Executive Director’s Message
Executive Director’s Message “The Road Home...” forum goal was to increase community awareness and understanding and to foster greater collaboration among colleges, communities and veteran service providers. I was asked to speak at a welcome dinner the evening before the “Road Home Event,” of which I shared my thoughts, feelings and opinions about my military and “Road Home “ experiences. After my presentation, several of the returning vets, from Iraq and Afghanistan, approached me and begin to deeply express their thoughts, emotions, and feelings. We talked education, adjustments back into civilian life, adjustments of not taking orders every day, super keen awareness of surroundings and looking for that commonality and sense of purpose that was always present, but slowly slipping away. After the lengthy conversation, I went and joined up with Catherine, Anne and a few others, and the discussion immediately went to the observation of the fact that the veterans I was talking to had not shared or opened up to speak to anyone about their adventures or feelings in a whole year!

They were watching me communicate and connect with my fellow vets. Needless to say this was the beginning of the Veterans Affairs Committee for the Community College Board of Governors. Since then, we have seen a proliferation of significant and substantive veteran programs and outreach efforts. The Community College System had its inaugural Veterans Summit; Board of Governor member, fellow vet and former US Marine Manuel Baca, who I had the privilege to co-chair the Veterans Committee and present to the Board a strategic plan for veterans in the CA Senate; a inaugural veterans panel at the annual Community College Conference with Department of Labor officials; attend the annual community college Washington DC legislative trip which included meetings with legislators; a trip to the Pentagon, along with a poignant visit with Manuel Baca and Alice Perez to the Viet Nam Memorial; and the resourceful meeting of our US Veterans
Administration General Counsel, Will Gunn. Veteran and Business is our theme this year, as we continue our veteran’s journey. We in California have assembled a great team to support our veteran business, education, housing and health concerns. Secretary of Veteran Affairs, Major General Peter Gravett is now leading our state efforts with the Interagency Council of Veterans and concentrating on Housing, Employment, Health, and Education (HEHE). California State Senator Lou Correa is chair of the Veterans Affairs Committee and has supplied us with several strong Veteran forums and town hall meetings. Look for the Housing and Employment forums in 3rd and 4th quarters of 2012. The Orange County Veterans Advisory Council, the Anaheim Ad Hoc Committee for Veterans, the Veterans First’s Annual Stand Down, the Southern California Army Advisory Council, the US Marines Wounded Warrior Battalion West, the Region 8 Veterans Program Directors Consortium; the support of the Golden West College, Orange Coast College, Coastline Community College students, active military and veterans affordable education and job training bond measure, plus a host of other events and ventures, are now connecting the dots with businesses and partnerships. Let me acknowledge and say a big THANK YOU to our awardees who have gone beyond the call of duty and are most deserving. We deeply appreciate our sponsors and their support of the chamber and our veterans. We at the chamber are committed to veterans and business. The chamber will support vigorously ICV’s HEHE direction. Reflecting back on the September, 2008 Road Home program at American River College, I searched for a way to combine the faith, the belief and the bond of someone on active duty and a loyal veteran of many years. Interagency Council on Veterans Why do we need the Council?
Major General Peter J. Gravett, Retired Governor Edmund G. Brown, Jr. appointed Peter James Gravett to his Cabinet as Secretary of the California Department of Veterans Affairs on April 29, 2011 Major General Peter J. Gravett, Ret. was the commander of the 40th Infantry Division, United States Army, which is part of the California Army National Guard, with headquarters at the Joint Forces Training Base, Los Alamitos. In his more than 30-year military career he served in a myriad of command and staff positions. General Gravett is the first African American National Guard Division Commanding General in the 360-year history of the National Guard in the United States.
Goals
The goals of the Interagency Council on Veterans is as follows: • Create a state plan that effectively links veterans to existing veterans service networks that can be easily accessed through the broader veteran service network; • Foster the development of regional and local community plans that ensure veterans and their families are integrated in every aspect of the community; • Recommend policy, regulatory, and resource changes needed to accomplish the objective outlined in the state plan; • Develop metrics and track accountability measures to ensure maximum efficiency; and • Promote and implement a research-driven, performance-based, results-oriented plan to connect veterans to their earned benefits.

