WORLD CITIES SUMMIT 2014

WELCOME MESSAGE Distinguished Guests and Delegates Welcome to Singapore! This week, we are honoured to host three global events dedicated to the pressing issues of attaining liveability and sustainability: World Cities Summit, Singapore International Water Week and CleanEnviro Summit Singapore.

_ KHAW BOON WAN Minister for National Development, Singapore

As the pace of urbanisation accelerates with rising complexity, the need for more interaction and collaboration among the public, private and people sectors has become more urgent. Beyond policy and technology innovations, integrated planning and implementation across sectors and dynamic governance are critical success factors. The World Cities Summit (WCS) 2014 provides a platform for governments, businesses and international organisations to share insights and solutions. It allows for the participants to explore how cities can be more liveable and sustainable, under the theme “Liveable and Sustainable Cities: Common Challenges, Shared Solutions”. This year, the WCS Mayors Forum has attracted mayors and city leaders from more than 125 cities, with many first-time attendees. This is testament to its growing importance as a premier global platform for city leaders to share best practices and build strong ties. Another highlight of WCS is the award of the Lee Kuan Yew World City Prize. We congratulate Suzhou City, the third Lee Kuan Yew World City Prize Laureate for its remarkable transformation, especially during the past two decades. The WCS plenary sessions will feature senior policymakers and leading experts. The six Thematic Tracks will enable government leaders and industry players to explore specific themes. The WCS Pavilion will include a Sustainable Singapore pavilion and a Safe & Liveable Cities pavilion. WCS 2014 will also see new initiatives, such as the WCS Young Leaders Symposium, and In-Focus forum on development opportunities in Latin America. This year, WCS will also coincide with the 10th Ministers’ Forum on Infrastructure Development in the Asia-Pacific Region. We welcome the participating Ministers to WCS 2014. All cities face common challenges. There is no point in re-inventing the wheel. Solutions that prove effective somewhere are likely to be useful elsewhere too. Singapore supports the active sharing of ideas and best practices to spur further innovation. Along the way, I am sure deeper partnerships will also be forged at this World Cities Summit among the participants. I wish all a fulfilling and enjoyable time in Singapore.

2 JUNE MONDAY MORNING 9.00am – 12.30pm Sands Grand Ballroom L Level 5

IN-CONVERSATION & OPENING PLENARY SHAPING OUR CITIES, WATER AND ENVIRONMENT FOR A LIVEABLE AND SUSTAINABLE FUTURE SYNOPSIS Urbanisation is accelerating. Two thirds of the global population would be living in urban areas by 2040. Whilst cities have become engines of growth for emerging countries and nodes of opportunities bringing general improvements to the quality of life for people, increased concentration of industrial, transport and agricultural activities are all exacting enormous pressures on urban environments and their hinterlands, straining existing infrastructure, housing inventories and the world’s natural resources. Changing climate patterns, bringing about extreme weather conditions - rising seawater, droughts, heavy precipitation and flooding in different areas - amplify the already intense challenges we face over urban, water and sanitation resources. Moreover, ageing infrastructure, and emerging water contaminants all present new challenges for decision-makers. To date, some 884 million people lack access to safe drinking water and more than 2.6 billion people lack access to basic sanitation. With rising expectations of public service delivery and demand from citizens for fair access to a liveable and sustainable city, urban leadership and governance is critical for sound implementation of sustainable policies to ensure the supply of clean, affordable drinking water and safe sanitation for all and to build urban resilience through climate change adaptation and mitigation measures. How do we create a roadmap towards a more liveable and sustainable urban future? At the Opening Plenary, speakers from government, industry and non-government/international organisation sectors will share insights on the cross-disciplinary urban policy and governance issues, placing emphasis on emerging challenges and the respective roles of stakeholders towards co-creating a liveable and sustainable city. The key questions to answer include: • What are our common challenges (between global and city levels, public and private sectors) in creating sustainable developments? • Should there be a limitation on physical developments and resource uses? • How can cities create their own sustainable pathways?

