The governor’s proposed budget not only cuts funding for bicycling, it virtually kills the Knowles-Nelson Stewardship Program and reverses our successful Complete Streets law. I’ve written an article about where we stand in our hard fight to stop these rollbacks of our progress. We need all the help we can get in that fight, so please ask your friends to join us. Small Bikes,

POTENTIAL by Steve Smith photographs by Dave Schlabowske

The distance a bicycle travels hardly qualifies as a measure of how far that bike can take its rider. A winter evening spent at the Walworth County BMX track to watch and race bicycle motocross (BMX) revealed the transformative power of these small-wheeled bikes.

n the teeming throng of 150+ racers throbbed an endless energy. Time and time again, they threw a leg over the sturdy 20- and 24inch wheeled steel and aluminum race bikes to zip around the tight course, neatly packed into the County Fair Horse Barn. In the early evening practice, lines at the starting gate rarely dipped below eight riders as each sought to test themselves on the track and discover the fastest lines over the two-step jumps, berms and whoop-de-do’s. Sweat beads and smiles dotted the faces of racers young and old as they tried to best their times, typically less than 30 seconds a lap. Boys and girls, aged two to teens to retirees, eagerly jumped back into the practice queue, ready to experience the intense pleasures of flying elbow-to-elbow with seven other racers over the 650-foot course. The firecracker-sized bikes could cover hardly a fraction of the distance of their bigger-wheeled cousins 8

built for hauling riders over miles of road and mountain trails but that was entirely the point. Bryan Dickerson, the tall, oddly calm figure standing amidst the controlled mayhem, seemed to best understand what was happening to the racers with each pedal stroke as they clocked endless laps. As one of the current patriarchs of Southeastern Wisconsin BMX, and as a seasoned racer himself, Bryan has seen the sport attract plenty of kids and the young at heart, nurturing a lifelong passion for BMX and cycling that can become all-consuming. He took a hiatus from BMX to finish college, start a family and begin a career in healthcare information systems. Bryan caught the bug again shortly after introducing his 11-year-old son Payton to BMX racing. “I kept coming back to the track with my son, and realized pretty quick that I could race with guys my age!” he recounts. It wasn’t long before the fe-

ver spread to the entire family, with his daughters Abby and Hailey joining their older brother at the track. Tiffany, his wife of 25 years, remembers being introduced to BMX by Bryan only six months after their courtship began. “I knew what I was in for,” she laughs. Loading the van on weekends became a family routine, criss-crossing Wisconsin to tracks in Oshkosh, Rhinelander and Wisconsin Rapids, and even across the country. Four years ago, Bryan scratched the ultimate itch and started a company selling frames, handlebar stems and other equipment under the Star BMX Products brand name. Race weekends now include a fair bit of commerce, along with the race action. (Bryan is currently ranked 8th in the nation in his age group.) “I don’t know what to do when there’s not a race going on!” Tiffany confides over a simmering pot of her legendary soup in the trackside kitchen. “The sights and experiences have been priceless. There are so many memories. Watching the first of my kids win, and then all of them doing so well...” her voice trails off as she ladles up another order of soup. “NOBODY gets my recipes!” she

grins, guarding the delicious creamy broccoli. Later, while standing trackside and helping his father direct riders to the starting paddock, Payton recalls being terrified of the sound of the heavy iron gate as it loudly slammed down to begin his first race as a child. A hard crash into his dad while horsing around on BMX bikes quickly cured early anxieties, and he progressed through the ranks of Novice and Intermediate, turning Expert by 16. Now racing 28-35 Expert category, he intends to test himself in February against some of the best riders in the country at the Bluegrass Presidents Cup, in Louisville, a national-caliber race. “I think about BMX about once a minute while at work,” confides the software engineer. “It forces you to be self-motivated. You have figure out on your own what to do to be better, not too different from work.” The sights and sounds and lessons of the BMX on display at the Walworth track haven’t changed much over the decades. In between motos, fathers coached their nervous sons and daughters, each outfitted like mini dirt bikers with full face helmets, protective chest guards and padded riding pants. The smells of frying hamburgers mixed with the accumulating aroma of activity coming from the track. All this joined the periodic “BANG,” as the heavy gate let eight more riders loose on the track.

