Schools Chancellor Kaya Henderson had followed through on
a proposal to cut librarians from 57 schools, that was a call to arms. They are members of a group of concerned parents and children’s advocates who demonstrated for almost two hours in front of the John A. Wilson Building in Northwest on the morning of July 11. Dihn-Zarr and other protestors marched back-and-forth in front of the Wilson Building, engaging passersby, soliciting signatures and explaining the current situation. “We found out the week before school was out. It was done very quietly,” said Dihn-Zarr, a public health scientist who specializes in
injury prevention. “In 24 hours, 130 Ludlow Taylor Elementary School parents had sent a letter to Mayor Vincent Gray. They consider librarians to be optional. We’re angry and frustrated.” “The mayor has ignored us and Kaya Henderson has refused to meet with us. There’s no power like an angry parent.” Dihn-Zarr’s husband agreed. “It’s disenfranchisement, a social injustice,” said Robert Zarr, a pediatrician who has lived and worked in the District for the past 11 years. “If you say you want to have a level playing field for all children, they have to be able to read. You can’t have an empty library.” “What’s more fundamental to a child’s health and well-being than being able to read? Study after study shows the link between health and literacy. From filling out a job application to crossing the street, all require the ability to read. This should not be a thing of

teachers versus libraries.” Most protestors had colorful placards hanging around their necks indicating their support for school librarians. They’d set up tables by the steps of city hall with books, cookies and other treats and “Save the School Libraries” petitions they hope will force Henderson and Gray to reverse what all called a decision that will have long-term negative consequences for D.C. children. Henderson’s plan would remove librarians in schools with student enrollment of 300 or less and larger schools would not lose their librarians. However, these schools would be included under a “flexible funding,” category in the budget, allowing principals to make the final decision about whether to keep or cut librarians. The cuts come at a time when 4th and 8th-graders test below basic reading levels nationally and critics argue that the cuts proposed by Gray and Henderson would undermine the contributions made by individuals, groups and the private-sector who have joined to help restore a number of school libraries. The message Dihn-Zarr, 41, and her compatriots say they seek to send is that school librarians are essential and are not to be thought of as an occasional treat. Henderson wasn’t available for comment but a spokesperson issued a statement outlining her position and the reasons for her decision. “In these hard budget times, we have to make tough budget choices,” Henderson said. “Currently, our portfolio of school buildings far exceeds our needs based on enrollment, which unfortunately means that the costs are too high and we have to make cuts.Our decision to eliminate the allocation for a librarian at our smallest schools, enrolling fewer than 300 students, was not made easily. We know the importance of school librarians and the role of literacy at our schools.” But some like Daibernee Primus and Peter MacPherson are unconvinced. “The tone-deafness of the chancellor is breathtaking,” said MacPherson, whose 15-year-old daughter is a sophomore at School Without Walls in Northwest. “We’re the point of the spear in this effort. She has pretty shamelessly misrepresented what’s going on.” MacPherson, 51, and president of the Capitol Hill Cluster School Parent-Teachers Association, said Henderson’s decision will directly affect half of the District’s high schools, half of its middle schools
and significant numbers of elementary and education campuses across the city. One way to correct this problem, he said, is to establish dedicated funding for school librarians. Dinh-Zarr, whose 4-year-old son Kai attends Ludlow Taylor in Northeast, said she is incensed that Henderson has refused to meet with parents. She and a group of parents did meet with some Henderson surrogates after Gray instructed the chancellor to meet with them, but that didn’t go well. “They said libraries aren’t important,” Dinh-Zarr recalled. “They told us to go get private funding to pay for our libraries and that they planned to leave it to principals. My husband thought I was going to jump over the desk.” Primus said it’s unconscionable that 16,600 children will not have the services of a school librarian in the next school year. “A gentleman told us that teachers should work librarian skills into their other work. That makes no sense. We don’t think a teacher should take over that responsibility,” she said. “The point of the matter is, you want kids’ scores to go up so cutting librarians doesn’t make sense.” Ward 6 Council member Tommy Wells stopped by the tables on the way into the Wilson Building to thank members “for fighting for our schools” and he bought a box of brownies for his staff after signing the petition. “The thing is they’re taking ownership to say that this is a public value to have libraries,” he explained. “Citizens have taken ownership.” Wells, 56, said there is an ongoing debate about the role a library plays in a community. “The chancellor has a particular view of the role of libraries which may be of some merit,” Wells said. “We pay her to be the education leader. She must be accountable. Test results mean nothing. The most important thing is if parents want to send their children to our schools.” Zarr, 41, promised to use as many methods of protest as needed to get the desired result. “They have to hear us. We’re law-abiding citizens and we have the right to be heard,” the doctor said. It’s a disgrace. D.C. should be the model for the country ... we want the best for all our children, not just the ones who live in wealthy areas. BRIEFS U.S. DEPARTMENT OF EDUCATION AWARDS MORE THAN $5.9 MILLION IN GRANTS TO HELP MIGRANT STUDENTS The U.S. Department of Education awarded more than $5.9 million to programs in 9 states in support of education for high school and college students who are migrant or seasonal farm workers, or the children of such workers. The five-year grants are awarded under the High School Equivalency Program (HEP) and the College Assistance Migrant Program (CAMP) through the Department’s Office of Migrant Education. Funding below is for the first year of the grant. “The students helped by HEP and CAMP are some of the most motivated learners in America,” U.S. Secretary of Education Arne Duncan said. “These grants will help hardworking farmworkers and their families obtain the quality education that they need to compete in the 21st century global economy.” HEP grants help migrant and seasonal farmworkers, and members of their immediate families obtain general education diplomas that meet the guidelines for high school equivalency established by the state in which the HEP project is conducted. In addition, the program helps migrant youth gain employment or be placed in an institution of higher education or other postsecondary education or training. Services provided include counseling, job placement, health care and housing for residential students. The program serves more than 5,000 students annually. CAMP grants support students who are migratory or seasonal farm workers, or the children of such workers, during their first year of undergraduate studies and to continue in postsecondary education. The program serves approximately 2,000 students annually.
NEW STATE-BY-STATE COLLEGE ATTAINMENT NUMBERS SHOW PROGRESS TOWARD 2020 GOAL Duncan to Voice Concern for Funding Cuts, Rising Tuition and Inefficiency at NGA Conference In remarks prepared for delivery to the summer meeting of the National Governors Association in Williamsburg, Va., on Friday, July 13, Education Secretary Arne Duncan will praise governors for increasing college completion but will also challenge states to maintain support for higher education while urging colleges and universities to hold down tuition. “Every capable, hard-working, and responsible student should be
able to afford to go to college. That’s not a Democratic dream or a Republican one. It’s the American Dream,” Duncan will say. Today, the Administration released new numbers showing college attainment state-by-state based on census bureau data from 2009 to 2010. All told, the percentage of 25-34 year olds with some kind of postsecondary degree rose half a percentage point from 38.8 percent to 39.3 percent. America used to be No. 1 in the world for the percentage of adults with college degrees but has recently slid to 16th. President Obama has called for America to increase the number of degreeholders to 60 percent by the end of the decade. “To meet the president’s goal for America to become No. 1 in the world for college graduates all of us – the federal government, states, and institutions – must work together. We’ve made some progress, but the combination of deep state budget cuts and rising tuition prices is pushing an affordable college education out of reach for middle class families,” Duncan will say. “As the President has said, the countries that outeducate today will out-compete us tomorrow. The federal government has done a tremendous amount to increase the amount of aid available to students. But we need states and institutions to meet us halfway by doing more to keep college costs down.” While 40 states have cut funding for higher education in the past year and tuition at four-year public universities has risen 15 percent on average in the last two years, Duncan plans to highlight states that are doing a good job of controlling costs and boosting completion. He will also discuss the Administration’s record in keeping college affordable, including boosting Pell Grant funding, streamlining the student aid system, and maintaining interest rates on federal subsidized Stafford loans at 3.4 percent. Finally, at the NGA meeting, Duncan and his predecessor Margaret Spellings will discuss the status of reauthorization of the Elementary and Secondary Education Act (No Child Left Behind) and the Administration’s ongoing efforts to offer temporary flexibility to states from the law in exchange for a commitment to high standards, teacher effectiveness and accountability.

