MESSAGE FROM MAYOR JIM HARRISON Warm greetings to our citizens and neighbours! We are pleased to provide you with the 2019 Quinte West Resident’s Guide. We hope you will find this a useful resource and encourage you to also explore a further compliment of services online at www.quintewest.ca or by visiting one of our municipal service locations located in Trenton and Frankford or follow us on social media. The last four years have been very productive, with the completion of the Consolidated Operations Centre and the repurposing of Pelham Street facility that is now home to the Trenton Care & Share Food bank and Quinte Access. This is a great example of how community partnerships benefit everyone. The new state of the art Fire Hall was completed and the shovels are in the ground on the new OPP facility right up the street. We look forward to continued successes as we pursue further enhancements to the infrastructure within our great City. There are endless opportunities that exist in our beautiful and diverse community and I invite you to explore the many attractions, local businesses, events, waterways and scenic areas that make Quinte West, A Natural Attraction. PA R K S

The total area of parkland in Quinte West is approximately 400 acres, encompassing over 60 community and neighbourhood parks and floral displays, among other community recreational parkland areas. A full map can be viewed online at www.quintewest.ca

Centennial Park

Batawa Lions Natural Playground

Located in the “hub” of Trenton, Centennial Park is home to the Duncan McDonald Memorial Community Gardens (Arena), amphitheatre, mini putt, Trenchtown Wake Park, splash pad, comfort station, pavilion for picnics and events, skate park, premier soccer & hardball fields and several play structures. There is also a paved accessible waterfront trail that runs through the park and links to downtown Trenton. From fireworks to ice fishing, there are special events and seasonal activities that take place in the park throughout the year.

This “Natural Playground” is a community initiative with both the Batawa Development Corporation and the Batawa Lions Club joining with the City of Quinte West. The goal of the design is to create and promote both active and passive play while maintaining a space that will be durable for the years to come. By using the natural elements as inspiration from the topography and including it in the planning of the site’s terrain, this play space is becoming the connection point of the community and a great place for kids to stretch their legs and get active. Batawa Lions Natural Playground was named the recipient of two awards at the 2016 Landscape Ontario Awards Show; one for Best Commercial Design and another for Special Interest.

Hanna Park This 42-acre park, located in the Trenton Ward, features marked nature trails, beautiful scenery, tennis courts, and a children’s play area. Hanna Park is home to the Kinsmen Community Dog Park, a fully enclosed, off-leash dog park.

Frankford Tourist Park The Frankford Tourist Park, located along the Trent River in Frankford, is the centre for regional outdoor activities and special events. The park has a sandy beach area and playground, covered picnic pavilion, and seasonal overnight camping facilities. Hydro and water hook ups are available along with a dump station. A permanent concrete skate park opened in the fall of 2017. To reserve your camping site, please call 613 392-2841 X 4414 during business hours or visit the Park’s canteen.

Hollinger Park With over 25 acres of hardwood and pine trees, this beautiful public park, located in the Sidney Ward, features a mixture of trees on several marked trails. It also offers a sheltered picnic area adjacent to an open meadow with benches perfect for large group outdoor activities.

The Smoke-Free Ontario Act prohibits smoking and vaping of tobacco and cannabis within 20 metres of any point on the perimeter of a children’s playground and within 20 metres of any point on the perimeter of a sporting area or a spectator area adjacent to a sporting area.

WASTE MANAGEMENT Large And Bulky Curbside Collection Curbside collection for large and bulky items is available by purchasing a large and bulky tag at City Hall or the Frankford Municipal Office and items are picked up on Friday only. The tags are priced from $10.00 for a small item (chair, kitchen chair, end table, tv stand, bundled wood, carpet), $15.00 for (couch, chair, desk, mattress, box springs, toilet, tank), $27.30 (stove, dishwasher, washer, dryer, microwave, humidifier, barbecue) to $37.80 (for Freon item).

Waste Removal Services A bag tag must be placed on each bag put out to the curbside for garbage pickup in the City of Quinte West. The cost is $2.50 per bag tag. The maximum number of bags per week is 4 and each bag must not weigh over 40 lbs. All waste and recycling should be placed at the curbside the night before collection or by 7:00 a.m. the morning of collection. The bag tag should be looped around the neck of the bag so that it meets at the end producing a little flag. Pick up days are as follows: Trenton Ward Thursday

Murray Ward – North of 401 Thursday

Sidney Ward & Murray Ward – South of 401 Wednesday

Frankford Ward Friday

Excess Waste Due to Medical Condition Residents of the City of Quinte West with a medical condition can apply for an exemption to the curbside waste collection garbage bag limit/fee. To be eligible, applicants must provide proof of living in Quinte West and have a medical condition that is verified by a medical professional. Approved applicants will receive 52 Medical Waste Disposal Tags per year (January to December, 1 extra bag per week) and will be prorated at the time the application is submitted. To renew, an application has to be completed every year by December 15th for the following year.

