Celebrating 25 Years of Great Racing Today we begin Block Island Race Week XXV. That’s the Silver Anniversary of Block Island Race Week! On behalf of the Storm Trysail Club’s officers and members, it’s my pleasure to welcome you to New England’s finest sailing venue, Block Island, Rhode Island. My guess is that Past Storm Trysail Club Commodore Jakob Isbrandtsen and his mates fifty years ago never thought that their get together known then as Block Island Week would have turned into one of the major events on America’s sailing calendar. Jakob will be here this week, so when you see him give him a hearty “Thanks!” You may not know that Jakob and co-founder Ev Morris modeled Block Island Race Week on Britain’s Cowes Week. The Island Sailing Club of Cowes Tankard, awarded to the winner of the Around the Island Race, was given to commemorate the ties between Cowes Week and Block Island Race Week. This year we have reconfirmed those ties by inviting Robin Aisher, Admiral of the Island Sailing Club of Cowes, here to present the Tankard to the overall winner of the Around the Island Race. Robin will be racing aboard Black Watch this week. The Block Island community and Storm Trysail Committees have been working feverishly preparing for what is sure to be a memorable week of competitive racing and sailing camaraderie. It’s our wish that you all enjoy the next five days, and take away fond memories of Block Island Race Week XXV. Our Race Committee is staffed with some of the finest and most experienced
Race Officers at any regatta. They are committed to excellence in race management. They will again work under the watchful eyes of our On-The-Water Co-Chairs and PROs, Past Commodore Dick Neville and David Brennan; both of them have years of serious race management under their belts. They will be ably helped by two other PROs, Ray Redniss and Bruce Bingman and an enthusiastic supporting cast. No matter which circle you are competing on, the Race Committee will be well prepared to offer the best in race management. Championships on the Line Eight continent-wide or regional championships will be decided during Block Island Race Week XXV, as will the many permanent Block Island Race Week trophies. North American Championships: IRC and J/80 class East Coast Championships: PHRF, J/29, J/44, J/105 and J/109 New England Championship: Swan 42 Block Island Race Week Trophies • The Everett B. • The Island Sailing Club of Cowes Tankard, awarded to the overall winner of the Around the Island Race. The Tankard winner will also take home a Rolex Submariner Watch courtesy of Rolex, The Official Timepiece of the Storm Trysail Club. • The Emil “Bus” Mosbacher Sportsmanship Trophy for an outstanding example of good sportsmanship during Race Week • The A. Justin Wasley Trophy, awarded to the winner of the largest one-design class at Race Week • The US-IRC Trophy, awarded to the IRC yacht that wins the most competitive IRC class • The John Alden Reed Trophy, awarded to the best performance by a Service Academy yacht • The Governors Perpetual Trophy, awarded to the outstanding performing foreign yacht at Race Week • The Vintage Yacht Trophy, awarded in memory of Hugh Kilmer to the yacht, 25 years or older and substantially unaltered, with the best performance at Race Week • The Shelter Island Yacht Club Team Race Trophy, awarded to the best performing team consisting of three yachts from the same club sailing in two or more classes
Island Medical Center and The Block Island Conservancy. The grand prize for the raffle is a Rolex Submariner Watch! Block Party The Duty Office and The Tent remain at The Oar Restaurant, as they have since 1997. Don’t miss the post-race party and daily awards presentation in the tent at 6 PM daily.
Fun on the Line Get your after-the-racing competitive juices satisfied with “Old Time” competition harking back to the origins of Block Island Race Week including volleyball, doubles badminton, jousting, and corn hole bean bag toss. See page 3 for the schedule and more information.

