World Development Report 2012 Gender Equality and Development Preliminary Cover

The World Development Report 2012: Gender Equality and Development will focus on the evolution of gender equality across the world in the context of the development process. The report will consider gender equality as a core development goal in itself, and will argue that gender equality matters for the pace of development. Improvements in gender equality can generate gains in economic efficiency and improvements in other development outcomes. And gender equality has consequences for the quality and representativeness of the institutions a society develops. For key dimensions of gender equality, the report will show that although many women around the world still continue to struggle with genderbased disadvantages, much has changed for the better and at a more rapid pace than ever before. But the report will also show that progress needs to be expanded, protected and deepened. In order to understand why progress has varied across dimensions of gender equality and between countries, the report will look at how markets interact with formal and informal Table of Contents Overview institutions to influence Paperback. Policymakers and practitioners still face gaps in knowledge both in how gender equality matters for development and how best to incorporate these links in policy design. This WDR aims to bridge these gaps by building upon the growing body of multidisciplinary theory, evidence, and data on these links while highlighting the knowledge gaps that remain.

October 2011. 264 pages. Stock no. C18833 (ISBN: 978-0-8213-8833-4). US$35.00

Localizing Development Does Participation Work? By Ghazala Mansuri and Vijayendra Rao

The idea that fostering citizen participation is central to resolving problems of good governance and development is one that has acquired tremendous force in recent times. It is the unifying theme which underlies many different approaches towards localizing development, whether in the form of community based/driven projects, or the decentralization of government decision making. Community participation in the development process is expected to build demand for inclusive and effective local governance, empower poor and vulnerable groups, improve the delivery of public services, and increase access to resources and livelihood opportunities—particularly for the most marginalized. In line with this, both governments and donors have invested very substantial resources in programs and projects which use participatory approaches to build local institutions.

Policy Research Reports

December 2011. 200 pages. Stock no. C18256 (ISBN: 978-0-8213-8256-1). US$35.00

Localizing Development examines the conceptual foundations of this approach and builds an analytical framework in which civic participation is viewed as a potential solution to specific civil society, market, and government failures. It then uses this framework to accomplish two things. First, it reviews the evidence on the efficacy of participatory approaches to problems of development. It then identifies the ways in which observed policy choices for inducing participation are intimately shaped and constrained by the historical, socio-cultural, and political context. In assembling the evidence, the authors takes a broad multi-disciplinary view, drawing on the evidence to provide key lessons for policy.

Yes, Africa Can Success Stories from a Dynamic Continent Edited by Punam Chuhan-Pole and Manka Angwafo

Drawing on the existing knowledge of African development from previous publications, Yes Africa Can: Success Stories from a Dynamic Continent takes an in-depth look at 26 economic and social development successes in Sub-Saharan African countries—twenty from individual countries and six that cut across the region. These stories manifest at the project, provincial, sub-national, national, or regional level and across themes, programs, and sectors.

June 2011. 580 pages. Stock no. C18745 (ISBN: 978-0-8213-8745-0). US$49.95

The book aims to address how Sub-Saharan African countries have overcome major development challenges. The main components of each case study include: (i) a description of the achievement and the elements that qualify the outcome as successful; (ii) an assessment of the main policies, interventions, actions, and other factors that contributed to the positive outcome; (iii) a presentation of the lessons learned and the contribution to the discourse on African development; and (iv) insights on the usability or applicability of the achievement in terms of the potential for scaling up the interventions and actions.

Individual case studies also examine the role of the key stakeholders—the government, donors, or private investors—in facilitating and promoting the achievement. The studies are classified into four categories: overcoming or avoiding massive government failure, rebuilding or creating a government, rationalizing government involvement in markets, and listening to the people.

Lessons from Leaders—Conflict and Fragility in the 21st Century

An Investment Sourcebook

Berlin Workshop Series 2011 Edited by Claudia Sepulveda and Albrecht Ansohn

While investments in public R&D, extension and education organizations, and strengthened linkages between them have resulted in high returns and propoor growth, they are not sufficient to meet today’s challenges for agricultural innovation in a rapidly changing context. This Sourcebook provides a menu of tools and operational guidance, good practice lessons, descriptions and illustrations of approaches for designing and investing in agricultural innovation. The Sourcebook is targeted to key actors within international and regional development agencies and national governments, operational staff, and practitioners.

