WORLD DEVELOPMENT REPORT 2016 Digital Dividends Digital technologies are spreading rapidly, but digital dividends—the broader benefits of faster growth, more jobs, and better services—are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China—one-third of them women—can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The Internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture.

Making Politics Work for Development is about how to make politics work for economic development rather than against it. ountries have different carbon-intensive assets—resources in the ground C and built infrastructure—that vary in their exposure and vulnerability to transformational trends. Climate change adds new momentum to the traditional diversification debates in resource-intensive countries. The best hedging strategies are based on deep diversification not only of outputs and exports but also of the asset base—natural, physical, human, and intangible capital. Countries will use a menu of policies to manage structural transformations including energy, fiscal, and climate policies as well as trade measures. Anticipating or reacting to the climate transition shocks, some carbon-intensive countries may choose to be the early movers and divest quickly, some will choose to be the followers, while others may try the harvesters’ strategies. Each strategy has opportunities and risks.

THE WELFARE OF SYRIAN REFUGEES Evidence From Jordan and Lebanon By Paolo Verme, Chiara Gigliarano, Christina Wieser, Kerren Hedlund, Marc Petzoldt, and Marco Santacroce

The book focuses on the largest refugee crisis since World War II: the Syrian refugee crisis. It exploits a wealth of survey and registry data on Syrian refugees living in Jordan and Lebanon to assess their poverty and vulnerability status, understand the predictors of these statuses, evaluate the performance of existing policies toward refugees, and determine the potential for alternative policies. Findings point to a complex situation. In the absence of humanitarian assistance, poverty is extremely high among refugees. Current policies including cash transfers and food vouchers are effective in reducing poverty but they remain short of providing economic inclusion and self-reliance of refugees. A shift toward economic inclusion and self-reliance would require a different humanitarian and development paradigm, one that focuses on growth policies for areas affected by refugees where the target population is constituted by refugees and hosting populations alike. The Welfare of Syrian Refugees, a joint study by the World Bank Group and the United Nations High Commissioner for Refugees, helps bridge the historical divide between humanitarian and development work by providing practical solutions for assisting refugees in the short, medium and long-term and to prevent the irreversible loss of social and human capital typically associated with prolonged refugee crises.

Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. Shock Waves also provides guidance on how to create a “win-win” situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

POVERTY IN A RISING AFRICA By Kathleen Beegle, Luc Christiaensen, Andrew Dabalen, and Isis Gaddis

Perceptions of Africa have changed dramatically. Viewed as a continent of wars, famines, and entrenched poverty in the late 1990s, there is now a focus on “Africa rising” and an “African 21st century.” Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. MEASURING GENDER EQUALITY By Josefina Posadas, Pierella Paci, Zurab Sajaia, and Michael Lokshin

Gender equality is a core development objective in its own right and also smart development policy and business practice. No society can develop sustainably without giving men and women equal power to shape their own lives and contribute to their families, communities, and countries. And yet, critical gender gaps continue to exist in all countries and across multiple dimensions. The gender module of the World Bank’s ADePT software platform produces a comprehensive set of tables and graphs using household surveys to help diagnose and analyze the prevailing gender inequalities at the country level and over time. This book provides a step-by-step guide to the use of the ADePT software and an introduction to its basic economic concepts and econometric methods. The module is organized around the framework proposed by the World Development Report 2012: Gender Equality and Development. It covers gender differences in outcomes in three primary dimensions of gender equality: human capital (or endowments), economic opportunities, and voice and agency. Particular focus is given to the analysis and decomposition techniques that allow for further exploring of gender gaps in economic opportunities.

Chronic poverty raises perhaps the most complex and difficult challenge for governments around the world. Chronic poverty refers to those people who persistently live in low levels of welfare over long periods, as opposed to vulnerable populations that may get in and out of poverty due to shocks. Within generations, this manifests itself by the weak link between economic growth and income generation capabilities that hinders individuals’ ability to integrate productively in society. This volume reviews the evolution of chronic poverty in Latin America and the Caribbean between 2004 and 2012. From an intergenerational perspective, chronic poverty is associated with the long-term structural constraints that persist from one generation to the other, and can be framed as a problem of fairness or equality of opportunity. In addition to its links to the fairness of the social system and the capacity to move out of poverty, the chronicity or persistence of poverty also results from the lack of voice of some population groups and the lack of responsiveness of the political system to their needs. The nature and extent of chronic poverty are therefore multidimensional. During the 2000s, the Latin America and the Caribbean region (LAC) saw a decade of growth and income convergence. Its growth performance was also especially pro-poor. Understanding the factors underlying the region’s growth is critical for policy design going forward. This volume reassesses these engines of growth in light of new data and information. To a large extent, the LAC region benefitted from external conditions and policy decisions in the 2000s. However, with the favorable external conditions coming to a close, the determinants of growth influenced by policy will need to play a bigger role if the region wants to avoid losing its growth momentum. Using dynamic panel data regressions, this volume investigates how aggregate economic, political, and social variables affect per capita GDP growth rates for a large sample of countries.

WORK AND FAMILY Latin American and Caribbean Women in Search of a New Balance By Laura Chioda

Over recent decades, women in Latin America and the Caribbean have increased their labor force participation faster than in any other region of the world. This evolution occurred in the context of more general progress in women’s status. Female enrollment rates have increased at all levels of education, fertility rates have declined, and social norms have shifted toward gender equality. Work and Family sheds light on the complex relationship between stages of economic development and female economic participation. It documents a shift in women’s perceptions whereby work has become a fundamental part of their identity, highlighting the distinction between jobs and careers. These dynamics are made more complex by the acknowledgment that individuals are part of larger economic units—families. As development progresses and the options available to women expand, the need to balance career and family takes greater importance. New tensions emerge, paradoxically made possible by decades of steady gains. Understanding the new challenges women face as they balance work and family is thus crucial for policy. BREAKING BARRIERS Regional Integration in South Asia By David Gould, Martin Rama, and Ritika D'Souza

South Asia is one of the most dynamic regions in the world, but it is also one of the least integrated. Countries in the region trade with each other to a much lesser extent than countries in other developing areas and foreign direct investment among South Asian countries is dismally low. But the region was not always divided: ancient empires transcended today’s borders, its peoples share a common culture, and large ethnic groups span neighboring countries. Breaking Barriers assesses the gains that would result from greater regional integration in South Asia. It shows that the potential gains from regional electricity trade would be sizeable. Gains from trade liberalization would be substantial too, but in relative terms, they would be more important for the smaller countries in the region. Cooperation in river basin management may not sufficiently stabilize water flows, but better forecasting and preparedness can reduce the human and economic cost of floods and droughts. The tension between potentially large economic gains and a substantial trust deficit sheds light on a possible way forward. The volume calls for seizing every opportunity to make progress across all sectors. It also calls for using bilateral and subregional deals as building blocks for broader agreements. Given the region’s asymmetry, generous leadership by India is essential.
