I.T. Blog A scam or two!
It’s amazing how inventive the bad guys can be when it comes to conning you out of either your cash or personal details. Scams tend to target the weakest of us and recently we’ve had customers who have been preyed on by very friendly and approachable conmen, who are exploiting their lack of technical know-how and worst fears about their own personal computer. It all starts with your phone ringing and when you pick it up a friendly, and very persuasive, voice advises you that they have detected issues with your computer over the internet. Now, at this stage they don’t even know if you have a computer, although obviously most of us do, and they probably get rebuffed more often than not. However, it’s frightening how many people then log on to their computer and, by visiting a website, give this unknown person full access to their system. So now they have access to everything on your computer, but that isn’t enough, so next they will explain that to fix the problem you need to download some software, but there is a cost, so you give them your name, address and credit card details. Once you’ve downloaded the software things generally start to go wrong, at which point the voice on the other end of the phone leaves you to your own devices, never to be heard from again. Now a lot of you are probably thinking that you would never fall for this, as within this context it sounds very obvious, however these conmen can be incredibly persuasive and a reassuring voice can get away with quite a lot under the right circumstances. All we can really stress is that if somebody calls you, or you get an email you are unsure of, whatever you do don’t go to any websites or give out any personal details without getting further advice from someone that you trust. Visit our online blog for further advice.

Pastoral letter and Church Meetings

Stop and think! I find it fascinating when people love to celebrate and observe the many ‘traditions’ we have in Europe. Now February is also a month that is full of traditions and customs, too. For example, there are pancake races; Valentine Day activities; and many religious services that are observed on the 2nd February (Candlemas). Furthermore, there is the National Wear Red Day on the 25th February 2011, which reminds us about heart disease in the UK. When I lived in Austria, the people would have a big Faschingsumzug (carnival parade). And these parades are so spectacular that everything seems to stop for them. Of course, there are our own family traditions, and the list just goes on and on. Yet people manage to find the time to partake in these traditions, or whatever you care to call them.
The race Now life seems to be one big race with many people running around with little time to think about God! Yet God has some very important things to say to
us about life. At the same time, God tries to get our attention because there is a race to run (it is not a pancake one!), but a spiritual one with a prize (Hebrews 12:1 & 1 Corinthians 9:24). But how many people are interested in what God has to offer them! Are you?
The relationships In this life we have to get on with all kinds of people, and it takes real love for relationships to work. And true love involves much more than giving someone a Valentine’s Day gift in the shape of a heart. In fact, the Bible is the perfect book that tells us all about love and what it real is. After all, it is a book that deals with heart problems: sinful hearts, broken hearts, hard hearts, discouraged hearts, deceived hearts, proud hearts and heavy hearts... The rituals Even religious rituals can lose their meaning if people do not have a personal living relationship with Jesus Christ. After all, Jesus often spoke out against dead religious traditions that religious people observed - when He lived on earth 2000 years ago.

Therefore, these candles that are used in many religious services on the 2nd February, remind us that Christ is the light of the world. However, there are many people who are walking in spiritual darkness!
Now if we want something to celebrate and think about - let me remind you of some things. There is a Saviour who can offer us the gift of eternal life, and a love that is so mind blowing - you cannot even describe it. Indeed, the love of God can heal broken hearts, and restore broken relationships. Furthermore, Jesus has the power to remove the darkness in anyone’s life. And when His light shines into our lives it brings joy, peace, hope, and many other blessings with it. In fact, Jesus is so spectacular that people really should stop and take the time to think about Him. Will you?