The Land Governance Assessment Framework

The Making of World-Class Research Universities Edited by Philip G. Altbach and Jamil Salmi

The positive contribution of tertiary education is increasingly recognized as not limited to middleincome and advanced countries, since it applies equally to low-income economies. Tertiary education can help countries become more globally competitive by developing a skilled, productive, and flexible labor force and by creating, applying, and spreading new ideas and technologies. Research universities are reckoned among the central institutions of the 21st century knowledge economies. This book extends the analysis of the framework presented in The Challenge of Establishing World-Class Universities (Salmi 2009) and by examining the recent experience of 11 universities in nine countries that have grappled with the challenges of building successful research institutions in difficult circumstances and learning from the lessons of these experiences. Streamlined Analysis with ADePT Software

Rising Global Interest in Farmland Can It Yield Sustainable and Equitable Benefits? By Klaus Deininger, Derek Byerlee This book not only highlights the risks associated with large-scale investment in land, but also advises on how governments can create an environment to attract investment that contributes to broad-based growth and poverty reduction in cases where land acquisition by large investors makes sense from a social, economic, and environmental perspective.

This book gathers in one volume all the information needed to use ADePT Edu, the software platform created by the World Bank for the reporting and analysis of education indicators and education inequality. It includes a primer on education data availability, an operating manual for the software, a technical explanation of all the education indicators generated, and an overview of global education inequality using ADePT Edu.

February 2009. 132 pages. Stock no. C17865 (ISBN: 978-0-8213-7865-6). US$22.00

By Lars Sondergaard and Mamta Murthi

For a region with high educational attainment, a shortage of skills in Europe and Central Asia has emerged as one of the most important constraints to growth. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (“not just diplomas but skills”). It recommends greater focus on the quality of education and measuring what students actually learn, as well as bigger emphasis on incentives to produce better learning results.

One Goal, Two Paths Achieving Universal Access to Modern Energy in East Asia and Pacific Despite the East Asia and Pacific (EAP) region’s impressive economic growth, over 1 billion of its people still lack access to electricity and modern cooking solutions. To achieve universal access to modern energy by 2030, this book exhorts EAP countries to advance simultaneously on two paths: (1) accelerate programs for grid and offgrid electricity through appropriate policies and innovative technologies; and (2) scale up access to clean cooking fuels and efficient cooking stoves, particularly for biomass in poor rural areas.

Over the coming decades, the supply of electric power will need to expand to meet the growing demand for electricity, but how the production and use of electricity develops will have broad ramifications for the diverse economies and societies of Latin America and the Caribbean. This book discusses the critical issues for the power sector in the region considering a baseline scenario to 2030. Among these issues are the demand for electricity, the total new supply of electric-generating capacity needed, and the technology and fuel mix of the generating capacity. Outage Investment shortfalls in the power sector in Eastern Europe and Central Asia By Ani Balabanyan, Edon Vrenezi, Lauren Pierce, and Danzel Hankinson

This study analyzes the impacts of the financial crisis on power sectors in five countries in the region: Armenia, Kyrgyz Republic, Romania, Serbia and Ukraine. Before the financial crisis, these countries faced expected power shortages as a result of large investment gaps. With the financial crisis, GDP dropped, leading to a drop in demand for electricity. The drop in demand created a window of opportunity for meeting investment needs, but the crisis has limited the sources of financing available to the sector. In the post-crisis period, the study concludes that policymakers need to prioritize public spending and create a legal and regulatory environment more conducive to private investment. The Changing Wealth of Nations Measuring Sustainable Development in the New Millennium

Financing Africa Through the Crisis and Beyond By Thorsten Beck, Samuel Munzele Maimbo, Issa Faye, and Thouraya Triki

Financing Africa takes stock of Africa’s financial systems in light of recent changes in the global financial system—including the greater risk aversion of international investors, a shift in economic and financial powers towards emerging markets, and the regulatory reform debate—and the increasing role of technology. This book reaches out to both policy makers concerned about a more inclusive and effective financial system and other stakeholders, including practitioners and development partners.

This book is the latest report by the World Bank to estimate comprehensive wealth—including produced, natural and human / institutional assets—for over 100 countries. This ground-breaking report presents wealth accounts for 1995, 2000, and 2005, permitting the first longerterm assessment of global, regional, and country performance in building wealth. This overall assessment is complemented by chapters detailing individual components of wealth, as well as how countries and the World Bank are using comprehensive measures of wealth for policy analysis.

Financial Access and Stability A Road Map for the Middle East and North Africa This study reviews the region’s financial systems, the severity of the limitations on access to finance, and the main factors behind such limitations. It goes on to provide a road map for expanding access and preserving financial stability.

The Economics of Effective Prevention This book looks at disasters primarily through an economic lens. Peering into the future, it shows that while urbanization and climate change will increase exposure to hazards, vulnerability can be reduced if cities are better managed. This book will be of interest to government officials, urban planners, relief agencies, NGOs, donors, and other development practitioners .

