A

s host of the next Asia-Pacific Regional Scout Jamboree, the Scout Association of Japan (SAJ) organized the first Heads of Contingents Meeting held at Yamaguchi Seminar Park in Yamaguchi City on 28-29 July 2012. The meeting mainly focused on the jamboree briefing and the jamboree site, attended by leaders from Australia, Malaysia and the World Scout Bureau represented by Executive Director of Strategy and Education Mr GÜran Hägerdal and APR Programme Director Syd Castillo. The Chairman of the Organizing Committee Mr. Kenji Horie, accompanied by Ms. Mari Nakano, Chairman of the 23rd Scout Jamboree welcomed the participants and the Department Heads who made their briefing. Currently, over 350 have already registered for the 30th APR Jamboree and the 16th Nippon Jamboree to be held on 1-7 August 2013.

Nepal creates platform for young people

N

Through youth forum, young adults of the National Scout Organizations have the opportunity to discuss and express their views on issues of interest to them, at the same time developing their skills to strengthen their capacity in decision-making process.

Young adults discussed evolved youth involvement, sectional scout programme, organizational structure, and the role of young people and adult leaders in community service, with the assistance of some key leaders serving as resource persons.

Macau hosts first Scout Youth Forum

S

Participants were inspired with the story of the forum’s special guest, Ms Derby Lau, former Scout leader and now the Director of the Macau Post, who attributed her success to Scouting.

This was the statement of the Scout Association of Macau (SAM) Chief Commissioner Mr Leong Sio Pui as he addressed the participants in the first Scout Youth Forum from 23rd to 24th June 2012, at the national headquarters, situated in a well-preserved Portuguese style fortress with a history of more than 150 years, in Taipa.

Kiribati leaders review Scouting progress

T

he series of Committee NSO visits (CNV) to 26 National Scout Organizations in the Asia-Pacific Region that started in 2008 concludes its full round with the Kiribati Scout Association (KSA). The visit took place on 10-11 July in Tarawa, the capital. Over 25 Scout Leaders, including some commissioners and unit leaders of various Scout groups are meeting under the leadership of Chief Commissioner Mr. Kantera Baurerei Tebwebwe. The CNV Team is comprised of former Regional Scout Committee member John Ravenhall, Regional Governance task Force Chairman Alex Wong, with Abdullah Rasheed and S. Prassanna Shrivastava from the Regional office. On the first day of the visit, local leaders shared the present status of Kiribati Scout Association on eight major indicators: Constitution, Mission and Vision,

Management, Youth Program, Adult Resources, Relationships and Communication, Resources Development, Research and Development. Representatives from the Ministry of Youth and the National Parliament attended the meeting, and expressed to support the KSA in strengthening the Scout Movement. Another meeting with young members of KSA was arranged on 11th July. The team also visited the headquarters of Kiribati Scout Association, still under construction but with the main structure already in place.

CSPSA leaders meet to strengthen Scouting in the South Pacific

T

he Council of South Pacific Scouts Association (CSPSA) held its 7th Forum at a very impressive plenary hall of the South Pacific Commission Secretariat in Noumea. The Scouts and Guides New Caledonia hosted the forum on 16 July 2012.

Twenty two delegates comprising of Chief Commissioners and key leaders from ten countries in the Pacific attended the event, that includes Cook Islands, Fiji, French Polynesia, Kiribati, New Caledonia, Papua New Guinea (PNG), Solomon Islands, Tonga, Tuvalu and Vanuatu. This was the largest CSPSA gathering since it began its regular bi-annual meeting in 2004. Another ten observers from partner NSOs were in attendance including Scouts Australia, Scouts de France, Scouting New Zealand, and The Scout Association (UK). Current Chairman and Chief Commissioner of Scouts and Guides of New Caledonia Mr. Roger Colot chaired the forum and welcomed at the opening the Honorable Minister of Youth and Sports Mr. Briault Gaby and several government representatives. The Archbishop of New Caledonia Father Calvet, who was a Scout, led the benediction. Major items on the agenda were the election of 20122014 office bearers with discussion on the achievements and challenges of CSPSA members. Mr. Sere Kala, Chief Commissioner of the Scout Association of Papua New Guinea was elected chairman of the council and Chief Commissioner of Solomon Islands, Mr. Joe Billy Oge, as vice-chairman. Mr. Noel Pinda, Treasurer of PNG Scout Association was appointed Secretary cum Treasurer. The council reaffirmed the offer of Papua New Guinea to host the next forum in mid 2014 in Port Moresby to be followed by the 2016 forum in Honiara, Solomon Islands.

