oconomowoc to host 95th Annual convention
The Olympia Convention Center in Oconomowoc is slated to host the 95th Annual Department Convention July 18-21. The Olympia Convention Center is a beautiful facility and will be hosting a Department Convention for the first time. The Convention Center and surrounding area is a popular destination with ample parking and features a number of popular shopping venues and restaurants. There are four (4) housing choices for Legion Family members to choose from. They are the Hilton Garden Inn, Staybridge Suites, Olympia Hotel and Marriott Milwaukee West, all with complimentary shuttle service. The Edwin L. Jones Post No. 91 of Oconomowoc and many Waukesha County Legion Family volunteers are proud to sponsor the convention and have planned a number of special activities to entertain visitors. Department Headquarters will establish a presence at the convention site on Wednesday, July 17th. Initial meetings that day will include the Wisconsin American Legion Foundation Board of Directors. That evening at 5:45 PM there will be a dinner and Pontoon rides on Lac Labelle and a concert by the Post No. 91 American Legion Band with guest conductors Commander Wayne and President Diana. In case of rain the cookout will be held at Post No. 91. RSVP by July 10th to ensure your reservation by contacting Post91oconomowoc@ yahoo.com or Tom Strey at 262-490-0416. The various standing Department Committees will begin meetings at 7AM on Thursday, July 18th. The early starting times are necessary in order for the business of the sub-committees
to be completed in advance of the Department Executive Committee meeting scheduled for 4 PM. For those not attending Department meetings, discount golfing will be available at the Paganica Golf course in Oconomowoc that day. The convention will begin in earnest on Friday, July 19th with District Caucuses at 7:30 AM and Opening Ceremonies at 9:00 AM. First time attendees will have a great opportunity to socialize and learn about the business of The American Legion first-hand. Convention Committee Meetings will take place at 2:00 PM and consider a number of Resolutions related to Legion business and veterans issues at the state and national levels. The ever popular “GNUTS” meeting will take place at 4:30 PM with a “TET” party to follow. Candidates for Department offices will be hosting Hospitality Suites at the Olympia Resort, Hotel and Spa later in the evening. Saturday will be a busy day at convention with the election of Department officers beginning at 8:30 AM. The convention will reconvene at 9:00 AM and many prominent speakers are expected. Department award winners will also be recognized for their accomplishments. There will be a
Military Vehicle Display in the parking lot at the Olympia Resort from 10:00 AM to 2:00 PM. Following the convention session, the Legion Riders will hold a Legacy Run tour of Waukesha County American Legion Posts to raise funds for The American Legion Legacy Scholarship Fund. Following the Legacy Run there will be a Pool Party and Live band at the Olympia Resort prior to the Past Commander’s Club evening bash. The 95th Annual Department Convention will wind up on Sunday. The Memorial Service will begin at 8:00 AM in the convention hall. Following the installation of the newly-elected officers and the closing ceremonies, the Grand Prize winner of the Convention Sweepstakes will be drawn. The grand prize is the winner’s choice of either $20,000 in cash or a new Ford from the Boucher Automotive Group. All in all it is anticipated to be a busy and exciting weekend in Oconomowoc. DePartment commanDer Here’s some work you Legionnaires can accomplish while sitting in your easy chair watching the Brewers or NASWayne Jensen CAR. Give your Commander state representatives in Madison a call and encourage them to support the following: LRB -1944/1 – Priority Registration for Veterans. This legislation gives certain veterans priority in registering for courses at the University of Wisconsin system. Many combat veterans have time restrictions on their educational benefits that expire after four years. Given their military commitments and active lifestyle, it can sometimes be difficult to register for the required courses they need to acquire their chosen degree. These veterans need and deserve the same priority registration that student athletes, disabled students, honor students and foreign students currently receive.
Senate Bill 45/ HRB 56: Veteran’s Drivers License/Identification Card. This bill would allow veterans the ability to use their Driver’s License or State-issued Identification card in lieu of presenting a DD214 to receive certain store discounts for veterans. Displaying veteran status on Driver’s Licenses and ID cards may also assist law enforcement officers in making decisions effecting safety concerns and enable officers to assign veterans to military courts vs. civil courts where applicable. ***Note: This bill is a direct result of a Legionnaire bringing the idea forward through his Post/District and on to the Department Executive Committee. As a result the Department Legislative Committee was able to identify elected representatives at the State Capitol to sponsor the bill. When a prospective member asks; “What’s in it for me?” you can use this as an example. My compliments go out to all Legionnaires who have diligently persevered in our membership quest.