Leaf and Yard Waste Disposal All residents are permitted to take leaf and yard waste to the Frankford Landfill, located at 1850 Fish and Game Club Road, free of charge. The hours of operation are Wednesdays 8 a.m. – 4 p.m. and Saturdays 8 a.m. – 2 p.m. Leaf and yard waste is also accepted at the Transfer Station at 26 Chester Road, Trenton for $1 per bag. The hours of operation are Monday to Friday 7:30 a.m. – 5:00 p.m. and Saturdays 7:30 a.m. – 12:00 noon. There is rural leaf and yard waste disposal available for Sidney and Murray Ward residents offered in the spring and fall at specific locations. ENVIRONMENTAL SERVICES Lower Trent Conservation and Quinte Conservation are the two Conservation Authorities who have jurisdiction within the City of Quinte West. Residents are encouraged to contact us regarding a variety of environmental services including: • Obtaining a permit for construction activities adjacent to any waterway or wetland • Advice on tree planting, shoreline naturalization and other land stewardship activities • Water quality and quantity monitoring • Drinking water source protection • Outdoor recreation opportunities

BUILDING PERMITS The Government of Ontario requires building owners to have proper permits during construction and renovations. This is to protect you, future occupants as well as your neighbours. Building permits and inspections ensure that all construction and renovations comply with provincial building codes. Your building permit is your legal authority to build. Work completed without a permit can lead to the work required to be uncovered/exposed, costly delays, increased permit fees or legal action.

MEMORIALS & MONUMENTS The Afghanistan Repatriation Memorial is a beautiful, permanent monument honouring our Canadian soldiers – the men and women who have sacrificed their lives in the war in Afghanistan. The entire project has been funded solely by Canadians honouring Canadian soldiers through the Give To Honour Those Who Gave campaign, with no government assistance. With Canadian Forces Base Trenton – Canada’s largest Air Force Base – nearby, Bain Park, located on the beautiful Bay of Quinte, provides a beautiful setting for this fitting tribute at the beginning of our fallen soldiers’ journey along the Highway of Heroes from Quinte West (Trenton) to Toronto. In 2016, the Light Armoured Vehicle (LAV) III Monument was installed and unveiled as a public monument to recognize fallen Canadians and our military veterans who served in Afghanistan between 2001-2014. With special thanks to the Honorary Colonels’ Group at 8 Wing/CFB Trenton the LAV III project was organized, constructed, and is a great addition to the area. The entire site is designed to be reflective, contemplative in character and harmonize with its surroundings while providing accessibility for all members of the public at any time.

ON THE WATER BAY OF QUINTE

The Bay of Quinte is one of the most picturesque bodies of water in Lake Ontario. Its shoreline stretches in a Z-shape from Quinte West to Bath for almost 100 kilometers. The Bay has a varied and plentiful fishery and is a favourite among anglers as a fishing tournament hotspot. Watersports of all kinds are enjoyed on the Bay of Quinte.

MURRAY CANAL

The Murray Canal connects the Bay of Quinte to Presqu’ile Bay, off Lake Ontario. The canal was man-made in the 1880’s to accommodate burgeoning shipping routes and to avoid open lake navigation. The Murray Canal is bridged at County Road 64 and Carrying Place. Overnight mooring is permitted at each bridge, with public toilets and picnic tables. There is a native portage trail existing across the narrow band of land between the two bays which is known as the Old Portage Road. It claims to be part of the oldest road in Ontario.

TRENTON ROWING AND PADDLING CLUB

The Trenton Rowing and Paddling Club is located near downtown Trenton and provides convenient access to both the Trent River and the Bay of Quinte. Along with club Trent-Severn Waterway Hours of Operation May 17 to June 28 Monday to Thursday 10 am – 4 pm Friday to Sunday; and Victoria Day 9 am – 7 pm

memberships, group paddles and special courses, they now offer rentals of Stand Up Paddle Boards (SUP’s) Kayaks and Canoes to people that are visiting the region or only get on the water occasionally. For more details on the club and their activities, please visit trentonrowingandpaddling.ca.

TRENT SEVERN WATERWAY

Originating in Quinte West, the Trent-Severn Waterway is a popular summer boating attraction connecting Lake Ontario through inland waterways to Lake Huron. The mouth of the waterway at Trenton is known as the gateway to the Trent-Severn Waterway. Travelling northwest through Frankford, Sidney and Murray Wards, boaters can stop at any of the seven Parks Canada locks operated in Quinte West. The entire length of the waterway is 386 kilometres, including 44 locks, two of which are hydraulic and unique to North America.

TRENT-SEVERN LOCKS

There are 7 locks located within Quinte West. Charts and passes can be purchased at Lock One in Trenton. Lock 6 in Frankford has been recently upgraded to accommodate overnight visitors with electricity and showers. Parks Canada Locks are also picturesque picnic areas for residents and visitors.
