About This Report The Workforce Intelligence Network for Southeast Michigan (WIN) partnership is a collaboration of six Michigan Works! Agencies (MWAs) and ten community colleges across a 16-county region in Michigan. The counties in the WIN partnership include: Genesee, Hillsdale, Huron, Jackson, Lapeer, Lenawee, Livingston, Macomb, Monroe, Oakland, Saint Clair, Sanilac, Shiawassee, Tuscola, Washtenaw, and Wayne, along with the City of Detroit. This report highlights labor market information and real-time job posting data for Wayne County with special sections devoted to five occupational groups. WIN's analysis of online job postings, a proxy for employer demand, is a pioneering method for tracking the health of the labor market. Occupation groups include: • • • • •

Introduction: Wayne County
Key Findings for Q3 2016 1. Online job postings for Wayne county reach new high point. In Q3 2013, job postings in Wayne County had reached a new high of 46,000. One year later, in Q3 2014, postings had dropped by nearly 16,000 (-33%). Since that time, postings have seen a positive change with an increase of over 27,700 postings (+90%). See page 4 for more information.
2. More individuals are seeking work in Wayne County! The labor force, employment, and unemployment in Wayne County all experienced increases from Q2 to Q3 2016. The unemployment rate increased from last quarter to 7.1% which is still encouraging because this shows that more individuals have restored confidence in returning to look for work. See page 4 for more information.
3. Online job postings for occupations related to Health Care reach their apex. Online job postings for occupations related to Health Care have been on an upward trend since Q3 2014. Over the past two years (Q3 2014 to Q3 2016) there has been an increase of 5,415 (172%) in postings resulting in the new high of over 8,500 total postings. See page 17 for more information.
4. Communication remains in high demand for most occupations in Wayne County. Communication and other foundational skills, such as problem solving and leadership, remain at the top of the list for employers when looking for new candidates. Technical abilities are a necessity for most jobs, but well-rounded foundational skills can make a candidate much more appealing to employers that are willing to train. See the in-demand skills section for each occupation group for more information – pages 10, 15, 20, 25, and 30.
5. Online job postings for Skilled Trades related occupations back on the rise. Online jobs postings for Skilled Trades related occupations have historically fluctuated from quarter to quarter. During Q2 to Q3 of 2011, postings increased by about 80%, and from Q2 to Q3 of 2012, postings dropped by about 70%. This trend continued through Q3 2016, although the fluctuations have become smaller over time. In Q3 of 2016, postings rose yet again to just over 1,400, setting a record high for Skilled Trades. See page 27 for more information.

Employer demand rebounded from Q2 to Q3 2016, as online job postings set a record high of 58,610 from 54,770 (+7%). This increase of online job ads in Q3 continues the average over 50,000 online job ads for 6 consecutive quarters, reinforcing that employer demand remains strong in Wayne County.

The labor force increased by just over 16,000 individuals (+2.1%) to 782,300 in Q3 2016. Employment also increased by just over 6,300 workers (+0.9%) to 727,000, and unemployment also increased by just under 10,000 individuals (+21.5%) bringing the Q3 2016 unemployment rate to just over 7%.

Energy-related occupations encompass jobs in engineering, science, mining, and extraction. Workers in this field have a range of skills all related to keeping businesses and homes powered. Energy companies employ workers in a variety of occupations, many of which are also included in other WIN occupation groups. Data referenced in this section pertain only to job postings from energy-related businesses.
Job Posting Analysis Online postings for Energy-related occupations in Wayne County slightly decreased by 21 postings (-16%) during Q3 2016 following a slight bump in Q2 2016. While postings for Q3 2016 remain lower than those one year earlier during Q3 2015, they are still higher than postings from two years earlier (Q3 2014).
Employment Over Time
Employment Analysis Similar to other occupation groups, Energy experienced a drop-off in employment during the Great Recession, but not to as great of an extent. Following growth between 2011 and 2014, employment in the Energy sector has actually been decreasing in Wayne County over the past two years. Recent estimates have employment in the region at just under 3,900 workers.

There are 5 new occupations appearing on the top 20 list Energy Top Jobs Q3 2016
Analysis Managers related to Energy was the most in-demand occupation in this group with 11 online ads during Q3 2016, down from 16 during Q2 2016. One interesting change to note for this quarter is that nuclear engineers, the second-most posted for occupation in Q2 2016, is no longer within the top 20 most indemand occupations for Q3 2016. % Electronics Engineering Technicians are new to the top 20 list
Energy Educational Attainment Required In Q3 2016 postings advertising educational requirements for Energy related occupations sought candidates with a bachelor’s degree as much as candidates with a high school diploma or vocational training. Opportunities still exist for those with an associate’s degree or a professional degree but are not as sought after. Meanwhile, the majority of employers would like Energy workers to have three to five years of experience, and in some instances, even more. The high levels of experience required most likely indicate that many of these postings offered supervisor or management positions.

Despite the low number of postings advertising wages for Energy related occupations (only 20%), the majority of them offered wages above $75,000. This further demonstrates that most of these occupations most likely entail occupations and skills related to engineering, management, or a combination of both. Eight of the top ten Energy occupations offer median wages above $30 per hour while four offer above $40 per hour at the same level. While telecommunications line installers and repairers have the lowest entry-level salary of the top ten Energy occupations, at the 90th percentile of earnings they can make about $60,000 per year.