As an ancillary event, a four-day workshop is taking place from 17th to 20th of July for all forum participants at the Hotel Le Meridien in Noumea. On the first day, each NSO presented their achievements and challenges, with very positive developments. Several important events are lined up including a Centenary Jamboree in Fiji in August 2014, Soccer Tournament for Scouts Teams in Tonga in mid 2013, and Tuvalu will welcome the Duke and Duchess of Cambridge William and Kate in September 2012. The workshop will cover topics on membership registration system, resources development, financial management, and NSO Constitution. Individual action plan will be developed for the period 2012-2014 to conclude the workshop on the last day. The host association has arranged visits to local Scout Groups with a dialogue with young people. Participants will also visit the Nickel Society of New Caledonia. The workshop is directed by former Regional Scout Committee member Mr. John Ravenhall and supported by Reg Williams and Neville Tomkins from Scouts Australia, George Fairbairn and Ian Nicholson from Scouting New-Zealand, Nigel Hailey from The Scout Association UK, with Abdullah Rasheed and S. Prassanna Shrivastava from the World Scout Bureau/AsiaPacific Region. CSPSA is an informal gathering of Scout associations in the South Pacific which began in 1992 under the name SPENSOC and renamed CSPSA in 1998. In 2004, Council members agreed to meet every two years. Up to now, Fiji, Vanuatu, Polynesia and Tonga have hosted the forum over the past eight years. Among the ten members present, three NSO are full members of WOSM namely Fiji, Kiribati and Papua New Guinea while French Polynesia is an associate member of the Asia Pacific Region of WOSM.

MoP: global network of community projects

T

hrough the Messengers of Peace projects, World Scouting is creating a network of all Scouting community projects worldwide. This was the picture depicted during the two-day Training in Dialogue on 10th to 11th July 2012 at the Cibubur Scout Camp, east of Jakarta, involving 66 adult leaders from 33 provinces of Indonesia. Through different sessions and group activities, participants learned more about the key elements of MoP -How to be a Messenger of Peace through dialogue; What one benefits from the dialogue; how to be ready for creative dialogue; and application of skills. Also on the same visit, World Scout Foundation Director John Geoghegan visited the MoP projects at the Mashudi Scout Campsite, West Java on 11th July where he was welcomed by the Vice Governor of West Java Province who is also the Chairman of Gerakan Pramuka West Java Provincial

Headquarters, Hon. Dede Yusuf. Around the campsite, Scouts planted various species of bamboo seeds which are being chopped and brought to a factory inside the campsite area. Here, Scouts, are making bamboo crafts from woggle to different types of home furniture. Inside the factory, Scouts showed Geoghegan some musical instruments made of bamboo. They also showed a traditional food in Indonesia with bamboo shoots as the major ingredient. Project leader Fariana Riri Sastradiredja said “With this project, it is not only the Scouts learning and earning but also the people who live nearby.� Sastradiredja added that Scouts and the villagers have learned the many benefits of bamboo, how it can be used for many things, and how the products can be sold at a price much higher than selling bamboo poles. -- Berthold Sinaulan, APR Honorary Correspondent (Indonesia)

Indian Scouts organize environment awareness activity

T

he Bharat Scouts & Guides organized a couple of national level trekking cum environment awareness programme held simultaneously in the Himalaya region from 1st to 10 June 2012. Over 150 young people and adults participated. Trekkers covered more than 220 km on foot and stayed in different places, a unique opportunity to interact with the local people. While exploring the northern Himalaya, they were thrilled to cross the glassier under adverse weather condition and snowfall. On 5th June, they observed the ‘World Environment Day� in a forest reservoir. They planted trees and collected huge waste materials from river banks and roads and stopped by a temple for another clean-up. Sri A.K. Mohapatra, S.S. Ray, Ms S. Scouts in Brunei Darussalam celebrate 79th anniversary with their families

