PASTORAL LETTER & CHURCH MEETINGS
Four Wonders of Advent Everything to do with the advent of Christ is wonderful, but here are four things in particular: The wonder of ”WHEN”: The calendars of men have been radically changed over the centuries and the date of Christ’s birth cannot be determined. Most scholars agree it was not on 25th December. Christmas is a relic of the worship of a pagan god known by the Persians as Mithra. The date simply coincided with the winter solstice. But there are no errors in God’s calendar! Paul the apostle wrote, “But when the fulness of the time was come, God sent forth his Son” (Galatians 4:4). Christ was born at exactly the right time in the calendar of heaven. What wonderful precision! The wonder of “WHERE”: After the birth of the Lord Jesus in Bethlehem, wise men arrived from the east with a
question; “Where is he that is born King of the Jews?” King Herod (with a different motive) asked the same thing and was told, “In Bethlehem of Judea: for thus it is written by the prophet” (Matthew 2:2,5). The prophet cited was Micah who (some 700 years earlier!) said, “But thou, Bethlehem Ephratah … out of thee shall he come forth unto me that is to be ruler in Israel; whose goings forth have been from of old, from everlasting” (Micah 5:2). The Nativity was no accident of time and place. What a wonderful prophecy! The wonder of “WHO”: The Lord Jesus Christ was truly a man but He was not merely a man. The angel Gabriel announced to Mary, “Fear not, Mary … behold, thou shalt conceive in thy womb, and bring forth a son, and shalt call his name JESUS”. But Gabriel also said, “The Holy Ghost shall come upon thee, and the power of the Highest shall overshadow thee: therefore also that holy thing which shall be born of thee shall be called the Son of God” (Luke

1:30, 31, 35). Here is the greatest wonder - God manifest in flesh. What a wonderful Person! The wonder of “WHY”: The wonder of the eternal Son of God stepping into time and becoming truly human was for a very particular reason. Paul wrote, “Christ Jesus came into the world to save sinners” (1 Timothy 1:15). That statement immediately links both you and me with the Incarnation, because we are sinners. We were the reason for Christ being born! Salvation from sin’s penalty was in view. However, His saving work would not be by His sinless life but through His awful crucifixion and death at Calvary. For us He was born, and for us He died. “For Christ also hath once suffered for sins, the just for the unjust, that he might bring us to God” (1 Peter 3:18). What a wonderful purpose!

Minutes of the meeting of the Community Council for the Royal Burgh of Forres held in the Tolbooth, Forres, on Thursday 20th Sept 2012. Present: Community Cllrs, J S Bremner, R Duncan, S Ferris, R J Hellyer, S Kennedy, C Lipscomb, J McDowell. Also Present: • Police Inspector A Armit, G McCartney (Forres Gazette). 1. Apologies Apologies for absence came from Moray Cllrs G Alexander, L Creswell, A McLean, A Skene, Comm Cllrs, Mrs E Hayward, J F Mackenzie, D McLean, Mrs C Pitstra & Youth Rep K McGrath. 2. Minutes of Meeting of Thursday, 16th Aug 2012 The minutes of the above meeting were proposed, seconded & ratified. 3. Public Session • Police Inspector Armit introduced himself to members telling them that he was here to take over from Inspector McCruden who has been posted to assist in establishing the new joint Scottish Police Force. He updated members on the local interest information in that 59 crimes had been recorded since the last meeting. An individual had been dealt with for supplying alcohol to underage persons and a report had been submitted to the Procurator Fiscal. In weekend disorder, fixed penalties have been issued in preference to prosecution for urinating in public and minor breaches of the peace. An incident with a knife resulted in two arrests

and appearance in court, though there was no public threat. Various fixed penalties were submitted for antisocial driving in the town, including misuse of lamps and horns etc. One motorist was reported for speeding. The Inspector said that Operation Zenith continues to carry out the road safety initiative for motor cyclists until the end of October. Members asked the Inspector if some way could be found to give the Community Warden a more visible link to the Police, following their transfer to Local Authority control and removal of the police radio link. It was suggested that the Community Initiative Fund could be used to purchase a pair of “walkie talkies” to act as a contact back to the police station. The Chair thanked the Inspector for the briefing, and the opportunity to meet him. • The Secretary apologised to members for the advertised talk by Mrs Cowie being cancelled, due to a migraine attack. • Cllr Hellyer updated members on the progress of discussions on the Common Good Fund and members suggested that it be made the subject for Public discussion in next month’s meeting. This was agreed and questions could then be addressed to the Trustees, our Moray Cllrs, where applicable. 4. Secretary’s Report • The Secretary said that a letter had been received from Ken Kennedy, Parks and Gardens, notifying us of tree thinning works on Cluny Hill, commencing Oct 8th. 5. Chair’s Report • The Chair told members that Cluny woods had been planted to generate

funds for the Common Good and queried how much was being generated. 6. External Groups Report • Cllr Ferris said that feedback from the public meeting, hosted by the Community Council, to allow the Commanding Officer of 39 Engineer Regiment to meet residents of Forres was good. He also asked if he was authorised to purchase a wreath, from the Community Council again, for Remembrance Sunday. This was agreed. • Moray Cllr McLean apologised for his late arrival, having attended a talk by Andy Wightman on Common Good in Elgin. He said that he hoped members would take part in the Community Engagement on the Moray Council budget. He told us that the Findhorn Flood Relief Scheme would proceed on 10th of October, and offered his apologies for the next meeting as it coincided with his attendance at the SNP Conference. 7. Treasurer’s Report • The Treasurer said that the account stood at £1229.69 with £776.23 in special projects and £453.46 in the CC operating account. The Secretary suggested that in preparation for the annual accounts check that a vote should be taken to transfer operating accounts surplus into the Special Projects Fund on receipt of next years funding. Members agreed and voted to transfer. The Secretary asked the Treasurer to note a claim for secretarial expenses of £60 during the last six months. 8. A.O.C.B. • Nil

