Dear friends in Scouting, Every three years, representatives from National Scout Organizations (NSOs) come together for a World Scout Conference. That time is just around the corner.

Every World Scout Conference is significant and unique as it happens in a particular moment in the history of WOSM. The 41st World Scout Conference will be no different.

During the five-day period of this year’s 41st World Scout Conference, more than 1,000 people are expected to gather in the vibrant city of Baku to review the progress that we’ve made, exchange experiences, celebrate successes, network, and most importantly, make big decisions that will shape the future of WOSM.

Now that we are a third into the implementation of the Strategy for Scouting, the Conference will be a time to review what has been achieved in our endeavours to realise Vision 2023 (as approved in 2014).

Moreover, the Conference will also benefit from the energetic, creative, and responsible contribution of youth members who will gather immediately before the Conference, for the 13th World Scout Youth Forum.

It will also be a time to make meaningful decisions on how can we effectively be that Movement of 100 million that brings positive change to the world, including each of our communities. We have a lot to celebrate and share. Furthermore, we have the exciting opportunity to make plans together, demonstrating that our diversity is an extraordinary asset that brings value to our educational mission.

Dear Brothers and Sisters in Scouting, We are getting closer to the key Scouting events of this year – the 13th World Scout Youth Forum and the 41st World Scout Conference, which will be hosted in Azerbaijan in August.

to the decision-making process, the Association of Scouts of Azerbaijan has launched Operation H mr ylik. You will read more about this solidarity operation in this bulletin.

On behalf of the Host Committee, we would like to express our excitement in meeting you all in Azerbaijan. It is a great honour for us to be the host of the events in which the main areas of development of the future triennium of WOSM are going to be discussed. We will do our best to contribute with our professional approach and creativity to the organisation of these World Scout Events.

We are going to provide NSOs/NSAs and their delegations with the key information and updates on the preparation of the 13th World Scout Youth Forum and 41st World Scout Conference by issuing a set of bulletins. The bulletins will be distributed to all NSOs through ScoutPak and published on www.scout.org where you will also find the online resources of both events.

It is also our pleasure to share our rich culture, history and traditions, which will surely give you an opportunity to get to know Azerbaijan better. We are preparing several special surprises in the programme to ensure that you have a memorable experience, details of which will be shared with you later on.

HOW TO GET A VISA

The easiest way to travel to Azerbaijan is by air. The main ports of entry for the 13th World Scout Youth Forum are:

Citizens of the countries listed here http://mfa.gov.az/files/file/Group2_PDF.pdf are part of the visa-free regime and do not require a visa to enter Azerbaijan Starting from this year, citizens of 81 countries can get their visa online within three days. You can refer to the list of the countries here https://evisa.gov.az/en/countries. Citizens of other countries will be provided with a special letter of invitation by the Association of Scouts of Azerbaijan and State Migration Service of the Republic of Azerbaijan, in order to be able to purchase the entry visa upon arrival in Azerbaijan (at the airport visa desk).

Interesting fact The 13th World Scout Youth Forum and the 41st World Scout Conference will be the first two World Scout events to be hosted in the Eurasia Scout Region.

Dialogue for Peace Training: In partnership with KAICIID dialogue centre, WOSM is oering a training for 100 Forum participants on Dialogue for Peace. The arrival day for the training will be on 3 August 2017, Thursday. The training will be held from 4-5 August 2017.

The World Scout Youth Forum is an educational event to support the process of developing youth participation in partnership with adults and young members in the older age sections. It is an event that empowers and inspires young people through a participatory approach, helping them to develop skills in decisionmaking, which can be used within Scouting and in the wider society.. Dates The Youth Forum will take place from 7-10 August 2017 at Gabala. The opening ceremony will be held in the evening of 7 August 2017 and the closing ceremony will be held in the evening of 10 August 2017. The designated days of arrival are: - KAICIID Dialogue for Peace training: 3 August 2017, Thursday - 13th World Scout Youth Forum: 6 August 2017, Sunday Forum departures: - 11 August 2017, Friday (for those who are not attending the 41st World Scout Conference and Interevent) Venue The 13th World Scout Youth Forum will be held in Gabala at Qafqaz Resort Hotel, which is located among the mountains of the Great Caucasus.

Interevent information The Interevent will be organised for the 13th World Scout Youth Forum participants who will also attend the 41st World Scout Conference. The interevent includes a visit to the ancient city of Sheki where participants will experience authentic local culture, try their hand at making local handicrafts and play City Games with the local Scout group. They will also visit the Absheron peninsula which is on the shore of the Caspian Sea where they can relax by the beach, take part in dierent activities and stay overnight in a tent. More information will be provided in Bulletin #2.