Mayor Gray, a D.C. Statehood Leader, Deserves Better
I
was disturbed by recent comments from two council members in particular, concerning Mayor Vincent Gray. Those Council Members, Mary Cheh – a constitutional law professor and former prosecutor who I have counted as a friend – and David Catania, also an attorney and a member of a prestigious local law firm – spoke recklessly, I believe, and in disregard of fundamental tenets of American jurisprudence. In defense of their call for the resignation of Mayor Gray, in light of recent plea bargains associated with his 2010 mayoral campaign, each stated that by remaining in office Mayor
Gray creates a distraction to the business of the District of Columbia government. On the contrary, in my view, the statements of Cheh and Catania actually create the distraction because they run counter to the way our system of laws works. In this country, all are presumed innocent until proven guilty. The Cheh and Catania distraction steps on that basic principle. It ignores the fact that Mayor Gray has proclaimed his innocence. Yet, those two would have him proclaim his innocence at every turn, on every occasion, in defiance of the sound advice of his attorney, advice that none should and few would ignore

ated, loosely or otherwise, the shadow of guilt by that association looms over him. Shame on you Cheh and Catania! No individual in America, citizen or not, is required to prove that he is not guilty. In fact, no individual is required to prove or disprove anything. It is the burden of the government – in this instance not one of our choosing – the U.S. Attorney’s Office – to prove that someone has crossed a legal line, and it must be proven at a standard that leaves no question. A presumption of guilt, as seems to be the Cheh and Catania standard, is inquisitorial, long rejected in laws of every kind and at every level throughout the United States. Perhaps even more disturbing is the implication in the
Cheh and Catania distraction that attributes to Gray the guilt of those who have admitted their guilt. Bad judgment is not a crime. Choosing poorly those with whom one associates does not run counter to the law, is not a basis for removal from office. Guilt by association is not the standard by which we judge. Much has been made of money that allegedly filtered into the Gray campaign without proper reporting and without regard to campaign finance laws. The figure $500,000 has been bantered about. It can hardly be stated that the five million dollars raised by Mayor Gray’s opponent during that 2010 campaign was overshadowed and overwhelmed by these allegedly illegal funds that amount to one-tenth of that total. I would hope that going forward Cheh and Catania mirror what Mayor Gray is doing, going about the business of the District of Columbia, allowing the process to play itself out and seeking to avoid the distraction of those who would turn due process on its head, those who would cast aside fundamental constitutional principles for a fleeting moment in the spotlight. wi Johnny Barnes is the former executive director of the American Civil Liberties Union in Washington, D.C.

NAACP President Ben Jealous Vows to Protect the Ballot By Aswad Walker Special to the NNPA from The Houston Defender The NAACP’s recently concluded national convention here saw its share of highlights. They included dramatic and powerful addresses by political and civil rights leaders and a host of workshops aimed at empowering members for active participation in the November presidential election. The speech by Republican presidential candidate Mitt Romney also drew a lot of attention. Though Romney received a polite reception and a standing ovation at the end of his speech, most of the attention focused on the fact that he was booed for promising to eliminate what he called “Obamacare.” Romney began, however, by telling NAACP members they would vote for him if they knew his heart. Vice President Joe Biden, who spoke at the convention the day after Romney, received a rousing reception from the crowd. Biden criticized attacks on the right to vote in the wake of voter suppression efforts in states across the country, and also called for an end to racial profiling. President Barack Obama appeared via a taped video message that ran before Biden spoke. “I stand on your shoulders and at the NAACP you have always believed in the American promise,” Obama said. Ben Jealous, the NAACP’s president and CEO, spoke during the convention’s first plenary session. He challenged members to fight back against efforts to suppress their vote. “In the past year, more states have passed more laws pushing more voters out of the ballot box than at any time since the rise of Jim Crow,” Jealous said. “The right to vote is the right upon which the ability to defend all our other rights is leveraged. We will ensure that our nation continues to practice free and fair elections even as we approach the day when people of color will be the majority in this country.” Attorney General Eric Holder also spoke at the convention. With the theme “NAACP: Your Power, Your Decision – Vote” serving as the programmatic backdrop, Holder held nothing back when discussing Texas’ new voter ID law, declaring that the edict hurts minorities. He said that party politics, rather than the well-being of the nation, was and remains the driving force behind the Republican-led legislation many view as wanton acts of voter suppression. www.washingtoninformer.com
“We will not allow political pretext to disenfranchise American citizens of their most precious rights,” said Holder, who identified Texas as the “center of our national debate” on voting rights issues. Holder’s remarks came while the federal trial in the nation’s capital regarding Texas’ 2011 voter ID law witnessed its second day of arguments and testimony. He promised an aggressive fight from the Justice Department to enforce and protect voting rights. That same day, the NAACP Voting Rights Initiative hosted a mini summit titled “Confronting the Attack on Voting Rights: Stopping Voter Suppression, Breaking Down Barriers, and Expanding our Rights.” William Barber, president of the North Carolina State Conference and NAACP Political Action and Legislative Committee Chair, led panelists in a discussion on contemporary tactics used to restrict voting rights and new measures needed to combat suppressive efforts. Other mini summit topics included economic development, entrepreneurship and HIV/AIDS in the African-American community. Convention participants were also treated to a memorable keynote address by NAACP icon and Chairman Emeritus Julian Bond, who added his voice to the chorus of individuals urging active participation in the November election. The breadth of challenges facing Blacks were listed by Roslyn M. Brock, chairman of the NAACP’s National Board of Directors, during the convention’s opening mass meeting. “Today, the enemies of justice are not lynching African Americans and practicing Jim Crow laws of segregation,” said Brock. “They are more sophisticated. But they are equally sinister. They are erecting barriers to economic viability, educational quality, health care accessibility, judicial equity, and political opportunity. The opponents of justice are more refined, but they are equally threatening.” Brock added that the iconic civil rights institution’s mission remains constant – to ensure the political, educational, social, and economic equality of rights of all persons and to eliminate racial hatred and racial discrimination – but that the organization has developed a new game plan, adapting new strategies to address “this ‘new normal’ in American society.” wi