“It forces you to be self motivated. You have to figure out on your own what to do to be better.” Having been away from BMX for more than 30 years, the intoxicating mix of the trackside energy sparked memories in less time than it took to complete a lap. My love of BMX also started as an 11 year-old, on tracks in Central Illinois. My commitment was just good enough to help me squeak into the 16 & Over Expert category. But my true joy in the sport centered on work as a writer for “BMX Flite,” a bi-monthly newspaper covering racing and BMX throughout the region. Published by my parents through the ’80s and early ’90s, it led us to travel the state. I was the intrepid race reporter, interviewing the sport’s legends, while they sold ads and promoted tracks. My older brother Tim (now an executive at bicycle component company SRAM) would frequently shoot the images that told the stories in the pages of the newspaper, which was laid out and printed by my mother and father. We became part of a larger family centered around a love of bikes, riding fast and having fun with friends. Many in this horse barn on this Saturday night were embarking on similar journeys. Whether the journey 10

would take them to new cities for racing, reacquaint them with old friends on the track, or introduce new generations to the sport, the stories were many. As if to reinforce the transformative aspect the sport had on one family, a “BMX Baby” bib was being passed around to Bryan and Tiffany along with congratulatory back slapping and hugs. Abby, now living in Hawaii, and having met and married a BMXer herself, is expecting a baby this year. My own memories made it difficult to balance at the starting gate for my first practice lap. Teetering with each reflection, I listened intently for the starter’s instructions. Closing my eyes, I thought of my father, who passed away last March. He loved to meet all the personalities at the track, loved to be part of the sport’s traveling family reunion, and would have loved the story of the Dickersons. As the recorded electronic voice of the starter began: “Riders watch the light...” I remembered how the sport transformed my career choice into journalism; I’ve traveled quite a distance since

those days. “Riders ready?” the voice calmly asked. I exhaled in the moment of silence, then “BAM!” the gate dropped. My peripheral vision blurred together with the track ahead, like I was traveling through a time warp. In an instant I was 11 again!

Governor’s Budget Hits Biking But you can help us fight back by Dave Cieslewicz photographs by Dave Schlabowske

In February, Governor Scott Walker introduced a two-year state budget that has tremendous negative implications for cyclists and for biking safety. Shortly before the budget was introduced, the Bike Fed had been assured by the governor’s office in a face-to-face meeting with one of his aides that he would not propose the repeal of Complete Streets in his budget. A week and a half later the governor did just that. We were also led to believe that there would be no cuts in TAP funding. The Stewardship Fund repeal came without any warning whatsoever. Since introduction of the budget, the Bike Fed has been working hard to fight each of these changes. Here is a status report, as of this writing, on where we are at on each item. 12

Complete Streets. We’ve argued that any attempt to repeal the law should not be done in the context of the massive state budget bill. If the governor or legislators have problems with the law and want to amend or repeal it, than the proper way to do that is with a stand-alone bill. We are confident that, given a chance to make our case in the light of day, we would be able to preserve Complete Streets. But when the repeal is tucked away in the recesses of the budget bill it can’t get the focus it deserves. Moreover, it doesn’t belong in the budget because repeal of Complete Streets will have little or no fiscal impact. The Wisconsin Department of Transportation has said for years that they can’t estimate the cost of the program because installations for bikes and pedestrians are so incidental that they get folded into bigger projects and are seldom costed out by themselves. In addition, in some cases, like paved shoulders on rural roads, what was ostensibly done for the benefit of cyclists might have been done anyway to aid motorists and to extend

the life of the road. Finally, with cycling growing rapidly, it’s likely that in many of these cases, facilities that are not provided during a major reconstruction will have to be built later in a retrofit, which is almost always more expensive. We are working toward a motion in the Joint Finance Committee to remove this language from the budget. TAP Funding. The $2 million cut proposed by the governor in the state’s program for bike and pedestrian projects represents less than two-tenths of one percent of the $680 million that the DOT says it needs to make up annually in order to stay on track with road building and repair and other needs. Moreover, it’s 100% of the state funding for these projects. What remains will come from the Federal government. Wisconsin already lags other states in what it spends on bike and pedestrian projects. Even before the governor’s cuts, we spent about 1.2% of our state transportation budget on these projects. That compares to 2% in Michigan, 3% in Minnesota and Iowa and 4% in California. Yet, the Wisconsin DOT itself reports that biking and walking make up about 9% of all trips in our state.

