ACKNOWLEDGMENT OF COUNTRY

The awards provide an opportunity to recognise the great work being done by people in the local community. There are three categories – Citizen of the Year, Young Citizen of the Year and Community Organisation of the Year. The winner of these prestigious awards will display a significant contribution to the Wodonga community and / or outstanding achievements considered appropriate by the council. Citizen nominees must be Australian citizens, and aged 16 years or over on 26 January 2017. Young citizen nominees must be Australian citizens, and aged between 16 to 25 years on 26 January 2017. The community organisation

must be a not-for-profit organisation consisting of four or more members that deliver services within the Wodonga municipality. Marie Elliot was this year’s Citizen of the Year and Jacob Mildren was named the Young Citizen of the Year. The Murray Valley Centre Inc was named the Community Organisation of the Year.

The awards will be presented at the council’s Australia Day celebrations on Thursday, January 26, 2017. Wodonga Council is now calling for nominations for the 2017 Australia Day Citizen Awards.

Wodonga West fire brigade captain Ross Coyle was presented with a Wodonga Council Eagle Award by Cr Rod Wangman at the October council meeting. This award recognises people in our city who, through their volunteer work, are making a difference to the community. Ross was able to do more than that by performing lifeYOUR COUNCILLORS

saving CPR on a member of the public in July.

He was off-duty when he saw a man in his late 60s had collapsed in a shop at the Wodonga Plaza. Ross immediately recognised the man had gone into cardiac arrest and started performing CPR while an ambulance was called.

Ross was praised for his calm response to the incident, as well as for his faultless technique which ultimately saved the man’s life.

He continued to undertake At the time of printing, the poll following the election of councillors was yet to be declared.

Ross has been an active member of the CFA and the broader community for more than 20 years, and was a councillor from 2003 to 2005. The new council will be introduced in the December edition of CityLife.

FIRST FREIGHT TRAIN LEAVES SCT’S NEW LOGIC TERMINAL

FIND OUT ABOUT nbn The rollout of the national broadband network (nbn) is well under way for homes and businesses across Wodonga. The nbn is live across parts of Barnawartha North, Bonegilla, and outskirts of Baranduda, Ebden, Leneva and Huon Creek. Remaining Wodonga properties will be connected in the final quarter of this year or the first quarter of next year. When services are live, residents will receive a letter of notification from nbn, together with details on how they can connect to a phone or internet service provider. Visit the rollout maps on the website to check when the nbn network is coming to you and for information on how to connect.

The first official SCT train left the company’s newly developed Logic Intermodal Terminal in Wodonga in October. The service headed south, on route to SCT’s Western Australia facility. The $18 million terminal investment will support growth opportunities for local companies.

It will be officially opened in January 2017, in conjunction with SCT’s new service to Queensland. The new site offers local and national customers domestic and interstate rail line haul services, rail port shuttle services to the Port of Melbourne, import-export container handling and future warehouse-property solutions.

Rail port shuttle services will operate in and out of Victoria’s North-East, helping to increase competitiveness of exports from regional Victoria. When fully operational, it is expected that SCT will employ an extra 70 personnel with truck drivers, forklift drivers and office staff. In 2015-2016, Wodonga

Council completed the $790,000 Logic Terminal Rd project and grant funding, linking the Logic Industrial Estate to the intermodal rail terminal which will enable local manufacturers to transport goods via northsouth and east-west rail corridors. From January 2017, SCT will offer rail services in and out of Brisbane via the Logic site.

Holiday switch Put your ideas for young people into action Wodonga will mark a public holiday on Friday, November 25 for the Wodonga Gold Cup. Introduced in 2014, the gold cup public holiday aims to support the Wodonga and District Turf Club in creating a premier event for the city and allows resident to enjoy their local race meeting. It is held in lieu of Melbourne Cup Day.