Our District standings change weekly. That inspires constant efforts and makes the challenge fun. Michigan and Virginia have now forged ahead of us by mere percentage points in Regional competition. The numbers can change weekly by virtue of one or two members renewed or recruited, so don’t give up the quest. Congratulations to Green, Richland, Green Lake, Florence and Eau Claire Counties for reaching 100% of their membership goal. Within easy reach are Dane (30 members), Adams (10 members) and Door Counties (10 members). Let’s not forget the Commander of the District that most improves their membership performance over last year will get their name engraved on the traveling membership trophy. At this time I’m asking Department Adjutant David Kurtz to recognize those County and District Commanders who attain 100% of their 2013 membership goal by placing their photos in the Badger Legionnaire. If you notice, the success/failure in membership is in direct proportion to the
efforts of leadership. You have all been working tirelessly and I thank you for your efforts. Kudos to Cross Plains Post No. 245 and Middleton VA Rep Joe Hodgson for their support of the National organization’s “System Worth Saving” inspection of their facility. Thanks also to PDC Denise Rohan for stepping in at the 11th hour, filling in for me on the last day. We did a time study as relates to women’s issues in the hospital. National’s facilitator Roscoe Butler indicated that “the Department of Wisconsin stands alone in its efforts to facilitate the National Resolution based inspection tour.” Finally, with Memorial Day approaching remember the following: “A dead soldier’s silence sings our National Anthem.” “We come not to mourn our dead soldiers, but to praise them.” “Some would sacrifice America’s ideals to protect her. On Memorial Day we honor those who did not.” Always remember, pacifism is a legacy paid for by warriors!
DePartment aDJutant Spring has finally arrived and there is some exciting news that comes along with it. Last fall, the Wisconsin David Kurtz Department Adjutant American Legion Foundation was able to raise significant funds in support of our Veterans Employment Initiative, the Troop & Family Support Fund and Camp American Legion. The Foundation has now moved ahead and made the acquisition of a cabin at Camp and is gifting it to the Department. The General Charles King Post No. 406 of Milwaukee built the cabin in the 1930’s but with fewer and fewer of their members being able to make use of the cabin, the post elected to sell.
This is a small “fishing shack” that is perfect for a young veteran and spouse to reconnect after deployments. More exciting news from Camp is the approval we received from the Department of Defense to allow the 724th Engineering Battalion of the Wisconsin National Guard to complete the Main boat landing project. The approval process entailed all the Catch-22’s, snafu’s and red tape we all learned to love during our days in the military but it will all be worth it once the work is completed. The National Guard is taking on the project through an Army program called “Innovative Readiness Training”. The work they will be doing relates to their mission and will provide valuable training and a practical exercise for
the soldiers. The participation of the National Guard will also help conserve resources and the contribution made to the project by the American Legion Auxiliary, Department of Wisconsin. On page 5 of this edition of the Badger Legionnaire is a report on the Americanism & Government Scholarship Program. This was the first time that the A & G test was offered to students on-line and we saw a big boost in the number of young people participating. Young people seem to live on the internet and by offering the competition through the Department website, we not only saw more students participating and learning about our American heritage, we were able to save thousands of dollars in printing and postage costs in the process.
The 95th Annual Department Convention will be held July 18th thru 21st at the Olympia Convention Center in Oconomowoc. Delegates and Alternates need to be certified with headquarters by June 30th but any Legionnaire or guest can attend. Registration is $25 before July 15th or will be $30 after that date. Delegates, Alternates and Guests will be able to register at the convention site. Planning is also underway for the National convention which will be held in Houston, Texas August 24th thru August 29th. There will be motor coach transportation available, so take the opportunity to take part in many of the exciting events and activities. Contact Department Headquarters at (608) 745-1090 for details.
