President’s Message of Welcome OFSAA Track and Field Championship June 1-3, 2017 On behalf of the Ontario Federation of School Athletic Associations, I welcome you to the City of Belleville, my hometown and the site of the 2017 OFSAA Track and Field Championships. OFSAA Championships bring together student-athletes and teacher-coaches from across the province of Ontario to compete in the spirit of sportsmanship and fair play. As representatives of your school and association, you embody the best of school sport. It is our hope that this Championship is an opportunity for you to showcase your skills, meet other competitors, continue to develop the camaraderie on your team and truly experience the OFSAA motto “education through sport”. I would also like to thank convenor Brian Poste as well as all the members of the organizing committee who have worked tirelessly to make this an outstanding event for all. We are very appreciative of your hospitality and organizational efforts on our behalf. Thank you for your commitment to school sport. I must also congratulate and thank the City of Belleville for providing us with the fantastic facilities we will be using over the next few days. Having been involved in several OFSAA Championships, I know the sense of pride and ownership an OFSAA Championship can bring to a community. This will be a rewarding experience for all. To the many teacher-coaches who have dedicated their volunteer time, a very big thank-you. Your efforts ensure that athletes are well-prepared and that the Championship will be a memorable part of the student’s educational experience. Your commitment to the students in your charge is very much appreciated. Congratulations on your many successes this season. Finally, congratulations to the student-athletes. Your hard work, perseverance and commitment to your sport have paid off. Please take the time during this Championship to thank the people in your life that helped guide you to this place. May OFSAA be just one of the many celebrations in your journey of life-long participation. Best wishes for a successful event. Member of Parliament • Bay of Quinte Dear Athletes, Coaches, Volunteers, Families and Guests: On behalf of the residents of the Bay of Quinte, I am delighted to welcome you all to this year’s OFSAA Track and Field Championships. Foremost, congratulations to all the athletes! You have excelled and surpassed the competition at home and now find yourselves taking on the challenge to distinguish yourselves, again, at the provincial level. A steady round of applause belongs to you! But, it is also very important to take the time to reflect on all the wonderful people who have supported you, and your ambition, to reach for this goal. To your coaches, family members, and every community member who has worked tirelessly to encourage, inspire and challenge you to achieve your utmost, we offer a sincere commendation for their dedication to sport, and you— our youngest athletes. While you’re all here together to celebrate this achievement, I do hope you will consider taking in some of the excellent local fare, entertainment, and scenery that our region has to offer. OFSAA TRACK & FIELD CoaCHinG Creed Be a resourceful person able to assist the athlete to develop his/her athletic potential and self-dependency. Recognize individual differences in athletes and always think of the athlete's long-term best interests. Aim for excellence based upon realistic goals and the athlete's growth and development. Lead by example. Teach and practise cooperation, self-discipline, respect for officials and opponents and proper attitudes in language, dress and deportment. Make sport challenging and fun. Skills and techniques need not be learned painfully. Be honest and consistent with athletes. They appreciate knowing where they stand. Be prepared to interact with the media, league officials and parents. They too have important roles to play in sport. Coaching involves training by responsible people who are flexible and willing to continually learn and develop. Physical fitness should be a lifelong goal for all Canadians. OFSAA TRACK & FIELD ruleS oF BeHaviour Any OFSAA Championship must attempt to achieve a standard of organizational and educational excellence which will serve to place it beyond reproach in either area. A school athlete jointly represents both school and Association when attending an OFSAA Championship. This consequently confers a responsibility upon him/her during the time of absence from school. This responsibility assumes greater meaning when individual teacher-coaches instruct their competitors in the degree of importance attached to it. The following principles and rules will therefore apply to all OFSAA Championships and are in addition to the OFSAA Standing Rules (Playing Regulations) and Governing Rules of athletic contests. 1.

The teacher-coach must prepare participants with regard to the behaviour expected of them at the Championship.

The teacher-coach bears the responsibility for supervising his or her athletes for the entire period during which they are absent from school or home. If the coach of a team is of the opposite sex, a suitable adult chaperon of the same sex, as approved by the principal of the school, must be present and available at the accommodation site for the duration of their stay in the accommodation. (Reference By-Law 6, Section 1(c)).

The consumption of any alcoholic beverage by participants, whether of legal drinking age or not, at any time during an OFSAA Championship is expressly forbidden. “Participants” are deﬁned as “students, parents or guardians, volunteers, teachers and any other staff member as well as anyone else who has been granted proper authorization to enter a restricted area.” A “restricted area” includes “those areas occupied by athletes and to which access by the general public is restricted or prohibited.”

Drugs, other than medication prescribed by a medical doctor for a speciﬁc competitor, are expressly forbidden.

All participants will deport themselves in a manner becoming representatives of their school, Association and OFSAA while attending a Federation Championship. Attention must be paid to: • Respect for others; all participants have the right to freedom from harassment (as deﬁned by the Canadian Human Rights Commission), equal treatment without discrimination based on race, place of origin, colour, ethnic origin, creed, physical or mental ability, sexual orientation, or sex; • Respect for property; • Conduct; • Language; • Dress. I am aware of the dress code for Championships as stated in the Playing Regulations. • Student-athletes must remain fully clothed in the appropriate team uniform in the competition area, AND use the designated locker room or change area to change to and from competition attire.

Participants staying in tournament accommodation are expected to respect the right of others to undisturbed rest. Those who create disturbance in rooms or corridors after a reasonable hour will be subject to disciplinary measures. Student-athletes are expected to observe any curfew imposed by the OFSAA convenor at the Championship.

All schools entering a Federation Championship shall, by signature of the school principal on the Championship Entry Form, acknowledge responsibility for making restitution for damage resulting from misconduct by their participants. (Reference By-Law 6 - Section 2 (g)).

Procedure Actions contrary to these Rules shall be referred to the Competition Committee which shall investigate the matter and decide on the penalty, if any, to be assessed. A report of the matter in question and penalty, if any imposed, shall be sent to the Principal of the school and the appropriate Association Representative. The report will also be forwarded to the Board of Reference - Sanctions where further action may be taken and\or penalties imposed. Penalty Penalties imposed by the Board of Reference – Sanctions may include, but are not limited to: stripping of awards, removal of records and standings, suspension from future OFSAA competition, identiﬁcation of offenders in the OFSAA Bulletin, notiﬁcation to appropriate sport governing bodies, requiring written letter of apology and requiring appropriate restitution.
