Regional Director’s Message J. Rizal C. Pangilinan Regional Director This year 2022 is another milestone for the Foundation as it celebrates its 30th anniversary. I am overjoyed to have this opportunity to extend my deepest thanks and appreciation to everyone who has helped us to reach this milestone. Over the past three decades, we have seen the Foundation’s humble beginnings, its growth, and its sustained support to Scout projects and NSOs. At the heart of everything we do is a vision to create a better world for the next generation. As we enter a new chapter, the Foundation will continuously support the Scouts and Leaders in educational methods, communications, environment protection, and resources development.
We will abide by our duty to ensure that APR Scout Foundation remains true to its commitment to bring positive changes to communities through Scout projects. To the Foundation Management Committee members, we convey our deep gratitude for your efforts to make the Foundation more effective. Chairman’s Message Amb. Ahmad Rusdi Chairman, APR Scout Committee My warmest greetings to the APR Scout Foundation as you celebrate your 30th Anniversary. Over the years, the Foundation has made an immeasurable contribution to the development of Scouting in this great Region. The foundation has always been supporting the NSOs in so many ways like grants and financial assistance to many APR Scout events and NSO projects. Importantly, they continue to strive to achieve new milestones and extend their reach to those who are in need throughout the Region. I believe that the greatest change happens when people come together in partnership, collaboration, and generosity. None of this would be possible without your help. President’s Message
Dr. Chao, Shou-Po President, APR Scout Foundation Management Committee My dear fellow Scouters, supporters, and friends, I am happy to inform you that APR Scout Foundation is celebrating its 30th anniversary in 2022. I am proud to say that with those 30 years, so much has been achieved by the Foundation. We all have made it because of the unwavering support of our friends in and outside Scouting. With the vision to fund Scouting projects in the Asia-Pacific Region, the Regional Scout Committee in 1992 established the APR Scout Foundation with the donation by the Scouts of China in Taiwan of U.S. 10,000 dollars as the seed money for the fund. It aims to build capital funds through membership recruitment to assist the growth of Scouting and help in the community development by funding worthwhile projects of NSOs. A Foundation Management Committee is appointed every three years to oversee its affairs. The Scout Association of Hong Kong serves as the Trustee and the APR Scout Support Center as the Secretariat.

True to its commitment, The APR Scout Foundation has already supported 15 projects in the area of growth, community development, infrastructures, financial resources, emergencies or disasters, awareness, and many more through either grants or loans. Scouts are empowered. Lives are changed. The communities are developed, and income is generated through these projects. Additionally, since 2009, several events conducted by NSOs were also funded by the APR Scout Foundation in partnership with the Asia-Pacific Support Centre. To date, the APR Scout Foundation continues to invite project proposals from NSOs and provide funding in NSO events. The APR Scout Foundation also
continues to commit as an active partner for our NSOs global pandemic recovery. We, the Scouts, continue to prove our resilience amid difficulties. As the Scouts, we continue to impact the world by making it a better place. Again, let me thank all our supporters who continue to believe in our cause. You are indeed making an impact in Scouting and communities. My sincere appreciation to NSOs for their continued support, our trustee Scout Association of Hong Kong for handling well our funds, the Regional Scout Committee for the guidance, my colleagues of the Foundation Management Committee for working together to make sure Foundation operation is perfectly managed, and to our partner-World Scout Foundation. Trustee’s Message Mr. Joseph Lau Chief Commissioner Scout Association of Hongkong Warmest greetings to everyone! On behalf of the Scout Association of Hong Kong, the Trustee of the APR Scout Foundation, I am delighted to send my greetings and congratulations to APR Scout Foundation in celebrating its 30th Anniversary. From its very humble beginnings, we can see how it grows tremendously. From the US$10,0000 initial contribution received from Scouts of China, Taiwan, we now have a US$2.9 million fund balance. It is also remarkable how the APR Scout Foundation has impacted the communities through grants and continuous support to different Scouting projects and activities for the last 30 years. We are privileged to share the values of Scouts and a promise to help other people. In line with our aim to achieve sustainable growth for APR Scout Foundation, we are happy to report that an investment with World Scout Foundation (WSF) earns great returns which enables us to support more Scouting projects and activities. We are sending our deep appreciation to the leadership of the WSF for this partnership.