Post-Race Competition To celebrate the 25th anniversary of Block Island Race Week, the Storm Trysail Club has brought back several shoreside sports that were part of the event’s formative years in the 1960s. Challenge your racecourse rivals to a volleyball or badminton match on the lawn at The Narragansett or a corn hole bean bag toss under the Main Tent, or send your bravest knight to do battle in the jousting arena (otherwise known as the Boat Basin). Amendments NOTICE OF RACE AMENDMENT 1 NOR 4. ELIGIBILITY and ENTRY 4.3 is amended as follows (changes in italics): Racing will be conducted in Cruising Classes, with spinnaker and non-spinnaker divisions and Double Handed Classes, for boats with PHRF handicaps faster than 175, if sufficient entries are received. Regatta Regulations RR 3. is amended as follows (changes in italics): 3.1 With the exception of the Double Handed Classes, the minimum crew aboard while racing shall be four. 3.2 For all Classes, except the Double Handed Classes, boats may carry one additional crewmember less than 14 years of age. This additional crew will not be a part of the maximum crew or crew weight calculation. Entrants intending to carry additional crewmembers less than 14 years of age shall so indicate on their Entry Form. NOTICE OF RACE AMENDMENT 2 7. PHRF REGULATIONS Is Amended as follows (Amendment in italics): Add: 7.3 Due to the multi-regional scope of PHRF entrants, a consortium consisting of members from YRALIS, PHRF Chesapeake and PHRF New England will review handicaps for consistency and provide a venue for handicap appeals. NOTICE OF RACE AMENDMENT 3 6. IRC REGULATIONS Is Amended as follows (Amendment in italics): Delete 6.2and replace with: 6.2 IRC Rule 22.4.2 is amended to: The crew shall not exceed the Crew Number printed on the boat’s IRC Certificate plus one additional crewmember less that 14 years of age in accordance with Regatta Regulation 3.2. There is no weight limit. NOTICE OF RACE AMENDMENT 4 In accordance with NOR 4.4, the Organizing Authority is inviting the J-70 Class to enter Block Island Race Week XXV. NOR 4.1 (a) is hereby amended to allow the J-70 Class to be eligible to enter. NOR 5.1 is amended for the J-70 Class only: J-70 owners who enter before May 1, 2013 will be eligible for the 10% discount on their Entry Fee. NOTICE OF RACE AMENDMENT 5 2. RULES Add the following (changes in italics): 2.4 RRS 51 is changed to allow the use of canting keels for boats rated with them. RRS 52 is changed to allow the use of stored power to mechanically move canting keels. Regatta Regulations RR 3. Is further amended (see NOR Amendment 1) as follows (new changes in italics): 3.1 With the exception of the Double Handed Classes, the minimum crew aboard will be three. 3.2 For all Classes, except the Double Handed Classes, J-70 Class and J-80 Class, boats may carry one additional crewmember less than 14 years of age. This additional crew will not be a part of the maximum crew or crew weight calculation. Entrants intending to carry additional crewmembers less than 14 years of age shall so indicate on their Entry Form. Clarification: J-70 and J-80 Classes may sail with a crew of three. Double Handed Class will sail with a crew of 2. Additional under 14 “free” crew will not apply to these classes. Sailing Instructions 1. RULES Add the following (changes in italics): 1.1 RRS 52 is changed to allow the use of stored power or electric winches. Add: 1.5 For the J-80 Class in the Round The Island Race ONLY Class Rules are changed as follows: “Class Spinnakers: If a Code Flag Oscar is flying before the warning signal J-80s are allowed to use either spinnaker for that race” 9.1 MARKS (changes in italics): Red Fleet: Yellow, orange and white inflatables White Fleet: Yellow, orange and white inflatables Blue Fleet: Yellow, orange and white inflatables Green Fleet: Yellow, orange or white inflatables and government marks. 15. TIME LIMITS (changes in italics): 15.3 is changed to: Boats failing to finish within 1.5 hours after the first boat In their class sails the course and finishes, will be scored DNF (This changes RRS 35, A4.1 and A4.2). Add: 15.4 For Cruising Spinnaker Class ONLY, Boats failing to finish within 3.0 Hours after the first boat In their class sails the c 2. NOTICES TO COMPETITORS Add: Except that all jury notices, including the schedule of protest hearings and request for redress, will be posted on the Official Jury Notice Board located outside the jury room located behind the Narragansett Inn. 16. PROTESTS and REQUESTS FOR REDRESS Add 16.6 On the last scheduled day of racing a request for reopening a hearing shall be delivered: a) Within the protest time limit if the requesting party was informed of the decision on the previous day. b) No later than 30 minutes after the requesting party was informed of the decision on that day This changes rule 66