Protecting the First Family
Last week, an MPD Special Operations Division police officer assigned to protect first lady Michelle Obama was alleged to have made a threatening remark about her. D.C. Police Chief Cathy Lanier accused the media of misrepresenting the incident, but there still remains concern regarding the caliber of those who are responsible for protecting President Barack Obama and his family. In April, nearly a dozen Secret Service agents who represent the president’s advance team were accused of bragging about protecting President Obama while partying in a brothel in Cartagena, Columbia. The agents reportedly consumed whiskey and employed the services of prostitutes days before the president’s visit for the Summit of the Americas. And the threats don’t just occur while the president is travelling. Last November, a man from Idaho was alleged to have shot a semiautomatic weapon at the White House and Secret Service officials reportedly found one bullet that actually hit the residence. These are only the most recent reported incidents that call into question the effectiveness and commitment of those whose job it is to keep the president and his family safe, not only on the road, but in their official home. For many Americans, the pain and sadness of losing President John F. Kennedy to an assassin’s bullet is not a too distant memory; or the shock over the attempted assassination of President Ronald Reagan by John Hinckley who currently sits in St. Elizabeths mental hospital in Washington, D.C. This is to say that the Obama’s, who have made themselves accessible to Americans across this country, are exposed to real threats that cannot be taken for granted. The men and women who are trained to ensure the safety of the president and his family should be commended for performing a job that also places their lives in jeopardy. But it’s extremely disturbing to know that some may not fully understand the inherent responsibilities that come with the job. Their continued service in this capacity is totally unacceptable.
Welcome to the Global Village
More than 20,000 HIV/AIDS activists will be in the nation’s capital this weekend to participate in the historic International AIDS Conference held for the first time in the U.S in more than 20 years. Their meeting here will lend itself to opportunities to celebrate historic scientific breakthroughs that have come about recently including the approval from the Food and Drug Administration for a pill “Truvada” that its maker, Gilead, claims to prevent the spread of HIV; and the fact that scientists now believe that we are very close to the discovery of an AIDS vaccine. Thanks to President Barack Obama, who lifted the U.S. travel ban against people who have tested positive for HIV/AIDS from entering the country, the organizers of this global event decided to bring the conference to the U.S. But it wasn’t by any fluke decision that the conference is being held in the District of Columbia – the capital of the United States and the seat of government. Organizers recognize that the District’s HIV/AIDS rates rank among the highest in the nation and among many poor countries, and by holding the conference here, it would not only bring international attention to the political and scientific fight to end AIDS, but it would also bring to light the crisis that exist in the District. The recent HIV/AIDS report in the District shows considerable progress being made by government, medical and community-based organizations to get a handle on the AIDS problem. Council member David Catania, chair of the Committee on Health, often states how far the District has come in just having confirmed data that shows the extent of the crisis in D.C. without which solutions would be difficult to pursue. But the numbers also show how far we must go to end the disease. According to the report released in June, which covers the period ending in 2010, 14,465 residents of the District of Columbia – equal to 2.7 percent of the population – are living with HIV. The 2.7 percent exceeds the World Health Organization definition of 1 percent as a generalized epidemic. And, the HIV infection rate in all racial/ethnic groups in the District exceeded 1 percent of their respective populations, with African Americans disproportionately impacted at 4.3 percent. We would encourage every District resident to visit the Department of Health website to learn first-hand the state of HIV/AIDS in D.C. More importantly, while the International AIDS Conference will focus mostly on scientific information about the disease and may be cost prohibitive for most, the Global Village, which is free and open to the public, is the place where residents of all ages, racial backgrounds, gender and sexual orientation will want to visit during the conference. It’s an educational and cultural experience that will bring home the impact this disease has had on humanity and why everyone has a role to play to end AIDS forever.

A Highly Coveted School
I have trouble believing that The Washington Informer doesn’t grasp in the July 5, 2012, article, “Students, Friends Celebrate Former Phelps Principal” that the reason why Michael Johnson was fired is because he is black. The Phelps High School has become a high quality school under Johnson’s leadership and is, therefore, coveted by the white community. As more whites move into the District, the more pressure they exert to whiten the schools by getting rid of black teachers and principals under one pretext or another. Unless and until the black community wakes up and faces this reality, the ethnic cleansing will continue. Charles M. Bagenstose Upper Marlboro, Md.
Don’t Stereotype Black Leaders
In light of what is happening to so many of the elected black politicians in the District of Columbia, I hope D.C. residents don’t view all black politicians as being corrupt. The District is changing, and for the first time since home rule white politicians are lining up to run for mayor, noted in James Wright’s article, “Wells’ Possible Mayoral Run Has D.C. Residents Talking,” July 12, 2012. The color of one’s skin does not make a politician honest or dishonest. We as black residents of the District of Columbia have a lot to be proud of when it comes to the people who we have elected. They made sure our community was taken care of after years of neglect, made sure we were able to get city jobs and contracts without being overlooked because of the color of our skin. Yes, we have had our share of bad politicians, but so has almost every other city in the country.

Big Republican Lies about Small Businesses Two things always happen when there is a debate about whether Congress and the president should extend the George W. Bush tax cuts: 1) Republicans drag out the tired and misleading argument that any effort to return the tax rate to the pre-2001 levels amounts to “a job-killing tax hike.” and 2) The corporate media fails to cite evidence that the popular GOP talking point is, in fact, a lie.
President Obama has reignited the debate by proposing yet again that we return to the preBush tax rates. Individuals earning up to $200,000 and couples making $250,000 would be exempt from returning to the higher rate. If implemented, only the top 2 percent of taxpayers would see a tax increase. But Republicans are opposing Obama’s proposal because they are doing what they always do best – protect the wealthy. But instead of acknowledging the truth, they prefer to use the
disguise that they acting on behalf of small business owners, although we know their main interest is protecting big business. There’s a reason the GOP takes this approach. As the Los Angeles Times reported, “Polls also show that Republicans do better when they frame upperincome tax increases as a threat to small businesses, a group that voters tend to like.” There is nothing wrong with reporters quoting Republican talking points. But there is something wrong with the corporate

media, in an effort to appear fair and balanced, giving equal weight to dueling claims when one is demonstrably false. Fairness & Accuracy in Reporting, the media watchdog group, stated: “The corporate media’s bias toward giving credence to official claims from both political parties means you have to treat that question of facts as a matter of opinion – which, of course, is a problem, if you think that separating fact from misinformation is a key part of a journalist’s job.”
FAIR added, “And the failure to challenge Republican distortions gives them no reason to stop making them…This is especially true when media don’t tell the public that the claim is almost entirely bogus.” As Media Matters, another media watchdog group, pointed out, Fox News makes a habit of letting hosts and guests impart inaccurate information about the plan to let the Bush tax cuts expire on the richest 2 percent

