right balance for city Wodonga Mayor Cr Anna Speedie says the council has put forward a fiscally responsible budget that identifies key savings but continues to deliver on community priorities. “We are in the final stages of a great transformation of our city and we will continue to deliver the revitalisation of our city centre and landscaping improvements for our CBD,” Cr Speedie said. The proposed rate increase is 2 per cent, in line with the Victorian Government rate cap, but the drop in the waste management charge means an overall increase of 0.6 per cent for the average residential ratepayer. The budget includes no new borrowings and the 10-year plan has proposed rate rises of 2.5 per cent from 2018-2019 onwards, well below the long-term average of the past 16 years of 5.33 per cent and previous forecasts of 4.25 per cent. A cut to household waste management charge will see the overall rate rise less than half of

The $20 cut to the waste charge, which forms part of Wodonga Council’s draft budget for 2017-2018, is due to the community’s good work in reducing waste following the introduction of the three-bin system.
“As well, there is an allocation for regional cricket hub in the city which offers an alternative to a development at Baranduda Fields.

CHANGING USE Preschool in first for region PROMPTS TOURISM MOVE Wodonga Council is responding to an increasing uptake of online services by visitors and will start the transition to closing the Visitor Information Centre to focus on digital avenues and information points. An amendment to the recommendation at the May council meeting included the completion of a recreational vehicle parking strategy. Cr Ron Mildren said the research showed the trend across the world and through analysis of information sought by visitors to Wodonga that demand for information was highest prior to planning a trip and the information was most often sought online or from friends and relatives. This was consistent with visitor trends which show one of the main reasons people visit Wodonga is to see friends and family. “This is an exciting opportunity for Wodonga to take a lead role in investing appropriately to meet the changing needs of visitors,” Cr Mildren said. “The traditional Visitor Information Centre is just
one tool in developing tourism, driving visitation and servicing visitors. “The transition from a bricks and mortar centre will include expanding to multiple digital avenues and information points with smart terminals at key visitor locations, the visitor information trailer at major events and investment in online channels.” While the visitor information centre has seen a decline in drop-ins, the past three years have also seen a decline in phone and email inquiries. “The council has a range of initiatives that will continue such as our ongoing investment in the destination brand with AlburyCity Visit AlburyWodonga which includes a website, social media channels and partner programs. “The council will still work in bringing major events to the city which bring thousands of people and millions of dollars into our economy each year as well as staff and ambassadors attending such events with information and advice.”

helps children develop to their full potential.
Children at Southern Rise Children’s Centre have a headstart to a full and healthy life, with the centre recently completing the Achievement Program for Early Educators – the first centre to do so in North East Victoria. Since 2015 Southern Rise has worked steadily through the whole program, in which only 13 other early childhood settings have achieved in Victoria. After significant hard work and with the determination of all eight staff, they reached their goal and completed the program this year. “The Achievement Program sets a high benchmark for
early childhood education, because healthy children learn better,” Wodonga Council Educational Leader Megan Hancock, said. The program creates a healthy environment to help children develop a strong sense of identity, community and wellbeing. It lays the foundations for a lifetime of good health, and
“We now incorporate health and wellbeing into our teaching including practicing mindfulness, providing opportunities for challenging play, and including everyone from educators and parents to the children themselves in making decisions.” Southern Rise has been recognised for its focus on healthy eating and oral health, safe environments, tobacco control, sun protection and working towards physical activity, and mental health and wellbeing. Celebrating 100 years of caring for babies This month, Victoria is celebrating 100 years of Maternal and Child Health Nursing.
Korpar, now retired after a very satisfying career in the Kiewa Valley then from the mid-1980s in Wodonga.
In Wodonga, families had no Infant Welfare Centre of their own until 1936, when the first centre opened (location unknown).
She used to travel extensively, getting to know all the families and all the back roads.
