WELCOME MESSAGE Distinguished Guests and Delegates Welcome to Singapore! This week, we are honoured to host three global events dedicated to the pressing issues of attaining liveability and sustainability: World Cities Summit, Singapore International Water Week and CleanEnviro Summit Singapore.

As the pace of urbanisation accelerates with rising complexity, the need for more interaction and collaboration among the public, private and people sectors has become more urgent. Beyond policy and technology innovations, integrated planning and implementation across sectors and dynamic governance are critical success factors. The World Cities Summit (WCS) 2014 provides a platform for governments, businesses and international organisations to share insights and solutions. It allows for the participants to explore how cities can be more liveable and sustainable, under the theme “Liveable and Sustainable Cities: Common Challenges, Shared Solutions”. This year, the WCS Mayors Forum has attracted mayors and city leaders from more than 125 cities, with many first-time attendees. This is testament to its growing importance as a premier global platform for city leaders to share best practices and build strong ties. Another highlight of WCS is the award of the Lee Kuan Yew World City Prize. We congratulate Suzhou City, the third Lee Kuan Yew World City Prize Laureate for its remarkable transformation, especially during the past two decades. The WCS plenary sessions will feature senior policymakers and leading experts. The six Thematic Tracks will enable government leaders and industry players to explore specific themes. The WCS Pavilion will include a Sustainable Singapore pavilion and a Safe & Liveable Cities pavilion. WCS 2014 will also see new initiatives, such as the WCS Young Leaders Symposium, and In-Focus forum on development opportunities in Latin America. This year, WCS will also coincide with the 10th Ministers’ Forum on Infrastructure Development in the Asia-Pacific Region. We welcome the participating Ministers to WCS 2014. All cities face common challenges. There is no point in re-inventing the wheel. Solutions that prove effective somewhere are likely to be useful elsewhere too. Singapore supports the active sharing of ideas and best practices to spur further innovation. Along the way, I am sure deeper partnerships will also be forged at this World Cities Summit among the participants. I wish all a fulfilling and enjoyable time in Singapore.

10TH MINISTERS’ FORUM ON INFRASTRUCTURE DEVELOPMENT IN THE ASIA-PACIFIC REGION (APIMM) (By invitation only) SYNOPSIS Initiated by Japan in 1995, APIMM aims to provide Ministers and Senior Government Officials of member countries with a unique international platform to discuss development strategies and policies, exchange views, and share experiences in infrastructure development. The theme for the 10th APIMM is “Infrastructure for Sustainable Development: Creating Liveable Communities”, with the focus on: • Governance: How governments, markets, and communities can work together to develop urban, water and environmental infrastructure in a sustainable manner • Master Planning: The key roles that environmental, social and water considerations play in integrated national or urban planning • Financing: Private and public financing support for sustainable infrastructure

IN-CONVERSATION & OPENING PLENARY SHAPING OUR CITIES, WATER AND ENVIRONMENT FOR A LIVEABLE AND SUSTAINABLE FUTURE SYNOPSIS Urbanisation is accelerating. Two thirds of the global population would be living in urban areas by 2040. Whilst cities have become engines of growth for emerging countries and nodes of opportunities bringing general improvements to the quality of life for people, increased concentration of industrial, transport and agricultural activities are all exacting enormous pressures on urban environments and their hinterlands, straining existing infrastructure, housing inventories and the world’s natural resources. Changing climate patterns, bringing about extreme weather conditions - rising seawater, droughts, heavy precipitation and flooding in different areas - amplify the already intense challenges we face over urban, water and sanitation resources. Moreover, ageing infrastructure, and emerging water contaminants all present new challenges for decision-makers. To date, some 884 million people lack access to safe drinking water and more than 2.6 billion people lack access to basic sanitation. With rising expectations of public service delivery and demand from citizens for fair access to a liveable and sustainable city, urban leadership and governance is critical for sound implementation of sustainable policies to ensure the supply of clean, affordable drinking water and safe sanitation for all and to build urban resilience through climate change adaptation and mitigation measures. How do we create a roadmap towards a more liveable and sustainable urban future? At the Opening Plenary, speakers from government, industry and non-government/international organisation sectors will share insights on the cross-disciplinary urban policy and governance issues, placing emphasis on emerging challenges and the respective roles of stakeholders towards co-creating a liveable and sustainable city. The key questions to answer include: • What are our common challenges (between global and city levels, public and private sectors) in creating sustainable developments? • Should there be a limitation on physical developments and resource uses? • How can cities create their own sustainable pathways?