Lodgehill – proposed development gv mentioned the recent consultation with Rory Kellett and slight modifications to the design, for which a new application had been submitted. Prof maher gave an update on recent action by the neighbours: a total of 39 comments had been submitted, all but one raising objections. JD confirmed that Nairn River CC had already submitted a letter objecting to the application, and gv added that Nairn West CC would be doing likewise. the neighbours were encouraged also to make their views known to the local elected councillors, both to convey the feelings of the residents and to point out any legal or planning concerns. there was some concern about a recent Highland Council official guidance letter which appeared to warn elected Councillors against challenging any application which officials recommended as meeting the technical planning criteria. Nairn Town Centre • Jf described the formation of NiCe and summarised briefly the outcome of the public meeting held on monday 12 December. NiCe would continue to work on ideas and alternative proposals for the town centre plans. • Dy drew attention to the fact that both the Regal Bar, and the former social Work/tourist office/Police station buildings, along with many hundreds of other features of Nairn, were recorded in the “Canmore” archive (the Royal Commission on the ancient and Historical monuments of scotland). it was not clear whether this implied any protection or restriction on development. • Bs noted that the Community Councils of Nairn, as statutory consultees, had two further opportunities to take action on the town centre development planning. He suggested the CCs should also urge the Highland Council to do some “joined-up thinking” and to integrate the plans for the town centre site with the wider planning for the rest of the town centre that was being drafted as part of the inner moray firth local Plan. Jm felt that a joint letter from Nairn CCs would carry more weight with the Council. South Nairn - a second development proposal
page 8 - February 2011
at a recent meeting of Nairn River CC a consultation document had been publicly circulated from muir smith evans representing developers proposing to build on the “allenby land” in south Nairn. Nairn West CC and Nairn suburban CC had not been contacted by the consultants. Jm thought that the site (adjacent to Balblair Road) probably lay within Cawdor and West Nairnshire CC area. in a brief discussion it was noted that this was separate from the scotia / Robertson/ Barratt consortium’s plans. the plans of the two separate developers appeared to overlap on some parts of the site, for reasons that were not clear. it was also noted that both developers were aiming to build on land adjacent to the sawmill, which also had planning permission to expand. thus there seemed to be a need for clarification, and for coordination between the various proposals. Sandown and Common Good JH briefed the group on the action taken by the NRCg to express concern that the costs incurred by Highland Council in connection with this matter had been charged to the Nairn Common good fund which as a result was now in deficit. in subsequent discussion JH argued that since the costs had arisen in consequence of the Highland Council’s own failure to ensure that the development planning application complied with the criteria of the local Plan, the cost of this misjudgement should be borne by Highland Council, not by Nairn’s Common good fund. • Bs wondered whether in the negotiation to resile from the missives, the Highland Council had sought to recover from Deveron the costs incurred in the unsuccessful application process. • gv noted that there were in fact three elements to the costs involved: i) the cost of buying out the previous tenant of the sandown land; ii)the “estate agent” costs of marketing the sandown land; iii) the costs to the Highland Council of administering and conducting the planning process for the sandown site. there was a case for arguing that this planning cost was normal “internal” Highland Council costs which should properly be allocated to Highland Council’s main operating budget rather than being charged to the Nairn Common good.
tel: 01309 690063
Community Council Review gv explained his serious concerns about two specific aspects of the proposed new scheme governing the organisation and conduct of all CCs in the future:i) membership numbers; ii) conflict of interest. in theory this could mean Councillors would be unable to speak on any issue which affected their area (for example, NWCC members might have been prevented from commenting on the local traffic impact of the proposed sandown development). this was clearly unacceptable. • Bs felt that while these issues of membership and procedure were very important, it seemed sensible first to be clear about what kind of Community Council membership size and structure we were discussing. the Council document noted that discussion on a possible reform of the Nairn CCs was “ongoing”. • Jm suggested that the CCs should jointly consider the issues raised and if possible submit an agreed response to the Review team. this was agreed. Community Care Forum • Jm explained the role and importance of the Community Care forum, and the threat it currently faced as a result of forthcoming funding cuts. Nairn suburban CC had sought a meeting with Nairn’s elected councillors to make representations on this subject. there was a positive and sympathetic response to Jm’s request that Nairn River and West CCs join in and attend the meeting when arranged. action: NsCC (Jm) to advise when the meeting is fixed so that the other CCs can arrange to send representatives. AOB • firhall Bridge. murd Dunbar from the audience provided an update, with diagrams, on the latest developments in the campaign to improve access at the firhall Bridge. there was general support and encouragement for his efforts. • Co-option of additional CC member(s). gv announced that Nairn West CC was keen to encourage additional (young) members of the community to become members of NWCC, and would be advertising accordingly. He invited any interested local resident to get in touch.