S

couts in Brunei Darussalam observed on 30th June 2012 their 79th anniversary starting with prayers, the Maghrib prayer and a thanksgiving prayer or doa, followed by the reading of the Surah Yassin and Bertahlil for the late Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien. Then came the celebration called Scout Family Day. Scout Association (PPNBD) President, Dato Paduka Ar. Awang Haji Idris bin Awang Haji Abas officially opened the ceremony by putting his palm print on a piece of paper placed on a display board, and viewed the various exhibitions showing models and pictures of past Scouting activities. The celebration was attended by members of the Scout Council, Commissioners and Deputy Commissioners of the

Headquarters and Districts as well as Scouts from all over the country. Besides the local Scout members, Scouts from neighbouring Miri, Malaysia and one from Japan also attended the event. Several activities were lined up for Cub Scouts as well as Junior, Venture and Rover Scouts. With this year’s theme “Scouts and Families Our Hope”, family members joined some inspiring activities. Not far from the main arena are challenging activities such as abseiling and flying fox. Other activities included cycling and fun games for the younger Scouts. World Scouting salutes Neil Armstrong

W

orld Scouting has been greatly saddened to learn of the passing away of Neil Armstrong, considered to be one of the United States’ most famous Eagle Scouts. Mr. Armstrong will always be remembered for his role as Crew Commander of the successful Apollo 11 moon landing mission of 1969 and the first man to stand on the surface of the moon. Amongst the treasured items that Neil Armstrong carried with him to the moon and back was a World Scout Badge. The citation, printed on NASA letterhead paper and personally signed, reads, “I certify that this World Scout Badge was carried to the moon on

man’s first lunar landing, Apollo XI, July 20, 1969.” Paying tribute to one of his heroes, Luc Panissod, Secretary General, said, “I pass this unique memento on my way into my office each day. It reminds me how real achievement is very often the result of a truly great team effort. As one might expect of an Eagle Scout, Neil Armstrong

was always modest about his personal leadership role on that famous mission and the first to acknowledge the scores of people who contributed in so many ways to making it happen. He will always be an inspiration to ourselves and future generations of Scouts worldwide.”

Bangladesh organizes camp for young people with special needs

B

angladesh Scouts organized for the first time an Englishspeaking Camp for Scouts and non-Scouts comprised of children and young people with special needs studying in private universities and English-speaking schools. The camp took place from the 9th to 12th June 2012 at the Rover Scout Training Centre in Gazipur, Bangladesh.

The English-speaking camp was one of the initiatives of Bangladesh Scouts to implement the “Extension Scouting” programme where Scouting is being introduced to young people with special needs. The camp applied special modifications on the method and activities. Participants of the camp were a mix of Scouts from regular troops and non-Scout participants (children and young people) with special needs. The integration of young people with special needs in Scouting was the vision of the Founder of Scouting Baden-Powell to give chance to these people to have an active life using Scouting programs. Although majority of the participants had no previous camping experience, they were able to finish and enjoy the activity given to them. In Bangladesh Scouts, the first committee meeting on extension Scouting and child healthcare was held in 1985 and the programme was introduced in 1988. -- Md. WOSM conducts Consulting Skills Workshop for building internal consultants

R

esponding to new strategy for consultancy approach to help National Scout Organizations (NSOs) in their development and growth, the World Organization of the Scout Movement (WOSM) conducts Consulting Skills Workshop: Building Internal Consultants, at Punta de Fabian Resort, in Rizal Province, Philippines from 14th to 17th August 2012. The workshop gathered 23 participants comprised of World Scout Bureau executives and volunteers for training in consultancy, which at the conclusion of the program, will be able to grasp the concept of consultancy and acquire the necessary skills to conduct consultancy with the NSOs. It also aims to impart the power of influencing and applying the skills that move others to take action, reflect on, and develop their own communication style,

and recognize personal strengths and areas for development. This is the first time that the World Scout Bureau organized this type of workshop, and the Asia-Pacific Region has taken the initiative to plan and host this event, with participants coming from five regions and the central office, and volunteers from Australia, Indonesia and United Kingdom. Moreover, colleagues from Boy Scouts of the Philippines and The Singapore Scout Association are taking part. The Institute of Training and Development or ITD, a professional consultancy institution from Malaysia, conducts the workshop headed by key resource speaker Carmen Diokno of the Philippines, with Serely Alcaraz and Rita Goh. At the opening ceremony, the World Scout Bureau/Asia-Pacific Region Regional Director Abdullah Rasheed mentioned the background of the workshop, a novelty in WOSM and colleagues from five regions gathering in the Philippines for the first time. Also, he read out the

message of WOSM Secretary General Luc Panissod who highlighted that he feels a high degree of paternity for the concept of Global Support System and Consultancy – an unavoidable component of that kind of system. Observers: NSOs may send adequate number of Scout Leaders and youth members as observers. Accompanying Persons: Spouses/friends are invited as accompanying persons to the delegates or observers for whom the Conference Host Committee will design a special programme for the conference duration.