Wisconsin already lags other states in what it spends on bike and pedestrian projects. The Bike Fed has launched its, “Two feet, two wheels, two percent”, campaign to get our funding level up to at least 2% over the next two state budget cycles. But clearly, before we get there, we need to at least preserve what we have. We are working on two motions in the Joint Finance Committee, one to achieve 2% funding and the other simply to restore the $2 million cut. The Stewardship Fund. Since 1990, there has been bi-partisan support for this program. In fact, it was established and increased under Republican Wisconsin Governor Tommy Thompson. Over that time, Stewardship has protected thousands of acres for public outdoor recreation and habitat protection. Among these projects is land acquisition for state trails. In fact, right now citizens in Jefferson County are trying to get Stewardship Fund cost shares to build the exciting Interurban Trail between Watertown and Oconomowoc. The governor’s budget would freeze Stewardship Fund purchases for about thirteen years, until 2028. Yet, in the same budget the governor would borrow $220 for a new arena for the Milwaukee Bucks and he would increase borrowing to build highways by 30%. Meanwhile, by the time funding were restored to Stewardship in the latter part of the next decade countless opportunities to expand trails and provide other places for public outdoor activities like hunting, fishing, hiking and skiing would be lost. We are working with a coalition of groups to restore Stewardship. Even Republican Assembly Speaker Robin Vos has said the he doesn’t support the cut. There will likely be an amendment to restore some or all of its funding offered in

What would Senate Bill 21 Mean for Wisconsin Bicycling? »» It would repeal Wisconsin’s successful Complete Streets law. The law, which has been in place since 2009, requires that bicyclists and pedestrians be taken into account whenever a road is built or reconstructed with state or federal funds. There are all manner of ways to get an exception if the project would be too expensive or if use by bikes and pedestrians is projected to be too light. The law works well in practice. Yet, the governor chose to eliminate it altogether. This would mean many fewer safe places to bike. »» It would cut the Transportation Alternatives Program (TAP) by $2 million. The governor would eliminate all state support for this program, leaving only federal dollars. TAP is used for a variety of pro-biking initiatives, including bike plans and facilities. »» It would essentially eliminate the Stewardship Fund. The Knowles-Nelson Stewardship Fund (named for iconic Republican Governor Warren Knowles and Democratic Governor and Senator Gaylord Nelson) works to purchase and protect land for future generations. Funds for state trail purchases are included in the program. The governor would stop all purchases for over a decade.

the Joint Finance Committee. Where do we go from here? The budget will now be taken up by the Legislature’s Joint Finance Committee, which will be holding hearings around the state in March. The committee should start voting on budget amendments in April and it will probably wrap up its work around Memorial Day. Then the budget heads to the Assembly and Senate for more amendments. It is expected that it will clear both houses sometime in June, when it will be returned to the governor for his signature, veto or partial vetoes. You can help by contacting key legislators at the right moments along the way. For that, please make sure you are subscribed to the Bike Fed’s action alert emails and newsletter, which you can do on our website. We’ll keep you up to speed on the twists and turns of the legislative process and ask you to get involved at crucial moments this spring.

