In Phase With flags aflutter on Sunday afternoon, the decibel level under the Main Tent and in the Weigh-In trailer! - was noticeably higher than at previous Race Weeks. This is Block Island Race Week XXV, after all, and crews were champing at the bit to strut their stuff. One of this year’s big stories is the tremendous resurgence in the Green Fleet. The 41 boats in this fleet are sailing around courses mostly comprising government marks, as did every fleet at Race Week back in the 1960s. The father and son team of Matt and Will Reichart are sailing their Evelyn 25 Ursa Minor (Latham, NY) - the smallest boat in the Double-handed class - and with Race Week Chairman Lee Reichart (Matt’s father and Will’s grandfather) aboard the Race Week media boat, Minerva, Captain Charlie Terry steered for the Green Circle to watch their start. Sailing in his first Race Week, Will Reichart is celebrating his 15th birthday on

Wednesday and is surely one of the youngest sailors in the Double-handed class. “We work together really well,” he said. “My dad usually drives, but he had me drive when we took in a reef. This is my first time out here on Block Island, and it’s pretty cool sailing double-handed. Instead of just skirting the jib, I’m also grinding and trimming. It’s fun!” As of this morning, Jim Anderson’s Farr 395 Skye (Riverside, CT), with the incomparable Eric Kreuter crewing, leads the Double-handers. Looking as majestic as she must have at the start of the 1938 Newport Bermuda Race, the 68-foot Sparkman & Stephens yawl Black Watch (Newport, RI) is a sight to behold in the Cruising Non-Spinnaker class, which is led by Burt Keenan’s Cat Ketch 49 Acadia (Hilton Head, SC). Over on the White circle, the competition in the 8-boat J/44 One-Design class was as tight as always, and the East Coast Championship will be decided this week. Jim Bishop’s Gold Digger (Jamestown, RI) had a 24-carat start in Race 2, and controlled the favored right-hand side for the first beat. 1-point lead over Don & Rick Rave’s Resolute (Huntington Bay, NY) and Jeff Willis Challenge IV (Huntington, NY). Doug Curtiss’ Wicked 2.0 (South Dartmouth, MA) notched two bullets on Monday to lead the 5-boat J/111 class. With seconds separating the top finishers, holding the top spot will be a challenge. There’s a great battle in the J/109 East Coast Championship, and Monday’s racing saw some great dicing at the front of the 15-boat class. Bill Sweetser’s Rush (Annapolis, MD) scored a 2-4 to lead Rick Lyall’s Storm (Wilton, CT), who came from well back in the fleet to finish 6th in Race 1 and won Race 2. As today’s racing begins, Rush has a 1-point lead over Storm. “We watched Nik Wallenda tightrope the Grand Canyon on Sunday night,” said Rush tactician Tomaso Babel. “He inspired us to go get ‘em!” John & Tony Esposito’s Hustler (Mohegan Lake, NY) won both of Monday’s races to take the lead in the 6-boat J/29 class. “The current was ripping because of the full moon,” said tactician John Esposito. The action in the Red Fleet provided Monday’s best spectating, with the IRC and HPR North American Championships at stake. Brendan Brownyard’s Swan 42 Barleycorn (Bay Shore, NY) executed the gutsiest move we observed all day, port-tacking a bunch of boats and then catching a nice lift at the first windward mark to take the lead in Race 2. She was, however, overtaken by Gibb Kane’s Mutiny (Newport), who went on to win. When the smoke had cleared, Melissa & Andy Fisher’s Bandit (Greewich, CT) was leading the 2013 Swan 42 New England Championship with a 1-4, followd by Ken Colburn’s Apparition (Dover, MA; 3-3) and Barleycorn (7-2). Navy Offshore Sailing had a great day in IRC 1, strafing the opposition to win Race 2 aboard their TP52 Corsair (Annapolis), which is painted in the battle colors