Coming Out of the Closet on Mental Health Congressman Jesse Jackson, Jr. (D-Ill) has been away from Congress on medical leave for so long that his colleagues have been clamoring to know what’s wrong, and NBC’s Andrea Mitchell reported that the congressman was receiving treatment for addiction. The truth, according the Rep. Jackson’s staff, is that the congressman is being treated in a residential facility for exhaustion and mood
disorders. Why not say that in the first place? Because divulging one’s mental health status is often the kiss of death in politics and public life. It may be okay in Hollywood to speak of exhaustion, mood swings, and other mental health issues. In that world, treatment is often followed by a late night talk show interview and a career revival. In contrast, any politician who has come out of the closet about his or her
mental health gets anything but a hard time. Senator Thomas Eagleton (DMO), who had been elected to local, state, and national office for more than a decade, briefly joined the McGovern presidential ticket in 1972. When his medical records were leaked, Eagleton was pushed from the Democratic ticket, because he had long-standing mental health problems. Eagleton checked into hospitals three times for physical and

nervous exhaustion, was known to have suffered from depression, and reportedly received electroconvulsive therapy twice. While his mental health history was not part of the public record, his hospitalizations led to speculation that he had a drinking problem. Still, he was so effective as a campaigner and politician that he unseated an incumbent Democrat in his race for the United States Senate. When George McGovern learned that Eagleton had taken
the anti-psychotic drug Thorazine, and his doctors had spoken of his “manic depression,” McGovern initially supported Eagleton. However, when McGovern learned that Eagleton’s depression could return, he asked Eagleton to withdraw from the ticket and he complied. Even though 77 percent of the American people said Eagleton’s medical record would not affect their vote, Republican op-

U.S. Black Chamber, National Bankers Forge Historic Union Each of us – among the fortunate – get to face each day with optimism, hope, with our “eyes on the prize.” If we’re lucky, we may just get the opportunity to do something historic, something monumental. The U.S. Black Chamber [USBC] recently had that kind of day. We had the good fortune of meeting with the chairman, as well as, the president, of the
National Bankers Association, the 85-year old industry group founded by pioneering black bankers Major R.R. Wright and C.C. Spaulding, with an able assist from Maggie Lena Walker, the first African-American woman bank president. Chairman Doyle Mitchell Jr., and President Michael Grant, clearly are cut from the same mold as the visionary founders of the NBA [no, not that one!], and are determined to firmly establish this nation’s black banks – and the men and women who

run them – in their rightful place in America’s economy. That’s where the history-making part comes in. In our effort to demonstrate that USBC’s Five Pillars of Service are more than bullet points on our website, we set out to open an account at the Washington, D.C.-based Industrial Bank, led by Mitchell, the thirdgeneration leader of that institution. We got that; and a whole lot more! What we got is a historic union between the U.S. Black
Chamber, Inc. and the National Bankers Association. What we got is the first step in solving the riddle of Access to Capital, the constant lament of black business owners. What we got is the first block in our collective efforts to reclaim and rebuild our communities nationwide. What we got is a b-l-e-s-s-i-n-g! Mitchell and Grant pledged the support of their organization’s 38 minority and womenowned banks to our efforts to improve opportunities for the businesses represented by our

The Politics of Power and the Precious Right to Vote As students and parents at Children’s Defense Fund Freedom Schools® sites across the country study our nation’s history this summer, they’re learning about the long struggle for voting rights in our nation and the importance of the vote to a vibrant democracy. The college servant-leaders who are teaching the pre-K-12 children came to CDF Haley Farm near Knoxville, Tenn. in June for national training week. One of their speakers
was Hasan Kwame Jeffries, associate professor at the Kirwan Institute for the Study of Race and Ethnicity at the Ohio State University. He spoke to them about the history of the Black struggle for the vote and how the fight to control power by controlling the vote has a very long history in America. That struggle is still very evident in 2012. Professor Jeffries described a common narrative about African American history that woefully simplifies most of the last 150 years. That narrative says all
barriers to voting were settled for good once President Johnson and Congress “gave” Black citizens the Voting Rights Act in 1965 and now that we have President and First Lady Obama and their two beautiful children in the White House, we’ve reached a wonderful “post-racial” moment in America. But as Professor Jeffries carefully explained, this oversimplification has always been a myth—or worse, a lie— and to ignore current threats to voting rights shows an ignorance of history and a willingness to

jeopardize our democracy and future. Jeffries explained to our college leaders how Frederick Douglass and others insisted on giving African Americans the vote along with freedom when slavery was finally abolished, but the moment of promise after the 15th Amendment didn’t last long: “How is it possible that African Americans after slavery can have the vote in hand and then 100 years later from 1865 to 1965 are still fighting for the vote? We have to understand
that American history is not linear or upward progress. American history is about peaks and valleys.” After the brief peak of Black elected officials during Reconstruction right after the Civil War ended, the next valley began when Mississippi called a constitutional convention to look for ways around the 15th Amendment. The result was decades of new voting laws across the South requiring literacy tests, “grandfather” clauses that prohibited

Romney and the NAACP: A Missed Opportunity
As anyone who has followed me knows, I have been extremely critical of President Obama’s non-engagement with the Black community. Obama has deliberately ignored the plight of the Black community while giving preferential treatment to the homosexual and Hispanic communities. But I can’t in good conscious criticize Obama and then give
the Republicans a pass when they display similar behavior towards the Black community. I can’t excoriate Black Democrats for following Obama blindly and then remain silent when Black Republicans do the same towards Romney. Yesterday, as I watched Mitt Romney address the NAACP, I tried to force myself to be optimistic about what he would say. But my years of being an avid Republican prepared me for the worst. And that’s exactly what I saw.
Romney had a golden opportunity to make a credible argument for Blacks to support him. But because he doesn’t have experienced Blacks in his inner circle, he thoroughly embarrassed himself and deserved to be roundly booed. For Romney to speak before a Black audience and not talk about the Black entrepreneur is like going to church and not mentioning God. This is what happens when you don’t have the right people around you, people who understand communications, messag-

ing and the nuances of the audience being addressed. That’s the elephant in the room. Contrary to what the White media thinks, the preachers and politicians are not the leaders in the Black community – businessmen and businesswomen are. That Black business person is typically head of the board of trustees or the deacon board of the church. So, if you get the business leader on your side, he or she will bring along the minister and the congregation. Business leaders have a vested
interest in having an educated Black community because they have to hire people in order to grow their business. Like everyone else, those leaders care about crime and don’t want employees to be victims as they travel to and from work. More than anyone else, business leaders understand the cost of capital issues and therefore are more likely to support a reduction or total abolition of the capital gains tax. He or she is more likely to support