It was a sunny day on June 22, 2010, when Michael Swift pedaled off from his home on Madison’s near west side to the University of Wisconsin Computer Science Department, where he worked as an assistant professor. The warm summer weather felt good on his ride in, so over lunch he rode to the Memorial Union for a treat of Babcock Hall ice cream. After a scoop of orange custard chip, he was riding back to his office when the day suddenly took a dramatic turn for the worse. A woman opened her car door into him and pushed him into the path of an oncoming taxi. When Michael stabilized at University Hospital, he learned that the crash broke his neck, his clavicle, his pelvis, seven ribs, punctured a lung and damaged a kidney. He was in the hospital for several days, wore a chest and neck brace for weeks, and slept in a rented hospital bed for two months. When this strong, healthy, six-foot eight-inch man eventually began outpatient physical therapy, he started by bench pressing a coat hanger, and then graduated to a slightly heavier stick. Now, four years later, he is back on the bike and has recovered about 90% of his strength and mobility, but he still has neck and back pain and will never recover fully from the crash. Neither Michael nor his wife Suzanne are litigious by nature, but they had to rethink that when the University Hospital initially refused to bill their health insurance company for his significant health care expenses because his injuries were the result of “an accident.” Instead, the hospital put a lien against them personally. Because of the dooring law passed the year before (with the help of the Wisconsin Bike Fed), the police cited the woman who opened her door into Mike. About a week after the accident a friend mentioned how fortunate they were that the accident happened in Wisconsin. “In almost any other state, this would have been viewed as Mike’s fault, but because of the Bike Fed’s work to pass the dooring legislation, it wasn’t,” said Michael’s wife Suzanne. With the driver at fault and a lien put on them by the University Hospital, the Swifts sought legal assistance from the Madison law firm of Clifford & Raihala. 346.94(20)(a) No person may open any door of a motor vehicle located on a highway without first taking due precaution to ensure that his or her act will not interfere with the movement of traffic or endanger any other person or vehicle.

“We weren’t angry at the young woman,” Suzanne kindly explained. “It is the kind of mistake anyone of us could have made, opening our door without looking. But there were very real physical and financial costs that impacted our family. It took several years to settle with the insurance company, but when we did we felt grateful to the Bike Fed and wanted to show our appreciation.” That appreciation came in the form of a rather sizeable check that the Bike Fed will use to continue our work making Wisconsin an even safer place to ride. Suzanne said they are also very grateful to their friends in Madison for all the support while Mike was laid up. “Beyond bringing our family meals, people did things like taking our 9-year-old son to the 4th of July fireworks, standing in line at the Department of Motor Vehicles to get a disabled parking permit, picking up Mike’s mother from the airport and even summer gardening.”

“As soon as my doctor told me it was OK, I was back on my bike.” While we certainly will continue to work to prevent crashes like this through our education programs and by encouraging safer, more attractive bikeways like protected bike lanes, at least this story has a happy ending. The staff at the Bike Fed couldn’t be more pleased that Mike is back to riding his bike to work and for fun. “As soon as my doctor told me it was OK, I was back on my bike,” Mike admitted during the photo shoot for this story. “I started commuting to work again right away, and by November I had done a 30 mile ride.” “I am definitely more cautious around traffic since the crash,” he went on. “I prefer to take the trails and side streets, even if they are a little out of my way, rather than ride on busy streets. I really don’t like the feeling of riding on busy streets with bike lanes next to parked cars where the door can swing open into the bike lane. It forces you to ride almost in the motor vehicle travel lane.” On behalf of the staff at the Bike Fed, we’re grateful that Mike and Suzanne decided to share some of the settlement so that we can continue our work making Wisconsin a safer and more enjoyable place for everyone to ride, with more trails and even protected bike lanes. We will also continue to fight for the rights of people riding bicycles who, through no fault of their own, are injured in a crash. Story and photo by Dave Schlabowske

ifteen years ago when I started the Santa Cycle Rampage in Milwaukee, I invited everyone I knew who rode a bike in the winter to get a Santa suit, dreidel costume or elf outfit to join me for a casual ride around town. Back then, I was pleased when all seven of them showed up and a few even wore Santa hats. The little ride to spread holiday cheer and encourage people to give winter riding a try has grown a bit since then. Last year, more than 700 Santas, elves, reindeer, dreidels and random merrymakers joined Milwaukee’s favorite annual winter pub crawl. There are now so many Santas riding around on bicycles in Milwaukee that some of them have their own rides and favorite places to stop and warm up. The ride has gotten so big that the Palm Garden at Lakefront Brewery is no longer big enough for everyone to fit inside. Not only has the festive phenomenon spread to every corner of Milwaukee, but there are now spin-off events in Boston, Chicago, Minneapolis, and even Fort Wayne. Those are just the rides I was able to find searching social media. A film about Milwaukee’s Rampage was screened at a Portland film festival, and I have heard rumors about an event starting up in San Diego. For those of you who have never been on a Santa Cy20

