Dear Winchester Country Club Members and Guests: Welcome to Winchester Country Club’s 2018 16th Annual Fox Hunt. Enclosed you will find a schedule of events, rules sheet, player roster and flight information.
Tournament Highlights
1) Championship Shootout – The top two point-earning teams from each flight will qualify for the Championship Shootout. Four (4) teams will be eliminated on hole #15, four (4) teams will be eliminated on hole # 16, and three (3) teams will be eliminated on hole # 17. The final three (3) teams will compete on hole # 18 for the 2018 Fox Hunt Championship. In the event of a first place tie, a sudden death playoff will be played on hole # 18 to determine the Champion. A tie for 2nd and 3rd place will be determined by a chip off on the 18th green. 2) Closest to the Hole Contests – Tony Toohey and Auburn Toyota have graciously sponsored Closest to the Hole Contests each Tournament Day on all Par – 3 holes, with $100 in cash going to the winners. 3) Saturday Evening Dinner and Awards – The evening begins at 6:00 p.m. with cocktails in the Clubhouse. Dinner will begin at 6:30 p.m. with an awards ceremony. Following dinner and the awards ceremony, musical entertainment will be provided. Spouses are encouraged to attend the awards dinner.

Tournament Format Format:
The 45 hole, two-day format consists of 27 holes on Friday, followed by 18 holes on Saturday. The field has been divided into seven flights, which have been determined by combined team handicap. Each team plays a nine hole better ball match against all the other teams in its flight. The lowest handicap player in each match will play at scratch and the handicap of the other players will be reduced equally. Strokes will be given where they fall on the card, with half strokes to compensate for odd numberd course handicaps in nine hole matches. THERE IS NO 2nd BALL TIE-BREAKER, only the low net ball of each team will count towards the match. A team will be awarded two points for winning a hole, one point for tying a hole, four points for winning the match and two points for tying the match.
Handicaps: Each nine hole round robin match will be played using four-ball match play. Handicaps will be based on an average of each player’s low index of July 1st, 2017 – June 15th 2018 and their June 15th 2018 index. When calculating the Fox Hunt Index, averages were truncated to the tenth digit, in concurrence with the USGA’s formula for calculating an Index. Course handicaps have been adjusted to the appropriate tees. There will be a maximum differential of 10 strokes between team members course handicaps, with a maximum course handicap of 28. Tees:
The Master flight will play from the Black Tee Markers, which will approximate the Tournament Tee Yardage. The Hound, Quarry, Huntsman, and Hilltoppers flights will play from the Blue Tee Markers, which will approximate the Blue Tee Yardage. The Riders and Whippers-In flights will play from the White Tee Markers, which will approximate the Member Tee Yardage.
Pace of Play / Tournament Rules Rules:
U.S.G.A. Rules govern all play except when modified by local rules.
14 Club Rule:
The 14-club rule is in effect.
Distance-Measuring Devices: In this competition, a player may obtain distance information by using a device that measures distance only. However, if, during a stipulated round, a player uses a distancemeasuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient, wind-speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used. Pace of Play: If you are out of a Hole, please pick up and move along. There is no prize for individual medal play and these scores will not be posted. Slow play may be penalized in accordance with USGA Rule 6-7. Rules Questions: If there is a doubt as to procedure a player may NOT play two balls and must proceed under Rule 2-5. Tie Breakers: Ties within the flight will be broken using the following procedure: 1. Head to Head match between the two teams. 2. Most match wins within the flight. 3. Best result against 3rd place team, then 4th place team Posting Scores: The Golf Team will post all scores as Tournament Scores. If you are out of a Hole, please pick up and mark down your most likely gross score for posting purposes.
Winchester Country Club Local Rules 1. Boundaries of Hazards: Unless marked by paint, in any case where red or yellow stakes generally indicate the beginning or end of a hazard adjacent to a mowed area of the course, the boundary of the hazard between the stakes shall be defined (irrespective of the actual placement of the stakes) as follows: a) All unmowed areas (including rocks) shall be considered within the hazard; b) All mowed areas shall be considered outside the hazard. 2. Immovable Obstructions: On holes # 1,3,4,6,9,12, and 13 the drains and large rocks immediately surrounding the drains are deemed to be immovable obstructions. 3. On holes #2, 8, 11, 12, and 17, players may, at their option, play a provisional ball from the tee for balls that may be lost in the hazard. If the player plays a provisional ball, the player can no longer proceed under Rule 26-1 and must play the original ball if it is found outside the hazard. If the ball is found in the hazard, the player may either play the original ball or continue with the provisional ball. 4. Environmentally-Sensitive Water Hazards are marked by yellow or red stakes with green tops. If a player’s ball lies in an environmentally-sensitive hazard, it is considered lost in the hazard. If the environmentally-sensitive area interferes with a player’s stance or swing, and the ball lies through the green, the player must take appropriate relief without penalty. 5. Embedded Ball Rule: Embedded ball rule is in effect through the green. You may lift, clean, and drop, without penalty, as near as possible to the spot where it lay but not nearer the hole. 6. Distance-Measuring Devices: A player may obtain distance information by using a device that measures distance only. 7. Power Lines: If a ball strikes a power line or cable, the stroke shall be cancelled and replayed, without penalty. 8. Staked Trees: If a staked tree (or the stake) interferes with a player’s stance or swing, the ball must be lifted, without penalty, and dropped in accordance with Rule 24-2b (Immovable Obstructions). 9. All Public Roads are deemed to be out of bounds: If a ball crosses or comes to rest on a paved public road it is considered out of bounds. “A ball which crosses a public road defined as out of bounds and comes to rest beyond that road is out of bounds, even though it may lie on another part of the course.” 10.
Obstructions Near the Putting Green: Relief from interference by an immovable obstruction may be taken under Rule 24-2. In addition, if a ball lies off the putting green but not in a hazard and an immovable obstruction on or within two club-lengths of the putting green and within two club-lengths of the ball intervenes on the line of play between the ball and the hole, the player may take relief as follows: The ball must be lifted and dropped at the nearest point to where the ball lay that (a) is not nearer the hole, (b) avoids intervention and (c) is not in a hazard or on a putting green. The ball may be cleaned when lifted.

