Managing the Spey’s Fish Stocks Looking after the River Spey is no mean feat; itʼs 107 miles long, with 560 miles of main tributaries, 20 miles of coastline (extending 3 nautical miles out to sea) and a total catchment of 1,880 square miles. It has the highest levels of environmental protection in Europe for Atlantic Salmon, Otter, Sea Lamprey and Freshwater Pearl Mussel and is also a Site of Special Scientific Interest (SSSI). The Spey Fishery Board was originally established by legislation in the 1860ʼs intended to help the local lairds keep the river profitable by protecting it from poachers and maintaining fishing beats. Today it is considered to be one of the ʻBig Fourʼ of the 42 Salmon Fishery Boards around Scotland. Strengthened by Salmon Fisheries Acts in 1986 and 2003, the board is a Statutory Body empowered to do what is necessary in support of its core responsibilities: the ʻProtection, Enhancement and Conservationʼ of stocks of Atlantic Salmon and Sea Trout and their fisheries. In the 1970ʼs the Spey Fishery Board established and began funding The Spey Research Trust in order to advance the study of and research into salmon. Now transformed into the Spey Foundation its responsibilities now encompass other fish species and all aquatic wildlife and it advises the Board on the management of the river catchment. With additional finance from individual projects, it also plays a role in advising on the environmental impact of wind farms, which can affect their surrounding environment both during construction and once running. The Spey Foundationʼs work also extends to advising the many whisky distilleries using the River Spey to ensure best practices are used so that the discharges of the water used to cool the stills donʼt harm the fish populations. As a Registered Charity, the Foundation has an educational remit and provides ʻSalmon in the Classroomʼ programmes to numerous schools throughout Speyside. These have involved children rearing Salmon fry in the classroom from eggs produced at our hatchery, learning

about the Salmonʼs life cycle and subsequently releasing the fed fry back into the Rivers from which their Salmon parents came. (For more information on this program please contact director@speyfisheryboard.com)
Although they are two separate entities, the Spey Fishery Board and the Spey Foundation work closely together and share the same Chairman and Director. They have three principle areas of work: • Water Bailiffs, who both police the River Spey, its tributaries and the coast to protect them from illegal poaching and undertake important habitat management work. • A hatchery operation, which is currently rearing 1.5 million Salmon fry. • A team of scientists, who undertake research throughout the Spey catchment, as well as work undertaken on behalf of the Rivers Findhorn, Nairn and Lossie. Together, the Spey Fishery Board and Spey Foundation undertake invaluable work to monitor, protect and improve the habitats for fish throughout these areas and conserve the iconic Salmon for the future. With the salmon facing ever-increasing challenges out at sea, from rising sea temperatures and commercial fishing, it is more important than ever to implement a strategy for our rivers to preserve this irreplaceable resource. Angling on the Spey provides over £12 million per annum for the local economy and supports 367 full-time equivalent jobs, all of which means The River Spey is an asset that needs to be looked after if our future generations are also to enjoy it. A mother wakes up during a thunderstorm. She hurries to her young son’s bedroom after a particularly bright flash of lightning, knowing he will be terrified. As she opens the door she is surprised to see him standing at the window. “I was looking outside” he says, “and you’ll never guess what happened, God took my picture!” Instead of the fear and panic the mother expected to see in her child, she saw a lad who was at peace, despite the storm outside. He was convinced that God was at work....taking his picture! He obviously felt safe! I wonder if that is how we feel...at peace, trusting - two words used in church today but for many, life is anything but! With all that goes on in our world today; job insecurity, relationship breakdown, financial crisis - it’s enough to allow fear to rise....unless we have an idea of how amazing and wonderful God is. All too often, I find myself looking at the problems rather than at a God who promises to be with us through all the ups and downs of life....I find my view of God sometimes distorted and its only as I read the bible and catch again an accurate picture of who He is that I can be in that place of trust once again.
One of the amazing benefits of trusting in God is the peace it brings. I remember a time in my life when I was seriously unwell. I had lost the use of nearly all my muscles, I was unable to see and my world was full of darkness apart from the occasional orange glow if there was a bright light nearby. I can remember that sense of fear and panic as I was unable to communicate and my whole world seemed to be falling apart. The vicar of the church I attended back then came in, along with some other friends, and they prayed for me. I was longing for something physical to happen, for my muscles to work, to be able to stand and walk again....but God did something even more amazing! He took all the fear and panic that I felt and replaced it with the most beautiful peace! So I challenge you to ask the questions: what would our lives be like if we put our trust in God, what would it be like if we had peace with God? Would our anxiety levels go down? We would have the settled trust that our lives are at rest in the hands of God. We would not be tormented by our own inadequacies! We might become unhurried people - we might be busy and have many things