cle Rampage, it may be hard to understand the viral growth of such a strange, cold-weather ride. But ask anyone who has, and they are likely to tell you that you will never feel as safe or as welcome on the road as when you are pedaling through traffic in a full Santa suit and beard. It is the only time you know that everyone slowing down to honk at you is happy to see a bicycle on the road. To get a better idea of how the Rampage made it to the East Coast, I contacted Dan Carew, the Rampage organizer in Boston. Dan told me that his in-laws live in Whitefish Bay and he rides in our Milwaukee Rampage with his wife’s father when he is in Milwaukee over the holidays. “I’ve ridden in the Milwaukee Rampage in 2009, 2010 and 2011,” he said. In 2013, when we had to move the Rampage to the weekend after Thanksgiving, he couldn’t make it. “I was not gonna do that, so I talked to a friend in Boston and suggested we do our own. Before I started the Boston Santa Cycle Rampage, I didn’t really have any contact with the local cycling community. I just made a post on Craigslist, Facebook and Eventbrite, and I made some posters and put them up in bars and breweries.” Dan said the ride started out with four Santas, but picked up a few more as the day went on. “The following year we had 80 people, and I knew it would stick.” After hearing how their ride was growing, I hired Craig Roth, a Boston photog-

rapher and fellow bike geek, to photograph the 2014 ride. I think you can see by his images that our Boston brethren have carried on the Santa Cycle Rampage tradition in great style. While it is wonderful to see so much growth in the number of people willing to give winter riding a try, in a Santa suit no less, the Milwaukee Rampage is now bursting at the seams and so we only go to the biggest places. As a result, some of the OSs (Original Santas) have complained that the ride has lost some of the charm of riding through neighborhoods, tossing candy canes to kids, and visiting neighborhood corner taverns. In its current format, it is also impossible for the Bike Fed to insure the Santa Cycle Rampage, and sadly, in our litigious society, we no longer feel comfortable organizing it even in the season of giving. Rather than drop the ride entirely, we have decided to try to rein in the reindeer and see if we can permit and insure a portion of the ride for 2015. We recognize that we cannot buck 15 years of tradition, and many people are still going to start their pre-rides at cafes all across town with donuts, coffee, and yes, beer and Bloody Marys. Since we expect the pre-ride traditions to continue, we have to rely on people to be responsible adults. Our official ride will begin around noon in Brewers Hill, somewhere near Lakefront Brewery. We will take an hour-long tour through Milwaukee’s neighborhoods, downtown and some key business strips like Brady Street, the East Side and Chavez Drive, just like it used to. The official ride will end in Walker’s Point. That should be close enough to Great Lakes Distillery, Conejitos, Cafe Centraal and just a short ride to Kochanski’s so people can continue their post-ride traditions, whatever they may be. We will also encourage the cafes, bars, breweries and distilleries to have lots of extra food on hand for hungry Santas. There will be no official bar stops on our ride and no alcohol served on our ride, so we should be able to get a permit and insurance. We might even ask for a police escort, like we had with the wildly successful inaugural Polish Moon Ride. Police will certainly have the option of asking anyone who shouldn’t be on a bike to leave the ride. We will charge a nominal registration fee, perhaps with a discount for Bike Fed members, and the money will go toward improving cycling for everyone. After all, better bicycle facilities and better educated, more tolerant people on the road are gifts that keep on giving long after Santa and his helpers are huddled up at the North Pole, planning for next Christmas.

How Wisconsin emerged as a trailblazer in the growing bicycle movement. by Nicholas J. Hoffman

isconsin is known to people around the United States as a great place to ride a bicycle. As recently as 2014, the League of American Bicyclists ranked Wisconsin as the #3 state for bikeability, and 13 cities in the state were designated by the League as a “bicycle-friendly communities.” In the midst of what could be another bicycle boom, the state is recognized as an innovative leader for bicycling, from rail-to-trail to manufacturing bike storage systems. How did Wisconsin emerge as a trailblazer in the growing bicycle movement? Shifting Gears: A Cyclical History of Badger Bicycling is a new traveling exhibit that helps explain the long, colorful, and sometimes contentious history of cycling in Wisconsin. The exhibit was developed in partnership with the Wisconsin Historical Museum in Madison and History Museum at the Castle in Appleton, and was inspired by Wheel Fever: How Wisconsin Became a Great Bicycling State (Wisconsin Historical Society Press, 2013), a book by Jesse J. Gant and Nicholas J. Hoffman. Visitors to Shifting Gears will be able to compare the bicycle boom of the 1890s 26