of her legendary namesake, the Chance-Vought F4U Corsair fighter plane. With a 4-1 scoreline, Corsair trails Heidi & Steve Benjamin’s Carkeek HP 40 SPOOKIE (Norwalk, CT), the leader in IRC 1 and the 2013 High Performance Rule North American North American Championship. “This is a great class to be in,” said Corsair’s helmsman Padraig O’Brien. “If we continue to improve as we have been and continue to stay positive, we’ll do great!” Ed Freitag & Molly Haley’s Summit 40 DownTime (Annapolis) leads IRC 2 by 2 points and Craig Albrecht’s Ker 40 Avalanche (Port Washington, NY) holds a 4-point lead in IRC 3, while Ralph DiMattia’s Nelson Marek 40 Shamrock Sensation (Quincy, MA) is out front in IRC 4. Monday’s most entertaining moment was provided by a large group of IRC 2 and IRC 4 boats that attempted to occupy the same small area at the windward mark in Race 2. Amazingly there was no boat-to-boat contact and not more than one or two fouls, although there was no lack of colorful language. Lee Reichart, who exhausted his cell phone’s battery capturing the mayhem on video, exclaimed, “That was exciting, man!” With the “SuperMoon” relinquishing its considerable influence over the tides in Block Island Sound, the second day of Block Island Race Week’s Silver Anniversary edition is shaping up as another good one. “We always have a lot more competition here than anywhere else,” said Adam Loory, the skipper of the Goetz 40 Soulmates (Mamaroneck, NY; IRC 2). “More people need to come out here and have this type of fun!” On-the-Water Co-Chair Dick Neville announced that the Storm Trysail Race Committee intends to run the Round the Island Race on Wednesday. Commander’s weather is predicting that Wednesday looks to be the best. VHF confirmation will be given at 0900. The Start Sequence can be found on page 13. ■

Amendments NOTICE OF RACE AMENDMENT 1 NOR 4. ELIGIBILITY and ENTRY 4.3 is amended as follows (changes in italics): Racing will be conducted in Cruising Classes, with spinnaker and non-spinnaker divisions and Double Handed Classes, for boats with PHRF handicaps faster than 175, if sufficient entries are received. Regatta Regulations RR 3. is amended as follows (changes in italics): 3.1 With the exception of the Double Handed Classes, the minimum crew aboard while racing shall be four. 3.2 For all Classes, except the Double Handed Classes, boats may carry one additional crewmember less than 14 years of age. This additional crew will not be a part of the maximum crew or crew weight calculation. Entrants intending to carry additional crewmembers less than 14 years of age shall so indicate on their Entry Form. NOTICE OF RACE AMENDMENT 2 7. PHRF REGULATIONS Is Amended as follows (Amendment in italics): Add: 7.3 Due to the multi-regional scope of PHRF entrants, a consortium consisting of members from YRALIS, PHRF Chesapeake and PHRF New England will review handicaps for consistency and provide a venue for handicap appeals. NOTICE OF RACE AMENDMENT 3 6. IRC REGULATIONS Is Amended as follows (Amendment in italics): Delete 6.2and replace with: 6.2 IRC Rule 22.4.2 is amended to: The crew shall not exceed the Crew Number printed on the boat’s IRC Certificate plus one additional crewmember less that 14 years of age in accordance with Regatta Regulation 3.2. There is no weight limit. NOTICE OF RACE AMENDMENT 4 In accordance with NOR 4.4, the Organizing Authority is inviting the J-70 Class to enter Block Island Race Week XXV. NOR 4.1 (a) is hereby amended to allow the J-70 Class to be eligible to enter. NOR 5.1 is amended for the J-70 Class only: J-70 owners who enter before May 1, 2013 will be eligible for the 10% discount on their Entry Fee. NOTICE OF RACE AMENDMENT 5 2. RULES Add the following (changes in italics): 2.4 RRS 51 is changed to allow the use of canting keels for boats rated with them. Is further amended (see NOR Amendment 1) as follows (new changes in italics): 3.1 With the exception of the Double Handed Classes, the minimum crew aboard will be three. 3.2 For all Classes, except the Double Handed Classes, J-70 Class and J-80 Class, boats may carry one additional crewmember less than 14 years of age. This additional crew will not be a part of the maximum crew or crew weight calculation. Entrants intending to carry additional crewmembers less than 14 years of age shall so indicate on their Entry Form. Clarification: J-70 and J-80 Classes may sail with a crew of three. Double Handed Class will sail with a crew of 2. Additional under 14 “free” crew will not apply to these classes. Sailing Instructions 1. RULES Add the following (changes in italics): 1.1 RRS 52 is changed to allow the use of stored power or electric winches. Add: 1.5 For the J-80 Class in the Round The Island Race ONLY Class Rules are changed as follows: “Class Spinnakers: If a Code Flag Oscar is flying before the warning signal J-80s are allowed to use either spinnaker for that race” 9.1 MARKS (changes in italics): Red Fleet: Yellow, orange and white inflatables White Fleet: Yellow, orange and white inflatables Blue Fleet: Yellow, orange and white inflatables Green Fleet: Yellow, orange or white inflatables and government marks. 15. TIME LIMITS (changes in italics): 15.3 is changed to: Boats failing to finish within 1.5 hours after the first boat In their class sails the course and finishes, will be scored DNF (This changes RRS 35, A4.1 and A4.2). Add: 15.4 15.4 For Cruising Spinnaker Class ONLY, Boats failing to finish within 3.0 Hours after the first boat In their class sails the course and finishes, will bescored DNF (This changes RRS 35, A4.1 and A4.2). 2. NOTICES TO COMPETITORS Add: Except that all jury notices, including the schedule of protest hearings and request for redress, will be posted on the Official Jury Notice Board located outside the jury room located behind the Narragansett Inn. 16. PROTESTS and REQUESTS FOR REDRESS Add 16.6 On the last scheduled day of racing a request for reopening a hearing shall be delivered: a) Within the protest time limit if the requesting party was informed of the decision on the previous day. b) No later than 30 minutes after the requesting party was informed of the decision on that day This changes rule 66 14. PENALTY SYSTEMS Add 14.4 A lesser penalty than DSQ (which includes no penalty) may be given for an infringement of rules other than those for Part 2, at the discretion of the Jury.

