Welcome

Welcome to the 2016 Summer Institute. The behavioral healthcare field in Nevada continues to change at an unprecedented rate. As we move towards an integrated model of care, it is important to bring multidisciplinary professionals together to understand each other’s perspective and develop ways to work together to address issues across the continuum of care from prevention to treatment to wrap around services, recovery and beyond. The presentations we will hear throughout this conference cover a broad spectrum of behavioral health issues and are designed to educate, inform, and encourage us to think about how to best meet the needs of those we serve. Together, we can make health and recovery a priority in our communities. The Planning Committee welcomes your feedback; both the positive comments and the suggestions for improvement. Tom Donohoe, M.D. : Principle investigator and director of the Los Angeles Region Pacific AIDS Education and Training Center (LA PAETC) based at the David Geffen School of Medicine at UCLA. At the end of the interactive presentation, participants will be able to: • Discuss intersects of the HIV Care Continuum and ASAM Levels of Care. • Consider how providers can best use these models to maximize individual and public health outcomes. • Use cases to reflect on challenges and best practices for enhancing care along these continua.

Provides an overview of the current Nevada Ryan White Part A HIV/AIDS Program’s targeted needs assessment. This survey focuses on clients whose most recent HIV lab was not suppressed. Clients were asked about their mental health and substance abuse histories, life histories, behavioral health and HIV treatment experience, and current mental health and substance abuse service access.

Forensic Assessment Services Treatment Team (FASTT): A Community-Based Model of Service Delivery In A Correctional Setting Thursday, August 4 | 10:15 am – 10:45 am Joseph McEllistrem, Ph.D.

The FASTT program represents a hybrid between a Pre-Arrest program and a Post-Booking program that incorporates the best qualities of each to affect a more immediate response to the mental health needs of the community. The FASTT team involves a community collaboration between mental health providers, law enforcement, family members, and consumer advocates. The goal of the FASTT team is to determine the best way to transfer people with mental illness from custody to the community based mental health system and ensure that there are adequate services for mental health triage in the jail to stabilize the individual, initiate treatment, and provide wrap-around services in the community upon their release.

WestCare Mobile Outreach Safety Team Thursday, August 4 | 10:45 am – 11:15 am Erin Kinard, MS, NCC, LCADC

This session will provide an overview of the Mobile Outreach Safety Team (MOST) operating in Southern Nevada. The intent of the MOST team is to reduce the imprisonment of local mentally ill citizens while simultaneously increasing the safety of the general public.

Mariah Johnson: Senior Manager Hepatitis/Policy & Legislative Affairs, NASTAD Since 2010, significant increases in new cases of hepatitis C (HCV) have been reported across the United States, largely driven by increases in transmission among people who inject drugs. HCV-related deaths now outpace deaths from every infectious disease reported to the CDC. This presentation will provide an overview of HCV prevention, treatment and elimination opportunities and challenges, with a particular focus on

Peer Support: A National and International Phenomenon Thursday, August 4 | 4:00 pm -4:45 pm

Robyn Priest: Project Coordinator, Peerlink Peer support, in its purest sense, has been recognized as occurring since the 1700s. Over the last 30 years there has been an increase in the amount, and professionalism of peer support; whilst attempting to stay true to peer support values. This presentation describes a variety of peer supports being utilized across the USA and provides some international implementation information. Examples will include both peer run and peer delivered options in a variety of services. Research data on the effectiveness of peer support will be threaded throughout the discussion.

Jessica Lance: CFO Northern Nevada HOPES

Northern Nevada Hopes began in 1997 as a small HIV clinic discreetly located in downtown Reno. In 2013, after extensive research and collaboration Hopes was awarded federal funding and designation as a Community Health Center. This expansion integrated the existing HIV patients into the larger health center. Hopes offers integrated behavioral health, substance abuse, primary care, pharmacy, case management, transportation, community education and outreach and free HIV and HCV testing. Services are low barrier and offered on a sliding fee scale for those who qualify.

Special Populations: Substance Use and the Transgender Community: Factors to Consider Friday, August 5 | 9:00 am – 9:45 am

JoAnne Keatley, MSW: Director of the Center for Excellence for Transgender Health, a capacity building and technical Assistance (TETAC) Project. Transgender people often utilize substances as coping strategies due to adverse effects of societal stigma. This session will explore causal factors and model approaches for effective treatment outcomes.

Substance Use, HIV, and Older Adults: What Clinicians Need to Know Friday, August 5 | 9:45 am – 10:30 am

Andrew Kurtz, MA, LMFT: Clinical Specialist UCLA Integrated Substance Abuse Program (ISAP), Semel Institute – Department of Psychiatry, David Geffen School of Medicine This introductory training is intended to provide HIV clinicians (including, but not limited to physicians, dentists, nurses, and other allied medical staff, therapists and social workers, and counselors, specialists, and case managers) with an overview of substance abuse and HIV among older adults. The presentation reviews important epidemiological data focused on older adult substance use trends and HIV prevalence; evidence-based and promising clinical strategies for conceptualizing and treating older adults with HIV and co-occurring substance use such as alcohol, meth, and marijuana.

Evaluating What Matters Most Friday, August 5 | 10:45 am – 12:15 pm Steve Patty, Ph.D.

Anyone tasked with the responsibility of making a difference in the lives of others needs a way to evaluate progress. Too often, our evaluations fail to give us a crisp and clear picture of what is happening as a result of our work. Our evaluations are often burdensome, perfunctory, and unwieldy—a chore to perform, not an exciting discovery of the keys to causing human impact. We tend to measure the wrong things in the wrong ways. This session will provide an orientation to the ideas of effective evaluation and explore simple and elegant ways of proving and improving your impact through evaluation.

Sailing the Winds of Change on the Seven C’s Friday, August 5 | 12:30 pm – 1:30 pm Dale Henry, Ph.D.

“Change is bad, known is good.” During this program, Dr. Dale Henry will examine the seven obstacles that control our fear of change and the unknown. This session is designed to aid participants to more effectively work in an environment of change and transition by: challenging us to explore emerging markets of opportunity, coping with customer diversity, calibrating outdated service delivery systems, creating positive energy in leadership, communicating more effectively, cycling your environment from negative to positive, commissioning and empowering work teams.