Then in 1938, using land granted by the Shire Council and funds raised by the community, a new Infant Welfare Centre and CWA Rest Rooms were built on High St, where Wodonga Post Office currently stands. In following years, it moved to Stanley St then Trudewind St, until spreading across the six different sites that serve Wodonga today. Today, Wodonga Council has eight dedicated Maternal and Child Health Nurses who are all registered nurses, registered midwives, and hold qualifications in Maternal and Child Health. One of Wodonga’s longest serving Maternal and Child Health Nurses was Lyn
“I used to visit all the newborn babies in farms, and rural houses – I really lived out of the back of a car,” Lyn said, who also remembers carrying portable scales and a box of children’s health cards with her. “I still run into families that I know, babies I cared for who are now having babies of their own. I just loved it!” One nurse who worked with Lyn and is still part of the Maternal and Child Health team is Juliette Harrison, who agrees that nursing the babies of babies she’s previously cared for is amazing. In a lovely story of caring across the generations, Juliette was cared for herself as a baby by Wodonga nursing legend Sister Willett.
Clockwise from top: Juliette Harrison at Felltimber Community Centre, Infant Welfare Centre (location unknown), Sister Willet (1950s), and the CWA and Infant Welfare Centre in High St.

YOUTH AND FAMILIES
JUNE, 2017
MOMENTUM BUILDS FOR YOUTH There’s a real momentum around youth issues in Wodonga currently, with much happening both in the short and long term.
PUT YOUR HAND UP FOR FREEZA COMMITTEE Come and watch local musicians battle it out on stage as they give their all to progress to the regional finals as part of this year’s FReeZA Push Start Comp.
The RED Carpet Youth Awards are drawing near, with nominations closing Friday, June 2, followed by a gala event in July.
Proudly brought to you by OPTUS Yes, the comp is on Friday, June 2, from 6pm in The Cube Wodonga. It is an all-ages event (drugs, alcohol and smoking are not permitted).
The 2017 Youth Leadership Program (now in its ninth year) kicked off in May with a four day retreat in Bright.
Bands include Ella Taig, Pilot Lights, Pozer, Zac and Eliza Spalding, and more.
Throughout June, participants are working on their community projects that include a RED Nose Day activity to raise awareness and funds; a leadership retreat for students at Wodonga’s secondary schools; a project to promote the Intrepid Landcare group and hopefully introduce it to the region; and an alumni project for past participants of the leadership program.
Businesses help connect young peple
As well as community projects, the program helps develop future leaders through skills sessions, guest speakers, and training.
The 2017-18 Youth Connect Card was officially launched in May and will be distributed to 14,000 local youth.
At the start of the year, a comprehensive survey was conducted to gain input from local youth on decisions that impact them, with this feedback shaping the next youth strategy currently being developed for Wodonga.
The Youth Connect Card contains discounts to various stores in Albury and Wodonga, plus promotes an online directory of contact numbers for young people if they need help or information.
Behind the scenes, the young people organising the event say it’s been enormous fun.
It’s designed for those aged nine to 24, and provides them with easy access to youth services for health, accommodation, employment and more. “The 2017-18 Youth Connect Card is a fantastic initiative that puts relevant contacts in young people’s hands so they have important information at their fingertips,” Wodonga
Mayor Cr Anna Speedie said. The card features bright and colourful artwork by local 20-year-old graphic designer Ysolla Togher, who won the Border-wide competition to design the card (pictured). MORE INFORMATION wod.city/ YouthConnectCard
“Being on the FReeZA committee has been both scary and empowering. While it can be hard considering everyone’s needs, I’ve certainly gained new skills and made new connections,” Seonard Lee said. “It makes us feel valid,” agreed committee member Julie Greenfield. “I like actually having a say in how things are planned for young people in Wodonga, and creating things that kids our age want to do.” Put your hand up and join the FReeZA committee today by emailing slampe@wodonga. vic.gov.au
Event brings writers, children together Play critical for kids The Playground Strategy 2016-2020 was adopted at the May council meeting, providing ongoing direction to develop and renew the 72 playgrounds across the city and shaping the next four years of decisionmaking. It guides where playgrounds are installed, what they offer and how they are managed to ensure there is a variety of play spaces and equipment for all ages. Play is critically important to all children in the development of their physical, social, mental, emotional and creative skills. If so, consider putting your hand up to volunteer at one of Wodonga’s most prominent sites Bonegilla Migrant Experience (a National Heritage Place). Volunteers must be 18 years or older and available in minimum 4-hour shifts (either once-off or ongoing at a frequency that suits you), any day of the week but particularly weekends. Those who volunteer at Bonegilla Migrant Experience get to work with a great team on a historical site of national significance, meet visitors when they arrive, help out with events, and get to share their enthusiasm about the local area and its history.
