Betty will give a short presentation on the agency’s new “One Sticker” program. Beginning March 1st, inspection stickers on the windshield of your car and on motor carrier’s trucks and trailers will be eliminated. You will still need to get an annual inspection, so come and find out how a police officer will know your vehicle has been inspected, especially if you’re stopped outside of Texas.

Speaker Bio February Speaker: Brandon Sarchet, Director of Business Operations for JB Hunt Brandon graduated from Texas Tech University with a BBA in Management of Information Systems in 2001, and an MBA in 2004. He began his career in the transportation industry in 1999 with Saia Motorfreight, where he oversaw an initiative to switch to a wireless Pickup & Delivery dispatch system that helped add 20 terminals in 9 states.

Brandon started with J.B. Hunt in 2004 in Odessa, Texas. As Regional Operations Manager, he oversees multiple accounts and other managers in every part of our region. While with JB Hunt, he has participated in almost every business line including: Retail, Flatbed, Home Delivery, Food Service, Oilfield Services, Ag Feed Delivery, Live Animals, Temperature Controlled, and Carbon Black. He is currently the Director of Business Operations for J.B. Hunt’s Southwest Dedicated Contract Services Division that includes Texas, Louisiana, Oklahoma, and Arkansas.

Brandon is responsible for the ongoing operations of existing business, as well as new business development. He works with a sales team in engineering, designing, and pricing as well as the portfolio management of the overall book of business, and resource planning for growth. In the last 4 years, JB Hunt has grown over 10% each year, adding 200 drivers, 22 managers, and 12 locations in 2014. Brandon recently relocated from the Permian Basin to Houston.

Brandon and his wife, Meredith, have been married for 12 years, and have three children, ages 1, 3, and 7.

Editors Comments As you likely know, the city of San Antonio passed a law that will affect all of us as we drive within the city limits. The new law bans texting and any use of our cell phones while driving unless you are using a hands-free devise (i.e. Bluetooth). The law comes with a fine of up to $200 after a 30-day grace period that started on January 1, 2015. The City amended a previous bill, a distracted driving ordinance which outlawed cell phone use by drivers in school zones and texting while driving. Under the new San Antonio law, motorists are barred from holding cell phones to make calls, text, use email, access the Internet, and any other use of the device including playing games (really, do people really do this?). The law also prohibits drivers in San Antonio from using their smartphones while stopped in traffic, even at a red light.

Currently the state of Texas already has the following distracted driving prohibitions:  Drivers under the age of 18 are prohibited from using wireless communications devices.  Learners permit holders are prohibited from using handheld cell phones in the first six months of driving.  School bus operators are prohibited from using cell phones while driving- with children present.  Drivers are prohibited from using handheld devices in school crossing zones.  Dallas, Austin, Amarillo, Galveston, El Paso, Corpus Christi, Missouri City, the Canyon, Snyder and Stephenville are other Texas cities that have enacted local distracted driving laws.

Spotlight on Logistics and Transportation Organizations Logistics and Supply Chain Management Palo Alto College is the only community college in San Antonio offering certificates and an associate degree in Logistics and Supply Chain Management.

Individuals enrolled in the program must complete an internship that often leads to full-time employment, and take courses such as contemporary logistic issues, and principles of quality management.

“We have a lot of great individuals in the program. We have individuals who are just coming out of high school, and we have some who you’d think would be moving towards retirement but are now changing their career,” said Ronnie Brannon, lead logistics professor at Palo Alto College and SATA Member. For Brannon, his passion for logistics started while enlisted in the military. He attended the Academy of Health Sciences at Fort Sam Houston and learned from some of the best logisticians the Army Medical Department had to offer, including respected medical logistician Brigadier General Richard Ursone. “When I started listening to them ….and I wanted to soak up everything like a sponge, everything I can get about logistics. After that I was looking at things through a whole new lens,” said Brannon who retired from the army in 1997. Today a problem Brannon faces is educating people about the definition of logistics and the many job opportunities available. “Every company that you can imagine has some logistics personnel in it,” said Brannon.