The countries of the Middle East and North Africa (MENA) have been recovering from the global financial crisis, but the recent political turmoil has interrupted the pace of credit and output recovery in many countries. The political turmoil in the MENA region reveals deep-seated frustrations and a sense of political, social, and economic exclusion, especially among the youth. This study reviews the region’s financial systems, the severity of the limitations on access to finance, and the main factors behind such limitations. It goes on to provide a road map for expanding access and preserving financial stability.

A Banker’s Compliance Guide to Preventing Money Laundering and Terrorist Financing By Heba Shams and Mark Butler

The financial systems of Latin America and the Caribbean (LAC) have been widely resilient to the global financial crisis, which reflects strong progress in both macroeconomic management and prudential oversight. However, the current juncture provides a unique tapestry upon which this book examines several key questions and challenges looking forward. Does LAC continue to underperform on some key financial development indicators and, if so, why? How can LAC’s financial systems contribute more effectively to the region’s welfare and growth? How can LAC secure the benefits of deepening financial development while avoiding the fault lines that recently burst to the surface in other parts of the world? Latin American and Caribbean Studies

A growing concern among those interested in economic development is the realization that hundreds of billions of dollars are illicitly flowing out of developing countries to tax havens and other financial centers in the developed world. The chapters by authors from a variety of backgrounds, including criminologists and practicing lawyers as well as economists, examine many dimensions of the phenomenon, such as the political economy of the issue, the contribution of major illegal markets, and the corporate role in the phenomenon. This title assesses the dynamics of these illicit flows, much of which is from corruption and tax evasion.

Streamlined Analysis with ADePT Software By Adam Wagstaff, Marcel Bilger, Zurab Sajaia, and Michael Lokshin

Two key policy goals in the health sector are equity and financial protection. New methods, data, and powerful computers have led to a surge of interest in quantitative analysis that permits monitoring progress toward these objectives, and comparisons across countries. ADePT is a new computer program that streamlines and automates such work, ensuring that results are genuinely comparable and allowing them to be produced with a minimum of programming skills. This book provides a step-by-step guide to the use of ADePT for quantitative analysis of equity and financial protection in the health sector. It also gives the reader an accessible guide to the concepts and methods used by the software, as well as more detailed technical explanations.

H E A L T H , N U T R I T I O N , and P O P U L A T I O N Financing Health Care in East Asia and the Pacific

How Governments Can Engage the Private Sector to Improve Health in Africa

Best Practices and Remaining Challenges

Healthy Partnerships

By John C. Langenbrunner and Aparnaa Somanathan

The East Asia and Pacific (EAP) region is characterized by wide variations in the types of health financing systems. The continued high prevalence of communicable diseases coupled with the rapid population aging place EAP financing systems under pressure. The basic premise of this book is that health systems need to generate sustainable, adequate financing for health so as to ensure that health outcomes are optimized and financial protection is guaranteed. It reviews best practices and remaining challenges with regard to each of the functions of health financing across EAP countries

Since the private health sector is an important, and often dominant, provider of health services in Sub-Saharan Africa, it is the job of governments as the stewards of the health system to engage with it. This Report presents newly collected data on how and how effectively each country in the Africa region is engaging the respective private health sectors; and how the engagement compares across the region.

Exporting Services A Developing Country Perspective Edited by Arti Grover Goswami, Aaditya Mattoo, and Sebastian Saez

The services sector is key to economic growth, competitiveness, and poverty alleviation. In addition, services exports have become an important part of export diversification strategies for some developing countries. This book aims at identifying factors that helped developing countries succeed in exporting services and provides lessons for others. It focuses on how developing countries succeeded in increasing key services exports and the strategies that were successful for services exports as well as those that did not deliver the expected results. It is for trade specialists and policymakers interested in improving their understanding of the fundamentals as well as specific factors that influenced services exports performance, and will be a useful tool for governments to design successful trade and promotion strategies, as well as sound domestic policy reforms in the service sector.

For countries as diverse as China and Mauritius, Special Economic Zones (SEZs) have been a powerful tool to attract foreign investment, promote export-oriented growth, and generate employment; for many others, the results have been less than encouraging. This volume aims to contribute to a better understanding of the role and practice of SEZs in developing countries, in order to better equip policymakers in making effective decisions in planning and implementing SEZ programs. It covers some of the emerging issues and challenges in SEZs – including upgrading, regional integration, WTO compliance, innovation, the environment, and gender issues – with practical case examples from SEZ programs in developing countries. Border Management Modernization Edited by Gerard McLinden, Enrique Fanta, David Widdowson, and Tom Doyle Border clearance processes by customs and other agencies are among the most important and problematic links in the global supply chain. Delays and costs at the border undermine a country’s competitiveness, either by taxing imported inputs with deadweight inefficiencies or by adding costs and reducing the competitiveness of exports. This book provides a practical guide to assist policy makers, administrators, and border management professionals with information and advice on how to improve border management systems, procedures, and institutions.