Historically CalVet’s mission priority has been directed to building and providing high quality care in the veteran homes. Recently there has been a shift to an emphasis on “veteran services,” the processes that connect veterans to benefits and services they have earned; CalVet operates primarily as a connector in the veteran services arena. These benefits and services are substantially provided by others such as federal and local governments, other state agencies and non-governmental organizations; Funding for veteran benefits and programs flows from a variety of sources, primarily federal government, including but not limited to U.S. Department of Veterans Affairs, U.S. Department of Labor, and U. S. Department of Housing and Urban Development; and Federal funds for various purposes flow through a variety of paths to support California’s veterans including: directly to the veteran; directly to various federal facilities located in California; directly to State agencies; and

• California veterans are currently taking advantage of their compensation and pension, health care and other benefits at a substantially lower rate than veterans in other states. • It is anticipated that an additional 40,000 veterans will separate from military service and return to California over the next couple of years so it is imperative that delivery of services be better coordinated. • Improved communication and collaboration among organizations providing benefits and services to California veterans will result in greater efficiencies. • Collaborative outreach and education are likely to result in better veteran participation rates. http://www.icv.ca.gov/index.html http://www.calvet.ca.gov/

This citizen body was created in March 1978 and is comprised of members appointed by the O.C. Board of Supervisors. They volunteer their time and services without pay. The Council is made up of nine members who are residents of Orange County representing all areas of the county and all are U.S. Military veterans with Honorable Discharges. The function and duties of this Council are: to advise the Board of Supervisors on issues of importance to veterans and their dependents based on input from the veteran community; to provide a source of liaison and communication with various groups relative to veterans issues; and, to promote involvement in veteran’s related events and functions within the County. Public meetings are held on the second Wednesday of each month at 6:00 P.M. Currently, meetings are held at the Veterans Service Office, Conference Room A/B, 1300 S. Grand Avenue, Building B, Santa Ana, California. Black Chamber Education Fund The objectives of the Black Chamber Education Fund shall be to provide guidance, educational programs, scholarships to youth of Orange County and Southern California, in order to achieve academic and vocational successes. The Black Chamber of Commerce of Orange County will support these educational programs and scholarships. BRICKS and BRIDGES are very strong symbols but more importantly, the two acronyms embody the essence of the BCOC Motto, “Visibility, Credibility, and Loyalty.” BCOC attempts through two important programs to establish direct interaction, effective skills modeling, and foster growth in social abilities among program participants. Providing visible evidence, persistent interaction to instill confidence or credibility, and unselfishly reaching out to students to increase self-awareness and mastery of basic business etiquette and skills, BCOC members shape their own destiny by supporting future leaders who will reciprocate in kind when their turns arrive.

UPS, according to the 2010 Census, there are a total of 22.7 million veterans in the U.S. which is 7.3% of the total population. For the last few years UPS has hired an average of 5,000 veterans per year. Veteran-owned Businesses and their Owners— Data from the Census Bureau’s Survey of Business Owners
In 2011 UPS hired almost 7,500 veterans. UPS currently have in the neighborhood of 3,100 employees on some type of military leave of absences. That could be someone that is serving on active duty or someone that is in the reserves.

Brigadier General Simpson has been spent 31years with UPS and 31 years with the military. He is being featured for his extensive military career and how he maintained two careers. “They taught me the Military Decision Making process (Root cause analysis) and how to develop mitigating courses of action to achieve desired outcomes. And most importantly they taught me how to manage personalities. All these things have benefited me in my responsibilities at UPS.