WORLD CITIES SUMMIT PLENARY 1 THE NEXT URBAN DECADE: CRITICAL CHALLENGES & OPPORTUNITIES SYNOPSIS Plenary 1 will paint the realities of urbanisation, how it is reshaping our planet and radically transforming economies and societies. What are the critical urban challenges and opportunities in the next 5–10 years? Despite differences in urbanisation progress and levels among cities, lessons can be drawn from common challenges faced by cities in the following areas: • Different urbanisation levels reached by different regions – What lessons can developing cities draw from the successful urban experiences of more developed cities, and vice versa? Are today’s developed cities sustainable, and if not, which changes would be critical? • Unequal pace of development between cities and their larger regions – Unequal development across cities, countries and regions generate political tensions between different urban stakeholders. How can city governments manage such unequal development and distribute cost-benefits across national and regional levels? • Governance and capacity strengthening – There is an urgent need to increase integrity in governance, creating effective capacities for regulation and enforcement, coordinating across overlapping jurisdictions, and strengthening the role of the people sector as partners, including to serve as watchdogs and whistleblowers. • Cross-sector approach to urban issues – Urban issues do not exist in isolation. Population growth, the economy, housing supply, transportation, water and sanitation are all interlinked. How can we understand and manage the complex urban system better? • Innovative R&D technologies, solutions and collaborative efforts – Relevant, practical urban innovations are often the products of close collaboration among government, private sector companies and research institutes. What are the potential areas of partnership in new urban technologies and solutions test- bedding?

1 WILL MAYORS RULE THE WORLD? SYNOPSIS Urban challenges such as inequality, congestion, environmental degradation and housing shortages are complex. Feedback loops make outcomes unpredictable, and the impacts of policy decisions are often not obvious or measurable in the short-term. Good urban governance requires better connections across public, private and people sectors, a consistent long-term vision tempered by flexibility and pragmatism, and sound institutions with a strong culture of integrity. The temptation to forego medium and long-term results for the short term can be difficult to ignore, given a limited political lifespan. Will mayors show the way to a sustainable and liveable urban future?

04 /TUESDAY PROGRAMME

PROGRAMME SYNOPSIS

3 JUNE Tuesday MORNING Innovations in Dynamic Urban Governance • Cities tend to be more nimble and responsive to global and local changes. How have cities’ relationships with their national governments, as well as governance structures and institutions, made them globally competitive? • What can leaders in public, private and people sectors do to bring about a culture of integrity and put in place a robust policy making framework, implementation processes and incentive structures? • How can governance structures and institutions in cities manage the downsides of rising inequality, strains on urban infrastructure, services and tensions in the social fabric? • Creating a liveable and sustainable city is a complex long-term undertaking which needs active involvement from different stakeholders. How can patronage pressures be kept at bay to prevent reform efforts from getting derailed? • With increasingly volatile economic cycles, cities need the resilience and flexibility to cope with booms and busts. How can cities resolve the tension between the need to think long-term, and pressure to show results in the short-term? How can city governments build up social capital and achieve buy-in?

1 WILL MAYORS RULE THE WORLD?

Innovations in Urban Financing • Cities and metropolitan regions in the developed world face dwindling revenues as their populations age, as well as the pressure of renewing ageing infrastructure and providing public services for the ageing population. How can city leaders prioritise investments to maximise impact with limited resources? How can cities do more with less, by harnessing the resources of the private sector and civil societies? What are some of the non- traditional sources of municipal revenue as alternative models of financing and investment? • Cities have also made poor or inefficient investment choices based on the misguided belief that supply creates demand. How can such ‘mis-directed’ infrastructure investments be avoided? • Public sector can delegate key infrastructure projects to the private sector for implementation, but must play a larger regulatory role to ensure the success of Public-Private Partnership (PPP) projects. How can we balance financial feasibility, socio-economic and environmental cost-benefit and sustainability considerations in designing a PPP? • Cities and municipalities are part of complex regional and global systems. How can power and funding be rebalanced between central and local governments to support urban investments and the delivery of urban services?