The Bain-pain, the Bane of the Romney Campaign: He’s Hiding Something Conventional wisdom says 2012 will be a close presidential election, and it probably will be. But the fact of the matter is that Mitt Romney has already lost. The race is close for one reason and one reason only: Mitt Romney is not Barack Obama. President Obama appears to be in trouble because … well, because he is Barack Obama. If President Obama was a White incumbent, who passed
a health care reform law that none of the previous presidents going back to Teddy Roosevelt could get passed, and which was upheld by the Supreme Court; AND who managed to take out America’s arch-enemy Osama bin-Laden, who had eluded his immediate predecessor for seven and a half years, then he would already be a shoo-in for re-election. But I digress. Mitt Romney’s greatest liability is his own success as a predatory, vulture capitalist. Mitt Romney’s greatest nemesis is his

own father, former Michigan Gov. George Romney. “When his father was a candidate for president in 1968, his father released 12 years of tax returns, because he said — and I quote — ‘One year could be a fluke, perhaps done for show,’ end of quote,” Vice President Joe Biden said in remarks July 10 at the annual conference of the National Council of La Raza. “That was his father. His son has released only one year of his tax returns, making a lie of the old adage, ‘Like father, like son.’ He The Washington Informer
wants you to show your papers, but he won’t show us his,” the vice president continued, referring to Romney’s support of hostile, anti-immigrant legislation targeting Latinos throughout the Southwest. For his part, Mitt Romney said: “We have of course released all of the financial statements that are required by law and then released two years of tax returns.” Well, he’s actually only released his 2010 tax return, and he’s promised he’ll release the 2011 return sometime in the
sweet bye and bye. Why is this at all important? Everybody knows the guy’s a multi-millionaire. Well, there’s another tiny detail which figures into this campaign and his tax returns: Romney’s tenure at Bain Capital, the company he founded and owned. Gov. Romney says his experience in the private sector at Bain would make him better as a job creating president than President Obama has been. Unemploy-

Madea’s Witness Protection Assessing the Cultural Currency of Whiteness in Tyler Perry’s Latest Madea Film By Dr. Kwakiutl L. Dreher Special to the Informer Each installment of Tyler Perry’s Madea franchise guarantees the restoration of order in the landmine of the domestic sphere. Be it the punishment of an impertinent young adult or the reprimand of distracted parents who allow her to act out, we count on Madea’s courage to speak the truth. When she accepts the challenge, she is pardoned for every inane comedic antic. For instance, in Madea’s Family Reunion, we flinch when she reaches in the back seat of the car (butt to camera) to slap the disrespectful runaway Nikki (Keke Palmer). All is forgiven, however, when she inspires Nikki to believe in herself. www.washingtoninformer.com
Audiences excuse the two punches in the face to the rude Black male teenager who yells out “shut-up old lady” on the school bus in that same film. In Madea’s One Big Happy Family, she drives her Cadillac through a fast food restaurant but we absolve her of that when she delivers a back-handed slap to H.J. (Stevie Wash, Jr.) for his ill-manners towards her and when she demands that the parents take back their authority within their own household. We forgive her because Perry made her our own mediator in chaos, and we know that she loves us. Madea’s Witness Protection, however, showcases a Madea with a different approach to chastising white young adults. In addition, the casting of Denise Richards
recalls a certain moment in Black film history. These choices bring to relief a film-viewing uneasiness. In summary, Cindy Needleman (Danielle Campbell), daughter of George Needleman (Eugene Levy) and step-daughter to Kate (Denise Richards), is a white teenager who is abruptly thrown into the witness protection program. Her father was set-up to take the fall for a mobbacked Ponzi scheme. The prosecutor (Tyler Perry) hides them in Madea’s house under witness protection, and it is there that Cindy acts out. As aforementioned, in all other Madea films, Madea rightly broaches no patience for insolent Black young adults. In Witness Protection, however, Madea searches for reasons why Cindy
is so mad and angry. Cindy tells her stepmother to “go to hell” and, without reserve hollers “you suck” and “I hate you” at her father. In one scene Cindy frustrates Madea’s attempts to awaken her. She yells “Go away”, and throws a pillow at Madea. A furious Madea pours a bucket of water on the bad-mannered teen. Suddenly the physical violence dispatched to Nikki, H.J., and the student on the school bus isn’t so forgivable. For sure Cindy is not Madea’s child, nor is she a relative -- but neither are the other young adults. Nikki, for instance, is a runaway placed in foster care with Madea. In the end, impertinent white young adults need understanding and a “cooling off ”; impertinent Black young adults deserve a slap, a

punch, and/or a battle royal with Madea. The casting choice of the lithe Denise Richards for Kate Needleman also changes the Madea dynamic. Kate and Madea side-by-side reflect a popular pair in Black film history: Scarlett O’Hara (Vivian Leigh) and Mammy (Hattie McDaniel). The über-thin white delicate body compared to that of the rotund Black body ensures two things: the delicate sexy Kate (desirable) and the desexualized and harsh maturity of Madea (undesirable). Consider the Yoga scene. Joe (Madea’s brother, also played by Perry) signifies on Madea’s elephantine buttocks during his lecherous eyeballing of Kate’s slim rearend. Kate stands long and lean in her warrior and tree poses in the living room while Madea prepares breakfast. The camera follows Joe’s focus through Kate and lands on Madea’s behind. In Joe’s eyes, Madea is a “wildebeest in its natural habitat” and her butt must be hungry because it is “chewing through [her] dress.” We laugh. Wait a minute: Laughing doesn’t feel so good. Tyler Perry treats us with an array of Black women body types, and Madea fits comfortably within that community. Joe’s taunts generally are dismissed possibly because we all have a Joe/Josephine in the family. “Pay ‘im no mind,” we shrug. Witness Protection, though, casts an ominous shadow on Joe’s treatment of Madea in the presence of this white family. An assault on Madea on the silver screen amongst an allBlack cast is one thing; but Joe’s insult to Madea to privilege Kate’s white threadlike build at her expense is unforgivable. Madea, when placed against the backdrop of white womanhood, stands as our Matriarch. She is our Elder. She is our Mediator. We intuitively are aware of her stature/status throughout every cinematic portrayal of her. Inside and outside our community she deserves our respect. Kool Moe Dee Calls ‘Unsung’ Off-Target By Bobbi Booker Special to the NNPA from The Philadelphia Tribune Harlem native Mohandas “Kool Moe Dee” DeWese is best remembered for his ever-present hats and shades, but it’s his resistance to hip-hop clichés which fortifies his legacy. Anti-drugs and alcohol and pro-education, Moe was always willing to represent bold views in his music and in interviews. “For me, I don’t play into that,” explained the rapper. “We let the nuance dictate to the essence [where] up is down; down is up. Who spread the memo around the ’hood that being dumb was cool? That’s part of the reason I named myself ‘Kool’ — how is it intelligence, doing your homework and knowing your lessons not be cool?” DeWese demonstrated his lyrical complexity as a teen, when as a member of the groundbreaking Treacherous Three he created a new, fast-paced style of rhyming that was ultimately emulated by rap superstars like Twista and Busta Rhymes. As a solo artist, he ruled the charts and the clubs with hits like “Wild, Wild West” and “I Go to Work.” On the upcoming episode of TV One’s “Unsung,” and with help from friends and admirers, including Doug E. Fresh, Melle Mel and Teddy Riley, Kool Moe Dee tells his life story, but warns that there are vital portions on the cutting room floor. “When you’re not in charge of telling your story, you get the version that whatever producers or network execs want to tell,”