2012 Veterans and Business Award Walmart Serving current and former members of the military and their families is a key issue for Walmart. Our current initiatives in this area include: Actively recruiting former military personnel; Helping former active-duty military employees transition into civilian jobs; Assisting veterans as they pursue their educational goals; and Providing access to behavioral health and family services for veterans and their families. In November, Walmart and Sam’s Club participated with the U.S. Chamber of Commerce in Hiring our Heroes Job Fairs across the country. As one of the largest private employers of veterans in the country and ranked one of the Top 100 Military Friendly Employers by G.I. Jobs, Walmart is proud to actively seek veterans as associates to help us run their stores and shape the future of their business. Veterans not only have a record of performance under pressure, but they are educated and technologically savvy, quick learners and team players – all of which translates well into being a valuable associate or manager. As part of their recruitment efforts, they recently launched a website for veterans who are considering a job with Walmart, http:// walmartcareerswithamission.com/, to help veterans determine which career area of Walmart would best match their skills and interests. Walmart also strives to support the heroism of those who have served our country through donations, partnerships and programs geared toward helping veterans and their families live better. As this generation of soldiers comes home, they recognize how important it is for them to come back to a country of opportunity. The current unemployment rate among veterans aged 18 to 24 is more than 30 percent. Walmart and the Walmart Foundation have committed to give $20 million over five years to promote job training and entrepreneurship to address the distressing unemployment situation facing our veterans, and to create even more job opportunities for those who have so bravely protected our country. This represents a doubling of our previous commitment of $10 million over five years, announced last year. Grants include a $1 million grant to the Entrepreneurship Bootcamp for Veterans with Disabilities’ Foundation, which is an initiative aimed at opening the door to economic opportunity through entrepreneurship and small business management to young veterans with disabilities; and a $750,000 grant to connect 1,000 veterans with training and placement into full-time green sector jobs. The funding from these donations and others will assist veterans in their pursuit of higher education; enable veterans to more easily reintegrate into civilian life; and support job readiness and training for returning servicemen and servicewomen.

2012 Community Service Award Silvia Flores, is the Associate Executive Director for
both the Faculty Association of California Community Colleges (FACCC) and the FACCC Education Institute (FACCC EI). She has been with FACCC since 2006. She manages the professional development programs, provides support and directions with fundraising, research, and writing projects. She also staffs the Professional Development Committee and co-staffs the Policy Committee. With 19 years of expertise managing conferences and events Silvia directs FACCC EI’s educational conferences throughout the state. It was at the first statewide community college Diversity Conference in 2009 that the idea for a Veterans Summit was born. The keynote was Barbara Ward, California Deputy Secretary, Women and Minority Affairs. Then in December of 2011 the first statewide California Community College Veterans Summit was held in San Diego. The theme for the summit, Learning to Better Serve Those Who Have Served, took a serious look at the services provided to student veterans. President Barack Obama said, “It’s about how we treat our veterans every single day of the year. It’s about making sure they have the care they need and the benefits that they’ve earned when they come home. It’s about serving all of you as well as you’ve served the United States of America.” Both the Veterans Summit and the Diversity Conference, with a session on veterans, will occur again this year. The Diversity Conference will be held September 28 at El Camino College and the Veterans Summit is scheduled for December 6-7 in the Bay Area (location TBD). Silvia grew up in the Napa Valley and received her Associate’s degree from Napa Valley College. She transferred to University California at Davis and graduated with a Bachelor of Arts degree in English literature and a minor in Native American Studies. Silvia is engaged to be married to a Master Sergeant in the United States Air Force. She makes her home with her daughter, fiancée and his daughter in Vacaville. Silvia enjoys spending time with family and attending cultural events.