Logistics leads to job security: Logistics affects nearly every aspect of our lives and is a multi-billion dollar industry. Recent college graduates earning an Associates Degree in the field can expect to earn between $38,000 and $42,000 a year. With a variety of job positions available such as fleet manager, or in purchasing as a purchasing manager, logistics according to the Bureau of Labor Statistics is a rapidly growing industry, and jobs in logistics rarely face layoffs. Logistics is the movement of supplies, material, and people from one place to another to satisfy a corporate and consumer requirement. It includes inventory management, quality control, purchasing, operations management, and much more.

All businesses rely on logistics professionals to keep their inventory moving. Logistics and Supply Chain Management is one of the 50 fastest growing career fields, according to the U.S. News and World Report.

New Technology in Transportation AT&T links up with Tesla, Chevy and Audi for connected car capabilities AT&T announced partnerships with three large automakers as it continues to push the development of the connected vehicle. The Dallas-based company is partnering with Chevrolet and Audi and has entered into an exclusive agreement to connect current and future Tesla vehicles. For Tesla, AT&T will outfit vehicles with high speed wireless connectivity to power Tesla's remote engine diagnostics, telematics and infotainment features that include Internet radio, Web browsing, live traffic, weather and navigation, which are accessed through a 17-inch touchscreen.

AT&T will work with Audi to give the carmaker its first-ever 4G LTE connected vehicle with the 2015 A3 family. Audi will become the first automaker to offer a mobile share data plan option to AT&T customers who would like to add their vehicle to their existing plan. Audi plans to roll out the 4G LTE capability across its entire lineup. Similarly Chevrolet plans to offer an OnStar 4G LTE connection that will run on AT&T's network and provide drivers access to high-speed data. The option will be available in the 2015 Chevrolet Corvette, Impala, Malibu and Volt. The company will then roll out the option for the Equinox, Silverado, Silverado HD, Spark and Spark EV. In Canada, the option will be available for the Chevrolet Trax.

Safety Tip Distracted driving, which includes distraction, driver inattention or cell�phone use, is becoming increasingly common and dangerous, causing traffic crashes and fatalities. In 2013, there were 94,943 traffic crashes in Texas that involved distracted driving (distraction, driver inattention or cell-phone use). These crashes resulted in 18,576 serious injuries and 459 deaths.

In fact, nearly one in five

crashes in Texas involves driver distraction. Although cell phone use is the most easily recognized distractions, all in-vehicle distractions are unsafe and can cause crashes or fatalities. TxDOT is continuing its Talk/Text CRASH campaign to raise awareness of the dangers associated with distracted driving and to encourage Texans to put

In The News 2015 Bottom Line Report Estimates $163 Billion Needed to Fix Nation’s Transportation System The “2015 Bottom Line Report” on transportation investment needs, released by the American Association of State Highway and Transportation Officials and the American Public Transportation Association, estimates that to meet current demand it will require an annual capital investment over six years by all levels of government in the amount of $120 billion in the nation’s highway and bridge network and $43 billion in America’s public transportation infrastructure. To meet the combined surface transportation needs, it would require an investment of $163 billion investment per year in surface transportation over a six year period. Despite those dramatic investment needs, currently only $83 billion is invested in roads and bridges, while just $17.1 billion is invested in public transit. The investment-needs, which are derived from economic analysis of demand trends and current network performance, illustrate that government investment in surface transportation infrastructure is far below what is needed to meet demand and allow for safe travel.

The report found about 64,000 structurally deficient bridges are still operating across the country. A highway bridge is classified as structurally deficient and requiring maintenance or upkeep if rated in "poor" condition.

Note that all bridges undergo regular inspections and if a

bridge is determined to be hazardous it is closed.

Travelers Will Soon Walk Under a Lake to Catch Flights in Toronto, Canada.

In 2015, Billy Bishop Airport, on a` island in Lake Ontario, will inaugurate an $82.5 million, 800-foot pedestrian tunnel—the world's first walkable underwater airport link. Offering a six-minute transport time on wind- and hydro-powered moving sidewalks, it's an “elegant and predictable delivery system to get passengers to and from the island,” says Toronto Port Authority CEO Geoffrey Wilson. Billy Bishop Airport is located less than 2 miles from downtown, and Airport leadership want people to arrive by foot, bike, or public transit, not in cars. Currently, patrons must take a ferry to get to and from the airport. The idea dates back to 1935, when a similar plan was initiated and then killed months later. Yet 80 years later, the tunnel will be finally operational.