Wodonga Council is looking for young people aged 14 to 24 who are interested in volunteering for the Wodonga FReeZA committee. FReeZA is an ongoing committee of young people who are mentored in events and attend training for specific events, including a training day in Melbourne. The ultimate goal is to hold at least five successful events for you and your peers each year. So far in 2016, FReeZA has held two Pokémon pop-up events, Acoustic at the Square, the Loddon Mallee Hume Skatepark Series, and helped out with SoundOut16. According to committee member Taylah Dyson, the whole point is for young people to organise things for other young people. “We organise Battle of the Bands, we’re doing Zombie Walk and yoga… all to get young people out and about and doing things,” said Taylah. How can I keep mozzies at bay? Mosquito season is now upon us! Here are some helpful tips to protect you and your family to prevent mozzies breeding and biting on your property. • • • •

Remove all stagnant water from your property. Mosquitoes don’t need much water to breed, so ensure you mend leaky taps, change your pet’s drink water, empty bird baths and vases at least once a week. Remove any unused car tires, pot plants and keep your gutters clear of soggy vegetation. Water tanks need to be completely sealed so check all lids, covers and inlet pipes for gaps. Maintain any fly screens on windows, doors and vents to prevent mozzies entering your home. Use “knockdown” sprays, mozzie coils and plug-in zapper in outdoor areas.

If you are spending time outside remember to wear loose-fitting, light-coloured clothing and apply an insect repellent containing Picaridin or DEET to all uncovered parts of the body. Ensure you follow the instructions on the product label. For children use a lower-strength repellent (20 per cent Picaridin or DEET) and drape mosquito nets over prams, strollers and infant carriers to ensure there are no gaps. Owners of vacant blocks are reminded they are responsible for keeping their blocks mown to reduce the incidence of snakes and vermin in the residential area. Council parks and grounds staff are mowing grass in public spaces when weather and ground conditions permit. In the meantime, thank you for your patience and understanding.

With the wet weather causing many snakes to be on the move, be on the watch for them both at home as well as in parks and reserves. If you find a snake on your property, contact a local snake catcher to remove it and return it safely to the wild. If you see a snake in a council park or reserve, please take care, or avoid the area altogether. Snakes are a protected species under the Wildlife Act and council officers are not authorised to remove snakes from private or council land. For a list of local snake catchers, contact DELWP on 136 186.

Bees are also on the move at this time of year and are often in a swarm. These swarms move around, and often park up a tree, light post, or playground equipment where they stay for a day, an hour or only a few minutes before moving on again. Bees are an important part of nature and help pollinate many parts of our food system. Both swarms and hives can seem alarming, but often the bees move on fairly quickly – so just avoid the area for a few days if you can, and let nature take its course.

Participation is a human right. Under the United Nation’s convention on the Rights of the Child, all Australian young people are entitled to have a say in decisions that affect their lives – and Wodonga Council wants to hear from local people about what’s important to them. The council is drafting the Youth Strategy 2018-2021, and recognises that involving young people in decision making will develop skills which will provide benefits to the entire community in the future. Young people are often dismissed as simply the future of the community, or a group that are developing into adults. But they need to be acknowledged as active citizens who have current needs and strong opinions about their community. If you live, work or study in Wodonga and are aged between nine and 24 years, complete the survey and tell us what’s important to you. Residents are invited to have their say on the future of the hills in the next phase of consultation for the draft hilltops strategy. The council adopted a motion in September outlining a timeline of further consultation early next year following the revision of the draft documents from feedback received from the community and stakeholders in July and August. The council will hold a series of workshops focusing on each hill precinct as well as a community drop-in session where residents can find out more about the strategy and planning for the hills, consider the revised documents and offer further feedback.

Fifteen extraordinary young people from Wodonga graduated last month from the council’s Youth Leadership Program, celebrating what they’ve achieved and knowing they can make a real difference in others’ lives. This year’s participants were Mikaela Reid, Kelsey Freeman, Davina Soanes, Sidney Mason, Jen Sartor, Elise Peatling, Liz Robinson, Shanley Dempster, Daniel Kipping, Erin McCallum, Kale Robb, Hannah Ockenden-

Muldoon, Amanda Wangman, Liam Shay, and Swathi Mahendran. Many joined the program to build their confidence, develop skills or be inspired. For Sidney Mason, the program taught her the power of storytelling. “I also discovered my personal values, I learnt about different leadership styles, and about how people work,” said Sidney. Another participant learnt it

was ok to focus on herself. “Being alone is something which I had always been afraid of, I have always had the need to be a part of a group. During the program I realised that I was able to work alone…. It was okay to be myself,” said Swathi Mahendran. At the graduation they heard from guest speaker Lincoln Budge, an inspiring young man from Yackandandah who spoke of his ‘Change one life’ project to spread the word about his personal journey

after a car crash left him in a wheelchair. The six-month program provides life skills to participants through skill sessions, guest speakers, individual learning plans, one-on-one mentoring, small group community projects and a two-night trip to Melbourne where the group had access to speakers they would otherwise not have. The program – open to 18 to 24-year-olds who live, work or study in Wodonga – has

often been a real turning point for graduates in how they viewed themselves, and their place in the community. It aims to provide opportunities to further develop the leadership skills of participants, focusing particularly in areas such as decision-making, leading others, conflict resolution, building relationships with community leaders, and much more. This is the eighth year that council has run this program.