WDVa secretarY As the head of the Wisconsin Department of Veterans Affairs (WDVA), it is with great pleasure that I John A. Scocos share some details WDVA Secretary about Governor Walker’s proposed budget as it relates to veterans in our state. The governor clearly understands the needs of Wisconsin’s veterans and the ever-changing nature of how we as an agency provide for veterans, and has given us the tools and financial resources to do so. Wisconsin without a doubt leads the way in providing for our veterans – from education to jobs to healthcare. We have the very best veterans benefits, programs and services, and this budget maintains that tradition. Governor Walker’s top priorities
include jobs and workforce development. Veterans often face a tougher time getting into, or back into, the workforce after their military service. Our job is to make that easier for veterans through programs that reach as many as possible with the most information possible. To help us help veterans, this budget transfers the Disabled Veterans Outreach Program and Local Veterans Employment Representative Program from the Department of Workforce Development to the WDVA, strengthening the veteran-specific focus while maintaining strong cooperation with the overall strategies of workforce development. In addition to the tools necessary to get veterans to work, we know a focus on education will lead to better skill sets, better employees, and more jobs. We must reach every veteran possible and one way this
budget does that is by expanding veterans education benefits. In this budget, the residency requirement for Wisconsin GI Bill benefits is changed to allow veterans who have been residents of Wisconsin for five years to receive education benefits, not just those veterans who entered military from Wisconsin. This budget doesn’t forget those family members who support our nation’s heroes. It increases the opportunity for spouses of disabled veterans to use benefits that may have otherwise previously expired or had a shelf-life that did not allow adequate time for spouses to fully benefit. It also invests in the communities that support veterans. This budget increases grants to veterans service organizations which strengthens their ability to provide important services such as claims, transportation, rehabilita-
tion and mental health services to veterans. Governor Walker’s budget also works to ensure that Wisconsin’s veterans homes are the very best. Our largest home, the Wisconsin Veterans Home at King, receives increased staffing and spending authority. Overtime will be reduced, care and services will be improved – members will benefit greatly from more specialized care with optimal patient to staff ratios. In closing, I would again like to thank Governor Walker for including not just these few items I mentioned in the budget, but for all the budget items that will no doubt help our state’s veterans. I am proud to serve those who have served us all and will continue forward in ensuring that we reach Wisconsin’s veterans with everything available to them.

Auxiliary Junior Members come to camp American legion
As Camp Director, one of my main goals is always to get the entire Wisconsin American Legion Family involved at Camp American Legion. I want to personally connect every Legion, Auxiliary, SAL and AL Rider member to camp. Camp American Legion is your camp - all of ours. I am constantly amazed at how the Legion Family in Wisconsin has embraced Camp. Legion Family members become involved in supporting camp in so many big and small ways. We now have Legion Family members from Posts, Units, Squadrons and Chapters getting involved and supporting camp in all sorts of ways. Ways as broad as a full-commitment sponsorship of a cabin to someone donating a book of stamps. The daily outpouring of the Legion Family’s time, talent and money to camp is so great it humbles me. I believe it shows we have all become united to one common service - Camp. We have a love for this place. Camp’s “Help to Heal” mission’s to provide rest and recuperation to Wisconsin veterans of all ages, military service members and their families is our mission. Camp serves the physical, psychological, emotional, social, recreational and spiritual needs of our wounded warriors and their families.
THE AUXILIARY JUNIORS JOIN THE CAMP FAMILY Now, let’s get down to the focus of this article. I wanted to give a “shout out” to some newest members of the Legion Family who are becoming great active members of the Camp American Legion team. They are a special group that I want to reach out to and get more involved and connected to camp. These are the American Legion Auxiliary Junior members. We have had a very small number of Junior members who have volunteered here at camp but it is time to get all you young ladies more aware and involved. You are important and you can make a valuable contribution to camp and our work here. You can become that value-added member. It is time to officially reach out and welcome all Wisconsin Auxiliary Junior Members. It is time to make you all active members of the Camp American Legion Family. Giving of one’s time and talents at Camp can be a great volunteer opportunity and experience for Juniors. Camp’s mission is to serve our veterans. The Auxiliary’s mission is the same. Working together we can create a greater good. A FUN VOLUNTEER OPPORTUNITY FOR JUNIOR MEMBERS – A WEEKEND AT CAMP!
