The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit.

This report highlights labor market information and real-time job posting data for the entire 16-county region of southeast Michigan. A workforce overview is provided within identifying key components of the area’s labor market including labor force status, demographic, and commuting data. WIN’s analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. This data is used to provide a real-time demand overview, detailing posting related findings for both employers and job seekers. WIN’s data and research team analyzes job posting data at the occupation level within eleven customized occupation groups built using specific Standard Occupational Classification (SOC) codes to provide more contextualized information. Occupation groups combine data for jobs with similar skillsets, educational attainment, and experience requirements, which provides a more indepth snapshot of the current labor market when compared to traditional industry data based upon North American Industry Classification System (NAICS) codes. Occupation outlook sections utilize these metrics to identify and display the top indemand jobs, their entry requirements, and their earning potential. WIN produces a 16-county region report quarterly using data from all eleven occupation groups. A report focused on the city of Detroit is also produced quarterly, focusing on five occupation groups related to Detroit’s labor market. County reports are produced annually and focus on five occupation groups chosen to reflect the labor market specific to the county. This report analyzes 2020 data in Washtenaw county. State of the Labor Market in Washtenaw County The COVID-19 crisis has caused major shifts in the labor market this year. During 2020, employment in Washtenaw county decreased. In 2020, the labor force grew by 3,862 individuals (2.0 percent) since 2019. Employment decreased by 3,372 workers (1.8 percent), while unemployment grew by more than double (7,233 workers) the 5,718 individuals recorded in 2019. The unemployment rate also rose in 2020, which trends with the shifts caused by the COVID-19. The unemployment rate rose 3.6 percentage points since 2.9 percent in 2019, for an annual unemployment rate of 6.5 percent. Monthly postings data has continued to show shifts in hiring and skills demanded, as the region continues recovery. The health care occupation group was heavily demanded in Washtenaw county, while Heavy and Tractor-Trailer Truck Drivers is the top demanded occupation this year, accounting for 4,376 postings in 2020.

Annual Labor Market Information The labor force in Washtenaw county has increased in 2020, growing by 3,862 individuals since 2019. Employment decreased by 3,372 workers (1.8 percent) since 2019, while unemployment increased by 7,233 workers for a total of 12,951 unemployed workers in 2020. The unemployment rate dramatically increased in 2020 to 6.5 percent, a rise of 3.6 percentage points since 2019, which had a rate of 2.9 percent. During the height of the pandemic and shutdown measures in March 2020, the highest monthly unemployment rate occurred in April 2020, with an unemployment rate of 14.8 percent in Washtenaw county.

Quarterly Employer Demand Overview The fourth quarter of 2020 indicates that employer demand has increased since the end of Q3 2020. In Q4 2020, there were 24,195 unique postings in Washtenaw county, an increase of 502 postings from the 23,693 postings recorded in Q3. May had the lowest recorded postings in 2020 with 12,730 postings, a decrease of 4,743 postings (27.1 percent) since May 2019. The increase in the number of monthly online ads indicate employer demand for jobs has slowly began to increase into Q4 2020.

Employer demand decreased by 19.7 percent, a loss of 16,707 job postings since 2019. Health Care is the top posting occupation group through 2020 with 11,092 postings.

Postings by Occupation Group 2020

During 2020, there were 68,284 job postings, 16,707 less than the 84,991 postings made during 2019 in Washtenaw county. October 2020 saw the highest demand with 14,640 postings since the shut down due to COVID-19, however, postings are still down 12.3 percent since October 2019. The top posted job titles in 2020 include CDL-A Truck Drivers, Nannies, Delivery Drivers, Registered Nurses, and Child Care Professionals. Job postings made by employers in Washtenaw county indicate a bachelor’s degree remains the most in-demand minimum education level during 2020.

Education Levels In-Demand 2020

Of the 68,284 unique postings in Washtenaw county during 2020, 12,281 (18.0 percent) required a high school diploma or equivalent, while 18,118 postings (26.5 percent) required a college degree. An additional 8,234 postings (12.1 percent) required an advanced degree. The high demand for health care roles within the county, drives this high demand for workers with various skillsets.

Employment in Washtenaw county totaled 190,696 in Q4 2020, a decrease of 2,320 workers (1.2 percent) since Q4 2019. The quarterly labor market has seen shifts following the outbreak of COVID-19. The first quarter of 2020 saw a slight increase in the labor force and employment, while unemployment and the unemployment rate also rose 0.1 percentage points. The COVID-19 shutdown, which started in Q2 2020, caused the employment in Washtenaw county to drop from 195,913 workers in Q1 to 172,086 workers in Q2, a decrease of 23,827 workers or 12.2 percent. Unemployment rose by 20,939 workers, more than triple the 4,732 workers recorded in Q1. Similarly, the unemployment rate rose in Q2, up from 2.4 percent in Q1 to 13.0 percent in Q2 2020. Since Q3 2020, the market has slowly begun to realign toward pre-pandemic levels, showing a decrease in unemployment and the unemployment rate through Q4 2020. Following labor force fluctuations throughout 2020, labor force participation totaled 199,946 individuals, an increase by 3,862 individuals since 2019. Employment is down to 186,995 workers in 2020, a decrease of 3,372 workers. Both unemployment and the unemployment rate increased, corresponding to measures taken to slow the spread of COVID-19. Unemployment dramatically rose this year, increasing to 12,951 workers, an increase of 7,233 workers since the 5,718 workers recorded in 2019. Population Demographics According to data from the most recent Census Bureau 2019 ACS Five Year estimates, the population in Washtenaw county increased by nearly 0.3 percent between 2018 and 2019. During 2019, 367,000 people were living in Washtenaw county. The sex of the populace was split almost evenly, with about 50.4 percent of the population identifying as female, and the other 49.6 percent identifying as male. Majority of the population identified as white (74.8 percent) with the second largest number of individuals identifying as Black or African American (11.5 percent). The county has a relatively young and middle-aged population; 37.5 percent of population was 24 years of age or young, compared to 37.6 percent aged of 25-54, while individuals 55 years of age and older total 24.9 percent.

Labor Market Demographics During 2019, the most recent census year, there were about 197,867 people in the labor force, individuals that were either working or looking for work in Washtenaw county. Slightly over half of the population, 189,559 individuals (51.7 percent) living in the region were actively working. The highest unemployment rates were seen in those aged 24 years old or younger. Males under the age of 25 face an unemployment rate of 22.8 percent, while females under the age of 25 report an unemployment rate of 16.3 percent. Black or African American job seekers also have a difficult time finding employment, facing an unemployment rate of 7.9 percent.

Current Workforce Demographics In 2020, the workforce had a total of 232,500 individuals working in Washtenaw county. A slight majority, 53.1 percent (123,407 workers) were female, while 46.9 percent (109,092 workers) of the workforce was male. Most workers in the county identified as white, accounting for 75.8 percent of the workforce, while Black or African American workers totaled 10.8 percent of the workforce. Those identifying as having a Hispanic or Latino ethnicity accounted for 5.2 percent. According to the most recent OnTheMap data set available from the Census Bureau, during 2018, Washtenaw county’s workforce consisted of 152,991 residents. There were 88,208 (57.7 percent) residents living and working in Washtenaw county, while the remaining 64,783 residents (42.3 percent) traveled outside of the county for work. There were 195,589 workers employed in the county during 2018. Of those, 107,381 workers (54.9 percent) lived outside of the county's borders and commuted in.