explained DeWese. “I finally saw the rough cut, and the angle that they are choosing to go is underwhelming, because I know what it is and I lived it. The unfortunate part is that the infrastructure, the capitalism and business is set up, it almost inadvertently (and sometimes maybe even overtly) pits the artist against the industry, or having a gripe with some form of media or something in that space. What they do, or what they have to do — or at least what we’re taught and told they have to do — is play to the lowest common denominator: sensationalize, titillate, exaggerate to get viewership … So, we keep trading the content side off, just for the viewership. Of course, there is the humble side that is happy to be called, but I knew going in because it is one of my favorite shows. But I don’t smoke, drink or don’t have any drug issues, so there no ‘rise-and-fall’ stuff, so where are they going to get the drama they need to do the story.” Moe then imitates an announcer: “And then he lost it all!” To which he quickly responds: “No, I didn’t!” In addition to being a groundbreaker in a new music genre (DeWase was one of the first rappers to earn a Grammy Award and was the first rapper to perform at the Grammys), a career standout was his lyrical assault on rival LL Cool J with “How Ya Like Me Now.” “Some of his context was extremly jjuvenile and was counterproductive in terms of what I call social impact,” explained DeWese. “I thought it was socially irresponsible to say I am only
18 and I’m making more than your pop. You don’t tell a group of young Black boys that are idolizing you that you’re better than their fathers because you’re making more money than them; that is detrimental on more levels than you can’t even imagine. He was 16 when he started. Your wisdom comes at the state that it comes at, so everybody’s learning style is a little different. Some people need to learn by getting whipped on, so I just pull out my belt and do a little whipping — let me show you what mastery is if you’re going to talk that kind of stuff.” DeWese (a lifelong bachelor) is currently working on a romantic tell-all entitled, “1,000 Kisses” and is the author of the critically acclaimed 2003 music guide, “There’s a God on the Mic: The 50 Greatest MCs.” “(With) LL Cool J, like I said in the book, never underestimate the power of women,” observed DeWese. “He had an intangible in his equation that very few emcees/rappers have: a fan fare where ladies love what you look like, and the whole sexual chemistry, he had the whole ‘ladies’ man aspect. When you captivate women you are going to have success in this business. I thought that it wasn’t just that he was a ladies; man, he was one of the best lyricists of his era, without question. ome people can sing like angels. They can lift their voices in such a way that makes you absolutely sure you’re hearing heaven. With words, they can make you cry or dance. Some people can run faster than sound. Others can wiggle their noses or ears. Some have a way with babies or dogs, know how to turn sugar into cupcakes, or can do magic with numbers. One way or another, everybody has a talent that other people recognize. But, as you’ll see in “A Golden Voice,” author Ted Williams [with Bret Witter] almost squandered his on the streets. By his own account, Ted Williams had a happy childhood filled with visits to Coney Island, subway rides, and lots of toys. Though his BedfordStuyvesant neighbors were mostly poor, his parents weren’t: Julia and Al Williams, long-married and childless when they adopted Ted, were well-off and Ted, a people-loving “giver” was happy to share his good fortune with friends. Williams was indulged, and when he became obsessed with radio at age 12, his mother treated him to a tape recorder for Christmas. It was a life-changer. Williams remembers how he carried that tape recorder around, inventing commercials and pretending to be like his radio-announcer heroes. The voice took him to a tiny radio station in South Carolina. It took him to Columbus, Ohio, where he worked his way up to the top: Columbus’ numberone disc jockey, in demand from advertisers, concert-goers, and record-promoters. But Williams, ever the peoplepleasing performer, loved a good time. Getting alcohol was easy at concerts, as was cocaine. It was a tiny step from cocaine to crack. Within weeks, Williams lost his job. He often didn’t return home, so he lost his family. He lost three different families, in fact, as well as several homes, possessions, sometimes his freedom, and his dignity. Getting “rock” was all he wanted. He didn’t care about anything but smoke. But then, as he hit bottom once again, he began to remember something that he’d learned nearly 20 years before, a bit of a Psalm that became a lifeline: “Acknowledge Him….” “A Golden Voice” is a bit of a conundrum. Self-professed people-pleaser and author Ted Williams certainly pleased me with this memoir [with Bret Witter]. There’s a little bit of braggadocio in this book, enough wry humor to bring a smile, and plenty of humility – all of which fits the person we get to know and matches the man we saw online in the video last year. I liked that riches-torags-to-spiritual-riches tale. What doesn’t fit are the chapters by Williams’ girlfriend, Kathy. While they’re a horrifying accompaniment to illustrate the depths to which Williams descended, her personal story is not his story. Still, those chapters don’t distract from a memoir that is both worshipful and worrisome at the same time, so if you’re looking for a book to enjoy, this is the one. For you, “A Golden Voice” will uplift yours. wi

