Introduction: Hillsdale and Lenawee Counties

About This Report The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit. This report highlights labor market information and real-time job posting data for Hillsdale and Lenawee counties as a whole with special sections devoted to 5 occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. Occupational groups include: • • • • •

Introduction: Hillsdale and Lenawee Counties

Key Findings: State of the Labor Market in the Hillsdale and Lenawee Counties Online job postings for occupations related to Agriculture decreased in Q2 2016 after the largest increase in postings in Q1 2016. While the Agriculture group saw a 300% increase in job postings from Q4 2015 to Q1 2016, the group saw a 36% decrease in postings in Q2 2016. Employment, yet, experienced steady growth, with both of these metrics reaching their highest points within recent years. See page 6 for more details. The Business and Finance occupation group experienced stability in not only employment but also online job ad numbers. After seeing a rapid decline in employment after 2011 with a large plunge around 2008, the Business and Finance group has seen employment stabilize around 900 workers. The number of online job postings has also remained relatively stable since Q3 2015. See page 11 for more details. The Health Care occupation group saw steady decline in online job ads the past three quarters. There were 351, 279, and 199 postings in Q4 2015, Q1 2016, and Q2 2016, respectively. On average, there was a 25% decrease in each of the quarters. See page 16 for more details. Employers hiring the Skilled Trades occupations looked for individuals with mathematics knowledge and skills. Skills in mathematics were emphasized in Q2 2016. While “mathematics� did not appear in any the top five skills lists in Q1 2016, they appeared in both technical in-demand skills list and foundational in-demand skills list in Q2 2016. See page 24 for more details. A majority of job postings desired 0 to 5 years of experience in Q2 2016 as in Q1 2016. Within the five occupation groups analyzed by WIN for Hillsdale and Lenawee counties, a large majority of employers expressed interest in individuals with 0 to 5 years of experience. This would indicate a desire for entry-level workers likely to be able to find opportunities for advancement within the companies that hire them. See pages 8, 13, 18, 23, and 28 for more details.

Total Online Job Postings January 2011 - June 2016

Online job ads for occupations within Hillsdale and Lenawee decreased by 72 (4.3%) from 1,678 in Q1 2016 to 1,606 in Q2 2016. This level of postings was 7.4% higher than the 1,495 online postings in Q2 2015, a year ago. Within the past couple of years, postings have been generally increasing.

Labor Force, Employment, & Unemployment

Labor Force, Employment, Unemployment Rate 2008 - June 2016

The labor force has been rather stable since 2010. The labor force increased by 164 (0.2%) from 69,611 in Q2 2015 and by 820 (1.2%) from 68,955 in Q1 2016 to 69,775 in Q2 2016. Further, employment in Hillsdale and Lenawee has also reached its highest point since 2008. Employment grew by 896 (1.4%) from 66,031 in Q2 2015 and by 1,118 (1.7%) from 65,809 in Q1 2016 to 66,927 in Q2 2016. Unemployment rates in these two counties have also seen improvement, experiencing a decrease over the past seven years to its lowest annual point. Unemployment fell by 732 (20.0%) from 3,580 in Q2 2015 and by 299 (9.5%) from 3,146 in Q1 2016 to 2,848 in Q2 2016, in particular. Data: BLS Analysis: Workforce Intelligence Network

WIN’s Agriculture group brings together occupations that require knowledge of the farming, livestock, the environment, and natural sciences. Occupations range from farm workers, to environmental engineers, to meat butchers, and recreation workers. Postings Over Time Online job ads for occupations related to Agriculture decreased by 36% to 18 postings in Q2 2016 from 28 in Q1 2016. This level of postings was 18% lower than the 22 online postings for Agriculture related occupations in Q2 2015, a year ago. Except the recent jump in the number of postings from Q4 2015 to Q1 2016, such online job ads showed a decreasing trend for the past year. Employment Over Time

Agriculture employment has seen stable growth within the recent years, after a drop between 2010 and 2012. In fact, current employment in the area is at its highest point looking back 15 years. This is a great indicator showing Agriculture strengthening.

Analysis Hazardous materials removal workers moved to the highest posted occupation within the Agriculture group with three postings. Landscaping and groundskeeping workers, which ranked first in Q1 2016 with eight postings, no longer appeared in the top jobs list of Q2 2016. Of the nine Agriculture job postings that specified a desired educational attainment level in Q2 2016, 56% indicated it to a bachelor’s degree. There were fewer postings that specified a desired experience level in Q2 2016 (only six). Among the six postings, all were available to workers with less than 5 years of experience, and 67% were available to workers with only 0 to 2 years of experience. This showed that entry-level Agriculture positions were available to Hillsdale and Lenawee County workers with a high school diploma, some vocational training, or a bachelor’s degree. These technical skills included mathematics and computer skills and other technical skills that would aid in maintaining of land and other facilities such as cleaning. Agriculture Wages Of the 18 postings in Agriculture in Q2 2016, 22% (4 postings) specified an annual salary. Of the four postings, 75% (3 postings) were below $35,000 per year. From the table below containing data from BLS, six out of the eight occupations were estimated to have a median salary less than $35,000 per year, while the rest over $50,000 per year.

Jobs in the Business and Finance occupation group can be found in nearly every type of business and industry. These workers need strong mathematical and accounting abilities along with project management and planning skills. Workers in this occupation group are in high demand in southeast Michigan. Postings Over Time The number of online job ads for occupations related to Business and Finance were the same in Q2 2016 as in Q1 2016 (51 postings). This level of postings was 50% higher than the 34 online postings for Business and Finance related occupations in Q2 2015, a year ago.

Employment Over Time

Employment in Business and Finance related to occupations has remained relatively stable since the Great Recession in 2009. Surprisingly, employment did not hit its lowest point in the Recession, but rather two years later in 2011. In 2011, only 905 workers were employed in Business and Finance jobs. Yet, in 2016, employment reached 940, a 3.9% increase.

In Q2 2016, entry-level Business and Finance positions were available to Hillsdale and Lenawee County workers that are willing to pursue a bachelor’s degree.

Employment in this group has been consistently growing, more Health Care workers needed to care for Michigan’s aging population and in response to regulatory and other changes. Registered nurses are routinely the most in-demand job in this group.

Postings Over Time Online job ads for Health Care were down 29% to 199 in Q2 2016, compared to 279 in Q1 2016. This level of postings was 35% lower than the 308 online postings for Health Care in Q2 2015, a year ago.

With 3,516 jobs, the year of 2016 marked a 16 year high in employment in Health Care, exceeding the previous high of 3,431 jobs in 2015. Employment saw a 2.5% increase since 2015, with an additional 85 workers finding employment in Health Care related occupations, continuing the upward trajectory started in 2010.

WIN’s Skilled Trades and Technicians category includes jobs related to advanced manufacturing. Southeast Michigan has more demand for skilled- trades labor, such as CNC machinists and welders, than almost anywhere else in the country. NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only. Postings Over Time Online job ads for occupations related to Skilled Trades were up 53% to 174 postings in Q2 2016, compared to 114 in Q1 2016. This level of postings was also 190% higher than the 60 online postings for Skilled Trades related occupations in Hillsdale and Lenawee counties in Q2 2015, a year ago. Employment Over Time

The lack of need for higher education combined with minimal experience requirements would indicate entry-level positions’ availabilities.