Chief Scout Executives Meet 22 November 2012 Bangabandhu International International Conference Centre

This gathering of Chief Scout Executives aims to identify major challenges faced by chief executives of NSOs in the Asia-Pacific Region and to establish a network where they share professional and technical expertise.

Educational Tour

O

n the 26 November, 2012, an exciting Educational Tour Programme has been arranged by the host committee of the 24th Asia Pacific Regional Scouts Conference 2012. It is a four- hour journey by special train (organised only for the participants of the conference) and the destination will be Srimangal Tea Resort, Maulavibazar, Sylhet. Breakfast will be served in the train.

A cultural show will be performed in the tea garden by the local tribal Scouts. Participants will be able to see the aesthetic beauty of the green tea garden and tea museum. Lunch will be served in the Tea Garden premises. All participants will return to Dhaka in the evening by the same train.

Korea hosts 4th World Scout Inter-religious Symposium

T

he 4th World Scout Inter-religious Symposium was organised from the 1st to 5th August 2012 at WonKwang University, Iksan, South Korea. There were over 70 participants from 16 countries coming from 8 different faiths and beliefs namely, Anglican, Buddhist, Catholic, Islam, Lutheran, Methodist, Protestant, and WonBuddhist. This innovative approach to inter-religious dialogue was originally conceived and implemented at the 3rd World Scout Inter-religious Symposium which was held in Uganda (2009). The Korea Scout Association and the Korea Won-Buddhism Scouts Council jointly hosted the Symposium. It was organised by members of the World Scout Interreligious Forum, an informal network of religious groups/organizations in Scouting, and was supported by the World Scout Bureau. The theme of the Symposium was “Growing Scouting through Families and Communities” and the flow of programme was planned according to the themes.

Some topics addressed by the participants were: • What do we mean by family and community • The significance of family and community in different religious traditions • Supporting the growth of Scouting by working with families and communities • The significance of family and community for Youth Programme in Scouting All participants were engaged in an active learning process and the Symposium programme commenced with a shared experience for participants who were grouped in small teams of mixed faiths. They visited different religious centres (Buddhist Temple, Catholic church, Islamic Mosque and Won-Buddhist Temple) in educational visits. Participants also visited community development projects some of

which were run by the WonBuddhist community in Korea. These visits in teams of mixed faiths helped participants reflect together in mixed groups on the issues concerning the theme of the Symposium, which provided a rich learning experience. Participants discovered many common elements between their own faith and that of others through this process. Prior to the commencement of the symposium, the World Scout Inter-religious Forum members convened an informal meeting on the 31st of July that included planning and preparation for the Symposium and discussions regarding the next meeting of the Forum, which will be held in the Geneva at the end of September 2012. The Forum members also discussed the preparation for the faith and belief activities for the next World Scout Jamboree in Japan (2015).

APR Specialist Panel This concept paper is about forming a team of experts who are prepared to provide services/ support in the areas of Youth Programme, Adults in Scouting, Communication and Marketing, IT, Fundraising experts, Governance and Strategy, Management, Event management, Consulting and need analysis etc. Members of this panel have the competencies, knowledge, skills and experience to provide formal consultancy service to national Scout organizations at the national and regional levels.

Concept for NSOs services The APR Management SubCommittee has developed a concept paper on Services from National Scout Organizations emphasizing the services provided by NSOs to its members in the context of today’s customer-oriented world. The paper is prepared as a ready reference for NSOs in understanding their customers and strengthening their services.

Scouting in the Asia-Pacific Region This audio-video production is a 10-minute video showcasing the Scouting in the Asia-Pacific Region.

Guideline on Risk Management Policy Using this handbook as a guide, NSOs will be able to learn how to develop a National Risk Management Policy, a reference document for the Volunteers and Staff of the National Scout Organizations that will define their objectives and commitment on risk management.