The World Scout Conference is the governing body, the “general assembly” of Scouting, and is composed of all members of the World Organization - the NSOs. Its function is to consider the policy and standards of the Scout Movement throughout the world, formulate the general policy of the World Organization, and take the necessary action to further the goals of the Movement. Dates: The Conference will take place from 14-18 August 2017 in Baku. The opening ceremony will be held in the afternoon of 14 August 2017 and the closing ceremony will be held in the afternoon of 18 August 2017. The designated arrival and departure days are: - Conference Arrivals: 12 August 2017, Saturday and 13 August 2017, Sunday - Conference Departures: 19 August 2017, Saturday and 20 August 2017, Sunday

Venue: Baku Congress Center The Baku Congress Centre is a multifunctional building with structured but flexible rooms and spacious public areas covered by a shared, elegantly curved shell. The heart of this 30,000m2 international conference centre is the auditorium, which can accommodate 3,500 visitors. It is flanked by 15 conference rooms, a registration centre, offices, foyer/expo space, a media centre, café and public square.

Heydar Aliyev Center The Heydar Aliyev Centre is a 57,500m2 building complex in Baku, Azerbaijan. It was designed by Iraqi-British architect Zaha Hadid and noted for its distinctive architecture and flowing, curved style that eschews sharp angles. The Centre houses a conference hall (auditorium), gallery hall and a museum. It was built to play an integral role in the intellectual life of the city. Located close to the city centre, it plays a pivotal role in the redevelopment of Baku. Lunches during the 41st World Scout Conference will be held in the Heydar Aliyev Centre. Halal, vegetarian, kosher and non-gluten meals will be provided during the lunches.

Conference Documents aid in the Conference decision-making process by providing details for the consideration of Conference delegates and some Conference Documents may accompany Draft Resolutions. REGISTRATION

Registration for both events are now open and will stay open until 14 June 2017 23:59 CET.

Registration is open from 25 March 2017 until 14 June 2017 and will be done through an online platform. A link and password provided by the World Scout Bureau will be sent to your NSO’s/NSA’s officially registered contact person. The registration process will gather all the information we need for your participation. Note that it is also possible during the process to enter group registration. The registration system has been set up to enable you to easily register your delegates and observers to the Conference and Youth Forum, as well as people to the Accompanying Persons’ Programme. The Dialogue for Peace training registration will be also included in the system. With this system, your official contact person will be able to update information about your delegation at any time and follow the financial statement (records of the registration fees received). Good to know: Persons born on or between the dates of 7 August 1991 and 7 August 1999 are eligible to participate at the 13th World Scout Youth Forum in Gabala and entitled to the reduced “<26” fee for the 41st World Scout Conference.

Operation The Association of Scouts of Azerbaijan, in accordance with the Scout values and taking into account the economic situation of developing countries, intends to ensure the maximum of participation in the 13th World Scout Youth Forum/41st World Scout Conference by all WOSM member countries. The Host Committee has established a fund to provide financial support to countries that are experiencing financial difficulties and arranged the biggest ever solidarity operation, , for the 13th World Scout Youth Forum/41st World Scout Conference. is the Azerbaijani word for solidarity. Hence, every NSO/NSA can be a part of the global decision-making process on the future of the World Scouting. Through this solidarity operation, we hope to encourage more young delegates, men and women, to participate in the key decision-making Scouting events. CONFERENCE ACCOMMODATION We offer a wide range of accommodation for the 41st World Scout Conference that will suit your taste and budget. The Association of Scouts of Azerbaijan has secured special rates for NSOs/NSAs delegations of the 41st World Scout Conference official dates and have signed contracts with 14 different hotels. These hotels are called the “Scout Family Hotels” and arranged in three clusters by distance from the main venues. Please refer to our website www.wsc2017.az for more information on hotels/prices and contact our Accomodation Department by email accommodation@wsc2017.az if you need any clarification. You will also find information on hotel descriptions, prices and room availability through on the registration platform. Bookings for accommodation will be made through the online registration system.

ACCOMPANYING PERSONS PROGRAMME AND POST CONFERENCE TOURS The Host Committee is organising an amazing Accompanying Persons’ Programme as well as three and five days post-conference tours. The programme and tours will be managed by professional guides who have a deep knowledge of the rich history and traditions of Azerbaijan. A detailed programme is available at the Conference website www.wsc2017.az.

The USD426 registration fee for the accompanying person includes a participant kit, airport transfers, the opening and closing ceremonies, the Azerbaijani and international evenings at the 41st World Scout Conference, tours, excursions and lunch from 14-18 August 2017. Please register with the official contact person of your NSO/NSA via the 41st World Scout Conference registration platform if you are interested in participating in the Accompanying Persons’ Programme. More information about the post-conference tours will be announced in Bulletin #2 and published at the Conference’s official website.