the barnardos shop in Elgin is becoming something of a fixture in the calendar in the autumn for ‘Make a Difference Day’, which encourages volunteering the length and breadth of the country. While i take on the role of an assistant in a charity shop for a short time, to highlight the importance of volunteering, i am very conscious of the efforts that are made by many volunteers, old and young, throughout the year in support of charities and other organisations. Whether that is fundraising, giving support and advice, getting involved in community projects or travelling abroad to help those suffering in other parts of the world, it is a great commitment that people make with no expectation of reward other than the personal satisfaction that making a difference can give.
a big congratulations to all the Moray winners in the highlands and islands Food and Drink awards, which recently took place. as the presenter of one of the awards, my role as Minister for Food & Drink, it was great to be able to speak to the winners and, indeed, the many exceptional companies and individuals that were in the running for an award. our Food & Drink industry in Moray is very healthy, with firms expanding and providing more work in the local economy. the enthusiasm of those involved is fantastic and the food tastes great!

Chef’s Confidential Quinoa & Trout Kedgeree This dish is an alternative to the traditional version that can be traced back to 1790, where you would use leftover rice and smoked haddock. It is thought that, although it originated in Scotland, it was taken to India by Scottish troops during the British Raj and adapted to the dish we know today. A delightful and easy breakfast, brunch, light supper or leave cold, add salad leaves and serve as a salad.
Ingredients 4 fillets smoked trout 3 hard boiled, free range eggs, sliced ¼ cup flaked almonds 1 cup organic quinoa 1 tsp honey 1 tbsp chopped shallots 1 tsp curry powder ¼ tsp sea salt 2 tsp lemon juice Pinch ground pepper 2 tbsp olive oil 2 tbsp currants 1 small apple sliced Parsley
Method Roast the almonds in the oven for about 5 mins until golden. Bring two cups of water to the boil and add the quinoa. Boil for approximately 15 minutes until tender but leaving a bit of a bite. For the dressing: whisk the honey, shallots, curry powder, salt and lemon juice in a large bowl. While constantly whisking, slowly pour in the oil until emulsified. Once the quinoa has been drained and cooled slightly, add the dressing. Add flaked trout, almonds, sliced eggs and gently mix with a fork. Add pepper, apple and garnish with parsley.

Better Motoring this Winter
Winter is the season requiring most care and preparation if you're to stay safe and avoid a breakdown. Here's general advice from the AA for safe, trouble-free driving through the Winter. Battery and electrics Lights, heaters and wipers put high demands on the car battery and the battery will give out eventually. Avoid running electrical systems longer than necessary – turn heater fan down and heated rear window off once windows clear. Turn off electrical loads like lights, screen heaters and wipers before starting engine. Use the starter in five-second bursts if the engine doesn't start quickly, leaving time for battery to recover. Antifreeze A squealing noise as soon as the engine starts is a sign the water pump is frozen - it's the fan belt slipping on the pulley. Stop the engine immediately and allow it to thaw out. If the car begins to overheat a few miles from home it's likely that the radiator has frozen. Stop to avoid serious damage and allow the radiator to thaw. You need a 50-50 mix of antifreeze and water in the cooling system for winter.
Tyres The AA recommends at least 3mm of tread for winter motoring, and no less than 2mm. It's rare to need snow chains unless you live in an isolated area hit with heavy snow, and where the roads are not cleared. Consider changing to winter or all season tyres – these give better grip in cold wet conditions. Before you go Get up at least 10 minutes early to prepare the car. Don't drive off like a tank-commander, with a tiny hole cleared in the windscreen. Clear all windows using a scraper and de-icer. Use a cigarette lighter to warm a key for a frozen lock. Plan routes to favour major roads that are more likely to have been cleared and gritted.Put safety before punctuality when the bad weather closes in. Allow extra time and be prepared for the inevitability of being late for work due to unexpected delay. Driving in snow and ice Gentle manoeuvres are the key to safe driving - stopping distances are 10 times longer in ice and snow. Pull away in second gear to avoid wheel-spin.
Vision Keep the windscreen and other windows clear. Clear snow from the roof as well as from windows as this can fall onto the windscreen obscuring your view. Dazzle from a low winter sun can be a real problem. Improve vision by making sure that the windscreen is clean both inside and out.
Up hill - avoid having to stop part way up by waiting until it is clear of other cars. Keep a constant speed, avoid changing down on the hill. Down hill - reduce your speed before the hill, use a low gear and try to avoid using the brakes. Apply brakes gently. Release brakes and de-clutch if car skids. Automatic transmission - in slippery conditions it's best to select '2', which limits gear changes and also makes you less reliant on brakes.
Check windscreen wipers and replace if necessary. Make sure that wipers are switched off when there's risk of freezing. Top up Windscreen washer fluid and treat with a suitable additive to reduce the chance of freezing.
If you get stuck, straighten steering and clear snow from wheels. Put a sack or old rug in front of driving wheels to give tyres some grip. Once on the move again, don’t stop until you reach firmer ground.
Visibility When roads are really mucky you might need to clean lights after every journey. If you have to clear snow from the car it's important to clear it from the lights too.You must use headlights when visibility is seriously reduced.
