About This Report The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit. This report highlights labor market information and real-time job posting data for Hillsdale and Lenawee counties as a whole with special sections devoted to 5 occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. Occupational groups include: • • • • •

Introduction: Hillsdale and Lenawee Counties
Key Findings: State of the Labor Market in the Hillsdale and Lenawee Counties Hillsdale and Lenawee counties experienced the highest reported job postings within 5-year span. Recently, the number of online job postings have reached their highest point within the past five years (1,678 postings). Overall, there has been a steady increasing trend in online job postings from its lowest points in 2011. The Agriculture occupation group experienced the largest increase in job postings. Moving from Q4 2015 to Q1 2016 the Agriculture group saw job postings jump from 7 to 28, an increase in postings of 300%. Employment also saw steady growth, with both of these metrics reaching their highest points within recent years. See page 6 for more details. Employment for Business and Finance has remained relatively stable since the recessionary period. After seeing rapid decline in employment after 2011 with a large plunge around 2008, the Business and Finance group has seen employment stabilize around 900 workers. See page 11 for more details. The Health Care occupation group experienced steady growth in employment. From 2010, the Health Care occupation group has experienced steady growth in employment. After its recent growth, employment reached its highest point within a 15-year span. See page 16 for more details. The majority of job postings desire 0-5 years of experience. Within the five occupation groups analyzed by WIN for Hillsdale and Lenawee counties, a large majority of employers expressed interest in individuals with 0-5 years of experience. The Agriculture, Skilled Trades, and Health Care groups all sought a majority of workers with entry-level experience (0-2 years of experience) in particular. This indicates a desire for entry-level workers that will likely be able to find opportunities for advancement within the companies that hire them.

Total Online Job Postings January 2011 - March 2016
Online job ads increased by 98 postings (6.2%) from 1,580 in Q4 2015 to 1,678 in Q1 2016. This continues an overall increasing trend in postings from a large drop in postings in 2012. Employment in Hillsdale and Lenawee has reached its highest point within the last five years and shows that growth is likely to continue.

Labor Force, Employment, & Unemployment Recently, the labor force has been fluctuating around 70,000 participants with a recent increase from Q4 2015. In particular, the labor force increased by 404 (0.1%) from 68,526 in Q1 2015 and by 139 from 68,791 in Q4 2015 to 68,930 in Q1 2016. Further, employment in Hillsdale and Lenawee counties has also seen growth in the past few years. Employment grew by 1,308 (2%) from 64,476 in Q1 2015 and fell by 455 from 66,239 in Q4 2015 to 65,784 in Q1 2016. Unemployment rates in these counties have also seen improvement, experiencing a decrease over the past 5 years to its lowest annual point. The number of unemployed individuals fell by 905 (22%) from 3,897 in Q1 2015 to 3,146 in Q1 2016, in particular. However, there was a 23.3% increase from 2,552 in Q4 2015 to 3,146 in Q1 2016.

Analysis During Q1 2016, heavy and tractortrailer truck drivers and registered nurses maintained the top two posting positions, with retail salespersons as the third highest. This shows an emphasis in employer demand within the Transportation, Distribution, and Logistics, Health Care, and Business and Finance occupation groups.

Postings Over Time Online job ads for occupations related to Agriculture were up 300% to 28 postings during Q1 2016, compared to 7 during Q4 2015. This level of postings is 86.7% higher than the 15 online postings for Agriculture related occupations in Q1 2015, a year ago.

Employment Over Time Agriculture employment has seen stable growth within the recent years, after a drop between 2010 and 2012. In fact, current employment in the area is at its highest point looking back 15 years. This is a great indicator that not only shows Agriculture strengthening but could see continued growth.

Analysis Since Q4 2015, landscaping and groundskeeping workers have moved to the highest posted occupation within the Agriculture occupation group. The top job Q4 2015, veterinary technicians moved down the list to the 13th highest recorded postings in Q1 2016 with 1 posting. Farm and home management advisors, manufacturing and wholesale sales reps, and landscaping supervisors moved up to the top 5 postings in Q1 2016, while environmental scientists were the only ones to retain a top 5 spot between quarters.

Jobs in the Business and Finance occupation group can be found in nearly every type of business and industry. These workers need strong mathematical and accounting abilities along with project management and planning skills. Workers in this occupation group are in high demand in southeast Michigan. Postings Over Time Online job ads for occupations related to Business and Finance were up 21.4% to 51 postings during Q1 2016, compared to 42 during Q4 2015. This level of postings is 45.7% higher than the 35 online postings for Business and Finance related occupations in Q1 2015, a year ago.

Employment Over Time Although only Q1 has passed in 2016, employment in Business and Finance related occupations has remained relatively stable since the Great Recession in 2009. Surprisingly, employment did not hit its lowest point in the Recession, but rather two years later in 2011. In 2011, only 905 workers were employed in Business and Finance jobs, and in 2016 employment reached 940, a 3.9% increase.