Engineers & Designers (Manufacturing Focused)
Introduction
Online Job Postings
Engineers & Designers Jobs in the manufacturing industry can range from assembly and production, to skilled trades and technicians, designers and engineers, and even computerrelated occupations such as software development. Demand for engineers in the region has been consistent, and employment has been growing quickly. Job Posting Analysis Online job postings for Engineers and Designers in Q3 2016 continued the increasing trend seen in Q2 2016 with an additional 92 postings (+3%). Online ads for this occupation group are still making their way back to levels from Q3 2015, one year ago. Postings for Engineers have now surpassed 3,000 in Wayne county in six consecutive quarters.

Employment Over Time
Employment Analysis Employment of Engineers and Designers increased to 38,400 workers (+2.0%) thus far in 2016. This occupation group has not seen this level of employment in Wayne County since 2006-2007. The high demand for these occupations in the region should lead to steady employment growth in years to come.

Analysis Mechanical engineers remained the most in-demand occupation in this group and saw an increase of 37 postings (+7%). Other top occupations in this group include electrical, industrial, and manufacturing engineers as well as commercial and industrial designers. Two new occupations made their way into the top 20 in Q3 2016 (see factoids at the top of the Engineering and Designers section).

Engineers & Designers Educational Attainment Required About 2,465 (86%) out of the 2,671 advertised postings for minimum education requirements asked that applicants have a bachelor’s degree. That is over 10 times more postings asking for a bachelor’s degree than the other three minimum education requirements combined. Engineering and Design employers prefer applicants with some previous experience. In the case of Q3 2016, the majority seek those in the three to fiveyear range. This is not to say that employment for recently graduated engineers does not exist in Wayne County, as there are over 600 online ads requiring two years or less of experience.

The higher concentration of postings showing these higher wages indicates the education levels necessary and high demand coming from employers.

Health Care WIN’s health care occupation group includes jobs related to health care support and practitioners. Employment in this group has been consistently growing, more health care workers needed to care for Michigan’s aging population and in response to regulatory and other changes. Registered nurses are routinely the most in-demand job in this group. Job Posting Analysis Online job postings for Health Care increased during Q3 2016 surpassing the record level of postings in Q1 2016. Online ads for this occupation group rose by nine percent to 8,559. This overall trend of increased postings shows strong demand for these in Wayne County.

Employment Analysis Despite the recent drop in postings, the high number of ads throughout 2015 has resulted in Health Care employment increasing by about 2,000 workers to nearly 74,000. Despite the desperate need for these types of workers, other health care professionals are needed as well, including physicians and surgeons, which rose to be the fourth most indemand occupation in Q3 2016. Health Care Educational Attainment Required Unlike other occupation groups seen in this report, one form of educational attainment does not capture the majority of postings for Health Care occupations. An associate’s degree was the most common form of education asked for by employers (1,962) via online ads in Q3 2016 just as it was in Q2 2016. The second most posted form of educational attainment asked for a bachelor’s degree at 1,425 postings, while an additional 1,295 asked for a high school diploma or vocational training. The 471 online postings asking for graduate or professional degrees can most likely be attributed to occupations like physicians and pharmacists which require years of education and training beyond a bachelor’s.

Like the balance among the different educational requirements seen in postings, advertised wages within Health Care postings followed a similar pattern. The majority of postings that specified a salary showed earnings of over $75,000 per year.

Half of the top 10 occupations offer upwards of $25 to $30 per hour at entry level, while the other half offer between $9 and $12 per hour at entry level. Pharmacy technicians, which make the least at entry level, can still go on to make over $41,000 per year at the 90th percentile.

Information technology jobs include occupations that are associated with entry level, technical, and professional careers related to the design, development, support and management of hardware, software, multimedia, and systems integration services. While the information technology group does not currently meet the employment levels of the others, it is quickly growing. Job Posting Analysis Online postings for IT occupations continued their rise during Q3 2016 following Q2 2016 which had two consecutive quarters of decline prior to it. Employers posted nearly 200 more ads in Q3 than in Q2 (+2.4%). Online job ads for this occupation group have now surpassed 7,000 per quarter in Wayne County in six of the past seven quarters.

Employment Analysis Employment for IT occupations continues its gradual climb – the beginning of 2016 marked a seventh consecutive year of growth. The high demand and high level of skills necessary for IT occupations is demonstrated through the advertised salaries, seeing as the majority of postings that did specify a salary offered more than $75,000 per year. There were three times as many postings offering over $75,000 per year than the other three wage categories combined.

Similar to engineers, nearly all of the top IT occupations offer wages near or above $40 per hour at the median level. One exception are computer user support specialists, which offers nearly $22 per hour at the median level and require an Associate’s degree. WIN’s technicians/skilled trades category includes jobs related to advanced manufacturing. Southeast Michigan has more demand for skilled- trades labor, such as CNC machinists and welders, than almost anywhere else in the country. NOTE: Skilled trades related to construction and assembly are not included in this cluster, as the focus is on advanced manufacturing only. Job Posting Analysis Online job postings for Skilled Trades and Technicians occupations rose in Q3 2016 after a slight drop from Q1 to Q2. Employer demand in Wayne County is now the strongest it has been since Q1 of 2011. Online job ads increased to 1,419 in Q3 (+9.6%) surpassing the original record high of 1,415 in Q1. Postings for this occupation group have remained above 1,000 for the past seven quarters, demonstrating not only higher levels of demand but also that more employers have begun to use more advanced hiring methods to find talent.

Skilled Trades & Technicians Educational Attainment Required Of online job postings that specified educational attainment requirements, the vast majority showed that a high school diploma or vocational training would be sufficient. Another 133 postings indicated a bachelor’s degree as a requirement, most likely for supervisory or management positions. Meanwhile, nearly all of the postings specifying experience needs indicated that five or fewer years would suffice. Most of the postings indicated that 0 to 2 years of experience were wanted, although postings asking for 3 to 5 years of experience were closely matched.