VOLUNTEER NOW wod.city/ become-volunteer
City’s hard-working volunteers recognised at fair Many of Wodonga’s volunteers were recognised at the Volunteer Fair held during National Volunteer Week recently. Wodonga Mayor Cr Anna Speedie said volunteers contributed an invaluable amount of their time and energy to a many services and organisations across Wodonga that relied heavily on their generosity.
These volunteers operate across our community in many valuable areas from youth events like FReeZA and the RED Carpet Youth Awards, to various community centres in both programs and on committees. Volunteers also help out at our library, at Arts Space Wodonga and even our Waste Transfer Station. The 2017 Wodonga Individual
Volunteer of the Year Award went to Pam Roth for her role teaching young people to drive through the L2P program.
Winner of the Individual Volunteer Award in 2016, Megan Pearce, said that for her, volunteering was about giving back to the local community.
The 2017 Wodonga Volunteer Team of the Year Award went to the team at Bonegilla Migrant Experience for their invaluable support of a site that is historically listed and of much significance regionally and nationally.
“I love knowing that by giving some of my time and skills I can contribute to something so meaningful and beneficial,” Megan said, adding her experience as a volunteer has made her more employable.
FINAL GREEN ARMY PROJECT TRANSFORMS CASTLE CREEK The Green Army has transformed a section of Castle Creek, removing willow trees and other weeds to improve the health of and connect sections of Wodonga’s waterways. In 2015, the community were consulted and identified healthy waterways as being an important issue to them. Subsequently, Conservation Volunteers Australia (CVA) teamed up with Wodonga Council to bring in the Green Army (the last group to convene in Wodonga after federal funding ceased).
“It’s incredibly valuable to connect Wodonga’s waterways by replanting with indigenous native flora because it provides habitat for our native wildlife,” Wodonga Council Acting Manager Parks and Gardens, Richard Lamb, said. “These connections help link the waterways and floodplains to the hilltops, and improves our biodiversity. “It also creates a more aesthetically-pleasing setting for our community.”
Over the past six months, they have dug up and removed many willow trees that had infested a 1km section of Castle Creek upstream from the Yarralumla Dve overpass.
Not only did the Green Army fence off areas along the creek line to allow plants to revegetate, but members planned and carried out revegetation that included a mix of understorey, overstorey, and ground cover plants.
The result has connected the waterways between Ward Morrison Park and Ewart Brothers Reserve.
They built and installed park furniture, created a gravel walking path, and weeded extensively.
ALIVE WITH POSSIBILITIES
They also installed and are monitoring nesting boxes for various threatened species. The Green Army worked alongside other community groups such as Friends of David Winterbottom Park, school groups and Baranduda Landcare.
The Green Army was an Australian Government initiative open to young people including Aboriginal and Torres Strait Islanders, school leavers, gap year students, graduates and job seekers who are looking for employment to develop skills, undertake
training and gain experience in conservation. Wodonga Council will continue this project next financial year by continuing to remove black willows and other woody weeds downstream. Photo: Green Army with council and CVA representatives. CITYLIFE 15