IRC and HPR North American Championships On the Line Among the championships that will be contested at Block Island Race Week XXV are the 2013 IRC North American Championship and the 2013 High Performance Rule (HPR) North American Championship. For the first time at Block island Race Week, several IRC boats will be competing under the High Performance Rule (HPR). HPR was conceived during a meeting of the New York Yacht Club Handicap Rules Committee in 2010. Later that year, Committee Chair Steve Benjamin began facilitating an effort by a broader group of five well-regarded Technical Advisors including Shaun Carkeek, Stan Honey, Bill Lee, Mark Mills, and Bill Tripp. Together they started working on the algorithm and rule policy, and have worked to broaden the participation by other organizations. Created to “encourage faster yachts rather than lower ratings,” HPR’s mission is, in part, to promote “the development of fast, seaworthy offshore racing yachts with fixed ballast and non-powered winches that utilize the latest in design and build technologies and that are fun and exciting to sail.” Boats built to HPR, currently typified by the TP52, are high performance planing boats between 26 and 72 feet with bowsprits, large asymmetrical spinnakers, fractional rigs and square top mainsails with twin topmast backstays. With 34 boats in four IRC divisions, the battle for the 2013 IRC North American Championship is going to be a knock-down, drag-out. In the 7-boat IRC 1 class, expect a dust-up between Heidi & Steve ‘Benj’ Benjamin’s Carkeek 40 SPOOKIE (Norwalk, CT), Stephen Murray’s Carkeek 40 Decision (New Orleans, LA) and Marc Glimcher’s Ker 40 Catapult (New York, NY). Look for a strong performance by John Cooper’s Mills 43 Cool Breeze (Cane Hill, MO) in the 9-boat IRC 2 class. Craig Albrecht’s Farr 395 Avalanche (Port Washington, NY) is back to defend her 2011 Block Island Race Week IRC 3 title, and Rich du Moulin’s Express 37 Lora Ann (Larchmont, NY) is one to watch in IRC 4. Boats vying for top honors in the 2013 HPR North American Championship will be hardpressed to keep up with SPOOKIE. In May, she posted the fastest elapsed time by a 40-foot boat

One-Design Teams Taking No Prisoners Competition in the one-design classes is always fierce at Block Island Race Week, and this year’s 25th Anniversary event is no exception. The regatta serves as the 2013 J/80 North American Championship, the 2013 J/29, J/105, J/109 and J/44 East Coast Championships, and the 2013 Swan 42 New England Championship. The 11-boat Swan 42 class is competing in the Red Fleet, and will start between IRC 1 and IRC 2 in the sequence. Ken Colburn’s Apparition (Dover, MA) was the winner in the Swan 42 class at Block Island Race Week in 2011 and placed second in the New York Yacht Club’s 159th Annual Regatta presented by Rolex earlier this month. Any boat in this class is capable of winning on any
given day, and others to watch include Paul Zabetakis’ Impetuous (Jamestown, RI), the winner of the NYYC Annual Regatta, Phil Lotz’s Arethusa (Newport, RI), John Hele’s Daring (Rye, NY), and Chris Culver’s Blazer (Weston, CT). The 9-boat J/44 class will start first in the White Fleet, followed by the J/111s (5 boats), J/109s (15), J/105s (14) and J/80s (18). The 44s are all using identical sails that are owned by the J/44 Class Association, and that always ensures very close racing. This is another class in which several boats can and do win races, although we wouldn’t bet against Jeff Willis’ Challenge IV (Huntington, NY) emerging as the 2013 East Coast Champion. Bill Sweetser’s Rush (Annapolis, MD) was victorious at Race Week in 2011 and may be the odds-on favorite in the J/109 East Coast Championship. Sweetser’s crew will have to hustle, however, to stay ahead of Don Filippelli’s Caminos (Amagansett, NY), the second place finisher at Block Island in 2011 and the 109 class winner at Cedar Point Yacht Club’s One-Design Regatta earlier this month, as well as Rick Lyall’s always-rapid Storm (Wilton, CT). Winning four out of seven races at Race Week two years ago, Damian Emery’s Eclipse (Shoreham, NY) was dominant in the J/105s. She’s back to defend her title and will be hard to beat. John Storck, Jr.’s Rumor won the PHRF 4 class handily in 2011, and with several Storcks aboard she may give the other 15 J/80s competing in the 2013 North American Championship a good view of her transom. Rumor has it, however, that the Storcks are keeping an eye on Marie & Will Crump and Thomas Klok’s R80 (Annapolis), who edged out Rumor two weeks ago to win the J/80 class in the NYYC Annual Regatta. The 6-boat J/29 class is fourth in the starting sequence in the Blue Fleet, between the PHRF 3 and PHRF 4 boats. John & Tony Esposito’s Hustler (Mohegan Lake, NY) is the most likely to take the East Coast Championship, but don’t count Steve Thurston’s Mighty Puffin (Bristol, RI) out. ■

Sail trim on Challenge IV How many Block Island Race Weeks have you done? Todd: This is my 11th time at Block Island Race Week. I’ve participated in every Race Week since 1993. What’s your best Race Week memory? My first time sailing Block Island Race Week there was 25 knots of breeze! It really set the tone for the event. It was exciting!
SHoF Inductees to be Announced On Tuesday, National Sailing Hall of Fame President Gary Jobson and Hall of Fame board member Phil Lotz will announce the 2013 National Sailing Hall of Fame inductees. The announcement will be made at 1200 in the tent adjacent to Smuggler’s Cove. Gary and Phil (who is skippering Arethusa in the Swan 42 class) will also provide an update on the National Sailing Hall of Fame, and Gary will discuss the upcoming 34th America’s Cup. The induction ceremony will take place on October 27 at the National Sailing Center & Hall of Fame, located on Annapolis City Dock in Annapolis, MD. The National Sailing Center & Hall of Fame is an educational facility dedicated to preserving America’s sailing legacy and engaging sailing’s next generation. The Sailing Center is offering free group sails aboard Bull and Bear, authentic replicas of 1860s-era Chesapeake sandbaggers, on alternating Tuesday and Wednesday evenings through September 10. Race Week Raffle Block Island Race Week XXV celebrates 50 years of Storm Trysail Club sailing and social fun on the Island.