to the exciting new directions bicycling is taking today such as fat bikes, expanding infrastructure, bike polo, and the Riverwest 24. Shifting Gears provides a rare opportunity to view historic maps, photographs, and many artifacts from the state’s cycling history. To develop the exhibit, the curators contacted collectors, bike shops, and museums for related artifacts. Visitors will see a bloomer suit from the mid-1890s, a state cycling map from 1895, an early Saris bike rack, and even a Team USA jersey worn by Kaitlin Antonneau. They can also take a virtual ride through the eyes of Packer Micah Hyde as part of the annual training camp tradition when children loan their bicycles to players for their commute to the practice field. Of course, no cycling exhibit is complete without a wide array of bicycles. Over 20 machines from past and present will help illustrate how bicycle technology has evolved and how changing designs have defined who rode and where. Wisconsin’s cycling tradition began in the winter of 1869 when velocipede riders were first spotted in communities in all corners of Wisconsin. Two machines representing this era of the state’s cycling history appear in the exhibit. Velocipedes loaned by the Berlin Historical Society (BHS) and by Roger Charly, the owner of Budget Bicycle Cen-

ter, show different iron and wood designs that appeared in Wisconsin. State velocipede makers, such as the Crawford Brothers of Oshkosh, often modeled their machines off patent drawings or images that appeared in publications such as Harper’s Weekly. The model from the BHS resembles the first United States velocipede, patented by Thomas Pickering in 1869. Other forms of human-powered transportation were developed simultaneously to the velocipede. A rare early monowheel, loaned by the Neville Public Museum in Green Bay, was likely made about 1870 by an unknown cabinetmaker. This impractical machine was powered by a rider who sat inside a large wheel and pedaled by hand. Although this machine was never operational, a blacksmith in Oshkosh continued tinkering with the technology in 1885. By the end of the 1870s, the high wheel became the favored

model for nearly a decade, and it is represented by bicycles from the Milwaukee County Historical Society and Michael Gabrick of Sparta. Women found high-wheel bicycles prohibitive; the long skirts they were expected to wear in public easily caught in the spokes. Instead, for much of the 1880s, women who could afford to buy a machine rode tricycles, and a youth model from the Oshkosh Public Museum helps tell that story. Finally, the arrival of the safety bicycle in 1887 spurred a manufacturing boom as companies throughout the state made this bicycle. The safety was mass-produced and affordable to the working class, women, and African Americans. Skilled bicycle mechanics, who joined the Bicycle Workers Union of America, relocated from throughout the United States and Europe to build bicycles in Wisconsin.

Julius Andrae and Sons of Milwaukee led the growth of the state’s cycling industry by offering some of the most popular state-made models during the 1890s. Visitors will see an Andrae Racer from the Rydjor Bicycle Shop in Austin, Minnesota, a Badger Bicycle made in Oregon from Roger Charly, a Sterling Bicycle made in Kenosha from Michael Gabrick, and even something called the Crabtree Special made in Ellensboro from the Wisconsin Historical Society.