Biodiversity What’s it all about? Biodiversity is a word that was coined in 1985 to describe the variety of all life on earth and the places that it lives. Biodiversity is everything from butterflies to bluebells, whelks to whales, ponds to mountain plateaux. It is the backdrop to our daily lives and it is everywhere, even in the busiest of cities; though it is seldom noticed. For most people the place where we first encounter biodiversity is on our doorsteps. During our childhood explorations we will pick Daisies and some of us will make Daisy chains or we will guess the time with a Dandelion clock or watch helicopter seeds fall from a Sycamore tree and definitely find out that Nettles and Wasps are best avoided. Aside from giving us memories of childhood exploration and discovery, on a larger scale our economy is very much built on biodiversity; be it clean water for drinking or the whisky industry, the grass that the cattle and sheep eat or the landscapes that the tourists marvel at. It is also a major tourism income for our area, the success of Springwatch and Autumnwatch have showcased the area and brought more tourists here. Biodiversity and our health and wealth are inseparable. In Highland and Moray we are very fortunate to have so much of interest on our doorstep. I would like to mention a few of the special species that we have up here.
round and can breed on tidal sandbanks as the pups can swim almost immediately after birth. The Grey Seal pups will be 3 weeks old before they can swim so their breeding is restricted to remote islands or isolated coves where the pups can grow in safety. 40% of the world’s Grey Seal population is found in the UK and most of that is in Scotland. www.smru.st-andrews.ac.uk/documents/IdentifyingSeals.pdf Red Squ irrel This species is a huge favourite for its tufty ears and acrobatic antics. If you want to see it then head to your nearest conifer woodland and see if you can spot any nibbled cones. If you are lucky they may come to the peanut feeder in your garden. It is amazing to think that this species may have been extinct in the mid-1800’s and, after some re-introductions, its population sky-rocketed so much that in the late 1800s and early 1900s there were squirrel hunting clubs all over the Highlands to control their numbers! The North of Scotland is the last stronghold of this species where it does not face competition from that American import the Grey Squirrel. www.redsquirrelsofthehighlands.co.uk Helpin g B iodiversity Public awareness of the decline of biodiversity worldwide is increasing; as is the feeling that this is not inevitable and individuals can have a positive impact on global biodiversity by taking local action. Local biodiversity action such as green volunteering, wildlife surveying or doing some wildlife friendly gardening can have a big positive impact and if lots of people do this then it will have a huge positive impact. Bott len ose D olph ins A population of around 130 live in the Moray Firth and range all the way down to the Firth of Forth. They are a major draw for tourists and an unforgettable sight if you get a good look at them. They are very big, which is something you might not expect. They can be upbto 4m or 12ft long, the reason they are so big is to keep warm in our cold waters. They are the most northerly resident population of Bottlenose Dolphins in the world. www.scottishdolphins.info Seals These animals can be taken for granted as they are in most of the harbours in our area. There are two species, the Grey and Common. The Common stays in our waters all year page 10 - February 2011