It will open amid a 25-year transformation of Toronto's 2,000acre Inner Harbor, from post-industrial badlands into a transitcentric community served by light rail and a totally walkable airport.

In The News No plan for gas tax hike, mileage fees The chairman of the House Transportation Committee says passing a bill to pay for America's aging roads and bridges will be a top priority (in 2015) but is ruling out a gasoline tax hike or motorist user fees.

Rep. Bill Shuster (R-Pa) said a long-term highway bill may be paid by repatriating

offshore corporate taxes or from oil exploration and production offshore and on federal lands.

Bonham Resident Wins New Hybrid Car in TxDOT's 'Drive Clean Texas' Campaign Against the backdrop of the AT&T Dallas Cowboys Stadium, Kimberly Woodall of Bonham, Texas, was awarded a donated 2015 Ford Fusion SE Hybrid car as part of the TxDOT’s “Drive Clean Texas” Roadcents Sweepstakes. The “Drive Clean Texas” air quality campaign encourages drivers to use TxDOT’s Web-based Roadcents app to receive reminders to get regular vehicle tune -ups, properly inflate tires and combine errands to reduce fuel costs and emissions.

Woodall, who has never owned a car before, was randomly chosen from among three sweepstakes finalists who also received tickets to Sunday’s football game between the Dallas Cowboys and Indianapolis Colts. The giveaway was made possible through a partnership between TxDOT and the Dallas Cowboys. Texas drivers 18 and older were eligible to enter the sweepstakes. Drivers can save as much as $660 a year in gas by driving more sensibly and changing aggressive driving habits like speeding and rapid starts and stops. Fixing a car that has failed an emissions test or is overdue for a tune-up can save $80 or more in gas each year.

In The News Trucking The U.S. DOT announced that Mexican motor carriers will soon be able to apply for authority to conduct long-haul, cross-border trucking services in the US, increasing economic and export opportunities between the two countries, and marking a significant milestone in implementation of NAFTA. The policy change is expected to result in the permanent termination of more than $2 billion in annual retaliatory tariffs on U.S. goods and follows a three-year pilot program that tested and validated the safety of Mexican trucking companies to operate long-haul in the U.S. “Opening the door to a safe cross-border trucking system with Mexico is a major step forward in meeting our obligations under NAFTA,” said Transportation Secretary Anthony Foxx.

Fifteen trucking companies from Mexico enrolled in the pilot that concluded in October 2014, crossing the border more than 28,000 times, traveling more than 1.5 million miles in-country, and undergoing more than 5,500 safety inspections by American officials. Data collected on the pilot carriers, and an additional 952 Mexican-owned trucking companies that also operated longhaul in the U.S. during the same 36-month period under a pre-existing authority, showed that companies from Mexico had violation, driver, and vehicle out-of-service rates that met the level of safety as American and Canadian-domiciled motor carriers.

In 2001, a NAFTA Dispute Settlement panel ruled the U.S. was not in compliance with the crossborder trucking provisions of the agreement. After a 2009 appropriations bill halted a previous demonstration project, Mexico imposed more than $2 billion in annual tariffs on exports of U.S. agriculture, personal care products and Companies from Mexico that apply for long-haul operating authority will be required to pass a PreAuthorization Safety Audit to confirm they have adequate safety management programs in place, including systems for monitoring hours-of-service and to conduct drug testing using an HHS-certified lab. Additionally, all drivers must possess a valid U.S. Commercial Driver’s License or a Mexican Licencia Federal de Conductor, and must meet the agency’s English language proficiency requirements. Like Canadian companies that are granted U.S. operating authority, carriers and drivers from Mexico are required to comply with all laws and regulations, including regular border and random roadside inspections.

Once the motor carrier is approved, their vehicles will be required to undergo a 37-point North American Standard Level 1 inspection every 90 days for at least four years. In 2002, Congress appropriated funding to DOT’s Federal Motor Carrier Safety Administration to hire new staff for additional Southern Border enforcement to meet the long-haul trucking provisions in NAFTA. Currently, there are more than 200 inspectors and staff in the region that will continue to oversee the safety of cross-border operations into the country. American trucking companies have been able to apply and operate long-haul in Mexico thru NAFTA since 2007. Only five U.S. companies use this authority to transport international goods into Mexico.