The “bicycle boom” of the 1890s quickly faded as the automobile became the favored form of transportation for most Americans. The “bicycle boom” of the 1890s quickly faded as the automobile became the favored form of transportation for most Americans. Cycling leaders failed to form a lobby that was inclusive of women and people of color and the movement further crumbled from a divide between utility and sport cyclists. Wisconsin’s cycling traditions limped into the 20th century with brief periods of manufacturing. Bicycle messengers, civil defense volunteers, home care nurses, and people who could not afford automobiles continued to ride while the state became car-centric. A growing environmental movement and oil shortages during the 1970s created fresh interest in cycling. New multi-speed bicycles with derailleurs became the preferred model and opportunities for bicycle recreation grew in 1965 when the Elroy-Sparta Trail was established by the Department of Natural Resources. Bike manufacturing returned to the state in the 1970s with companies like Trek Bicycle Corporation and Graber Company, the maker of vehicle bike racks. Shifting Gears features important state-made machines like the Trek Model 2500 from the Wisconsin Historical Society and a gold-plated anniversary Schwinn Paramount, courtesy of Rob Jennik. A bicycle made by Mike Left Top: Even small cities began manufacturing bicycles. Badger Bicycle Company of Oregon, Wisconsin, produced this machine about 1895. Appel, from the collection of Jed Schleisner, and a bicycle made by John Sotherland for George Adams, both celebrate these two highly-regarded contemporary builders. `From a velocipede of 1869 to a Badger Cycle Works’ Fattywompus of 2014, Shifting Gears is packed with rare bicycles sure to impress any enthusiast. Using the machines to help illustrate the story, visitors will learn how manufacturing, advocacy, and recreational cycling made Wisconsin a leader in the 1890s and today. The state certainly has a lot to celebrate, including the creation of the Bicycle Federation of Wisconsin in 1988, but progress to promote cycling and create safer infrastructure can always deteriorate. Hopefully this opportunity to learn and reflect on the past and present will encourage bicyclists to imagine an even better future for cycling in the Badger State.

The Fugitive by Matt Hewitt

I’m not going to get rich working at a bike shop, but the job does come with some real perks if you are a bike geek. For instance this summer I was able to take the first Milwaukee Bicycle Company Fugitive gravel/touring bike on a 700-mile test ride from Milwaukee through Escanaba and Traverse City, Michigan to Muskegon, then home to Milwaukee on the ferry. I built up Fugitive #1 with fenders, front and rear racks, three water bottle cages, front and rear panniers, and then loaded them with enough gear for eight nights of camping and nine days of riding. I rode on every surface you could image: hard gravel, soft gravel, dirt, beat-up pavement. I tested the bike in every imaginable circumstance and road

condition, including rain, mud, loose gravel, and 50-pounds of weight in the bags. And in the end, the Fugitive was perfect: incredibly comfortable, lively, and very stable. I never felt out of control, even with all that weight at 45 mph down hill. It felt like the bike was as excited as I was to explore the world. The frame and fork have that classic steel ability to absorb road vibrations, but the oversized top and down tubes offer incredible stiffness. And the disc brakes give the confidence of coming to a stop in any weather conditions. The Fugitive is a versatile adventure bike, whether your adventure is commuting to work, riding long tours on regular roads, trekking down gravel and dirt roads, or loading up for a 700-mile bike trip. It combines all those aspects into one bike. And it excels at each. I can’t wait for the next trip on the Fugitive.

Made in Waterford, WI from OX Platinum, the finest steel used for bike frames. Long chainstays mean comfortable long rides and plenty of heel clearance with panniers. Disc brakes for controllable fully-loaded braking and confidence-inspiring descents. Three sets of water bottle braze-ons: Seat tube, down tube, and underneath the down tube keeps you hydrated. Oversized top and down tubing for increased stiffness for heavy loads without sacrificing comfort with lights loads on shorter trips. Fits up to a 42mm tire with fenders with stock fork; 52mm with Waterford fork upgrade Designed for racks and fenders: this isn’t an afterthought with the Fugitive.

SPARTA, WISCONSIN - Welcome to “America’s Bicycling Capital”, nestled in the beautiful rolling hills of Western Wisconsin’s Driftless Region. Sparta is most recognized as the “Bicycling Capital of America”, based on the fact that it is part of “America’s first Rails to Trails” project; the first rail bed to be converted to bike trail is between Elroy and Sparta. Over 60,000 visitors enjoy the Elroy-Sparta and La Crosse River State Bike Trails. Sparta’s the center of over 100 miles of trail biking and over 100 miles of road biking. The Elroy-Sparta trail is a 32-mile ride through spectacular foliage and topography. It passes over 33 trestles and through tree cavernous tunnels, one of which is almost a mile long. The La Crosse River Trail offers an additional 22 miles of biking pleasure and parallels the La Crosse River. Prairie remnants farmlands, trout streams and hardwood forests are found along the trail.