BLOMBERG IN HARMONY WITH YOUR LIFE
seit 1883
“ Parliament Blog ” New Year is a time for reflection and f o r looking forward. Politically, economically and personally, 2010 was an important year. This coming year, 2011, is going to be a difficult year, where resolve in seeing through difficult decisions is going to be crucial to ensuring that we get back onto a path of growing prosperity in future. The Hogmanay party in Inverness this year was superb - with the Red Hot Chilli Pipers providing a wonderful show for all the family. But my personal highlight came on 3rd January. I grew up in Glengarry in Lochaber, and every year I go back for
annual New Year clay pigeon shooting match held by the Glengarry Gun Club. The venue in Kingie is somewhat exposed - the wind, rain and sleet were in full force this year - but it is good fun and an opportunity to catch up with old friends. I have always been a 'moderate' shot, but this year, wonder of wonders, managed to win the Tomdoun Trophy in the handicap competition - my first win in nearly 25 years of trying! May I wish all Spotlight readers all the best for a happy and prosperous 2011. I am here to help my constituents, so if you want to get in touch please call me office on 01463 711280 or email at danny@highland libdems.org.uk Danny Alexander MP
All of us in life can get into hot water, domestically, by saying things we may not mean - or saying something in jest which is taken the wrong way. The power of words to hurt and harm is probably greater than that of weapons, which few of us, thankSo fully ever wield in earnest. too, the positive power of words and a smiling face - is massive. In Scotland, we can be a bit dour! Recently in Holyrood, I sat in during the ‘Time for Reflection’ which often comprises a religious message which starts the parliamentary week. I was aware that the lady delivering the message, standing in the Chamber, beside the Presiding Officer, was obviously nervous. I was sitting in the front row, and therefore did my best to encourage her by smiling and by nodding at key points of her message - which incidentally was both humorous and telling. I was greatly surprised and touched to receive a note from her, saying that my beaming smile had helped her cope with what must
have been a nerve wracking experience - but one which she had enjoyed! I say this as someone who is probably not known for beaming smiles! The power of thanks, too, is great, especially for young people - and particularly in my privileged role as a Minister. I recently attended an evening event where groups of young people from schools who had made short films presented them to a large audience. The films aimed to promote the Govcampaign against ernment carrying knives - ‘No knives, better lives.’ I was bowled over by the huge range, imagination and humour which the several short films contained. The reservoir of talent of our young in Scotland is there to be seen, and young people’s achievements are not recognised sufficiently. I said so and this may encourage these young people to greater efforts . Even I was young once - despite my mother Winnie once saying, thoughtfully, “The thing about Fergus was that he was born older than me.” Fergus Ewing MSP

Chocolate Mousse with Drambuie Cream
Over the last few months, Peter has given you a professional flavour of what Knockomie does. Over the coming months I would like to share with you some of my recipes, developed from the 24 years we have owned Knockomie, but also dishes that are not necessarily designed for the a restaurant environment. I use the same principles at home as the hotel does in that I always use local meat, fish and vegetables where possible. February is the month of romance and chocolate is the food of love. Chocolate will definitely be a feature of Knockomie's Valentines Menu and with complimentary fizz over Valentine's Weekend, romance will be off to a fine start. We look forward to welcoming you.
Shortbread Hearts
Ingredients Serves 2 (can easily be doubled or tripled)
225g Unsalted Butter at room temperature 325g Plain Flour sifted 70g Caster Sugar Pinch of salt Heart shaped cutters
110g 70% cocoa Chocolate 2 Large eggs, separated 100ml Double Cream lightly whipped 25ml Drambuie Method Break the chocolate into small pieces and place in a heatproof bowl over a pan of barely simmering water to melt. When it’s smooth and runny, take it off the heat and beat in the egg yolks whilst the mixture is still hot. Leave the chocolate and egg mixture to cool for 10-15 minutes. While you are waiting for the chocolate mixture to cool, whisk the egg whites until they are just peaking too stiffly and they wont fold in easily. Fold the egg whites in to the chocolate mixture and pour in to ramekins, champagne flutes, or espresso cups and chill in the fridge. Just before you are ready to serve lightly whip the cream and add the Drambuie to it. Top the chocolate mousses with the cream and place the shortbread hearts at the side and serve.
page 18 - February 2011
Pre-heat the oven to 150˚c / 300˚f or gas mark 2 Dice the butter and place in a mixing bowl, add all the other ingredients, rub together gently to form a ball. The easier way is to place all the ingredients in to a food processor and blitz until it forms a ball. Cover with cling film and place in the fridge to chill for 30 minutes before rolling out. Lightly flour the work surface and remove the shortbread mix from the fridge. Roll out the shortbread mixture until it is about ½ cm thick, then cut into hearts and place on a greased oven tray, and return to the fridge for 30 minutes. Lightly dust with some extra caster sugar before placing in the oven for 20 – 30minutess until golden brown. Remove from the oven and leave to cool completely before removing from the tray. Store in an airtight container.