History
Brief
Seat of the Foundation Asia-Pacific Region has 30 member National Scout Organizations with population of over 35 million Scout. In December 1991, the Regional Scout Committee established the APR Regional Scout Foundation with the Scout Association of Hong Kong as trustee.

APR Scout Foundation has been thriving for 30 years. The very heart of this Foundation is to help Scouting in the Region and true enough to its vision, the Foundation has been supporting projects in the Asia-Pacific Region either through grant or interest free loans.

Nepal Scouts took the challenge to help in creating wider awareness of leprosy. Leaders and rovers were trained to recognize a leprosy patient and deal with suspected cases.
Rejuvenation of the Gadpuri Community
The Bharat Scouts and Guides
POETS is the very first project granted by the Foundation. The said project promotes health and sanitation, installation of safe drinking water facilities, massive tree plantation and animal husbandry.

This learning and earning project was a breakthrough for women in a village in Northern India. Around 100 women attended the vocational training for stitching and women started to earn their own income.

Expansion of Commercial Building Nepal Scouts

Nepal Scouts constructed commercial building to utilize the unused land and to generate income for the organization from APR Scout Foundation support. The location of the building is in the prime area (Business Hub), Lainchour of Kathmandu Valley, Capital City of Nepal. Considering the favorable outcome of the project, Nepal Scouts was encouraged to build similar building in the adjacent area, through project “Commercial Building Phase II” supported by the APR Scout Foundation. The plinth area coverage of the building is 4376.00 Sq. ft. The 2 storied frame structured building has 36 rooms in suitable for commercial purpose.

The center is being used to cater the needs of out of school youth. The Center is also being used to hold troop meetings, organize joint projects with the community and conduct skills training.
Bangladesh Scouts
Ticket to Life Project is a regional flagship project in the Asia-Pacific Region. Two of its projects were granted with funds by the Foundation. This project aims to serve young people who are living in difficult circumstances to have a better opportunities through Scouting.

Bangladesh Scouts has been engaged in community development since early 1970’s. With the Foundation grant, simultaneous rallies were organized in 64 districts campaigning for environmental awareness.

Community-Based Mushroom Cultivation Project Bhutan Scouts Association
Challenges Several challenges arise along the way. There was a lack of trained workers to handle the shed efficiently, a poorly equipped mushroom shed, and a lack of market because of the pandemic.
Project Implementation Status The project implementation has three phases. The first phase was from May 2013 to December 2015. More than nu. 100,000 were obtained from the total sale. The second phase is from January 2016 to December 2020. A total of nu. 50,000 were collected this time. The third phase is from January 2021 to the present. A total of 400 Billiards were replaced. About Nu 10,000 is expected to generate from its first yield in October 2021.
Sustainability of the Project The community-based Mushroom cultivation project is self-sustaining supported by the community volunteers. The 50% of funds generated from the sale is for maintenance and operation, 30% is for family well-being and support, and the remaining 20% is for youth program. The mushroom seeds are provided free from the national mushroom center.

Impact of the Mushroom Cultivation Project: Enhanced Livelihood of CBS Members Community-Based Scout members who work for the project can buy mushroom at a subsidized rate for consumption or sale. It supported local families financially and assisted in sustaining Scouting in Bhutan. The fund is also spent to financially help needy students with basic stationeries. Vulnerable members in the community benefitted from the program and have positively touched the lives of many young people. Scouting visibility increased. Its image improved to many key stakeholders, parents, and young people.

Scout Bazaar
The Scout Association of Mongolia & Scout Association of Maldives
In 2017 the APR Finance Sub-Committee established the APR Scout Bazaar which aims to support NSOs in marketing their Scout supplies. The Foundation granted the start-up loan to launch the project.

The Scout Shops generated income for the Scout associations and provided better services to members.
Renovation of Mongolia National Headquarters
Another NSO to benefit from the interest free loan for income generating project was Scout Association of Mongolia’s renovation of its national headquarters. After the renovation, the property was leased, and later on sold and provided and income to Mongolia Scouts. The association has a new headquarters in Ulaanbaatar.
Apart from the projects where the Foundation is directly supporting the NSOs, in collaboration with the Asia-Pacific Support Centre, the Foundation has been extending its help to NSOs in hosting Scouting events as well as support the participation in capacity building activities as part of implementing the APR Plan.