Award recognises basketballers national achievement A group of 10 young people from Midnight Basketball* were presented with a Young Achiever Scheme (YAS) Award at October’s council meeting. These awards help young people in their pursuits to participation at a state or national level for activities, events or competitions. In celebration of Midnight Basketball Australia’s 200th tournament, Wodonga Midnight basketball was invited to bring a team to Sydney to a national tournament.

The 10 teenagers were chosen from a pool of more than 90 young people because they had 100 per cent attendance at Midnight Basketball, had no disciplinary marks against their name, and demonstrated a level of skill and commitment. The YAS Award allowed the group to fly to Sydney in September and participate with five other teams from around Australia. For three in the group, the flight to Sydney was the first challenge they had to overcome as it was their first time in a plane.

Although they didn’t make the finals they applied pressure in each game and were strong particularly in their attack. The team won their final game on a nail biter, winning in the last five seconds by one point. The team worked well together and should be proud of their nomination and performance on the day. The 10 recipients were Angelo Gacayan, Ashma Chhetri, Brylee Mckenzie, Jeremy Anderson, Matt Krause, Paige Hunt, Sari Elligate, Shakira Rudolph, Terrence Webb, Zkong Deng.

Burning off safely

Each year CFA crews are called out to assist many people whose burn-offs have got out of control. There are a few simple things you need to do before, during and after burning-off to ensure that you are doing so safely.

Have you checked when and where you can burn off? Phone our customer focus team to check if the CFA has advised that the approved burning-off season has started. If your allotment is greater than 2000m² and not zoned ‘rural’, a permit is required to burn off. If you live on land zoned ‘rural’, you can burn off without a permit (except in the declared fire season).

Have you checked the weather? Check weather forecasts for the day of your burn-off and a few days afterwards. If it is too windy it is recommended that you postpone your burn off. Also check that it won’t be too windy on following days as the wind can reignite your burn.

Do you have an adequate water supply? You need to have enough water with you for the duration of the burn, to extinguish any possible outbreaks.

Clean up around your site. Create a minimum 3 metre clearance of all flammable

material around and above your whole burn off site. Have you registered your burn off? Register your burn off by calling 1800 668 511. This will ensure that the CFA won’t be called out unnecessarily to your burn off. Have you notified your neighbours? Ensure you are considerate of your neighbours when burning off. Notify them if you are in close proximity and the smoke may affect them. Have you put it out properly? Make sure there are enough people to monitor, contain and extinguish your burn off safely and effectively. Ensure that your burn off is 100% out before you leavew it. FIRE DANGER PERIOD Before you burn, check if the Fire Danger Period is in force. If so, you can only burn off if you have a written permit issued by the Municipal Fire Prevention Officer or the CFA District Office. TOTAL FIRE BAN DAYS All fires in the open air for burning off are banned during Total Fire Ban Days. Any permits are suspended for the duration of any Total Fire Ban Days. “I had painted a black-andwhite portrait of him several years ago. When he was filming on the Gold Coast in 2015, I went up in the slim hope of meeting him… and it worked!” said Kate.

Her design is inspired by the transition from winter to spring, with the energy and colours of the flora and fauna celebrating new growth, freedom and a fresh start.

Not only did she get to meet him, but the star autographed the portrait of himself too. Kate’s latest artwork has just

local businesses across the Border, and she also does private commissions as well as abstract artwork for contemporary homes.

Kate originally completed an Advanced Diploma of Fine Arts at Albury TAFE, then went on to hold several exhibitions in Melbourne. Her artwork is displayed in various murals around

Wodonga Planning Scheme Rewrite Amendment C123

The amendment updates the Wodonga Planning Scheme following a review and will introduce a revised local planning policy framework and reference recently adopted council strategies.

The amendment was adopted by the council at the August Ordinary Council meeting and submitted to the Minister for Planning for approval.