In The News FMCSA to Maintain 50% Random Drug Testing Rates through 2015 The FMCSA reported that the annual minimum random controlled substances testing rates for employees in safety sensitive positions, including tractor-trailer and bus drivers, will remain at 50% through 2015. The agency’s decision to maintain the current testing rate was based on data from motor carrier industry controlled substance lab test results, the 2012 drug and alcohol testing survey, and additional investigations, which showed that: 

Positive test rates following an initial positive result increased by 4.1 % from 2011 to 2012;



Reasonable suspicion positive test rates continued to rise sharply from 5.6 % in 2010, to 15.7% in 2011 and 37.2 % in 2012, marking a five-fold increase over the 3-year period;



Human Services-certified laboratories increased from 95,427 positives in 2011 to 97,332 in 2012. FMCSA-regulated industries comprise

80% of reported

tests; 

A 2-week 2014 Strike Force focusing on the identification of drivers who tested positive resulted in 205 driver enforcement and 138 enforcement cases against carriers for violations relating to drivers with positive test results operating a commercial motor vehicle.

While results for FMCSA’s 2012 Drug and Alcohol Testing Survey of 2,000 carriers indicate that positive random drug testing results have decreased for a 2nd year, the agency is committed to seeking additional information related to driver test rates and will continue to monitor industry testing programs before re-evaluating the controlled substances random test rate for 2016. Turn Signals The Latest News in Trucking Safety and Regulations Issue No. 28 February 2015 The Federal Motor Carrier Safety Administration released a study which justifies its policy of including all motor carrier accidents in its safety database regardless of who caused the crash. The trucking industry strongly objects to listing accidents that

were not the carrier’s fault, especially when each company’s CSA Crash Indicator score is calculated from the accidents on its record. The study finds establishing a process to remove accidents not caused by motor carriers does not improve the Crash Indicator’s ability to identify truckers who will likely have future accidents. The agency clearly does not want to spend the estimated annual cost of $3.9 million to $11.2 million needed to administer a system to remove non-fault crashes from carriers’ records.

The Secretary of Transportation has yet to respond to the petition by the American Trucking Associations and other motor carrier groups to remove CSA safety data from public view. Joining the chorus, an important highway enforcement

organization has surprisingly voiced its support for the request. The Commercial Vehicle Safety Alliance sets standards for how trucks, trailers, and driver paperwork should be inspected to determine compliance with federal safety regulations. CVSA states the CSA program is a great tool to prioritize trucking companies for compliance audits, but thinks the CSA scores “are a poor indicator of an individual fleet’s propensity to be involved in a future crash….” CVSA believes the public sees a distorted view of carriers’ actual safety performance and risk for future accidents, and therefore CSA data should be kept private.

Interstate drivers are required to take a 30-minute off-duty break no later than 8 hours after coming on-duty, but sometimes a second 30-minute break may be necessary. The regulation actually states that a 30-minute break is required no later than 8 hours after returning to work from any off-duty/sleeper berth break of 30 minutes or more. Going on-duty from the daily-required interstate rest of 10 hours obviously triggers

a 30-minute break within 8 hours, but going back to work from that 30-minute break starts the 8-hour clock to start running again. If the driver takes a 30-minute break too early in his workday, a second one may be required.

FMCSA announced that the annual random driver testing rate for drugs and alcohol will remain unchanged for 2015, regardless of the industry qualifying for less testing. The agency requires fleets to test 50% of their drivers for drug use each year and 10% for alcohol. Truckers have qualified by law to have those rates cut in half because of the reduction of positive tests over the years, but FMCSA refuses to do so. The agency believes there are still too many positive tests occurring nationwide each year.

Did you know….. The Secretary of Transportation announced that Mexican carriers are

now allowed to apply for operating authority in the USA. Trial programs have shown that Mexican operators are as safe on the highways as U.S. carriers. Many people were surprised to learn in a new report that over 1,600 Mexico-based carriers already had U.S. long-haul authority, and another 7,500 could haul cargo in border-town commercial zones.