Accidental Movement of a Ball on a Putting Green Rules 18-2, 18-3 and 20-1 are modified as follows: When a player’s ball lies on the putting green, there is no penalty if the ball or ball-marker is accidentally moved by the player, his partner, his opponent, or any of their caddies or equipment. The moved ball or ball-marker must be replaced as provided in Rules 18-2, 18-3 and 20-1.This Local Rule applies only when the player’s ball or ball-marker lies on the putting green and any movement is accidental. Note: If it is determined that a player’s ball on the putting green was moved as a result of wind, water or some other natural cause such as the effects of gravity, the ball must be played as it lies from its new location. A ball-marker moved in such circumstances is replaced.

On hole # 3 & 14: The boundary of the lateral hazard on the right side of the fairway, between stakes shall be defined as the vertical edge of the cart path that is closest to the hazard. If a ball comes to rest in the dirt area next to the cart path and is touching the edge of the concrete, the ball is deemed to be in the hazard. A ball laying on top of the cart path and overhanging the vertical edge of the hazard is by definition in the hazard (Decision 26/1.5).
Shootout Format Format:
Two-person teams, alternate shot competition. Players will alternate tee shots.
Qualifying Teams: The top two teams from each flight will qualify for the Championship Shootout. Eliminating 4 teams on hole #15 Eliminating 4 teams on hole #16 Eliminating 3 teams on hole #17 The final 3 teams will compete on hole #18 for the 2018 Fox Hunt Championship In the event of a first place tie, a sudden death playoff will be played on hole # 18 to determine the Champion. Subsequent sudden death playoff holes will continue to be played on hole # 18 if needed. The format will remain alternate shot, with partners alternating tee shots. A tie for 2nd and 3rd place will be determined by a chip off on the 18th green. The partner who did not hole the previous put will be the player to hit the chip in the chip off. All chip offs will be blind. Handicaps: Each team has been given a 4-hole handicap based upon the following formula: (Player A + Player B divided by 2) x (4/18). This handicap will be distributed in ½ stroke increments. A team with a 1 handicap will get two ½ strokes, and a team with a 3 handicap will get six ½ strokes. The strokes will be awarded on the appropriate handicap holes. The team with the lowest course handicap will play at scratch, and the course handicaps of the other teams will be reduced equally and rounded to the nearest half stroke.