Juniors, I offer you this volunteer “field trip” opportunity. A Unit or group of Units of high school age Junior members can volunteer at Camp with adult Auxiliary chaperones for a Friday – Sunday weekend. While here, you’ll have fun doing various volunteer work. You’ll help serve meals to our disabled veterans in our dining hall. You can help by volunteering to clean cabins as one week’s group leaves and we prepare for the next. Helping us clean and prepare cabins over the weekend is the primary job we have to do but that won’t keep you from having a great time enjoying Camp. You can also help by volunteering to play a Wii game with some of our disabled vets. Like all volunteers at Camp American Legion in the beautiful Northwoods of Wisconsin, you’ll stay and eat right here. Volunteering will be a fun and meaningful way to give of yourself in helping our Wounded Warriors heal. Saying you were at Camp American Legion and what you did would be something you could proudly talk about back home at your next meeting and to other Junior groups. Here’s what a couple of Juniors who have volunteered at camp had to say: • “From planting flowers in the Camp flower boxes to meet-

So, Auxiliary Junior members come and volunteer at Camp American Legion. Give me a call and we can schedule your group. We do want to get you involved. You are a member of the Wisconsin American Legion Family. That makes you a member of the Camp American Legion Family as well. Many visitors to the UW-Madison campus have passed by the old towering flagpole that sits in front of the State Historical Society on Library Mall over the last 80 years, but not many know about the true origins and meaning of the flagpole. The National Society of Scabbard and Blade was founded during the 1904-05 school year at the University of Wisconsin by five senior officers of the ROTC cadet corps. Scabbard and Blade remains the only all-service, post-commissioning honor society for ROTC officers in the nation. It is a student run organization with ROTC cadet or midshipman officers. From the wisdom of the founders came the establishment of this lasting society which is recognized both locally and nationally as an organization of high prestige and ideals. Legionnaire Chuck Olsen of Hartland Post No. 294, a retired Army Lieutenant Colonel, has been the Alumni Advisor for the UW-Madison Scabbard & Blade Chapter since 1998. Since it was first dedicated in 1932, Memorial Day and Veteran’s
Day ceremonies have been held in front of the towering flagpole on Library Mall. But the years have taken their toll. The pole itself and the fading and oxidized inscription at its base are in need of restoration. A grass roots campaign by the UW ROTC cadets has already raised $1000 for the project. They are working to raise an additional $2500 in donations to complete the project.

Each year the Department of Wisconsin presents three scholarships to honor the memory of Past Department Commander Frank R. Schneider (1965-66) and Past Department Commander William H. Emanuel (1966-67). The first scholarships were awarded in 1968 and have continued each year. The Schneider-Emanuel scholarships are awarded to three deserving high school students who have demonstrated outstanding academic merit, attended one or more American Legion sponsored activities and is a member, veteran, son/ daughter or grandson/granddaughter of an American Legion member. The students must be involved in charitable activities and submit four recommendations from personal and professional acquaintances. The three students receiving a $1,000 scholarship this year to attend the college of their choice are: Samantha Semanko, of Cadott in the10th District. Samantha belongs to American Legion Auxiliary Unit No. 326 in Boyd. She attended Badger Girls

State last year. Samantha has been accepted at Viterbo University and plans to pursue a degree in elementary education. Zachery Huybrecht, of Ashland in the 11th District. Zachery’s mother is a member of American Legion Auxiliary Unit No. 90. He attended Badger Boys State and has been accepted at UWMadison with plans to pursue a degree in pre-dentistry. 1st Annual Shooting Sports Postal Match
The Department of Wisconsin recently completed our initial Shooting Sports Postal Match competition in the “Sporter” Category. Postal matches are a very real means of competition which gives young shooters the opportunity to compete without a lot of expense or travel. This competition was a 3-Position match. Competitors shoot from the prone, standing and kneeling positions under timed constraints. Targets are shot at the home range and turned in to Department Headquarters to be scored. A postal match is an example of good sportsmanship, honesty, and integrity. We had a total of 25 participants: Each competitor received a participation certificate from The American Legion and a Jr. Shooting Sports sleeve patch. 1st, 2nd, and 3rd place in each age category received a trophy and a trophy was awarded to the highest team score. One $500 scholarship was awarded to the highest individual match in the senior category. Congratulations to all participants! Winners will be invited to Department Convention in Oconomowoc in July, 2013. New On-line Americanism and Government Scholarship Program Deemed a Success