Restoration of Pedro Camp in Nuwara Eliya Sri Lanka Scout Association
When the Foundation decided to provide also an interest free loans, the first recipient was Sri Lanka Scout Association on the restoration of Pedro Camp. The camp is now an income generating project of the association.

Field Activities 2018-2021 Since 2009, APR Scout Foundation has been supporting field activities in the Asia-Pacific Region. Grants subsidized the conduct of events, workshops, and training in the areas of Youth programme, Adults in Scouting, Governance, Financial Management, and Communications hosted by NSOs. According to WSB SecretaryGeneral Ahmed Alhendawi, APR remains the greatest contributor to WSB’s membership growth during his inspirational speech at the seminar.
To realize Objective No. 2 of Young People Strategic Priority of the APR Triennial Plan 2018 – 2021: “Develop a National Diversity and Inclusion Strategy,” APSC WOSM supported National Diversity and Inclusion Workshop in Brunei on 8–11 September 2019. Resources bank, progressive and continuous training and implementation of Diversity and Inclusion policies were among the powerful recommendations submitted at the conclusion of the event to make impactful change across the region.
The APR Governance Sub-Committee affirmed to strengthen NSOs across the region in Good Governance. Participants were equipped with inspiration and relevant knowledge to improve NSOs management and leadership. The General Association of the Scouts of China hosted the event. The workshop provided substantial recommendations in empowering NSOs through a ladderized accreditation system for GSAT, case studies, clear induction processes, develop a conflict of interest across all levels, and Chief Commissioner and Chief Executive roles were emphasized as important agents in Good Governance and should be proactive in regular training.
The National Strategic Planning Workshop was held in Bhutan on 20-24 January 2020. The workshop brought successful finalization of the strategic plan including its implementation, monitoring, and evaluation in the areas of Youth Programme, Adults in Scouting, Resources Management, Good Governance, and Communications and Partnerships.
APR Financial Management SubCommittee was in full support of NSO-Myanmar Scout’s request to build their financial capacity in the development and promotion of Scouting in the country on 2-5 March 2020. Participants gained invaluable learnings about Financial Systems and Controls helping them better in preparing standard financial documents expected by donors.
APR Scout Foundation is always committed to supporting APR Growth in terms of membership and overall development across NSOs. Activities on membership growth, challenges encountered, and WOSM initiatives were discussed.

FUNDRAISING IN KAGOSHIMA (2019) A side activity of the Asia-Pacific Regional Scout Committee meeting in Kagoshima, Japan was a fundraising event for the Foundation on 26 May 2021. Around 100 Scouts and Scout Leaders from Japan and neighbouring countries gathered with the presence of Mr Takeshi Iwakiri, Vice Governor of Kagoshima Prefecture. The gathering generated about US$ 9,000.00 in contributions, both from existing members who upgraded their contributions and those joining for the first time.
In his address, Dr Chao, Shou-Po, President of the APR Scout Foundation Management Committee, said the Foundation will continue to support Scouting and its programmes. “The APR Scout Foundation is once again renewing its commitment to provide support for the Scout Movement across the Asia-Pacific Region. Our focus for this triennium is leadership development. We will open new and exciting opportunities for our young people, and we will continue working hand in hand with the APR Scout Committee and the World Scout Bureau Asia-Pacific Support Centre,” he said.
FOUNDATION EVENTS IN MANILA (2018) Boy Scouts of the Philippines hosted two Foundation events during the 26th APR Conference in Manila in 2018. Making the two events extra special was the celebration of the Foundation’s 25th year anniversary that year. More than 200 old and new members gathered at the Foundation Fellowship. They listened to inspiring stories of young beneficiaries whose lives changed significantly since joining the Scouting programme through the Ticket to Life project.
The fundraising dinner held on 18 October was equally successful with over 200 Scouts and non-Scouts participating and contributing to the event. More than US$ 50,000.00 was collectively raised. Additionally, proceeds of the special limited Foundation’s Silver Jubilee edition badge amounting to US$11,000 was raised by the Scout Association of Macau.
