Sweden has a fine tradition in international environmental leadership at a global level, which can be traced back to the adoption of the Declaration of the United Nations Conference on the Human Environment in Stockholm in 1972. More recently, Sweden co-hosted with Fiji the 2017 United Nations Ocean Conference with the aim of mustering collaborative action at all levels for the conservation and sustainable use of the ocean. In 2018, the World Maritime University celebrated 35 years of excellence in training future leaders in maritime and ocean-related studies, including with respect to marine environmental stewardship.

With a view to building on these initiatives, the Swedish Agency for Marine and Water Management (SwAM) and the German Federal Ministry of Transport and Digital Infrastructure is sponsoring the Ph.D. Scholarship and Post-Doctoral Fellowship Programme (Programme) in Land-to- Ocean Leadership through research, education and capacity building at the GOI. The programme aims to promote land-to-ocean leadership opportunities in the broader context of implementing the 2030 Agenda and in recognition of the interconnectivity of Land-to-Ocean flows.

A fresh chapter opens in this remarkable legacy with the establishment of the World Maritime University (WMU) - Sasakawa Global Ocean Institute (GOI), which will contribute to the implementation of Goal 14 (Life Below Water) of the 2030 Agenda for Sustainable Development (2030 Agenda) in particular. The Federal Government of Germany is actively committed to supporting the multidisciplinary work of the new Institute in the domain of the protection and

This initiative recognises that diverse and intense anthropogenic activities are causing enhanced and cumulative impacts on land, water and marine environments. In order to develop governance and sustainable management options that are practically oriented yet responsive to dynamic processes, the programme will foster a better understanding of the interconnected character of terrestrial, aquatic and marine ecosystems flowing from source to sea.


This will be achieved by fostering multiand interdisciplinary challenge-led research and capacity building projects. These projects will seek to address issues such as balancing Blue-Green economic opportunities, the inclusion of social equity, environmental quality considerations in land-to-ocean governance systems, and the need to take into account fundamental maritime safety and security concerns. The research may entail exploring the potential for joint action between ocean, freshwater and land-based communities, and the promotion of innovation in governance, research and socially inclusive regulatory systems at different geographical scales and with multiple stakeholders.

1. Straits used for international navigation; Governance challenges in the context of regulatory, socio-economic and environmental change; 2. Capacity building and stakeholders in the conservation and sustainable use of biodiversity in areas beyond national jurisdiction; 3. Spatial governance of ocean space and the ocean/coastal/terrestrial interface in the context of the effects of human induced climate change; 4. Governance implications arising from the advent of emerging technologies and platforms for data acquisition and management.


The successful applicants are required to incorporate innovative components and/or techniques to address complex challenges relevant to the research theme. The innovative components and/or techniques should be guided by sound research methodology or a combination of research methodologies. Challenge-led multi and interdisciplinary research approaches are welcomed. The outcome of the research should aim to promote practical strategies that complement ongoing initiatives to achieve sustainable solutions under the 2030 Agenda. These could include, building networks and transformative partnerships, advancing ocean science diplomacy networks, exploring opportunities for cross-sectoral collaborations, bridging science-policy-regulatory-industry divides in order to enhance land-to-ocean governance and management options. The successful applicants are required to be resident at WMU in Malmö, Sweden, for the duration of the programme. The successful applicants shall be under an obligation to conduct research under the supervision of a GOI faculty member and with external advisors where appropriate. The PhD scholarship covers tuition fees and an annual stipend of approximately 180,000 SEK to cover living and related expenses. The PhD scholarship is awarded for a maximum period of three years from the date of registration. The Post-Doctoral fellowships provide for an annual stipend of approximately 412,000 SEK including insurance and will be awarded for a maximum period of two years.

Applicants must have a Master ?s degree completed with a dissertation in a discipline appropriate to the proposed topic of research. 2. Language proficiency in English is essential. Applicants must offer one of the following tests as proof of competence in the English language: A. Test of English as a foreign language (TOEFL): 243+ (computer-based test), 96+ (internet-based test), 590+ (paper based test) B. International English Language Testing System (IELTS): band 7.0 or above C. Cambridge Examinations: Cambridge Proficiency Examination at grade A or B D. GCE O-level or the equivalent: a good pass grade.

The research proposal should identify an original research question, and demonstrate that the applicant understand what research at the postgraduate level entails. The quality of the research proposal is extremely important. It is a crucial part of the application and will be used to match prospective candidates with research supervisors.
