Education Is To Inspire…Carter G. Woodsen Throughout the years, access to information has been our special manta guiding our mission and endeavors. The underlying force for the Black Chamber of Orange County is and has been education. Business education, history education, development education, community education, financial education, social awareness education, advocacy education and veteran education are significant examples we at the Black Chamber have used to inspire opportunities to enhance, grow and improve the business landscape. This year’s honorees have all exceed any expectations that have been centered on them. They are all recognizable individuals that have used their educational skill sets to increase the quality of life for all Americans. Our honorees have attempted to share their wealth of knowledge with others to inspire significant positive change and augment personal value. The Black Chamber has enjoyed a great 2018 with noteworthy events and programs such as the “The Buffalo Soldier Experience” at the Anaheim MUZEO; Cal State Fullerton’s African American Civic Engagement 60th Anniversary Program and Library Exhibit; US Army Washington DC Educational Tour; Southern California Edison’s EDGE Workshop, “Business Strategies to Optimize Revenues”, PBS SOCAL’s merger with KCET and Heroes Hall new virtual reality exhibit, “Bravemind” at the OC Fair Grounds. Black Chamber Education Fund “Black Chamber Education Fund“ The objectives of this corporation shall be: to provide guidance and educational programs and scholarships to youth of Orange County in order to achieve academic and vocational successes; and to develop and provide educational and scholarship needs for military veterans, with support to achieve academic and vocational successes along with career technical education and business and workforce investment assistance opportunities. These programs and scholarships shall be mainly supported by the Black Chamber of Commerce of Orange County.”
Chuck Moore Mr. Moore is owner of Moore Educational Services. This company has been engaged during the past 16 years in hosting youth conferences and providing college advising services. He is a proud member of the Council of African American Parents. Chuck heads up the Orange County Education Fund program for the past 6 years, the program provide guidance, educational programs, scholarships to youth of Orange County and Southern California, in order to achieve academic and vocational successes. The Black Chamber of Commerce of Orange County will support these educational programs and scholarships. A new emphasis was undertaken three years ago with priorities shifted to support successful community programs as opposed to creating new activities within the Black Chamber structure. BRIDGES, the program designed to increase col-lege graduation rates among African American students on Orange County college and university campuses continues to serve as the foundation program for BCEF. However, BCEF has worked as a partner with the Council of African American Parents (CAAP) to publicize and support programs sponsored by this twenty-one year old college preparation organiza-tion that serves students and families from Orange, Los Angeles, Riverside and San Bernardino counties. BCEF supports the (CAAP) Legacy Roundtable Accelerated Summer Mathematics Academy designed to increase the number of African American males completing Calculus before high school graduation. Members of the Chamber are sending increased numbers of scholars to CAAP’s Junior/Senior Workshop where scholars and parents receive intensive guidance covering all aspects of the college selection, admissions and enrollment procedures. These pipeline programs feed college level scholars into the BRIDGES (Book Reimbursement Incentive, Guidance and Educational Support) pro-gram where business partners serve as mentors, internship site supervisors, and general supporters of college students striving to complete baccalaureate and advanced degrees from Orange County college campuses. The BRIDGES program was designed to aid African American students in efforts to find Orange County employment, en-trepreneurial opportunities and local mentors. This year we celebrate the return of Dr. AC Campbell, a BRIDGES scholar in 2001 and 2002. Dr. Campbell was accepted as a BRIDGES scholar while completing his master’s degree in Sociology at CSU Fullerton. BCEF is proud to announce that Dr. Campbell who attended and graduated from Purdue University with his doctoral degree in Sociology will begin his tenure process as a faculty member at Santa Ana College in fall 2013. His accomplishments and return to Orange County embody the goals of BCEF and promote continued efforts of this type throughout our service area.