2 MAKING PLANS INTO REALITY SYNOPSIS Urban plans address the need to optimize planning decisions so as to achieve balanced outcomes in a city’s environment, economy and quality of life. It must ensure that competing demands and uses are met not only for today, but also for tomorrow. Effective plans do not stay on paper – they must be implemented with dedicated organisations, expertise and resources. In doing so, all stakeholders must be engaged for the desired outcomes in urban policies to be achieved. With regard to urban growth and management, common challenges and varying solutions between developing cities and developed cities will be discussed.

Creating Liveable and Sustainable Cities This session will tap upon the experiences of rapidly growing cities. Some key discussion points include: • Mechanism between urban polices and plans – What are successful urban policies and how do we measure them? How can cities integrate individual policies and plans to wider national or regional plans? • Land owners, investors & operation scale – Is there a minimal operation scale (land size) before urban development can take place? How can land owners be persuaded to develop their land for long-term value enhancement? How can authorities get project investors and financiers on board? • Administration – How can governments better implement urban policies and plans? What are the instruments and mechanisms that support the development of liveable and sustainable cities in the long term? Who are the key players and stakeholders, and how can planning authorities seek buy-ins, engage and mobilise them? • Applied research – How can research support urban policies in sustainable development? How can cities foster innovation? Innovations are often the result of close collaboration - what roles can governments, research institutes and private companies play?

2 MAKING PLANS INTO REALITY Housing and Planning Solutions for Better Living in High Density Cities The world is rapidly urbanising with more and more people migrating into cities in search of jobs and better facilities. The large congregation of people in cities provide a wealth of resources and ideas, helping cities to become engines of growth. On the other hand, such rapid urbanisation poses tremendous challenges of insufficient housing, pollution, traffic congestion and lack of infrastructure to serve city dwellers. These challenges become even starker as population and densities in cities increase, particularly in developing countries in Asia. For many, rising property prices have pushed housing out of reach. Some cities also face a changing demographic with the population ageing rapidly. Some key discussion points include: • What are possible housing and planning strategies and solutions that can address these challenges? • How can we provide more affordable quality housing? • What innovative planning processes and urban solutions are available to improve the quality of urban living? • How can our cities become more sustainable, smarter, healthier and resilient?

3 BUILDING RESILIENT CITIES SYNOPSIS Resilience is the ability to withstand, adapt and recover from stresses and shocks. It is a test of how prepared city planners and leaders are, in the face of stressors. Resilient cities keep disruption of critical infrastructure such as infocomms, electricity and transport to a minimum. While building up hardware is critical, resilience is ultimately people-centred. Resilient communities are able to bounce back from adverse situations, drawing upon social capital in times of difficulty. The networks that hold the community together are increasingly important, given the complexity and magnitude of today’s natural and man-made disruptions.

Social Resilience – Partnerships for Cohesive Cities Having greater economic, technical, political and social links create strong feedback loops that induce resilience within a city. What important elements are required to build social capital for resilience?

04 /TUESDAY PROGRAMME

PROGRAMME SYNOPSIS

3 JUNE Tuesday MORNING In this session, speakers will: • Share examples of socially-resilient cities – Defining socially resilient cities and their key attributes, including issues of immigration and integration, and capacities for building social capital in diverse communities. Socially cohesive cities with self-motivating communities will bounce back quickly from disruptions. • Share on the importance of partnerships among government, businesses and communities in building resilient cities – The adaptive capacity of a city is dependent on its residents, neighbourhoods and districts. A comprehensive approach to building resilient cities involves bringing all stakeholders on board and moving together towards shared goals of improved resilience. • Share novel approaches and emerging practices that will foster greater social cohesiveness and social capital – A diverse and proactive community will build significant resilience for the city. As such, leaders should invest in community-related events that create awareness and involve residents in emergency drills and disaster management plans. Harnessing the cooperation of businesses and people are equally important.