The VW Beetle has wrapped itself so much in my memories that no matter how many other cars I drive, it’s always lurking in the background. The first VW Beetle I travelled in extensively belonged to my uncle M.N. Kabugi. He bought it brand new in 1968, a great source of family pride as most of the cars my uncles owned had been bought used. It was a cream colored with woven plastic seats, had a trunk in the front and large bulging eyes. I can still hear that distinctive rasp from its rear-mounted engine which had quite feeble acceleration compared to many cars I remember. While my dad’s old Ford could effortlessly climb the hill near our house in what seemed like an eye’s blink, uncle M.N.’s new VW struggled – after all its engine could only muster a little more than 50hp. It seems like another life, but the latest Beetle VW has just introduced is so reminiscent of the original that my first day’s test drive was spent accelerating straight down memory lane. As I turned on the ignition for my test drive, some recessed memory from childhood alerted me to expect rattling windows and that familiar old clatter that the 68 Beetle emitted on occasion. It did not happen. VW’s long history hews close to folklore. Originally conceived as the “people’s car” during the World War II era by the Nazi regime, 21.5 million VW cars were sold, making it the most popular car manufactured off a single platform of all time. More than 60 years later, in 1998, the “New The Washington Informer
Beetle” rekindled another round of “Beetle Mania” that paid homage to the car’s heydays in the 60s and 70s – times long past where free love, flower power, and an overwhelming affinity toward hippie culture reigned supreme. The 2012 VW Beetle ignores the immediate past and pivots back to the original – appealing to drivers’ current sensibilities rather than their nostalgia. Here, the designers have given us a car that respects the past but looks toward the future. It’s a modern interpretation of the Beetle, with all the benefits of today’s technologies and safety features, along with the driving characteristics that define the Volkswagen brand. Gone are noticeable features such as the pudgy bulbous dome body and the quirky bud vase on the upper dash tray adorning previous iterations. The new model’s tweaks include a better ride and more precise handling. A lowered roofline makes for a much sportier and sleeker appearance and the flattened hood, which dips above and between those iconic Beetle headlamps makes for a more mainstream posture. The car is slightly larger than its predecessor [roughly 7.3-inches longer and 3.3-inches wider]. Overall, the interior volume has increased from 81 to 85 cubic feet. A larger trunk offers 3.4 more cubic feet of space and Volkswagen’s keyless access and push-button start system, which allows the driver to operate without a door or ignition key, appears for the first time in the Beetle. The test car came with a dualoverhead-cam, 20-valve, 2.5-liter inline five-cylinder engine that makes 170 horsepower and 177 lb-ft of torque. When outfit-
ted with the six-speed automatic transmission, the EPA estimated fuel economy rating is 22 mpg city and 29 mpg highway. The Beetle’s safety armory includes Electronic Stability Control [ESC] as standard equipment, as are driver and front passenger airbags and Side Curtain Protection airbags in front and rear. The Beetle includes Volkswagen’s advanced Intelligent Crash Response System that shuts off the fuel pump, unlocks the doors, and switches on the hazard lights if the car is involved in certain types of collision. Amid all these refinements, I have a few nits to pick with this VW. The Beetle still seats only four. Passengers in the two rear seats are at the mercy of the driver or front passenger when it comes to getting out of the vehicle and the backseat is still very tight for adults, despite the increased passenger space. Storage spaces inside the cabin are still minimal – designers passed up door pockets in favor of a large elastic band that can sort of hold a water bottle. The backseat passengers have access to tiny storage bins in the side panels, but they are barely large enough to fit anything your passenger may need on a longer trip. For the driver, the Beetle’s two cup holders are barely adequate, making it impossible to get a drink in or out without first tipping the cup far enough sideways to spill the contents. The Beetle has a starting MSRP of $19,795 and comes standard with 17-inch aluminum-alloy wheels and Bluetooth connectivity. Washington Mourns Raspberry By Barrington M. Salmon WI Staff Writer Pioneering journalist and columnist William Raspberry, 76, died at his home in Washington on Tuesday from prostate cancer. He spent almost 40 years at The Washington Post where he won the Pulitzer Prize for Commentary in 1994 and his compelling and incisive columns were syndicated in 225 newspapers nationally. One of America’s most accomplished journalists, Raspberry was hired as a Teletype operator in 1962 and became one of the Post’s first black reporters. He was one of the first black journalists in the U.S. to write a column for a mainstream newspaper. Veteran journalist Paul Delaney described his friendship with Raspberry as “solid, deep and everlasting.” He described his friend as a man who stuck to a set of principles and who held onto an unshakeable core of values. “He was honest and open about them and stuck to his beliefs with determination,” said Delaney, a friend of Raspberry’s for more than 45 years. “We were very, very close. We were never direct competitors. I was at the New York Times and he was a Metro and national columnist. We were professional friends, not rivals in any sense. We were great supporters of each other.” Delaney said both families vacationed together for decades and among the locales they visited were islands in the Caribbean, Spain, Nice, Milan, Marrakesh, Casablanca, Martha’s Vineyard, Aspen and a favorite spot, Porto Vallarta. On June 26, more than 200 of Raspberry’s family, friends, colleagues and admirers gathered at The Washington Post to celebrate his life and considerable legacy. Raspberry, his wife Sondra, his son Mark and other family members enjoyed an evening that included sharp and witty repartee, colorful stories, recollections of his stylish, clean, and engaging writing, his intellectual curios-

Hamid Kachmar, a Moroccan born artist of Amazigh decent, possesses a penchant for painting and currently enjoys his third solo exhibition on display at the Parish Gallery in Georgetown. The show runs through July 31 and promises to excite those new to the world of art as well as longtime art aficionados. The artist’s most recent exhibition, “Embodiment,” consists of 16 paintings – a must see for those in need of an eye-opening experience. In a matter of moments, his work transports one to the desert – a vast and solitary dominion, yet one that possesses its own intrinsic beauty. The 3-dimensional paintings elicit sudden gasps from viewers who long for a first-class trip to distant and unknown lands. Kachmar presents a kaleidoscopic world chock full of vivid colors in the shades of his sunsets and sunrises, sand dunes and oceanic and sky tones that illuminate solitary figures in various poses. Through his art, he whisks audiences off on a nomadic journey. Each painting has a textural surface that evokes a well-traveled path – full of twists and turns. In this exhibition he introduces figurative subjects instead of simply majestic landscapes. “It is about the immolation of the self in order to de-attach from a certain mindset installed within us by a force of nature, man-made or organic matter,” Kachmar said. Gallery director Norman Parish weighed in on Kachmar’s talent. “A master of precise, intricate and tightly woven pieces, Hamid deconstructs his ideals of structure by layering the complexities inherent within the mind and body connection. Hamid is a multi-faceted, internationally trained artist of indigenous North African ancestry with over 15 years of professional experience,” Parish said. “Hamid’s chosen materials and techniques of incorporating wood carving, weaving, body adornments and poetry are used to evoke metaphors, moods, and expressions from his Berber heritage and subsequent impressions from his studies and travels,” he added. Kachmar received his Bachelor of Arts degree from Meknes University in Morocco in 1995 and his The Washington Informer

Master of Fine Arts from Howard University in 2006. He lectured at the university on experimental studio and mixed media for five years. For the past 20 years, his works have been featured in exhibitions in the United States and abroad. Recently, I met with Kachmar to discuss his commitment to be a cultural agent for Morocco’s original culture. MB: Are you a storyteller of your Berber heritage? HK: Yes and a “cultural agent.” MB: What’s a cultural agent and how does that impact your work? HK: A cultural agent is a cultural activist or cultural ambassador [think Wynton Marsalis] who seeks to bring his culture outside its cradle without “decontextualizing” it. In the past, many were surprised to see that I redefined the traditional artistic structures of my Berber heritage. Indeed, my work is inspired by my native Ber-
ber culture; yet, it traverses various philosophies and cultural territories, like my homeland. Using the mediums of weaving, woodcarving, and body adornment as multimedia layers, I strive to employ universal metaphoric content to my work. MB: Are there still conflicts about promoting the original culture of Morocco? HK: Implicitly yes; there is still a strong resistance to the idea of a “Plural Morocco” from an “elite” who took advantage of a pre-colonial era to educate their descendants in prestigious French schools and who had a conception of “Jacobian Morocco” with one language, one culture and one religion. Are You Free?
T
his week, an inspirational message showed up in my e-mail from author John Chappalear. His message, titled, “I’m Free” got me to thinking and curiosity prompted me to ask readers, “Are You Free?” He talked about how he uses his quiet time each morning to visualize a crystal clear picture of how he would like to think, feel and act during the day; and he always notices whenever the day seems to get away from him. He mentioned that in order to refocus, he uses love and forgiveness to let go of any negativity that comes his way. And believe me; negativity will come our way, each and every day to each and every one of us. Usually, the negative messages that come to mind are often something horrible someone has said or done to us. He noted that love and forgiveness always work – that’s the answer. Let’s use the example of my marriage and divorce. I’ve been divorced since 1986; that was 26 years ago. My ex-husband has moved on and married two other women and is now divorced from all three of us. We were married 16 years, from 1970–1986. And for the first time, he decided to join the family [about 40 of us] on our vacation at Martha’s Vineyard. It wasn’t easy for me, I kept my distance. But because I’m saved, sanctified and filled with the Holy Spirit, I was able to be cordial to a man who walked away, never paid alimony and never paid regular child support.
But I know that I have to forgive him. And I believe I’m maybe 90 percent of the way now. Honestly, I’m not completely there yet, but I’m asking God to help me to continue to love him in an agape kind of love; to wish the best for him; and to know that he obviously did what he thought was right. And if he didn’t, that’s between him and God. That’s my confession! I hope this helps someone who may be reading this column this week. Take a look at those painful hurts each of us suffer, let them go like we would a dove. Let it fly away, never to be seen or heard of again. The Bible reminds us to forgive, according to Matthew 18:22 “Jesus saith unto him, I say not unto thee, Until seven times: but, Until seventy times seven.” In reality, that scripture is really telling us that whenever someone does something against us, we are compelled to forgive them. Another scripture that comes to mind: Matthew 5:39 which says “But I tell you, do not resist an evil person. If someone strikes you on the right cheek, turn to him the other also.” Most of us bypass these words from Jesus since they seem to suggest to us that we are suppose to let people beat us down and that we not resist. Our Heavenly Father does not give us commands we cannot keep. Therefore, it’s my interpretation that though it may be a challenge, difficult, or nearly impossible to do, we can rise to the occasion. He’s telling us that we