CBA Revitalisation Plan Implementation – Proposed Activity Centre Zone Amendment C124

The amendment applies to all land within the Central Business Area of Wodonga. The amendment will implement the adopted Wodonga CBA Revitalisation Plan and Wodonga CBA Revitalisation Design Guide and replace the multiple land use zonings in the CBA with a single zone for better clarity, simplicity and certainty for the community.

The amendment was adopted by the council at the August Ordinary Council meeting and submitted to the Minister for Planning for approval.

Leneva-Baranduda Precinct Structure Plan

The Leneva-Baranduda growth area is a long standing strategic direction for Wodonga Council. The Victorian Planning Authority (VPA) in conjunction with The VPA and council continue to work on the documentation the council is preparing the precinct structure plan (PSP) for the Lenevaof the PSP. Once completed council will commence a Wodonga Baranduda PSP area. Planning Scheme Amendment process to incorporate the PSP into the Planning Scheme that will set out the objectives and A PSP is a ‘big picture’ plan that sets the vision for developing new vision for growth into the future. It is envisaged that formal communities and is the primary plan for guiding urban development in public exhibition of the Amendment will take place in the first growth areas. Wodonga Council has been successful in securing a grant to conduct a feasibility study into developing a large scale solar farm where the benefits can be shared with the community. The study will seek to identify a parcel of land where at least two megawatts of solar panels and an education centre could be sited, as well as investigate how the energy generated could be used to benefit the local community. The project has received $80,000 from the Department of Environment Land Water Planning through its New Energy Jobs Fund,

in addition to $20,000 from Wodonga Council. Wodonga Council CEO Patience Harrington said Wodonga had a high proportion of people who are unable to access the benefits of a solar system because they rent or can’t afford it. “We want to develop this solar installation so that everyone in the community, and particularly people who can’t generate their own solar power, can benefit from clean energy from the sun,” she said. The grant was developed in partnership with

Renewable Albury Wodonga, a local community group encouraging the uptake of renewable energy across the Albury-Wodonga region. The announcement follows solar panels being installed on The Cube Wodonga roof, which are expected to deliver $6000 in savings per year. The system is expected to generate about 10 per cent of The Cube Wodonga’s energy requirements, with a saving of $500 a month. Several council buildings are fitted with solar systems including the community centres and the Waste Transfer Station.

Use bins to deal with waste With Christmas and the holidays fast approaching, it might be time to think about the types of waste that can be recycled into the yellow and green-lidded bins. With the addition of the green organics bin there are now so many items that can go into these bins, rather than filling up your red-lidded waste bin. The only things that should be left in the redlidded bin are soft plastics such as plastic bags and cling films, polystyrene and nappies. Over the holiday period many families tend to use more ‘disposable items’ that can be recycled such as plastic cutlery and plates that can go into the yellow-lidded recycling bin (clear food scraps and paper napkins into your green bin first).

There is no need to wash these items as long as the food and napkins have been removed first. Most plastic food packaging (even if it doesn’t have the recycling symbol) can be recycled into the yellow-lidded bin. Anything that bounces back after you crunch it (such as a plastic biscuit tray) can be recycled. Why not set up a few smaller recycling and food scrap bins for your guests and ask that they help you reduce what needs to go into the red-lidded bin by sorting the plastics from the food waste before placing in the correct bins. Paper plates and bamboo cutlery can be placed directly into the organics bin and is a great option if you are trying to reduce the amount

of plastics you purchase – or an even better way is to use crockery. Recycling bins can fill up quickly with visitors over this time. You can upsize your yellow-lidded recycling bin to a 360L, and at $20 per year it’s a life saver over these busy times! INFLATABLE AND ABOVEGROUND SWIMMING POOLS Inflatable and aboveground swimming pools are becoming increasingly popular with families as initially, they appear to be an inexpensive alternative for swimming entertainment especially for toddlers and young children. Consumers need to be aware that any pool capable of holding 300mm (30cm) of water requires a building permit and must be designed, constructed, installed and maintained in accordance with building regulations and the Australian Standard (AS 1926.1-2007). This means they must have a suitable and effective barrier placed around them. Hazards associated with inflatable and above-ground pools include: • Drowning - in the past 12 months in Victoria alone there have been seven toddler deaths as a result of drowning. • Smaller paddling pools are often not regarded as dangerous because they are not very deep.
