Introduction: Jackson County

About This Report The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit. This report highlights labor market information and real-time job posting data for Jackson County with special sections devoted to five occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. Introduction: Jackson County

Key Findings for Jackson County Most occupation groups experienced a decrease in online job postings during Q2 2016. During the recent quarter, online job postings in Jackson County fell by 14.7%. One reason for the decline is the drop in online job ads for the Health Care group which saw 163 fewer postings than the previous quarter. IT and Agriculture also witnessed declines in postings while Skilled Trade and Energy postings only increased by a few postings . See page 3 for more details. Employment numbers continue to strengthen within Jackson County. After hitting a low point toward the end of 2009 (around 64,000 individuals), employment has nearly hit 70,000 workers during Q2 2016 and continues an upward trend. Unemployment has been steadily decreasing as well, hitting a relative low point around 4.5% during Q2 2016. The IT occupation group reported highest advertised salaries of all occupation groups during Q2 2016. Employers that posted salary information for their posted IT jobs showed that workers could make over $75,000 per year. This presents a lucrative opportunity for job seekers willing to overcome the educational barrier to enter this field. Heavy and Tractor-Trailer Truck Drivers witnessed large jump in postings. The top in-demand occupation in Jackson County, heavy and tractor-trailer truck drivers, witnessed an increase of 55 postings from Q1 2016 (XX% growth). This was one of the few top jobs to see an increase in postings during this time frame. With the high demand for truckers, job seekers looking for an occupation could benefit by obtaining a commercial driver’s license (CDL) and enrolling in a truck driving training program. Most employers in Jackson County look for 0-5 years of experience. Within the occupation groups analyzed in this report a majority of postings were looking for 0-5 years of experience. Health Care and Skilled Trades sought out those with 0-2 years of experience, showing a push for entry level within these fields.

Total Online Job Postings 2008 - June 2016

Total online job postings by employers in Jackson during Q2 2016 were down 14.7% over Q1 2016 numbers. Employers in the region posted 2,181 online job ads between April and June 2016 compared to 2,557 during Q1 2016. This number is also 9.7% lower than the number of postings seen in the region during Q2 2015, a year ago (2,415 during Q2 2015).

Labor Force, Employment, Unemployment Rate 2008 - May 2016

Labor Force, Employment, & Unemployment The Jackson County labor force grew by 423 workers from Q1 2016 to Q2 2016, a 0.6% increase to 73,135 workers in the market during Q2. Employment grew modestly faster (1.0%), adding 686 jobs in the county during Q2. Because the labor market grew slightly more than employment, the unemployment rate went down from 4.8% in Q1 2016 to 4.4% in Q2. The annual unemployment rate in the county for 2016 to-date is also 4.7%, down 0.4 percentage points from 5.1% in 2015.

WIN’s agriculture group brings together occupations that require knowledge of the farming, livestock, the environment, and natural sciences. Occupations range from farm workers, to environmental engineers, to meat butchers, and recreation workers.

Postings Over Time Jackson County employers looking to hire Agriculture workers posted 33 online job ads during Q2 2016. This is a 36.2% decrease over the 47 job postings in the county for this occupation group during Q1 2016. However, comparing this number to that of Q2 2015, there was a 73.7% increase in postings.

Employment Over Time Employment Over Time While the Agriculture related jobs in Jackson generally had a decreasing employment trend from 2013 and on, they saw a small increase (0.2%) in the number of employment from 2015 to 2016.

Analysis Most of the Q1 2016 top indemand jobs saw decreases in postings during Q2 2016. Although production workers remained the top in-demand Agriculture occupation, butchers and meat cutters, environmental planners, landscapers, and occupational health and safety specialists all moved into the top 5 indemand jobs. Energy-related occupations encompass jobs in engineering, science, mining, and extraction. Workers in this field have a range of skills all related to keeping businesses and homes powered. Energy companies employ workers in a variety of occupations, many of which are also included in other WIN occupation groups. Data referenced in this section pertain only to job postings from energy-related businesses. Postings Over Time Online job postings for Energy occupations were up 9.1% to 12 postings during Q2 2016, compared to 11 postings in Q1 2016. When compared to Q2 2015, job postings were up by 9.1%, which had 11 reported postings as well. Employment Over Time

2016 witnessed a small decrease in employment in the Energy occupation group from the previous year. When comparing recent data to the employment at the time of the 2009 recession, employment has recovered from the effects increasing recently to the prerecession levels from 2003.

Analysis Mechanical engineers, Q1 2016’s top in-demand job did not hold its spot as postings for this type of engineer fell in demand for energy companies. Managers saw an increase in postings moving it to the top spot, while a majority of the top in-demand jobs did not see much change.

Energy in-Demand Skills Q2 2016 The occupations in the Energy group require a wide array of technical and managerial skills. A large amount of occupations expressed interest in those with technical skills, such as data collection and analysis, computer drafting and engineering, and other engineering skills. These technical skills reflect an increase in desire to encompass more engineers and improve the energy industry. Employers also look for management and communication skills such as budgeting, scheduling, and customer service expressing another interest in higher skilled labor within the Energy field. These skills are vital for Energy workers to maintain the infrastructure and improve on older systems of our country’s energy.

WIN’s health care occupation group includes jobs related to health care support and practitioners. Employment in this group has been consistently growing, more health care workers needed to care for Michigan’s aging population and in response to regulatory and other changes. Registered nurses are routinely the most in-demand job in this group. Postings Over Time After reaching a new high in posting data during Q1 2016, Health Care postings fell 40.2% from 405 in Q1 2016 to 242 in Q2 2016. Comparing this number to that of Q2 2015, there was also a 28.0% decrease in postings as well. Employment Over Time

WIN’s technicians/skilled trades category includes jobs related to advanced manufacturing. Southeast Michigan has more demand for skilled- trades labor, such as CNC machinists and welders, than almost anywhere else in the country. NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only. Postings Over Time Online job postings for occupations related to Skilled Trades were up 95% to 109 during Q2 2016, compared to 56 during Q4 2015. This was also a 15% increase from Q2 2015 which reported 93 postings within the same occupation group. Employment Over Time

Analysis In Q2 2016, production worker postings increased by 110% since last quarter, becoming the top indemand job within the Skilled Trade occupation group. Production worker supervisor postings have also increased by 70%, while the remaining top jobs have all seen relatively large increasing in postings as well. With these increases in postings, the order of the top five jobs has shifted, but the same occupations remain.

Skilled Trades & Technicians in-Demand Skills Q2 2016 The occupations in the Skilled Trades group require a wide array of high-level technical skills. Machinery, welding, repair, inspection, and other traditional skills remain the most common in Skilled Trades job postings. Management skills were also present in many of the Skilled Labor postings including customer service, production management, purchasing, staff, shipping and receiving, and manufacturing processes. Advanced technical skills such as mathematics do appear through the skills list most likely coinciding with the demand for procedural knowledge. Employers also look for communication, safety, and assessment skills when posting Skilled Trade jobs. These skills are imperative for Skilled Trades so that collaboration can be fostered in a safe and flowing environment.
