About This Report The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit. This report highlights labor market information and real-time job posting data for Jackson County with special sections devoted to five occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. Occupational groups include: • • •

Introduction: Jackson County
Key Findings for Jackson County The online job postings in Agriculture have shown an increasing trend since Q2 2015. The number of online job postings increased by about 147% from 19 in Q2 2015 to 47 in Q1 2016. Compared to Q4 2015, there was a 34% increase in Q1 2016. See page XX for more details. Engineers and managers have become more in-demand in Energy in Q1 2016 than Q4 2015. While maintenance workers and installers no longer appeared in the Top Jobs list, various types of engineers and managers topped in the list in Q1 2016. See page XX for more details. The Health Care group has generally shown a consistent yet small growth since 2001. The employment growth in this group has generally been persistent for over a decade. While there were just over 5,300 individuals employed in 2001, there now are over 6,200 employed in 2016. See page XX for more details. Software developers (applications) and computer system analysts have remained the two most indemand IT occupations in Jackson for the past year (since Q2 2015). These two have the first and second-most postings in Q1 2016 although the order of the two in this quarter changed from the past. They have remained in high demand for the past year, representing nearly 35% of the total postings in this group. See page XX for more details. The online job postings in Skilled Trades & Technicians are possibly increasing. In particular, the number of postings related to different production workers is high in Q1 2016. The online job postings in this group increased by 95% from 56 in Q4 2015 to 109 in Q1 2016. This was also a 15% from Q1 2015. Both the first and second-most postings in Q1 2016 were related to production workers. See page XX for more details.

Online job ads increased by 458 (22%) from 2,099 in Q4 2015 to 2,557 in Q1 2016. Except for a 12% drop in postings from Q3 2015 to Q4 2015, Jackson generally saw an increasing trend in postings for over a year from Q3 2014 to Q1 2016.

Labor Force, Employment, & Unemployment Employment has generally been on the rise in Jackson. In particular, employment grew by 34 (0.05%) from 69,154 in Q4 2015 to 69,187 in Q1 2016 although, compared to a point estimate in Q1 2015, this was a 0.2% decline. While employment continues to show a steady, increasing pattern since the end of 2009, the labor force remains fairly stagnant, following a business cycle pattern. Specifically, the labor force declined by 357 (0.5%) from 73,043 in Q1 2015 and grew by 673 (0.9%) from 72,013 in Q4 2015 to 72,686 in Q1 2016. Increasing employment and a steady labor force have pushed Jackson County’s estimated unemployment rate down over time. Particularly, unemployment decreased by 220 (5.9%) from 3,719 in Q1 2015 to 3,498 in Q1 2016. However, this number in Q1 2016 was a 22.4% increase compared to Q4 2015.

Analysis Similar to other Region 9 counties, heavy and tractor-trailer truck drivers and registered nurses topped the list of Jackson County’s most indemand jobs in Q1 2016. Demand for heavy and tractor-trailer truck drivers increased by 21% from 185 postings in Q4 2015 to 223 postings in Q1 2016. Meanwhile, demand for registered nurses stayed about the same as in Q4 2015.

Postings Over Time The number of online job postings for occupations related to Agriculture remained relatively low in Q1 2016, compared to other occupation groups. However, comparing this number to that in Q4 2015, there was a 35% increase.

Energy companies employ workers in a variety of occupations, many of which are also included in other WIN occupation groups. Data referenced in this section pertain only to job postings from energy-related businesses. Postings Over Time Online job postings for Energy occupations were up 38% to 11 postings during Q1 2016, compared to 8 postings in Q4 2015. When compared to Q1 2015, job postings were down by 75%, which had 44 reported postings. Employment Over Time

A large amount of occupations expressed interest in those with technical skills, such as data collection and analysis, computer drafting and engineering, and other engineering skills. These technical skills reflect an increase in desire to encompass more engineers and improve the energy industry. Employers also look for management and communication skills such as budgeting, scheduling, and customer service expressing another interest in higher skilled labor within the Energy field. These skills are vital for Energy workers to maintain the infrastructure and improve on older systems of our country’s energy.

Postings Over Time From Q4 2014 to Q1 2016, the total number of online job postings for Health Care related occupations generally showed an increasing trend, except a 13% decrease from Q3 2015 to Q4 2015. NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only. Postings Over Time Online job postings for occupations related to Skilled Trades were up 95% to 109 during Q1 2016, compared to 56 during Q4 2015. Analysis In Q1 2016, production worker postings increased by 110% since last quarter, becoming the top indemand job within the Skilled Trade occupation group. Production worker supervisor postings have also increased by 70%, while the remaining top jobs have all seen relatively large increasing in postings as well. Skilled Trades & Technicians in-Demand Skills Q1 2016 The occupations in the Skilled Trades group require a wide array of high-level technical skills. Machinery, welding, repair, inspection, and other traditional skills remain the most common in Skilled Trades job postings. Management skills were also present in many of the Skilled Labor postings including customer service, production management, purchasing, staff, shipping and receiving, and manufacturing processes. Advanced technical skills such as mathematics do appear through the skills list most likely coinciding with the demand for procedural knowledge. Employers also look for communication, safety, and assessment skills when posting Skilled Trade jobs.