WORLD CITIES SUMMIT PLENARY 1 THE NEXT URBAN DECADE: CRITICAL CHALLENGES & OPPORTUNITIES SYNOPSIS Plenary 1 will paint the realities of urbanisation, how it is reshaping our planet and radically transforming economies and societies. What are the critical urban challenges and opportunities in the next 5–10 years? Despite differences in urbanisation progress and levels among cities, lessons can be drawn from common challenges faced by cities in the following areas: • Different urbanisation levels reached by different regions – What lessons can developing cities draw from the successful urban experiences of more developed cities, and vice versa? Are today’s developed cities sustainable, and if not, which changes would be critical? • Unequal pace of development between cities and their larger regions – Unequal development across cities, countries and regions generate political tensions between different urban stakeholders. How can city governments manage such unequal development and distribute cost-benefits across national and regional levels? • Governance and capacity strengthening – There is an urgent need to increase integrity in governance, creating effective capacities for regulation and enforcement, coordinating across overlapping jurisdictions, and strengthening the role of the people sector as partners, including to serve as watchdogs and whistleblowers. • Cross-sector approach to urban issues – Urban issues do not exist in isolation. Population growth, the economy, housing supply, transportation, water and sanitation are all interlinked. How can we understand and manage the complex urban system better? • Innovative R&D technologies, solutions and collaborative efforts – Relevant, practical urban innovations are often the products of close collaboration among government, private sector companies and research institutes. What are the potential areas of partnership in new urban technologies and solutions test- bedding?

Feedback loops make outcomes unpredictable, and the impacts of policy decisions are often not obvious or measurable in the short-term. Good urban governance requires better connections across public, private and people sectors, a consistent long-term vision tempered by flexibility and pragmatism, and sound institutions with a strong culture of integrity. The temptation to forego medium and long-term results for the short term can be difficult to ignore, given a limited political lifespan. Will mayors show the way to a sustainable and liveable urban future?

How have cities’ relationships with their national governments, as well as governance structures and institutions, made them globally competitive? • What can leaders in public, private and people sectors do to bring about a culture of integrity and put in place a robust policy making framework, implementation processes and incentive structures? • How can governance structures and institutions in cities manage the downsides of rising inequality, strains on urban infrastructure, services and tensions in the social fabric? • Creating a liveable and sustainable city is a complex long-term undertaking which needs active involvement from different stakeholders. How can patronage pressures be kept at bay to prevent reform efforts from getting derailed? • With increasingly volatile economic cycles, cities need the resilience and flexibility to cope with booms and busts. SOUTHEAST ASIA IN-FOCUS: The Next Growth Frontier - Economic Prospects, Development Opportunities and Urbanisation Challenges Southeast Asia is poised to be one of the fastest growing economic regions with projected GDP averaging 5.4% per annum between 2014-18 (source: OECD). Cities and provinces are the key drivers behind such exponential economic growth, in tandem with rising urbanisation. By 2030, more than 50% of the region’s total population is expected to live in urban environments. Demand for infrastructure to support this urban growth is tremendous. The Asian Development Bank has projected the region’s annual infrastructure needs to be $60 billion for the next decade, in addition to national cross-border projects such as airports, seaports, and roads to borders. The Forum will delve deeper into the opportunities and challenges of emerging provinces in Southeast Asia and offer insights into key infrastructural developments and projects in the region.
