Welcome to the 92nd State Education Convention!

T

he Wisconsin Association of School Boards (WASB), the Wisconsin Association of School District Administrators (WASDA) and the Wisconsin Association of School Business Officials (WASBO) have worked together to deliver the Joint State Education Convention to you — the leaders of Wisconsin’s public schools. Our theme this year is Working Together to Cultivate Excellence. To put it simply: together we can accomplish more. As one single organization, WASB, WASDA or WASBO could not support an event of the magnitude of the State Education Convention. But together, we can sponsor nationally renowned speakers, draw thousands of attendees, and present dozens of sessions addressing the most relevant and important school topics. We know you — the school leaders of this state — are partnering with businesses, higher education, and other

school districts and organizations to provide more learning opportunities for students and reaffirming your districts as the centers of our communities. We want to build on that great work. We encourage you to bring this attitude of teamwork into this year’s convention. Take time to introduce yourself to new colleagues over the next couple of days, participate in the session discussions, get answers to your questions, and share ideas that have worked in your district. We hope the 92nd State Education Convention provides you with the information and, most importantly, the opportunities to work with colleagues from around the state to cultivate excellence for our students. G E N E R A L I N F O R M AT I O N Note: the name of the convention center has changed from the Frontier Airlines Center to the Delta Center.

BADGES: Admission to all 2013 State Education Convention activities and exhibits is limited to those wearing the official convention badge. Be sure to have it with you at all times, including Friday’s sessions at the Hilton Milwaukee City Center. COAT CHECK: The coat check is provided on the ground floor of the Delta Center. Hours are: Wednesday, 7:30 am – 5:30 pm; Thursday, 7:30 am – 5:30 pm. CONVENTION BOOKSTORE: The Convention Bookstore, located outside the Exhibit Hall, stocks the latest resources for school districts. It is open 8 am – 5 pm on Wednesday and 8 am – 4 pm on Thursday. A wide range of educational leadership books is available. CONVENTION PHOTOS: Attendees will be able to view and download convention photos taken by John O’Hara, the official convention photographer, at no cost. Make sure to check your email inbox after the convention for a link to the photo galleries. Also, visit the WASB photo booth (#630) in the Exhibit Hall where you can pose for a quick photograph with you and your colleagues.

DELEGATE ASSEMBLY: The Delegate Assembly is held Wednesday at 1:30 pm in Ballroom AB of the Delta Center. Only official delegates with ribbons will be admitted. Non-delegates may sit in the viewing section. INTERNET CAFÉ: Check your email and access the internet in the Internet Café. Sponsored by Baird Public Finance and the Honeywell Energy Services Group. ELECTRONIC HANDOUTS: Print session handouts at the Handout Print Center. Look for the Print Center next to the on-site registration area, 3rd floor of the Delta Center. EXHIBIT HALL HOURS: Wednesday: 8 am – 5 pm and Thursday 8 am – 3 pm. NEW! EXHIBIT HALL SCAVENGER HUNT: Scavenger Hunt playing cards are in every attendee bag and available at the WASB Commons in the Exhibit Hall. Follow the directions on the card and turn it in by 1 pm on Thursday at the WASB Commons in the Exhibit Hall. Drawings for prizes will take place at 1:15 pm on Thursday at the Commons. You do not have to be present to claim your prize.

FOOD AND CONCESSIONS: Breakfast, lunch, snack items, as well as hot and cold beverages, are available at two locations in the Delta Center. MEMBER RECOGNITION ATTENDANCE POINTS: Board members earn 30 member recognition points when they attend the State Education Convention. Turning High-Poverty Schools Into High-Performance Schools

(Regency C) Led by William H. Parrett, PhD, this session will equip school board members with an opportunity to consider an array of implications for their work as it connects with supporting the improvement of achievement and the Dr. William H. strategies needed for helping all students to Parrett succeed. Focusing on the school board’s role in successfully educating students who live in poverty, participants will learn how to build the leadership capacity necessary to improve student learning, eliminate practices that perpetuate underachievement, and foster a safe, supportive culture of high achievement. Dr. William H. Parrett is Director of Center for School Improvement & Policy Studies and Professor of Education at Boise State University

(Regency D) Are you using education data as well as you could? Do you wish there was a checklist for making data easier to understand? We’ll introduce simple practices to effectively organize and Deb Gurke present data to boards and to the public. We’ll also review key questions to ask any time data are in front of you and do hands-on exercises to put the principles into practice. Core concepts come from Data First for Governance, a research-based, board-tested workshop series developed by the Center for Public Education. The School Finance Puzzle

(Regency B) In this workshop, presenters will use a hands-on approach to take the confusion out of school finance. Gain a conceptual understanding of the major components of the Wisconsin school finance system including revenue limits, equalization aid, property taxes and referendums. Learn how these components interrelate and how they impact board decision-making. Leave the workshop with increased confidence with discussing school finance concepts and use this knowledge to help foster an environment of trust in your community. This discussion session gives delegates an opportunity to seek any needed clarifications of the resolutions forwarded to the Delegate Assembly by the WASB Policy and Resolutions Committee. This will be an informational session only. Members are encouraged to ask questions, but no action will be taken and no debate will be allowed. This session also serves as the opportunity for delegates to propose emergency resolutions to the Policy and Resolutions Committee. A review of parliamentary procedure for delegate assemblies will be provided.