As we enjoy our week on Block Island, we need to keep in mind the hospitality the island’s residents have extended to our sailors regatta after regatta. Starting with BIRW XVIII in 2001, the Storm Trysail Club’s BIRW raffles have generated over $75 thousand that has been directed to the services and charities serving the Island and its residents—the 2011 raffle donated over $17 thousand to these organizations. The 25th BIRW raffle is looking to be the most successful yet, targeting a record $20 thousand in donations to this year’s designated organizations: The Block Island Rescue Squad—They’ve been called into action for one reason or another by virtually every BIRW, The Block Island Medical Center—They’ve patched-up more injured sailors over the years that can be remembered, and The Block Island Conservancy—This membership organization is concerned with preserving the open spaces of Block Island.

The Post-Race Game Place Hop off your boat and onto the field of play. Post-racing revelry (in addition to the tent party) has returned to Race Week with gusto. In years past, lawn games were an integral part of Race Week camaraderie, and on the 25th anniversary, the Storm Trysail Club has brought back several shoreside sporting contests of yore and even introduced a few newer forms of fun. Hey, if you can’t vanquish your rival on the racecourse, crush ‘em on the court. Cornhole, what some say is the greatest sport ever invented, is a tailgatin’ staple. Call it a sack or call it a bag. Either way, it’s 16 ounces o’ fun! Toss your way to victory at the cornhole court under the big tent. Just like on the racecourse, the slightest change in the breeze can make or break your day. Sometimes you hit the mark (the right thing to do here.) and sometimes, though you think your’re looking good, you go careening off course. Either way, a good angle to the mark is key. This activity has drawn the young, the old, the meek and the bold – and most everyone’s style of toss varies. Grab a sack and get in on the action. Got a crew that likes to stick together? Think you’re better than high flyin’ Maverick and Goose? Get on the volleyball court and prove it! Remember: getting spiked on the lawn is a lot better than while you’re trimming the kite, right? If the hard hitting nature of volleyball seems a little too daunting, perhaps a little doubles badminton is more your speed…well, you can do that too. Backhand

And who will your team send into the basin of battle in the premier sporting event of the Race Week XXV Olympiad? Will it be your buff and beefy grinder or trim, nimble bow nymph? Could there be a better way to celebrate the day’s activities, or forget the beating you took on the course than to watch people try to stay afloat while pummeling each other with jousting sticks? Winning the Championship at the East Greenwich Yacht Club in the late 70s. I have been to Block Island Race Week all 25 years!

Tina Filippelli Pit on Camino’s What is your first memory of sailing? My first memory of sailing is not good. I was always into horseback riding and my brother liked to sail. What event was it that got you into racing? Seven years ago my husband took me sailing on a cold, wet, rainy, May night and I loved it. We’ve been racing together ever since!
