kevin.gover@winchestertoday.co.uk Last year, the government made it clear it was going to put measures in place to tackle re-offending. Almost half of all adults leaving prison are reconvicted within a year. For those serving short sentences, the figure is even higher. The government talked of ‘payment by results.’ In the same week that new arrangements for managing offenders have been put in place as part of the Government’s Transforming Rehabilitation agenda, the Police and Crime Commissioner for Hampshire and the Isle of Wight, Simon Hayes has published a White Paper setting out recommendations aimed at reducing reoffending.