Edited by Ibrahim Sirkeci, Jeffrey H. Cohen, and Dilip Ratha

During the 2008 financial crisis, the possible changes in remittance-sending behavior and potential avenues to alleviate a probable decline in remittance flows became concerns. This book brings together a wide array of studies from around the world focusing on the recent trends in remittance flows. The authors have gathered a select group of researchers from academic, practitioner, and policy making bodies. Thus the book can be seen as a conversation between the different stakeholders involved in or affected by remittance flows globally. The book is a first-of-its-kind attempt to analyze the effects of an ongoing crisis on remittance flows globally.

MACROECONOMICS AND ECONOMIC GROWTH Breeding Latin American Tigers

The Political Economy of Decentralization Reforms

Operational Principles for Rehabilitating Industrial Policies in the Region

Implications for Aid Effectiveness

By Robert Devlin and Graciela Moguillansky

This book is motivated by the emerging rehabilitation of industrial policies as a tool for supporting economic transformation and high rates of growth in developing countries. It first examines the “how” of industrial policy in the public sectors of ten non-Latin American countries in Asia, Europe, and Oceania that have been successful in promoting economic catch-up with rich countries, or have performed better than Latin American countries with similar resource endowments. The book defines“10+1” generic First Principles for the use, design, and execution of modern industrial policies, and then examines the experiences of nine Latin American and Caribbean governments against these First Principles. The authors identify large gaps in the organizational and operational effectiveness of their public sectors, and suggest ways to close these gaps. Latin American Development Forum

From Right to Reality Incentives, Labor Markets, and the Challenge of Achieving Universal Social Protection in Latin America and the Caribbean By Helena Ribe, David Robalino, and Ian Walker

This book shows that recent reforms have expanded social protection to the most vulnerable groups in Latin America and the Caribbean (LAC) but the coverage of contributory social insurance has stagnated, creating a two-tier, fragmented system. It proposes a strategy for improving the coherence of the social protection system and expanding the coverage and adequacy of benefits to all citizens, while avoiding perverse incentives to reduce work and savings, seek informality, or increase the costs of service provision. To turn the right to social protection into a reality for all in LAC, transparent, progressive subsidies should be used to help low-income workers access contributory social insurance. At the same time, targeted safety net programs should avoid creating disincentives to work or save and do more to promote human capital investment and labor market opportunities.

The Elderly and Old Age Support in Rural China By John Giles, Dewen Wang, and Philip O’Keefe

While poverty has fallen dramatically in China since the start of reforms, there are concerns that the rural elderly may not be benefiting from growth to the same extent as young people and the urban elderly. This book provides empirical analysis of the welfare and living conditions of the rural elderly in China since the early 1990s, and finds a solid case for greater public intervention. It then examines the evolution of the rural pension system over the past two decades, examining the implementation experience and options for strengthening old age protection. A Workbook on Planning for Urban Resilience in the Face of Disasters

Harnessing Urbanization for Growth and Poverty Alleviation

Adapting Experiences from Vietnam to Other Cities

Urbanization is a defining phenomenon of this century and the developing world is where this demographic transformation is taking place. Over 90 percent of urban growth is now occurring in the developing world and nearly two billion people will become urban residents in the next twenty years. This reality makes the World Bank’s Urban and Local Government Strategy presented in this book both relevant and compelling. The new strategy, structured around five thematic areas, suggests ways for developing countries to maximize the benefits of urbanization while avoiding the congestion costs. It delves into new programmatic approaches to urban poverty while embracing the challenge of the climate change agenda. Urban Development Series

October 2011. 200 pages. Stock no. C18494 (ISBN: 978-0-8213-8494-7). US$30.00

This Workbook offers a step-by-step guide for city officials in proactively planning for natural disasters and climate change impacts. It is based on learning from three cities in Vietnam—Ha Noi, Can Tho, and Dong Hoi—that developed Local Resilience Action Plans (LRAPs) containing a set of prioritized actions, related to both infrastructure as well as policy/ regulatory and socioeconomic actions. These LRAPs are based on vulnerability and risks assessments, a gaps analysis drawing on an inventory of planned investments and policy changes, and multistakeholder priority setting. The on-the-ground learning from these pilot cities in Vietnam has paved the way for cities in China, Indonesia, and the Philippines to embark on similar processes. This Workbook is a complement to the best-selling Climate Resilient Cities: A Primer on Reducing Vulnerabilities to Disasters (2009). Directions in Development