EXTRACTS FROM THE RATIFIED MINUTES OF THE MEETING OF 19TH NOVEMBER 2009 OF FORRES COMMUNITY COUNCIL
Public Session Cllr Ferris said that he had made enquiries into the condition of the Market Cross, which was classed as a listed building. He had spoken to Moray Council who had said that it would have to be driven as a community effort. Cllr Hellyer said that the cause could be taken on by a heritage group and the Secretary pointed out that funding for the restoration could only be applied for by Moray Council, as titular owners of the Cross. Research into speed limiting zones revealed that two different systems were in use. Method a) the 20 Mph Zone, required zone signs at each entrance and exit to the area, with traffic calming chicanes and speed bumps. Method b) Limits, are covered by signs & repeater signs throughout the area. A consensus of residents in the area would have to support the imposition of a speed limit, which is applied for a period of 6 months minimum, and feelers would have to be put out to the community seeking their views. Cllr Smith said that the 20mph zone in Thornhill is largely ignored & that he would rather see traffic banned from the High Street. The Secretary said that he, and a number of the members had attended a presentation by Robertson’s, the builders, about their proposed development at Lochyhill. He had expressed concern at the idea of initial entry from the foot of Forbeshill & doubted their assurance that another roundabout on the A96 was a formality. He felt that the initial number of houses accessible from Forbeshill should be limited to a maximum of 50 by planning before the alternate entry was required, without another entry no further houses should be built. A member of the public also expressed concern about the increase in traffic at the Forbeshill junction by plant
during construction. Cllr Hellyer drew members attention to the National Cycle to Work Scheme, which allowed employees of public sector authorities to purchase cycles at favourable prices. Although the Scheme permits usage of independent outlets it had been drawn to his attention that a Moray Council officer had stipulated that they would only recognise Halfords, a stipulation that disadvantaged employees in Keith, Buckie or Forres by limiting them to purchase, and get their servicing, from Elgin. He called upon Moray Cllr Bell to ensure this biased stipulation was rescinded. Cllr Mackenzie raised the topic of the history, usage and waste of the Tolbooth and the proposal by Moray Council in its budget consultations to close the building to save £10,000. He said that in 1991 £1 million pounds had been spent in renovation of the building with the intention of returning it to public use. This had never happened, with voluntary organisations being refused permission to use the building. Cllr Hellyer said there had been a history of attempts to open up the building following the transfer of the Rent Office, a public consultation had been started but then allowed to lapse when the public did not agree with Moray Council’s idea of best use. After the spectre of disabled access was raised as a reason for nonuse, the Community Council of the time submitted ideas for a lift & was told that Historic Scotland would never agree, the flag was removed under the guise of Health & Safety concerns & the building was allowed to decay, being used only as a Local Authority storeroom and once a month as a meeting place for the Community Council. Cllr Hellyer called on Moray Cllr Bell to justify the annual £10,000 cost for the building & Cllr Mackenzie called for a public meeting in

Cllr Hayward asked Moray Cllr Bell to request that Moray Council carried out their duty to ensure the maintenance of the Castle Inn, a C listed building, is enforced. The Secretary pointed out that in this time of austerity posting of these newsletters should be frowned upon as a waste of money. Cllr Ferris asked the meeting to endorse a vote of thanks to the Round Table, for the Bonfire Night, the RBL, for the Remembrance Day Parade & the Voluntary Youth Leaders. He also drew attention to the quality of life in Forres & the fact that as of December this year we had six empty shops in the High Street. He reminded members of Cllr Mackenzie’s adage “Use it or lose it”.

Welcome to our winter warmer. Bursting with seasonal produce this dish will be sure to satisfy the heartiest pallet. F o r t h e s te w 2 tbsp vegetable oil 1kg/2lb 3oz diced shin of beef (cut off the bone into large pieces) 2 sticks celery 2 carrots 2 large onions 3 cloves garlic 1 heaped tsp tomato puree 1 tbsp plain flour salt and freshly ground black pepper ½ litre/17fl oz real ale or bitter 200ml/7fl oz dark beef stock 2 bay leaves 1 sprig fresh thyme Fo r t h e s u et d um pl in g s 150g/5oz beef suet 150g/5oz self-raising flour, sifted plus extra for dusting salt and freshly ground black pepper 1 tsp prepared horseradish (optional) water to bind
D u mp li n g s Place the suet in a clean bowl and add the flour. Using your hands, mix the suet and flour well, then season with salt and freshly ground black pepper. If you want horseradish dumplings, now is the time to add it to the mix. Make a well in the centre of the flour and suet mixture and add water a bit at a time. Mix with your hands until you get a firm dough that comes away cleanly from the sides of the bowl.
M et h o d Preheat the oven to 160˚C. Heat a large casserole on the hob. Add the vegetable oil and, when hot, add the beef and cook until browned.
Turn the dough out onto a clean board and sprinkle over some flour. Roll the dough out into a sausage shape, then form into six golf ball-sized dumplings (they'll double in size when cooking). Carefully drop the dumplings into the stew. You can store any unused dumpling dough wrapped in cling film in the fridge for two or three days.
Roughly chop the celery, carrots, and onions then add to the casserole.
Cover the casserole with a lid and place in the preheated oven to cook for 2½ - 3 hours, checking periodically.
Slice the garlic and add to the casserole. Stir all the vegetables thoroughly and allow them to brown gently, scraping up the browned bits from the bottom of the pan as you go.
After two hours, turn the dumplings over. Add the bay leaves and the thyme and continue cooking for a further half hour to an hour. When the beef is done, it should fall apart to the touch and the dumplings should be light and fluffy.
Once the vegetables are coloured, add the tomato puree and stir. Add the flour and stir together well until the flour is incorporated. Season with salt and freshly ground black pepper.
Serve the dumplings and beef stew in large bowls.
Add the ale to the casserole, followed by the beef stock. Bring up to the simmer and cover with a lid. page 16 - February 2010