County Superintendent of Schools
Mijares was appointed Orange County Superintendent of Schools in August 2012, and prior to that time he served for six years as the Vice President of the College Board where he worked to expand the high school-to-university pipeline, in order to assure the college readiness and success for students, especially the underrepresented. He joined the College Board after serving as Superintendent of the Santa Ana (CA) Unified School District for more than 11 years. Under his guidance, the district received national recognition for successfully meeting the needs of its diverse student body. Mijares was praised for his innovative curricular reform and for improving reading and math skills. Before Santa Ana, Mijares served as Superintendent of the Bakersfield (CA) City School District and Coachella Valley (CA) Unified School District and as a principal in the Moreno Valley Unified School District in Riverside County, CA. Before and during these administrative posts, he held faculty positions as an adjunct professor at Chapman University in Orange, CA, and taught part-time at both Pepperdine University’s Los Angeles campus and at Compton College in Compton, CA. Additionally he also served on the Ambassador Advisory Committee under University of Southern California President, Steven Sample.
He is treasurer of Comunidad Latina Federal Credit Union, a member of the Board of Trustees for Biola University, a past member of the advisory council of the Tiger Woods Learning Center Foundation, on the advisory board of Public Schools for Tomorrow, and was the first chairman of the Santa Ana Empowerment Zone board of directors. Additionally, he is the recipient of several honors, including the American Association of School Administrators Leadership for Learning Award, the Orange County Hispanic Chamber of Commerce’s 2005 Educator of the Year Award, the League of United Latin American Citizens’ 2004 Excellence in Education Award, the Association of California School Administrators’ Diversity Award, and the California School Board Association’s Merit Award for Outstanding Leadership. He earned his bachelor’s degree in child development/special education from California State University, Northridge. While working in the San Francisco Bay Area as a project specialist for physically handicapped children in public schools, Mijares earned his master’s in social welfare from the University of California, Berkeley. He earned his Ph.D. from the University of Southern California. He holds several school credentials, including school psychology and school administration. Al is married to Jackie and they are the proud parents of 5 grown sons all of whom graduated from the public school system. The eldest four are college graduates, and the youngest will graduate in May.

Dr. Glenn Roquemore has been President of Irvine Valley College since 2002. Prior to accepting he served in the following administrative assignments at this institution: Interim President, Interim Provost at ATEP (Advanced Technology and Education Park), Vice President of Instruction, Interim Vice President of Instruction, Dean of Advanced Technology, Interim Dean of Advanced Technology, Interim Vice President of Student Services, and Chair – School of Physical Sciences and Technologies. He has also served as Professor of Geology. His academic preparation includes a Doctor of Philosophy in Geology and Geophysics, from the University of Nevada, a Master and Bachelor of Science Degree in Geology from California State University at Fresno. Current service includes: American Association of Community College (AACC); Presidents Academy Executive Committee (PAEC); Irvine Chamber of Commerce Board of Directors, Economic Vitality Committee; Orange County Business Council Board of Directors, Orange County Workforce Development committee and Community College Working Group; and, Orange County Army Advisory Board. Dr. Roquemore has served on multiple accreditation teams, including chairing, multiple team visits, serving as lead chair for a multi-college visit, as well as an Institutional Effectiveness Partnership Initiative (IEPI) Partnership Resource Team (PRT) chair.

President of Santa Ana College
Dr. Linda Rose was appointed president of Santa Ana College in July 2016. Reporting to the Rancho Santiago Community College District Chancellor, her responsibilities include planning, organizing and implementing educational policy and procedures to develop curriculum and student support services; budget management; enhancing partnerships with business, governmental and community organizations, as well as with K-12 and higher education institutions in the area; and leading the institution’s fund development efforts. As a product of the community college system, Dr. Rose has dedicated her career to community college education. She began her career at Cerritos College as a part-time English instructor. While there, she earned a tenured faculty position and served as the college’s Puente Program co-coordinator, which serves underrepresented students, and coordinated the college’s Program for Adult College Education. She also served as English Department chair and later was named dean of the Liberal Arts Division. She went on to become vice president of academic affairs at Santa Ana College and president of Los Angeles Southwest College, before returning to SAC as president. As an academic leader, Dr. Rose is a regular presenter, keynote speaker, and workshop facilitator at local and national conferences and meetings, including the Asilomar Leadership Skills Seminar, an intense four-day experience that focuses on issues facing women in community college administration. She is also leading Santa Ana College in the California Community Colleges Guided Pathways initiative, with the purpose of significantly improving student outcomes. Dr. Rose is a board member of the Santa Ana Chamber of Commerce and Santa Ana Workforce Development Board, and serves on their Economic Development Board and Youth Council. Among her honors and awards are the Cerritos College Outstanding Administrator Award; the Cerritos College Outstanding Faculty Award for the Liberal Arts Division; Who’s Who Among America’s Teachers, Fifth Edition; and the National Institute for Staff and Organizational Development Teaching Excellence Award. She was also named a 2018 Woman of the Year by the National Hispanic Business Women Association, and was inducted into the Youth on the Move, Inc.’s 2018 International Educators’ Hall of Fame. She earned her doctorate in Educational Leadership from the University of California, Los Angeles; master’s degree in English literature, certificate of completion in rhetoric and composition, and bachelor’s degree in interdisciplinary studies all from California State University, Dominguez Hills; and her associate degree in liberal arts from West Los Angeles College.