3 BUILDING RESILIENT CITIES Environmental Resilience – Strengthening the Basic Building Blocks of a City A fundamental part of city resilience lies in basic infrastructure. When disaster strikes, cities with systems that can operate autonomously are more resilient than those which are codependent – where failure of one component leads to a massive collapse. Resilience also depends significantly on a city’s responsiveness. In the face of a disaster, how effectively can residents reach for help from emergency and police protection services? How fast can city leaders and decision makers make a call on what actions to take in restoring essential services to their citizens? In this session, speakers will: • Provide examples of environmentally-resilient projects or initiatives – The role of critical infrastructure, planning, design and (risk) management to address challenges such as climate change and natural disasters. • Explore the importance and benefits of creating environmentally resilient cities – Investments are urgently needed for energy, water and waste management infrastructure in many growing cities. There are opportunities in these cities for the public, private and people sectors to adopt innovative systems to strengthen resilience. • Discuss the challenges in building environmentally-resilient cities – What are the common challenges faced? How can cities overcome these hurdles? How can the private, public and people sectors work towards more eco-friendly development even if incentives differ?

4 JUNE WEDNESDAY IN-FOCUS FORUMS In-Focus Forums uncover upcoming city-level projects, development hotspots, industry trends and policies in key markets. The forums capture the energy of urbanisation across the world today and translate it into real investment opportunities through the Public-Private-Partnership (PPP) framework. Public and private sector panelists will discuss development opportunities, focusing on best practices and risk mitigation strategies to meet the challenges and opportunities of sustainable urban development. Government and industry leaders will find partnership information and deal-making opportunities at the forums as overall development trends, supporting government policies, R&D collaborations and successful PPP stories will be shared.

MORNING 9.00am – 12.30pm Sands Grand Ballroom G Level 5 In-Focus Forums will run in parallel

CHINA IN-FOCUS: Urbanisation China’s Next Engine of Development Urbanisation has been touted as China’s next engine of economic growth. It will help to rebalance China’s economy, earlier fuelled by foreign investment, by promoting greater domestic demand. The urban population has swelled from 27% in 1990 to more than half today, and will reach an expected two-thirds by 2030. The unprecedented pace of this mass movement has generated stresses to the urban infrastructure, physical environment, and social fabric. The Chinese government is looking at a new peoplecentric (以人为本) form of urbanisation, particularly addressing the needs of the migrant population in cities by providing them access to public welfare services. The forum aims to address the opportunities and challenges associated with China’s urbanisation. It will tap on government leaders and industry experts to share their insights of the latest trends in urban development, as well as creative ideas and solutions offered for China’s urbanisation.

This is a key topic of interest both in terms of economic and social development. The forum’s theme will be dissected into three topics: • Mobility, touching on Latin America’s pioneer experiences in the implementation of BRTs, as well as current interest in building rail-based metro systems • Public space, considered as a tool for inclusion, social cohesion and civic pride • Urban renewal and affordable housing, especially in providing new homes for slums dwellers, considering the accessibility to jobs

INDIA IN-FOCUS: Rethinking India – Managing Growth and Steering towards Sustainability (developed in partnership with the Confederation of Indian Industries) The growth and development of India’s cities are in tandem with the 12th Five Year Plan of the Government of India. India’s cities are projected to produce 70% of India’s GDP, and urban scale benefits indicate that it will cost 30% to 50% less to deliver basic services in concentrated population centres than in sparsely populated areas. The future of India’s growth lies in the transformation of its cities as they continue to play a significant role in India’s economy and society. India is constantly challenged by its revolving industrial development, growing mobile population, and changing urban landscape. The combination of internal migration and population growth raises unique challenges for India’s urban infrastructure. This forum aims to inquire India’s onset investment towards urban sustainability, and the synergic opportunities that are available to India’s cities to develop smart communities and sustainable industrial townships.

SOUTHEAST ASIA IN-FOCUS: The Next Growth Frontier - Economic Prospects, Development Opportunities and Urbanisation Challenges Southeast Asia is poised to be one of the fastest growing economic regions with projected GDP averaging 5.4% per annum between 2014-18 (source: OECD). Cities and provinces are the key drivers behind such exponential economic growth, in tandem with rising urbanisation. By 2030, more than 50% of the region’s total population is expected to live in urban environments. Demand for infrastructure to support this urban growth is tremendous. The Asian Development Bank has projected the region’s annual infrastructure needs to be $60 billion for the next decade, in addition to national cross-border projects such as airports, seaports, and roads to borders. The Forum will delve deeper into the opportunities and challenges of emerging provinces in Southeast Asia and offer insights into key infrastructural developments and projects in the region.
