Introduction: Region 9

About This Report The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit. This report highlights labor market information and real-time job posting data for Region 9 as a whole with special sections devoted to 8 occupational groups. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. Occupational groups include: • • • • • • • •

Introduction: Region 9

State of the Labor Market in Region 9 Number of online job ads decreased from Q1 to Q2, 2016, in most occupation groups, except Education. Online job ads for occupations related to Skilled Trades, Engineers and Designers, IT, Health Care, Energy, Business and Finance, and Agriculture decreased by 26%, 11%, 2%, 15%, 29%, 11%, and 5%, respectively, from Q1 2016 to Q2 2016. Those related to Education, on the other hand, increased by 35% in Q2 2016, compared to Q1 2016. Many online job ads appear to be targeted at candidates with a Bachelor’s degree. Job postings for occupations related to Engineers and Designers, IT, Energy, Business and Finance, Agriculture, and Education that specified a desired educational attainment level showed that employers seek for workers with a Bachelor’s degree. Employment within Region 9 strengthened while unemployment fell. Employment has seen steady growth, reaching a new high of 495,533 workers in Q1 2016. This trend has been steadily increasing after a drop in employment toward the end of 2008, surpassing pre-recession employment. Unemployment has also been steadily falling since 2009, reaching its lowest point in 5 years of 3.9%. Many jobs available to job seekers with 0-5 years of experience within Region 9. All of the occupation groups saw that a majority of employers desired those with 0 to 5 years of experience, indicating great opportunity for job seekers with minimal experience. Job postings for occupations related to Skilled Trades, Health Care, Agriculture, and Education mainly sought entry level occupants with 0 to 2 years of experience. The other groups mainly looked for job seekers with 3 to 5 years of experience. IT occupation group reported highest average salary. The average salary advertised for the IT group was $82,471 a year, the highest average salary within Region 9. The average advertised salary for the Engineer and Designer group was also relatively high at $77,361. Both of these groups saw a large majority of postings desiring 0 to 5 years of experience indicating lucrative opportunities for job seekers, despite education barriers.

Online job ads for occupations within Region 9 decreased by 1,836 (9.0%) from 20,499 in Q1 2016 to 18,663 in Q2 2016. This level of postings was 2% lower than the 19,124 online postings in Q2 2015, a year ago. Within the past 5 years, although fluctuating closer to 2012, postings have been generally increasing.

Labor Force, Employment, & Unemployment Recently, the labor force has hit its highest point since 2008. In particular, the labor force increased by 11,383 (2.2%) from 506,590 in Q2 2015 and by 5,565 (1.1%) from 512,408 in Q1 2016 to 517,973 in Q2 2016. Further, employment in Region 9 has also reached its highest point since 2008. Employment grew by 16,332 (3.4%) from 483,265 in Q2 2015 and by 7,061 (1.4%) from 492,536 in Q1 2016 to 499,597 in Q2 2016. Unemployment rates in Region 9 have also seen improvement, experiencing a decrease over the past seven years to its lowest annual point. Unemployment fell by 4,984 (21.2%) from 23,324 in Q2 2015 and by 1,496 (7.5%) from 19,872 in Q1 2016 to 18,376 in Q2 2016, in particular.

Skilled Trades & Technicians (Manufacturing Focused)

Online Job Postings

WIN’s technicians/skilled trades category includes jobs related to advanced manufacturing. Southeast Michigan has more demand for skilled- trades labor, such as CNC machinists and welders, than almost anywhere else in the country. NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only.

Postings Over Time Online job ads for Skilled Trades occupations were down 26.2% to 690 postings during Q2 2016, compared to 935 in Q1 2016. This level of postings is 1.1% lower than the 698 postings for Skilled Trades occupations in Q2 2016, a year ago. Employment Over Time

Employment Over Time

Employment in Skilled Trades declined steeply between 2001 and 2009, but has made modest gains since the Recession low of 13,592 employed workers. 2016 saw a 1.2% gain, or 219 jobs, since 2015, increasing the number of employed workers in the Skilled Trades to 18,018.