Harold Hutchison is originally from Dallas, Texas. He is a graduate of Lincoln High School. Harold is married to Marlene R. Dyce. They have three adult children, Latonya, Virgil and Patrick. He is an Alumni of the University of Colorado where he majored in Business Administration. He is a retired employee of Washington Bank. He was Vice President of Community Affairs for almost 30 years in Southern California. His responsibility was to enhance people lives and revitalize he neighborhoods in Southern California. He specialized in working with non-profit organizations. Harold gave them large monetary contributions through Washington Mutual Bank to provide services for the community that they served. He also served as a member of the board of directors or a committee member for several non-profit organizations. He valiantly served the community in a myriad of ways—He served on the board of directors for West Angeles Community Development Corporation, in Los Angeles, CA, for several years which included his efforts to help build a 44 beautiful affordable apartment complex and a 150 unit senior citizens home in the Crenshaw District. For his efforts, Congressmen Julian Dixon awarded Harold with a Congressional Certificate.
While on the Dunbar Economic Development Corporation Board he was instrumental in providing an annual event, the Central Avenue Jazz Festival for the people in the South Los Angeles community. He also is credited with establishing the Jazz at Drew concert with Roland Betts of Drew Medical Center, again he visualized jazz musicians, vendors and people in the community enjoying themselves. Harold has serve as a mentor at Santa Ana College; worked with Washington Mutual Human Resources Department to recruit the University of California, Irvine students as interns and employees; worked with Southern California Regional Purchasing Council and assisted minority businesses in the Los Angeles and Orange County to receive contracts from major employers; worked with The Minority and Women Owned Business Enterprise Program and worked with the group to obtain loans and contracts; met with the Crips and Blood gang members in Los Angeles for approximately fifteen years trying to get them to stop shooting people, (they threatened to kill him three times during those years) and he also served homeless people with clothing, food and blankets for approximately fifteen years. He got Washington Mutual to purchase a new large van so that Skid Row Development Corporation located in Los Angeles could transport the homeless people to various places. Harold was the only employee at Washington Mutual Bank to have an award named after him. It is called the Harold Hutchison Community Service Award and is to be given to an employee who exhibited good community service. It is for employees on a nationwide basis. He has been a member of Omega Psi Phi Fraternity, Inc. for 41 years. He has been selected as Omega Man of the Year on two occasions. The Omega Psi Phi Fraternity motto is “Friendship is essential to the soul.” Harold strongly believes in the four cardinal principals of the organization: Manhood, Scholarship, Perseverance and Uplift. Harold has been a member of the Prince Hall Masons for 64 years. Harold is also a very proud United States Air Force veteran who served from July 1959 to July 1963. He shares his knowledge of Veterans Administration benefits with other veterans. Harold Hutchison has enjoyed his community service and leadership journey. He thanks God for enabling him to help so many people on his life’s journey.

Thanks to the efforts of Congressman Ed Royce,The African Growth and Opportunity Act (AGOA) was signed into law by President Clinton in May 2000 with the objective of expanding U.S. trade and investment with sub-Saharan Africa, to stimulate economic growth, to encourage economic integration, and to facilitate subSaharan Africa’s integration into the global economy.
Thanks to the efforts of Congressman Lou Correa, a longtime supporter of Veterans, he supported H.R.2288 - Veterans Appeals Improvement and Modernization Act of 2017. This bill created multiple appeals processes to increase the VA’s ability to quickly respond to veterans’ benefits claims. Currently, veterans’ can wait up to 5 years for a benefit claim to be answers. He also supported the House Committee on Veterans Affairs, H.R. 5693 - Long-Term Care Veterans Choice Act that was passed and will help senior veterans get the elder care they need, while living in the home they love. This program is a huge step in supporting our aging vets.