2012 Community Service Award
2012 Business Person of the Year Gavin Huntley-Fenner is President of Huntley-
Fenner Advisors, Inc., a Human Factors and Product Safety consulting firm located in Southern California. His research and consulting interests include health risk and benefit communication via labels, inserts, live and video based training materials and advertising. His projects have involved medical devices, pharmaceuticals, cosmetics and other products. Dr. Huntley-Fenner is an educator and published author. His workshops and lectures have covered a variety of topics related to human factors, risk perception and consumer health and safety. Recent publications include the chapter entitled “Human Factors” in the FDA’s “Communicating Risk and Benefits: An Evidence Based User’s Guide.”
MAX MADRID retired in 2007 from Community
Service Programs (CSP), Inc., where he served as the Director of Gang Prevention and Intervention Services, for 17 years. He coordinated and supervised programs in nine Orange County cities, working closely with law enforcement, probation, schools, local businesses, and community organizations. He is now a Consultant to California State Senator Lou Correa, representing the Senator on the Select Committee on Youth Empowerment, Youth Services and Gang Prevention and Veteran Affairs. A great fit for Mr. Madrid who retired from the United States Navy in 1992, after 26 years of military service. Max enlisted March 12, 1964, and did two tours of Vietnam, earning numerous awards including Combat Action Ribbons, Navy Achievement Medal, Vietnam Gallantry Cross with Palm, National Defense Service Medal, and Bronze Star. While Stationed at Los Alamitos, CA, he was temporarily transferred to the Toys for Tots campaign. In 1985, he was elected the Top Navy Recruiter in the Southern California district, Max was recognized seven consecutive years for his incredible recruitment skills, which earned him an unprecedented 30 Gold Wreaths! Although Max retired from the Navy in 1992, he has to date, remained an avid volunteer with the Toys for Tots assisting in the gathering and distributing of over 250,000 toys each year for Orange County families. Mr. Madrid has been recognized as the 2010 Ambassador of Peace, by the Violence Prevention Coalition of Orange County and was also recognized by Past President George Bush in 2002; receiving the Daily Point of Light Award. Max is an appointed Orange County Juvenile Justice Commissioner and a City of Santa Ana, Parks, Recreation & Community Services Commissioner. He earned a Bachelors Degree in Business from Western University of New Mexico, is married, and has four children, twelve grand-children, and three great-grandchildren! Max is an avid golfer and loves to dabble in real estate.
Dr. Huntley-Fenner serves as a member of the United States Food and Drug Administration’s Risk Communication Advisory Committee and in 2007-2008 he served as a member of California’s Statewide Committee on Autism and Education. He also serves on the United States Army Southern California Community Advisory Committee. Dr. Huntley-Fenner began his professional career 15 years ago as an Assistant Professor at the University of California, Irvine. Since 2005, Dr. Huntley-Fenner has served as a Governing Board Member for the Irvine Unified School District.

2012 Distinguished Service Award Will A. Gunn was sworn in as the General
Counsel for the Department of Veterans Affairs on May 26, 2009. As the Department’s top lawyer, Mr. Gunn oversees approximately 450 attorneys within the Office of the General Counsel, which provides proactive legal advice and representation to the Department concerning all aspects of its program and management responsibilities. The General Counsel supervises over 700 employees in Washington, D.C., and in field locations across the United States. Mr. Gunn is a retired Air Force colonel, having served as a military lawyer in the Air Force Judge Advocate General Corps. In 1990, he was selected as a White House Fellow and served in the Executive Office of In 2003, Mr. Gunn was named the first-ever Chief Defense Counsel in the Department of Defense Office of Military Commissions. Mr. Gunn built a defense team and supervised all defense activities for detainees selected for trial before military commissions—the first proceedings of their kind to be conducted by the United States in over 60 years. Mr. Gunn won acclaim for his principled leadership and commitment to ensuring that detainees received effective representation. In doing so, he set the tone so that the military lawyers under his leadership were able to vigorously defend their clients. These efforts radically changed public perceptions about military lawyers and raised international attention on the Guantanamo prison camp. In 2005, Mr. Gunn retired from the military and was named President and CEO of Boys & Girls Clubs of Greater Washington where he led one of the largest affiliates of Boys & Girls Clubs of America. In 2008, he founded the Gunn Law Firm to provide representation to military members and veterans in a range of administrative matters. A native of Fort Lauderdale, Fla., Mr. Gunn graduated from the U.S. Air Force Academy with military honors in 1980. He is a 1986 cum laude graduate of Harvard Law School and while at Harvard, he was elected President of the Harvard Legal Aid Bureau, the nation’s oldest student run legal services organization. Mr. Gunn also has a Masters of Laws degree in Environmental Law from the George Washington University School of Law and a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces. Mr. Gunn has served as chairman of the American Bar Association’s Commission on Youth at Risk and has served on the boards of Christian Service Charities and the Air Force Academy Way of Life Alumni Group. He has held leadership positions in a host of other bar association and community organizations and has also received numerous awards and honors including the Harvard Legal Aid Bureau’s Outstanding Alumni Award, a Human Rights Award from the Southern Center for Human Rights, and the American Bar Association’s Outstanding Career Military Lawyer Award. In 2002, he was elected to the National Bar Association’s Military Law Section Hall of Fame.