he U.S. men’s and women’s basketball teams will connect with thousands of American military members and their families through a comprehensive series of activities during the teams’ training and exhibition schedule in Washington, D.C., as part of the “Hoops for Troops” program which runs through July 16. The activities include: basketball clinics, special appearances and access to U.S. basketball exhibition games and practices, and are being conducted in conjunction with the Department of Defense, Let’s Move!, a childhood obesity initiative, and Joining Forces, an initiative that supports and honors America’s service members and their families.
The clinic was held on Saturday, July14 at the D.C. Armory in Southeast. “When we take the court, we are mindful of the thousands of men and women who are representing our country and the sacrifice they and their families make on our behalf,” said Jerry Colangelo, U.S. basketball chairman. “We are proud to support the Let’s Move and Joining Forces initiatives, and to work together with Nike to pay tribute to our servicemen and women in Las Vegas and Washington, D.C., as our teams prepare to represent our country with pride on the international stage.” wi

the Bush tax rates are allowed to expire, the top two income brackets will rise from the current levels of 33 percent and 35 percent to 36 and 39.6 percent. The Tax Policy Center, a joint project between the Urban Institute and the Brookings Institution, stated, “Most small businesses report their income on individual tax returns, either on Section C (for self-employment or sole proprietorships), Schedule E (for S corporations) or schedule F (for farms. We don’t know how many of these businesses are really small.” Approximately 36 million taxpayers report business income on their 1040s, the Tax Policy Center found. And not all of them own small businesses – some receive in-
come from side jobs or from rental property. “Only about 900,000, or 2.5 percent, would pay higher rates if the Bush tax cuts were allowed to expire for those in the top brackets,” the center found. In addition to citing that study, Media Matters said, “And according to PolitiFact, the Joint Committee on Taxation (JCT) has projected that in 2011, ‘Only 3 percent of all taxpayers who reported having positive business income will see their taxes go up under the proposed Democratic initiative’ of letting the Bush tax cuts for the wealthy expire.” In its report on the small business smokescreen, FAIR summed it up correctly in its headline: “Small Business Balone wi

Tell an African American friend or colleague about feeling down for more than a week or so (two weeks of down moods is one sign of depression), and he or she will tell you to pray on it. “God will help you through it,” they will say. But the Lord helps those who help themselves, and sometimes the help needed won’t
be found on your knees. Or, the response to manic episodes is “Child, you so crazy,” as if that is a badge of honor, not a sign that help is needed. Every indicator we have of mental health utilization suggests that African Americans are less likely to seek help than their White counterparts, and while some of it may have to do with cost, some of it has to do with stigma. It is as unfortunate that Congressman Jesse Jackson, Jr. has been hospitalized for mood disorders as it would be if he were hospitalized for another illness. that the efforts of voter suppression now are an extension of that effort then.” He also warned that today’s methods are more subtle and precise: California, Florida, Georgia, Illinois, Maryland, Pennsylvania, Texas, and Wisconsin have passed laws making it more difficult to vote. People of color, seniors, poor people, and the disabled face new barriers that we must take every step to overcome this year. There has never been a safe time in America to drop vigilance about attempts to shut people out of the vote the lifeblood of democracy. As Frederick Douglass made clear, “Power concedes nothing without a demand. It never did and it never will.” He warned that we can never take anything for granted, especially Black citizens. Although it may be wrapped up in new euphemisms and better etiquette, he
reminded that it’s the same old snake. So this year, let’s all be alert. Be active. Use your power as one citizen and vote. Don’t let anyone take it away from you. Let’s mount an urgent and systematic state-by-state fight against the latest kinds of disenfranchisement and counter every single effort at voter suppression with redoubled commitments to voter education, voter registration, and voter turnout. So, the point is, the Black business leaders are the most important entry point to the Black community and Republicans, of all people, are totally ignorant of this fact. And they will remain ignorant of what’s important to the Black community until they have campaign staffs that look like America. Like Jeremiah in the Bible, I have been labeled as one crying in the wilderness. And I am not about to surrender that label now. Am I the only one who is offended that Romney has fewer than five Blacks on his national campaign staff and none in top decision-making positions? I am talking about someone who controls a budget, has the final say
on hiring, and has the ability to put an event on the candidate’s calendar or arrange a private meeting with the candidate. Am I the only one who noticed the optics of Romney not having photos of any Black Republicans on his campaign Web site? Am I the only one who is puzzled as to why Romney has never met with a group of Black entrepreneurs? I was stunned to learn that Romney had chosen a recent Democrat-turned-Republican, Ashley Bell, to be one of his surrogates and to help him craft his speech to the NAACP. Bell is a decent guy, but am I to believe that Romney couldn’t find any veteran Black Republicans who have both party credentials and relevant presidential campaign experience to help him craft the speech that would define his relationship with Black America? Where are the voices of Black
Republicans who know better? Their silence is deafening. In this respect, they are just as bad as the Black Democrats I have been criticizing. With Romney’s speech to the NAACP and making Bell one of his surrogates, the candidate has spent more time with Black Democrats than he has with Black Republicans. Where is the outrage from Black Republicans? Oh, they can criticize Obama for his treatment of Blacks, but when Romney does the same thing they get laryngitis. It’s complicated… What the release of Romney’s tax returns will reveal, is just how much money he was paid, when he was paid it, by whom, for what, and where he banked it. When he released his 2010 tax return for example, observers discovered that he had a Swiss
bank account, that he stashed money and owned a company in Bermuda, and that he stashed more cash in the Cayman Islands, countries well known for being tax havens where the wealthy hide their money to avoid paying higher taxes in this country – taxes that Ordinary Joes cannot avoid. So a more complete disclosure of his tax returns might very well expose other, similar chinks in Gov. Romney’s I’ma-successful-capitalist-which-iswhy-you-should-elect-me-president, political armor. My guess is that when Gov.
Romney is forced by public pressure, and by down-ballot Republicans to stop whining and to “man-up” and release his tax returns going back to the disputed years on his Bain Capital résumé, that will spell the beginning of the final unraveling of his campaign – his Bain-pain will be the bane of his campaign, and he can thank his own father, Gov. George Romney, for setting the trap from which he the son, Gov. Mitt Romney cannot escape. wi