Engineers & Designers (Manufacturing Focused)

Jobs in the manufacturing industry can range from assembly and production, to skilled trades and technicians, designers and engineers, and even computerrelated occupations such as software development. Demand for engineers in the region has been consistent, and employment has been growing quickly.

Postings Over Time Online job ads for advanced manufacturing-focused Engineering & Design occupations were down 11.1% to 784 postings during Q2 2016, compared to 882 in Q1 2016. Although a recent decline in postings was seen in the past quarter, the upward trend through the past five years could continue as postings are still relatively higher than any of the previous years.

Employment Over Time

Employment Over Time The number of Region 9 workers employed in advanced manufacturing Engineering & Design jobs has largely recovered from the drop seen during the Great Recession. In 2016, 16,348 workers in the region are employed in Engineering & Design occupations. The region has added over 3,000 Engineering & Design jobs since employment in this group bottomed out at 13,238 in 2009.

Engineers & Designers in-Demand Skills Q2 2016 Engineering & Design job candidates in Region 9 are expected to have baseline skills like communication and writing as prerequisites for employment. Another key employability skill that Region 9 employers are looking for is project management. Employers also sought workers during Q2 2016 with technical expertise in manufacturing processes, computer aided drafting, and knowledge in specialized areas of engineering. The Engineering & Design occupations are some of the highest paying in Region 9 and throughout southeast Michigan. Of the online job postings that advertised a salary range during Q2, most were for earnings that amounted to over $50,000 a year. Information technology jobs include occupations that are associated with entry level, technical, and professional careers related to the design, development, support and management of hardware, software, multimedia, and systems integration services. While the information technology group does not currently meet the employment levels of the others, it is quickly growing.

Postings Over Time Online job ads for occupations related to IT fell 2.3% to 1,795 during Q2 2016, compared to 1,838 in Q1 2015. This level of postings is 7.5% lower than the 1,941 online postings for IT related occupations in Q2 2016, a year ago. Employment Over Time

Employment in this group has been consistently growing, more health care workers needed to care for Michigan’s aging population and in response to regulatory and other changes. Registered nurses are routinely the most in-demand job in this group.

Postings Over Time Online job ads for Health Care decreased by 419 posting between Q1 2016 and Q2 2016, with 2,375 postings. This level of posting is 19.5% (574 postings) lower than the 2,949 online postings for Health Care in Q2 2015, a year ago. Employment Over Time

The high premium put on education indicates many positions require technical, industry-specific skills. However, those willing to pursue the necessary education will not struggle to find employment, as experience is not valued as highly as education. Energy-related occupations encompass jobs in engineering, science, mining, and extraction. Workers in this field have a range of skills all related to keeping businesses and homes powered. Energy companies employ workers in a variety of occupations, many of which are also included in other WIN occupation groups. Data referenced in this section pertain only to job postings from energy-related businesses. Postings Over Time Online job ads for occupations related to Energy decreased by 29% to 47 postings in Q2 2016, down from 66 postings in Q1 2016. This level of postings was 27% lower than the 64 online postings for Energy related occupations in Q2 2015, a year ago. Employer demand, gauged by online job postings, appeared relatively small and volatile in this occupation group in Region 9.

Employment Over Time The data presented in the graph to the right represents the region’s total employment in the Energy industries (NAICS 2111, 2131, 2211, 2212, 2371), not just WIN-designated Energy occupations. In 2016, 6,078 workers are employed in these Energy industries in Region 9. Employment in these industries decreased during the Great Recession, with the region losing about 1,000 jobs but has largely returned to pre-recession levels.

Because many of the most in-demand Energy jobs in Region 9 were for highly specialized engineers, most of the Q2 job postings were targeted at candidates with at least a Bachelor’s degree. Six of these postings required over 5 years of experience – the demand for managerial and supervisory positions in the Energy group would warrant this level of experience.

Only one Energy job posting in Region 9 in Q2 2016 advertised an annual salary. In the absence of real-time salary data, data from the Bureau of Labor Statistics showed that many of the most in-demand Energy occupations offered high hourly wages at the median. Not only managers in the Energy industry but also nuclear engineers and chemical engineers in Energy could earn upwards of $40 per hour, or $83,000 a year.
