Introduction The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, 2009. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank’s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. 1
In addition to the project progress description, the FY09 SOPE report contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date.

The objective is to: (a) support fiscal federalism and regional fiscal reform project; and (b) to promote a series of public financial management reforms both at the federal and subnational level of government.
Progress toward achieving development objective(s):
Notable achievements include: the drafting of legal documents on the establishment of autonomous entities and developing a monitoring system for tracing transformation of existing state entities into autonomous entities; developing methodological recommendations on financial management reform at the regional and municipal level, as well as medium-term financial planning and preparation of three-year budget at sub-national level; preparing a guide for a financial control system for executive authorities; the drafting of model legislation on a financial body of a municipal government, including methodologies on performance measurement; the drafting of model legislation on funds for the financial support of localities, including methodologies on the assessment of the quality and efficiency of service delivery for sub-national governments; analyzing legal aspects of asset classification and management; performing statistical analysis and methodologies on the assessment of tax capacity with respect to intergovernmental transfers; and the drafting of legislation on bankruptcy procedures for sub-national authorities.

The work on economic statistics methodology and new technology for data collection and processing, as well as on large-scale training has started. Although progress is slow, the necessary arrangements to speed up project execution were discussed and agreed upon by the parties.

The government allocated an additional USD 44.5 million for the project as its co-financing. These funds will help to reach all project objectives in full.
Project development objective(s):
The main development objective of the project is to increase the accuracy of forecasts provided to the Russian people and economy by modernizing key elements of RosHydromet's technical base and strengthening its situational arrangements. This would enable enterprise and household adjustments to protect lives and support economic growth.
Progress toward achieving development objective(s):
In fiscal year 2009, the project has made a good progress towards achieving its objectives. Almost all original project funds are committed or disbursed which resulted in installation of new equipment, the introduction of new techniques and practices and the provision of better services to hydromet clients.

The objective is to (a) simplify and improve procedures for the registration of rights in immovable property; (b) improve the information flow from the registry to users so as to facilitate the development of real property markets; (c) improve the quality of registration services provided; and (d) strengthen the linkages with other organizations dealing with real property.
Progress toward achieving development objective(s):
The project loan became effective only in April 2008. The previously separated cadastre and registration agencies merged into one agency in December 2008. This is good progress; however, due to this institutional uncertainty, project implementation has not effectively started.

The objectives are to: (a) strengthen and streamline federal and regional institutional structures for environmental and natural resource management; (b) improve federal and regional environment policy and strategy formulation and implementation; (c) upgrade environmental and natural resource management systems; (d) address priority environmental management investment needs through the setting up of initial capitalization of the National Pollution Abatement Facility; (e) assist in the financing of economically viable, high priority resource recovery/pollution abatement projects in the country; and (f) facilitate the flow of donor funds and resources to the environmental protection sector.
Progress toward achieving development objective(s):
The development objectives (a), (b) and (c) related to technical assistance components of the project were completed in 2002. Progress reached in fiscal year 2009 towards achieving objectives (d), (e) and (f) was very limited. Only two small pollution abatement investments are under implementation. More than USD 20 million of uncommitted resources will be cancelled.

The objective is to develop the capital markets and establish a federal debt and risk management system.
Progress toward achieving development objective(s):
The progress has remained good. The project has strengthened the core supervision and market monitoring capacity of the Securities Commission. It has also helped address broader financial sector policy issues, such as improving the debt and assets management framework (including the management of the reserves fund) and assess the impact of the recent government anti-crisis measures. Prior to the financial crisis, market capitalization had reached over 100 percent of GDP which is quite noteworthy. The closing date was extended until June 30, 2010 to implement a number of additional capital and financial market development activities.

Project development objective(s):
The objective of the project is to simplify and expedite the procedures for measuring and recording of land and real estate properties in 40 oblasts of the Russian Federation.
Progress toward achieving development objective(s):
Training of staff in cadastre offices has been completed. Duplicative or unnecessary steps in cadastre registration have been removed and the process simplified. Forty oblasts received, installed, and tested equipment and software for inter-relations with municipalities, including the combined land/building cadastre. This will minimize the visits by citizens to several offices. Pilot testing for real estate valuation lays the foundation for adoption nationally. As a result of the project, the average time for completion of a transaction is reduced from four months to 20 days. Some specific transactions can be completed in 20 minutes instead of two hours. The new law on cadastre is progressive and allows for simplified procedures, licensing of surveyors, and flexibility in using the private sector and electronic access to information.

The objective is to test a set of actions to assist municipalities in the Russian Federation to cope with the effects of economic transition by providing out-migration assistance and developing strategies to draw on potential efficiency gains from a decreased population in these municipalities.
Progress toward achieving development objective(s):
The project has made major progress in achieving its development objective during the initial waves of out-migration support. However, since the government's request of 2007 for a project extension and partial restructuring to include additional region s for piloting the out-migration scheme and restructuring measures, no progress towards development objective has been made. This happened because of implementation failure of the federal government to set up a modified implementation scheme with the Ministry of Regional Development to become a lead agency.

As the project is nearing closure, most of the development objective targets have been met. The project has included the development of policy, forest certification, measures to combat illegal logging, installation of forest fire and pest management systems, and training. However, progress with the institutional strengthening of forest enterprises has stagnated, with a lack of progress in the development of the sub-project pipeline, and slow disbursement of current sub-projects.

However, the automation and streamlining of business processes of the Federal Customs Service was dependent on the procurement and installation of several large-scale IT systems which will require about two more years, necessitating an extension of the closing date.

Project development objective(s):
The objectives are to improve the business climate in St. Petersburg through a set of multi-sector reforms and investments in selected cultural sites that are critical to preserve St. Petersburg's position as one of Russia's top centers of culture and arts and to enable its future development as an international cultural destination.
Progress toward achieving development objective(s):
As a result of stimulating private sector participation, the number of new small and medium enterprises registered in the city has almost doubled since 2002. The number of private transactions for land and real estate is nearly twice larger than the target value. The creditworthy status of St. Petersburg continues to be confirmed by Standard & Poors, Moody's and Fitch ratings. The city continues to attract an increasing number of tourists. The number of tourists has grown by more than 150 percent since project approval and reached 4.6 million visitors per year. So far the number of visitors continues to be stable despite the beginning of the global economic crisis, and the number of foreign tourists in 2008 rose by 10 percent compared to 2007.

Project development objective(s):
The objectives are to: (a) ensure conditions for effective budget implementation; and (b) provide a transparent system of accounting that enables effective management and audit of financial resources.
Progress toward achieving development objective(s):
The project implementation speed has improved in 2009. The pilot testing of Federal Treasury Automation System has been completed in three regions (Saratov, Samara, Ulyanovsk). Following the completion of data migration, all pilot regions are expected to switch off the existing system and start using the new system for daily operations from September 1, 2009. More than 80 percent of the countrywide telecommunication network and the installation of engineering systems has been established. The first wave of the system roll-out in 50 regions is scheduled to start in January 2010. The remaining 30 regions are expected to go live as the second wave in mid2010. An extension of the closing date until December 2010 is envisaged.