Tony Wagner consults widely to schools, districts, and foundations around the country and internationally. His recent book, Creating Innovators: The Making of Young People Who Will Change the World, explores what parents, teachers, school leaders, and employers must do to develop the capacities of our students to become innovators. In this book, Wagner profiles compelling young innovators and reveals how the adults in their lives nurtured their creativity and sparked their imaginations while teaching them to learn from failure and perseverance. Wagner found that play, passion and purpose are the forces that drive young innovators. He discusses how parents, teachers and school

leaders can make play, passion, and purpose part of the classroom. Prior to recently accepting a position as the first Innovation Education Fellow at the Technology & Entrepreneurship Center at Harvard, Dr. Wagner was the founder and co-director of the Change Leadership Group at the Harvard Graduate School of Education for more than a decade. His previous work experience includes 12 years as a high school teacher, K-8 principal, university professor in teacher education, and founding executive director of Educators for Social Responsibility. Dr. Wagner earned an M.A.T. and an Ed.D. at the Harvard University Graduate School of Education.

The Lake Geneva-Genoa City UHS Jazz Band will officially open the 92nd State Education Convention. Several special award winners will be recognized, including: Superintendent of the Year, Business Official of the Year, Teachers of the Year, Principals of the Year, and the Wisconsin Student Art Award.

After the awards presentation, State Superintendent Tony Evers will take the podium to lay out his priorities for public education in Wisconsin. Noted author and education consultant Tony Wagner will deliver the keynote address. Wagner’s powerful message underlines the importance of fostering innovation in our students.

This interactive, hands-on activity will take attendees through a process of self-discovery to lay a foundation for understanding Wisconsin school finance. the Dining Room to the Board Room to the Classroom (DC 202AB) Howard-Suamico board members have used a number of tools including surveys and discussion sessions with community groups to help align a new vision of district policies with the values of the community. During this session, the board will share its process for discovering what community members envisioned for their students’ education as well as how they ultimately transferred that into policy reflected in the classroom. 21st Century Learning Environments (DC 101B) To optimize students’ success and better align with the changing workforce needs, we need to approach new school design with the 21st century learning environment in mind.  Energy Efficiency: What Works and How Schools of Any Size Can Save Energy and Money (DC 102B) Over the past eight years, Green Bay Area Public Schools (GBAPS) has saved $8.2 million in energy costs and offset more than 130 million pounds of carbon dioxide emissions. This didn’t happen by chance. It’s the result of a deliberate, concentrated effort across 3.9 million square feet of space at 39 locations. Let’s use the GBAPS journey to teach other schools how to build a strong, energy efficiency foundation, work with their local utilities, maximize incentive programs, and get staff and students involved to make energy savings a reality. CESA #6 engaged the expertise of regional educational leaders to design a research-based professional evaluation SYSTEM for Wisconsin teachers, educational specialists and building leaders focused on both professional practice and student achievement. Health Care Reform, What You Need to Do Now and What You Need to Plan For (DC 102DE) Be prepared for the things you need to do and plan for with the implementation of federal health care reform, the PPACA. This session will prepare you for many of the important strategic decisions that

need to be made today to navigate through the many aspects of the PPACA. The session will discuss: strategies based on employer size, Play or Pay, the Cadillac Tax, implications for employers offering coverage or not offering coverage, the Employer Mandate, the Individual Mandate and more. You will leave with access to an analytical tool that will assist you in determining the financial implications of PPACA on your group and its health plan. The School District of Bloomer passed a $17.5 million referendum to construct a new elementary school. This presentation will focus on strategies for success, and provide suggestions for communication to the community about

Budget Cycle (DC 202CDE) The district’s annual revenue and expenditure budget reflects how the district intends financially to achieve its educational goals. In this session, learn about the “budget cycle” of a school district which will include a discussion of the major components of a sound budget plan and the associated timelines and due dates. Collaborative Leadership Structures (DC 103DE) Learn how one district has developed and utilized collaborative structures involving a cross-section of participants (staff, community stakeholders, and board members) to provide leadership and direction to increase student achievement, facilitate school improvement efforts, tackle issues related to personnel and human resources, and address changes in the educational landscape. The presenters will detail collaborative structures that serve to build trust, provide a conduit for communication, encourage problemsolving, solicit input and provide leadership at the building and district level.

Chef Jeff Henderson

Chef Jeff Henderson grew up on the tough streets of Central LA and San Diego. By the time he was 19, he was running a $35,000-a-week drug operation. At 24, Henderson was arrested and sent to prison, where he spent 10 years behind bars. While incarcerated, he discovered a passion for cooking and committed himself to turning his life around. With a criminal background and no formal training, Henderson struggled for years in the hospitality industry. But, with persistence and determination, he was able to achieve his dreams,

keynote speaker eventually becoming the executive chef of Café Bellagio in Las Vegas. His story was first told in the best-selling memoir, Cooked: My Journey from the Streets to the Stove. Today, Henderson is the Food Network personality behind The Chef Jeff Project, which takes six at-risk young adults and commits to turning their lives around by putting them to work for his catering company and providing them with the knowledge, skills, and ultimately, the opportunity for a new life with a culinary career.