The results began pouring in from around the state as students from grades 10 through 12 began taking the new on-line Americanism and Government Scholarship test beginning the first week of April. The test link was located on the web at www.wilegion.org and was available to all students that had access to the internet. Students were tested on their knowledge of U.S. Government, Wisconsin Government, County Government, the Constitution and flag etiquette. Students were also required to answer an essay question to qualify. In all there were over 4,360 students that took the test with all 12 Districts reporting student participation. The largest numbers of participants were from the 7th District. The 32 scholarships are distributed to students as follows: ten $250 scholarships to sophomores; ten $250 scholarships to juniors and twelve $500 scholarships to seniors. 2013 Eagle Scout of The Year
Mitchell T. McGlinn from Hales Corners, grandson of Auxiliary Unit No. 299 member Evelyn McGlinn, has been selected as the 2013 Department of Wisconsin Eagle Scout of the Year. Eagle Scout is the highest rank attainable in the Boy Scouting program. One of the requirements to earning the award is to plan, organize, lead and manage a community service project. For his Eagle Scout project, Mitchell partnered with the Hales Corners Memorial Post No. 299 and other organizations to help construct the Hales Corners Veterans Memorial. His grandfather, great-grandfather and great uncle who all served in WWII provided his inspiration. Mitchell is a Junior at Whitnall High School and plans to major in Pre-Law with a minor in Music following graduation from high school. He has received numerous acknowledgments for his leadership. He was named the 2013 Hales Corners Volunteer of the Year and received the Mil-

waukee County War Memorial Americanism Award. Mitchell has already earned a $1,000 scholarship from The American Legion, Department of Wisconsin. The American Legion Riders Association of Wisconsin is holding their 6th annual sweepstakes to benefit The American Legion Legacy Scholarship Fund. The Legacy Scholarship Fund provides college scholarships for children who have had a parent killed in the War on Terror since September 11, 2001. The Legion Riders have taken the lead in fundraising for this scholarship fund. As of January 2013, thousands of families with children have lost a parent since September 2001. This has resulted in over 10,000 children 18 years and younger who, as an unfortunate consequence, are in a single-parent family. Conservative estimates are that costs will increase 5% per year. That means that in 16 years the most affordable college education
will be over $105,800! The mission of this scholarship is to ensure that higher education will be a reality for these families. Last year Wisconsin raised over $11,000, which was included in the more than $700,000 total collected across the country. This year our aim is to do better than that. This April, 12 sweepstakes entry forms will be sent to all Legion Posts, Auxiliary Units, and SAL Detachments in Wisconsin. A donation of $5 each, 6 tickets for $20 or all 12 tickets for $25 is encouraged. A reply envelope will be provided for your convenience. We encourage every Post, Unit and Detachment to return your entry forms and donation to help support the Legacy Scholarship Fund. The awards are 1st–$1,000, 2nd–$500, 3rd–$250, 4th–$100,
5th through 7th–$50 each. The drawing will be held on Sunday, August 11 at 12:00 noon at Post No. 59 in Stoughton. 58th Annual American Legion King Pilgrimage National Vice Commander David Hall of West Virginia Scheduled to Attend
The 58th Annual American Legion King Day Pilgrimage will be held on Sunday, June 16th at the Wisconsin Veterans Home in King, Wisconsin. American Legion, Legion Riders, Auxiliary and Sons of The American Legion members from across the state, as well as their guests, will visit the Home and participate in a picnic with members of the Veterans Home. The general public is also invited and encouraged to attend. Musical entertainment will be provided from 10:30 AM to 1:00 PM. A delicious charcoal broiled chicken dinner will be served by American Legion Auxiliary Unit No. 161 with service to begin at 10:30 AM and continuing until sold out.
Cost per meal is $8.00 for adults and $4.00 per child 12 and under. Meal tickets can be purchased on the day of the event. Immediately following lunch will be the traditional King Day parade consisting of Legion Riders, District and Department officers, 40 et 8 Voiture Locomotives, the Marshfield High School Drum and Bugle Corps, Color Guards, Honor Guards, and Drill Teams. Following the parade will be a formal program featuring National Vice Commander David Hall of West Virginia, Department Commander Wayne W. Jensen and National Executive Committeeman David Gough. “We hope you can join us and help make this a wonderful day for the members of the Wisconsin
